Synopsis

On the 13th and 15th of July 2006, Israel bombed the Jiyyeh power plant (South of Lebanon). 12 to 15 thousand tons of oil spilled into the sea. This documentary looks at the effects and the treatment of this catastrophe.

N.B This documentary won the first prize (Best documentary) at the European and Mediterranean festival on the TV of the Sea in La Maddalena-Italy (2007). It was broadcasted on several local TV stations: Tele Liban- New TV- Orange TV.

Detailed Synopsis

July 15th 2006, at the Jiyyeh coastal power plant south Lebanon, smoke is clouding up the air, the steel of the power plant has melted down and the Mediterranean turned black. On the 13th and 15th of July, Israel had bombed the Jiyyeh coastal power plant and more than 15,000 tons of heavy fuel oil were spilled into the Mediterranean Sea. Continuous bombardment prevented immediate solutions. The country woke up the next day to a major “collateral damage” to deal with: an oil spill that blackened its beaches, important coastal world heritage sites and environmental hotspots. On the 15th of August, a ceasefire was declared. Discovering the catastrophe was now more possible and the sea slightly more accessible. But the country was still under blockade. The country, concerned civil society and the international community are plunged in chaos. A dynamic story unfolds as different players, including the sate, local fishermen and international experts interact with the catastrophe and with each other… Diverse characters and points of views are hence exposed. The Mediterranean Sea is the center of the catastrophe. Long term effects of the war are a fact. The war on the environment is a long-time war that doesn’t end with a cessation of hostilities. But the Mediterranean Sea still emerges as a resilient hero….

Documentary of Jiyyeh spill wins film festival award

BEIRUT: A documentary on the oil spill environmental disaster that occurred during the July 2006 war in Lebanon won first-prize in the European and Mediterranean Film Festival on the TV of the Sea, which was held in the first week of October. The film is produced by the World Conservation Union - IUCN, funded by the Italian Ministry of Foreign Affairs and directed by independent Lebanese filmmaker Hady Zaccak with the support of Lebanon's Ministry of Environment.

The prize was awarded during the European and Mediterranean Film Festival on the TV of the Sea held in the Island of La Maddalena in the Italian island of Sardinia. The film won the prize by a unanimous vote from the jury composed of 12 multi-national technical members, experts in sea and media issues.

"The film treated an important subject which is the harm we humans can cause to the sea and a disaster that affected as we perceived it not only Lebanon but the entire Mediterranean and its people," said Captain Cristiano Aliperta, member of the jury and head of foreign affairs and public relations at the Italian National Coast Guard.

The documentary is the only account of the disaster caused by the bombardment of the coastal Jiyyeh power plant, which led to the spill of around 15,000 tons of toxic fuel into the Mediterranean Sea and polluting more than 150 kilometers of the Lebanese shoreline.

"The Oil Spill in Lebanon" documentary described the disaster of the slick caused by the Israeli bombardment of the Jiyyeh power plant on the July 13 and 15, 2006.

The slick affected the livelihood of more than 40,000 people working in the fisheries sector and other socioeconomic sectors dependant on the sea such as tourism. It also affected important ecological sites such as the Palm Islands Reserve containing important birds, flora and sea species. Endangered marine turtles nesting on different sandy beaches were highly exposed to the toxic fuel that went untreated for more than a month due to the lasting war, continued Israeli embargo and lack of equipment. The documentary also tells the painful story of the slick, its impacts and the struggle of the Lebanese authorities and civil society in general in trying to deal with the problem in difficult war and post-war conditions. The embargo and the continued war 33 days after the occurrence of the slick prevented international help and equipment from reaching Lebanon and hence delayed response to the disaster. The public and members of the jury watching the film in La Maddalena were deeply affected by the images and the facts revealed by the film. Participation in the festival helped raise awareness on the impacts that war and illegal acts of war have on the environment. "It feels strange to gain an award on a film that talks about a disaster like this one, which has lasting effects on my country, I am not sure if I could feel happiness or sadness at this moment," Zaccak said when receiving the award.

"The Oil Spill in Lebanon" documentary competed against 26 films treating various topics related to the sea including fishing, immigration, marine species, marine parks, responsible marine tourism and marine.

