EDUCATION COOPERATION UNIFORMITY The Official Newsletter of the Orange County Traffic Engineering Council Our January Program: M2020 UPDATE By Tami Warren (OCTA) For more information, visit www.octec.net 2013-2014 — Issue 4 Inside this issue: February 2014 Program: As part of the Orange County Transportaon Authority’s (OCTA) efforts to accelerate project delivery bringing mobility improvements early to Orange County residents, the OCTA Board adopted the M2020 Plan. The M2020 Plan outlines the projects and programs that can be delivered on an expedited schedule between now and the year 2020. In all, more than $5 billion in transportaon improvements promised to the voters in M2 is planned to be completed or under construcon by 2020. The plan covers all modes of transportaon in M2 including, freeways, streets and roads, transit, and environmental migaon and cleanup. Tami will provide an overview of the plan and the importance of keeping a ght rein on scope, schedule and budget. Tami Warren is the Measure M Program Manager for the Orange County Transportaon Authority. In her role, she is commied to ensuring that OCTA fulfills the promises made to Orange County voters during the delivery of the more than $15 billion Measure M2 program. Measure M is the voter approved ½ cent sales tax program for transportaon improvements in Orange County. She is responsible for assuring accountability to the taxpayers of Orange County by ensuring efficient management, compliance with the ordinance, fiscal responsibility, transparency to the public and the implementaon of safeguards in the delivery of Measure M projects and programs. Tami received her Bachelor of Arts degree in Communicaons from California State University of Fullerton. She resides in the City of Orange, with her husband John, and her two sons, Sco and Sean. David Thomas, Riverside County Transportation Commission (RCTC) Project Manager, provided an overview

of the State Route 91 Project. This included the criteria used to select project contractors and consultants;

project limits, constraints, goals and objectives; and upcoming construction segments and their completion

deadlines. The stretch in which improvements will be implemented are shown in the figure below.

For those who are waiting to improve their commute, this project is expected to be completed in 2017. David

had provided a copy of his presentation in PDF format for everyone who may have missed the meeting. The

presentation can be accessed from the OCTEC website at http://www.iterisprojects.com/octec/meet.html

Mark Miller also provided a brief overview of the California Senate Bill 743, especially in regards to the

actions he and all of us should be taking to better understand the bill as well as contribute to the outcome of

this bill. The final date to receive comments was Friday, February 14, 2014 at 5PM. The final draft is expected

to be released on July 1, 2014.

Due to the high attendance at our monthly meetings, the OCTEC board is requesting that all attendees

register as early as possible for each meeting. To ensure that there is enough seats and food during the day

of the event and as an incentive to register earlier for the luncheons, the following cost brackets have been

implemented:

* OCTEC member tickets up to a week prior to the meeting: $20

* Non-OCTEC member tickets up to a week prior to the meeting: $25

* OCTEC member tickets within a week of the meeting: $25

* Non-OCTEC member tickets within a week of the meeting: $30

* Non-RSVP at the door: $30

* Students: $15

OCTEC members, please use your email as the promotional code to activate the member ticket prices. Note

that membership is still open until the end of June 2014.

Traffic Project Manager

LIN Consulting is seeking a qualified individual for the position of Traffic Project Manager in

our Diamond Bar, CA office. The ideal candidate will have expertise in the areas of traffic

engineering design. LIN Consulting specializes in all aspects of traffic, civil, and electrical

engineering. The firm has an established reputation for providing engineering services to Caltrans,

counties, and cities, as well as to private owners and developers in the Southern California area.

The Traffic Project Manager will be responsible for project/task management, schedule and budget

control, plan and report production and review, quality control, and marketing activities. Specific

projects may include traffic signal system design, worksite traffic control plans, ITS design, traffic

studies, traffic impact analysis, and traffic management plans. Experience with Caltrans PS&E is

highly desirable.

Requirements:

8+ years of professional engineering experience in traffic engineering,

Bachelor’s degree in Civil Engineering or a related field,

Working knowledge of Microsoft Office and AutoCAD and/or MicroStation,

Must have solid technical knowledge and effective communication skills in written and oral

presentations.
