SUMMARY

From 17th to 20th of March 2016, the Ukrainian delegation, headed by the

MP, Chairman of the Health care Committee of Ukraine Parlament, Adviser

of The President of Ukraine and social activist Olga Bogomolets, carried

out with official visit the Republic of Romania. The delegation consist of

Liudmyla Shostak, chief of medical service of State emergency service of

Ukraine and Yuriy Husyev, the former Deputy Minister of Defense of

Ukraine 2015-2016 years. The visit was organized on invitation of the

NATO and the Department of Emergency Situations of Romania.

Olga Bogomolets as co-coordinator of the NATO`s international project

"Science for Peace", joined the discussion of “Telemedicine systems for

emergency situations."

During the four-day visit, Ukrainian delegation had opportunity to analyze

experience of implementation paramedical care system in Romania. The

extremely high level of paramedical care for Romanian citizens was noted

during the visit. The basis of the Romanian system of emergency medical

care is SMURD project, which operates in Romania for over 20 years.

Innovation of the project was the fact that rescue services staff, police and

military had to obtain paramedic skills. For a few years, SMURD developed

with a pilot project to national emergency service. Basis of SMURD system

are fireman with paramedic skills. System react not only for emergencies,

but also first aid for injured citizens.

SUMMARY Ukrainian delegation visited objects related to SMURD, held several meetings with representatives of the main emergency services involved in the management of emergency situations in Romania. Work group reviewed the rescue base General Inspectorate of Aviation of the Ministry of Internal Affairs of Romania, the hospital ambulance in Floreaska city, the central Cluj-Napoka fire station. In Targu-Mures to Ukrainian delegation were shown work of Emergency department, Regional Center for Telemedicine and National Training Centre of Emergency and other services that provide paramedical care.

Experts admitted that in Ukraine, road accidents took first place among emergency situations. Number of victims with hard combined trauma or polytrauma tend to rise due to increasing number of modern speed vehicles on motorways. Prehospital mortality in road accidents increases due to delay in medical care at place of accident. According to Ukrainian State Emergency Service, one of the reasons for this situation is the lack of a systematic approach to training paramedical specialists of emergency services (National Police, Operational Rescue Service of Civil Protection of State Emergency Service of Ukraine, other emergency services) and insufficient attention at practical skills in the emergency services training process. In addition, the existing regulatory framework does not provide for the implementation (application) of protocols to provide paramedical assistance to victims by persons who have no medical training. The purpose of these protocols is introduction of a single complex and effective system of providing paramedical assistance to victims in appropriate conditions by emergency services workers and their interaction. The authority of the units of Operational Rescue Service of Civil Protection of State Emergency Service of Ukraine includes searching and rescuing people in the affected areas and territories, to provide in the possible range the emergency assistance to people who are in dangerous to Life conditions in place of incident and assistance for their evacuation to medical institutions. According to the requirements of regulations personnel of Operational Rescue Service of Civil Protection passes appropriate training to provide paramedical assistance to victims in case of emergency.

Analyze the experience of Romanian colleagues and in order to adapt the paramedical training of personnel of Operational Rescue Service of Civil Protection of State Emergency Service of Ukraine to European standards of emergency medical care, we propose to study the possibility of initiation of “paramedic” profession in Ukraine, to develop the qualification requirements for this profession, training and retraining programs for paramedics, to approve the state standard certificate and standardized protocols of providing first aid to the victims by this category of specialists.

SUMMARY Members of the Ukrainian delegation prepared and would submit to Parliament and all interested agencies (Ministry of Internal Affairs, Ministry of Defence, State Emergency Service of Ukraine and Ministry of Health) proposals for implementation of SMURD project in Ukraine. We propose to hold hearings (interagency conference) on paramedics in the Committee of Parliament of Ukraine on Health Issues, inviting representatives of Ministry of Internal Affairs, Ministry of Defence, State Emergency Service of Ukraine and Ministry of Health, a result of which will be decisions:

• training centers of trainers on paramedicine should be created in Ukraine

• to establish of the Committee's working group on amendments to legislation

• to appeal to the NATO on behalf of the Committee with the proposal for a joint project SMURD in Ukraine in accordance with NATO standards

• Prepare a letter to the NATO`s office with following proposals:

1. Implementation of the project SMURD in Ukraine with support of NATO

2. Invite official delegation from Romania to continue cooperation in the exchange of experience.

To develop and submit to the Cabinet of Ministers of Ukraine draft Resolution on the implementation of a pilot project on creation of paramedics training center in Ukraine with the involvement of NATO member countries until June 15, 2016. Members of the Ukrainian delegation offer together with Romanian specialists to develop an algorithm and an action plan for the creation in Ukraine of an international paramedicine training center taking into account financial support from NATO. According to the chairman of the Committee of Parliament of Ukraine on Health Issues, development of paramedical services is necessary for our country, especially because of the anti-terrorist operation in eastern Ukraine. "The effectiveness of such aid has been clearly shown in practice in the area of combat operations by volunteer paramedics, who saved hundreds of lives due to their skills" - said state founder.

MP has repeatedly declared that in Ukraine paramedics basic skills should be obligatory to personnel of rapid response services, police, rescue, military and so on.