En 2006, au sortir de la guerre de juillet, Hady Zaccak avait promené sa caméra, « en mer, en hélicoptère et même sous les

eaux », tout le long de la côte libanaise ravagée par la marée noire pour en rapporter des images terribles de nos eaux

territoriales.

Avec le soutien du World Conservation Union, « les Nations unies de l’environnement », il avait filmé, « sur plusieurs étapes échelonnées d’août à

octobre 2006 », les eaux bleues du rivage libanais qui, du Sud au Nord, avaient viré au noir, suite aux bombardements israéliens de la centrale de Jiyeh.

Il avait accompagné ses prises de vues d’interviews diverses : analyses d’experts nationaux et internationaux, observations fournies par des membres

d’ONG et témoignages de pécheurs, de riverains, de gens normaux, de baigneurs à Jiyeh... Le tout présenté en narration directe, «sans commentaires

en voix off», et en montage original, souvent d’ailleurs volontairement paradoxal. À l’instar de cette image finale montrant des barques engluées dans le

fuel accompagnant l’affirmation que dans son combat contre la pollution, « la mer est la plus puissante et elle finit par triompher ». Une ambivalence

délibérée par laquelle le jeune cinéaste affirme « chercher à provoquer chez le spectateur plutôt qu’une ingestion passive d’informations, une réflexion

critique ».

Intitulé The Oil Spill in Lebanon, ce film de 34 minutes lui a valu le prix du meilleur documentaire au Festival européen et méditerranéen des films sur la

mer, qui s’est tenu récemment en Sardaigne, plus précisément sur l’île de Maddalena.

Itinéraire d’un cinéaste déterminé

Une récompense qui vient saluer la qualité du travail de ce «réalisateur studieux», qui a entamé sa carrière de cinéaste par... un livre. Le cinéma

libanais. Itinéraire d’un cinéma vers l’inconnu, un ouvrage de référence publié, en français, aux éditions Dar al-Machrek qu’il a écrit alors qu’il était

encore étudiant à l’Iesav. Sa maîtrise en réalisation décrochée en 1997, ce passionné d’images s’est lancé à corps perdu dans le documentaire.

Pour Hady Zaccak, tous les chemins mènent au septième art, à commencer par les voies du quotidien, celles des petits et grands événements de la vie

au Liban et dans les pays de la région, que ce jeune réalisateur compile comme autant de matériau brut pour l’élaboration de ses court-métrages. Une

vingtaine à ce jour, dont les thèmes principaux tournent autour « du cinéma, de Beyrouth et de la sociopolitique régionale ».

Trois sujets sur lesquels la caméra de ce jeune réalisateur revient en permanence, pour fouiller, extirper, sonder, images et témoignages à l’appui, la

« réalité libano-moyen-orientale ».

Pourtant le cinéma a longtemps été pour ce trentenaire, né en 1974 et ayant grandi en pleine guerre, « un refuge contre la réalité. Le lieu où je créais

mon propre monde ».

Sauf que contre l’inadéquation du réel, on réagit soit en créant son propre univers fantasmagorique, soit en plongeant dans la réalité. Hady Zaccak a

choisi pour sa part de s’immerger pleinement dans le visible, le tangible, le palpable pour «comprendre, apprendre et y trouver plus tard matière à

fiction. J’adore Hitchcock par exemple, mais je ne veux pas faire de films inspirés de ceux de Hitchcock. Je préfère puiser dans mes rencontres, mes

interviews, mes reportages, des personnalités et des situations qui serviront plus tard mon imaginaire. »

En attendant, le talentueux M. Zaccak enchaîne les documentaires. Autant en projets libres qu’en travaux de commandes. Mais toujours de manière à

ausculter en profondeur l’état du monde environnant, quitte à se battre contre les différentes sortes de censures. Celle imposée par la Sûreté générale,

comme à l’époque des Mille et une nuits (1999) où il abordait, de manière originale, l’histoire du conflit israélo-arabe en l’incrustant dans les contes des

Mille et Une Nuits. Un film qui lui avait d’ailleurs valu le prix du meilleur documentaire au Festival Docudays en 1999.

Ou encore la censure des producteurs des chaînes de télé, frileux quand il s’agit de sujets politiques, religieux ou communautaires, et aux exigences

desquels ce jeune homme calme et déterminé a trouvé la meilleure parade : l’autocensure. Car couper pour couper, il vaut mieux le faire soi-même, il

en restera toujours quelque chose...

