This presentation offers a basic and broad outline of the OIE Terrestrial Animal Health Code, the Aquatic Animal Health Code and the relevant diagnostic Manuals without going into detail of each. For training and orientation purposes, participants to the course should be supplied of a copy of each prior to the presentation. Within the slides (slides 21 - 23) an exercise is provided wherein participants are required to make use of the Terrestrial Codes and Manual to complete the assignment. It must be communicated to participants that details on specific aspects of the Codes and Manuals are addressed in seperate presentations i.e. import and export, risk analysis, etc.

What is the purpose of the Codes ?Какую цель преследуют Кодексы?

The Codes are NOT textbooks on terrestrial or aquatic animal diseases, nor on zoonosis. Кодексы НЕ являются учебниками по болезням наземных или водных животных, а также по зоонозам.

The primary object is to set recommendations, standards and guidelines to protect animal and human health and guard against zoonotic diseases in the trade of animals and their productsОсновной их целью является разработка рекомендаций, норм и направлений в деле защиты здоровья людей и животных и предохранения от зоонотических болезней при торговле животными и продуктами животного происхождения

While the Codes are primarily aimed at the protection of global animal health and to prevent the spread of pathogens to animals through international trade, the OIE also has an obligation in terms of human health implications and therefore compliment the guidelines and recommendations of the Codex Allimentarius to sensitise Member Countries on the zoonotic implications of the trade in specific commodities of animal origin.

The collection and dispatch of samples to ensure reliability of tests conducted after receipt at a laboratory are desribed in detail in the Manual for diagnostic tests. Other guidelines complimentary to the dispatch and also the international transport of potential hazardous material are desribed in the IATA guidelines for transport of biological specimens.

The model certificates must be used as guidelines and should be supplemented by the specifics of bilateral agreed upon trade protocols for the delivery of sanitary guarantees between two countries. However it should be consistent for trade in the same commodity and consistent with the requiremenbts of the SPS Agreement i.e. not requiring sanitary guarantees higher than what is applicable within national legislation.

It is critically important that official delegates realise and accept their responsibility to participate actively in the debate and setting of internationnal standards. Once a standard is adopted by the Interntional Committee and included in the Code, a Member Country who participated in the decision-making process at the meeting of the International Committee where the standard was adopted, is obliged to support the adopted standard. If a Member Country deviates in the application of the accepted standard, the correct place to debate or challenge such a Member Country, is at the meetings of the SPS Committee of the WTO.

It is thus essential that delegates prepare themselves well in advance of the General Session of the OIE to actively participate in the debate and challenge the possible negative implications to trade of a proposed standard. Alternative solutions to assist the Specalist Commissions should be tabled other than just condemning a proposed standard.