يعتبر هذا الفيلم، الممول من قبل وزارة الخارجية الإيطالية والاتحاد الدولي لحماية الطبيعة وبدعم من وزارة البيئة وإخراج هادي زكاك، أول فيلم وثائقي من نوعه يظهر حجم كارثة التلوث النفطي الناتج عن قصف إسرائيل لخزانات معمل الجية الحراري الذي أدّى إلى تسرب حوالي

كلم من الشاطئ اللبناني، والذي سجّلت تأثيراته على النظم الإيكولوجية 150 من الفيول أويل الثقيل على حوالي 3 م12.000-15.000الحساسة بيئياً مثل محمية جزر النخل الطبيعية، كذلك على السياحة البيئية مثل الشواطئ الرملية العامة، كما على القطاع السياحي الخاص على

طول الشاطئ، وعلى الصحة العامة، وأخيراً على الاقتصاد عبر تأثيره المباشر على سبل عيش الصيادين والمجتمعات المعتمدة على البيئة البحرية السليمة؛ كذلك، يظهر هذا الفيلم التدخلات الأولية التي بذلت للحد من آثار هذه الكارثة.

: أختتمت فعاليات الدورة الأولى للمهرجان الأوروبي المتوسطي التلفزيون والبحر والذي أنعقد على جزيرة لامادالينا احدى صدى سوريا- روما . 2007 سبتمبر/أيلول 29 إلى 26أجمل جزر العالم على الإطلاق من تاريخ

و جزيرة لامادالينا تقع في اقليم سردينيا جنوب ايطاليا وبسبب فرادة هذه البقعة من البحر وشهرة هذه الشواطئ اختيرت لتقام على أرضها الدورة

الأولى للمهرجان تحت رعاية مقاطعة اولبيا الايطالية، حيث ألتقى معدين مخرجين ومنتجين يجمعهم حب البحر والبيئة البحرية من مختلف انحاء اوروبا وحوض المتوسط بهدف تعزيز ثقافة البحر من خلال البرامج التلفزيونية والعمل على التمتع بالبحر دون استهلاكه والاساءة له.

انتاجا تلفزيونيا على ثلاث جوائز تمنح للأعمال الفنية القيمة في الشكل والمضمون ضمن ثلاث 40و تنافس في المسابقة الرسمية للمهرجان فئات: الافلام التسجيلية والوثائقية، البرامج، والافلام المتحركة من مختلف دول حوض المتوسط، فبالاضافة الى ايطاليا،شاركت دول المغرب،

ونال جائزة البرامج التلفزيونية (أناس البحر) للمخرجة ماريدا غالياني ومن انتاج شركة الإنتاج التلفزيوني البوران الايطالية وعن جائزة الافلام المتحركة فيلم (نساء ممبلز هيد) للمخرجة بيزا أن جونز لشركة كولورويل انيميشان من المملكة المتحدة. ومنح المهرجان جائزة جوزيبة غاريبالدي

الخاصة للفيلم الأرشيفي عن حياة القائد الايطالي الذي صنع وحدة ايطاليا للمخرجة مارتشيلا مينيكيلا انتاج قناة الراي الايطالية للأرشيف. تميزت المشاركة العربية بالمهرجان بحضور لافت من مختلف المؤسسات الاعلامية ومن مختلف الدول العربية، فضمت لجنة التحكيم السيدة ديانا جبور مديرة التلفزيون السوري والسيد يوسف الحسيني مدير انتاج تلفزيون ال بي سي، السيدة ريما ناظر من تلفزيون أم بي سي والسيد سعد

الحسين من وكالة بغداد للأنباء. ومن ضمن ضيوفه السيدة منى أنيس نائب رئيس تحرير الأهرام والسيد نيكول بيزجيان من تلفزيون المستقبل والسيد جميل نمري من التلفزيون الأردني والمقدم الرئيسي في تلفزيون أبو ظبي الاعلامي عبد الرحيم البطيح.

أما سوريا فرغم عدم مشاركتها بالمسابقة الرسمية إلا أن الحضور المتميز للسيدة ديانا جبور مديرة التلفزيون السوري كان لافتا وقد أختيرت من قبل أعضاء اللجنة رئيسة للجنة التحكيم الرسمية وتم تكريمها بتقديم جائزة المهرجان الرسمية لها اعترافا بجهودها في انجاح الدورة الأولى

للمهرجان.

وكانت فكرة المهرجان قد انطلقت بجهود السيد انزو بياسوني مدير المهرجان ومنتج برنامج تلفزيوني عن المرافئ الايطالية وذلك ايماناُ بالحاجة الملحة لتحفيز ثقافة إعلامية لانتاج برامج تلفزيونية عن البحر ومايعاني منه والوسائل والتدابير التي يتوجب اتخاذها للحفاظ عليه وحمايته وبشكل

خاص كون منطقة البحر المتوسط نقطة تلاقي شعوب المنطقة منذ الأزل ومساحة للحوار في عالم متعدد الثقافات ومثال حي على التنوع البيئي والغنى اضافة لكونه مركز التجارة والتبادل الأقتصادي في المنطقة.

ورغم بعض الصعوبات التي اعترضت اقامة المهرجان كالموافقات الأمنية المتعلقة بالقاعدة العسكرية الامريكية المتمركزة منذ سنين في الجزيرة

الايطالية والتي سترحل عنها نهائيا في بداية السنة القادمة والصعوبات التقنية والعملية كصعوبة الوصول للجزيرة وعدم جاهزيتها الكاملة لاستقبال مهرجانات من هذا النوع فقد أتاح المهرجان للمشاركين فرصة التعارف والمقاربة بين الخبرات الايجابية لأهم للدول الاوروبية ودول حوض المتوسط

في مجال البرامج التلفزيونية المخصصة للبحر من خلال تبادل المنتجات المرئية والمسموعة، التقنيات والخبرات الفنية ووضع الخدمات المتبادلة والجهود لدعم وتعزيز الثقافة والوعي البيئي واعادة اطلاق القوى الاقتصادية والاجتماعية التي تعمل وتعيش من وفي البحر.

وتحمل البرامج التلفزيونية المخصصة للبحار ضمن أهدافها توعية الرأي العام في هذا الاتجاه بالذات ونحن اليوم نحتاج أكثر من أي وقت مضى الى تفعيل نشاطات واعمال تهدف الى تحفيز معرفة أوسع للبيئة البحرية والشاطئية الى تنمية الفضول والوعي من أجل خلق ضمير يحترم الثروة

البحرية ومسؤولية بيئية أكبر . تعد بحارنا وشواطئنا نظاما بيئيا ثمينا ذو قيمة لاتقدر وبنفس الوقت ضعيفا ومعرضا للاستهلاك والتلف، فللأسف في أغلب الأحيان ينقصنا ذاك الشعورالمدني لضمان وحماية البيئة التي تحيط بنا وقد يبدوا للبعض أن الموضوع لا يستحق أن تولى له كل هذه الأهمية

رغم أن مستقبل العالم اليوم يعتمد على التدابير التي ستتخذها حكومات المنطقة لمواجهة الأخطار التي تحذق بالبحر وبشكل خاص البحر المتوسط الذي يعاني من مشاكل عديدة لها تأثير كبير على التلوث البيئي والاحتباس الحراري. البحر هو مصدر الحياة ومنبع للجمال وللثروات

الطبيعية وهذه الثروات هي ملك البشرية جمعاء ومنذ القدم لعب البحر دورا رئيسيا في تاريخنا وكان شاهدا عليه, وكان مدرسة لقيم ومشاعر عميقة في جميع حالاته وملهما لكافة أنواع التعبير الفني والثقافي والأدبي.

وقي الختام نتمنى أن يكون موضع الأهتمام بالبحر وبالبيئة الطبيعية في المهرجان حافزاً لجميع التلفزيونات العربية لإعطاء هذا الموضوع المكانة اللائقة والمساحة الجيدة ضمن انتاجاتها بسبب حساسيته وأهميته في الوقت نفسه خاصة في ظل المشاكل البيئية التي يعاني منها العالم

اليوم من تغييرات مناخية واحتباس حراري، فالكون هو نعمة منحت لنا علينا الاستمتاع بها لا استهلاكها لانها ستكون ملكاً لأولادنا من بعدنا فلنعمل معاً من أجل عالم أفضل وأكثر جمالاً وتألقاً.
