R ays of hope re‐ignite as twenty (20) new volunteers were brought into the fold of Hope‐
Bearers in the recently concluded 9th Session of the Paglaum Training Workshop last 27 January at the Bayleaf Intramuros, Manila. The new Hope Bearers, composed of mostly human resource practitioners, have pledged their commitment to the cause of spreading hope to their agencies and respective communities.

Equipping senior career executive service officers to lead innovatively and sustain an environment that nurtures innovation is the main inspiration of the Career Executive Service Board (CESB) behind this year’s theme of “Innonation: Innovations for the Nation.” The inaugural session of the Career Executive Service (CES) Leadership Conclave seeks to provide a platform for CESOs and Eligibles to imbibe best practices from thought leaders and public service exemplars, and also create a space for conversation and exchange of ideas to unceasingly stoke the fire of public service excellence. Get fired up and ignite the passion for innovation within your organization this February 16, 2016 from 8:00 a.m. to 5:00 p.m. The session venue is at Marco Polo Hotel in Ortigas, Pasig City. A s of 28 December 2015, 57% or 1, 087 of the total number of occupied CES positions in the
bureaucracy are occupied by Career Executive Service Officers (CESOs) and CES Eligibles (CESEs) while 43% or 828 CES positions are occupied by Non‐CESOs and Non‐Eligibles based on the latest CES Occupancy Statistics Report generated by the Career Executive Service Board (CESB).

CESB Executive Director Maria Anthonette C. Velasco‐Allones, in her welcome message, explained that the Paglaum Training Workshop is an advocacy of the CESB to capacitate government leaders in providing psychosocial support after disasters and emergencies noting that psychological health and wellness were hardly given attention in the sphere of rehabilitation activities. She emphasized the importance of bringing HR Managers into the fold of Hope‐bearers in mainstreaming capacity building programs on mental health and psychosocial support processing in the various agencies of the bureaucracy. The Paglaum workshop is founded on the assumption that psychosocial support is important in post‐disaster recovery and rehabilitation as it helps moderate stress reactions, prevent the development of long‐lasting disturbing emotional problems and rekindle hope. The two day workshop was facilitated by Dr. Violeta Bautista, Founder and President of the Care and Counsel Wholeness and Training Center (CCWTC) together with Mr. Lorenzo Bautista and Ms. Cristabel Fagela‐Tiangco also of the CCWTC, Undersecretary Anneli R. Lontoc of the Department of Transportation and Communications (DOTC), Ms. Salvacion Z. Baccay of the Department of the Interior and Local Government (DILG), and Director Donna M. Gordove of the Department of Environment and Natural Resources (DENR). Undersecretary Lontoc, Ms. Baccay and Director Gordove are Paglaum graduates who are now among the pool of Paglaum workshop facilitators, in consonance with the Training‐of‐Trainers (TOT) Framework of the program.

Of the total number of 2, 781 CES positions, there remain 866 vacant CES positions in the executive branch, almost all (863) of which are from the national government agencies (NGAs). The top three NGAs which posted the highest number of vacant CES positions are (1) Department of Education (226); (2) Department of Agrarian Reform (82); and (3) Department of the Interior and Local Government (78). Strengthening careerism Executive Secretary Paquito N. Ochoa, Jr. issued a memorandum on 15 December 2015 (see copy of memorandum on page 6), directing all Department Secretaries or Heads of Agency to submit to the President all recommendations for appointment and/ or promotion to CES positions of qualified candidates who are either CESEs or CESOs with appropriate ranks. This directive affirms anew existing efforts to promote merit, uphold professionalism and strengthen careerism in the civil service by ensuring more members of the CES are appointed to CES positions. To facilitate faster coordination in the placement and movement of officials, the Roster of CES Eligibles and CESOs in CES and Non‐CES positions by Agency, and the CES Occupancy Statistics Report as of 28 December 2015 are made available for download by the CESB in www.cesboard.gov.ph.

F or initiating novel programs that have improved operational processes/methods and assisting in the achievement of organizational effectiveness and/or sustainability, four (4) CESOs have been chosen as
recipients of the CES VIP (Very Innovative Person) Award for the 4th Quarter of 2015. The awardees are: Mr. Jose P. Aquino, CESO III, is the Director of the Enforcement and Investor Protection Department in the Securities and Exchange Commission (SEC). His adoption of the Total Market Surveillance System allowed the SEC to electronically monitor possible securities trading violations in the Philippine Stock Exchange. He also implemented an online search and surveillance system with the Cybercrime Division of NBI and with the DILG and PNP for cooperative actions relative to the monitoring and investigation of investment scams and enforcement of proper actions to further expand the SEC’s regulatory landscape. Moreover, he created anti‐investment scam infomercials, which will be aired in all SEC offices. Ms. Mary Jean T. Pacheco, CESO III, is the Director of the Corporate Planning Service in the Department of Trade and Industry (DTI). Her support for Organizational Culture Initiative programs resulted in higher employee engagement and translated to higher achievement of the DTI’s goals. She also led the adoption of the Performance Governance System, formulation of Trade and Industry Prosperity Plan and creative implementation of Strategic Performance Management System through production of posters, photo contests, PGS Diary, DTI values shirts, production of SPMS AVP and road shows. Mr. Ferdinand B. Sales, CESO IV, who as Director of the Company Registration and Monitoring Department in the SEC maneuvered the Improved Ease of Doing Business (EODB) Registration System that shortened the number of steps and days in Starting a Business from 16 steps and 34 days to six steps and eight days through the Integrated Business Registration System, which incorporates registration processes of SEC, PhilHealth, SSS and Pag‐Ibig Fund. Moreover, he expanded public access to SEC services by opening rent and utility‐free Satellite Offices in malls to make the Commission’s services more accessible. Ms. Lilia O. Pinzon, CES Eligible, is the OIC‐Director of the Information and Communications Technology Department in the SEC. Her initiative in spearheading the procurement and development of an Integrated Business Registration System paved the way for the seamless and simultaneous registration of corporations with SEC, BIR, PhilHealth, SSS and Pag‐Ibig Fund. In addition, she was able to develop the Certification Issuance System – Unified Reference Data Base for quick issuance of Certificates of No Derogatory Information, which reduced the number of steps, forms and signatories. The CES VIP Honorees for the fourth quarter of 2015 shall be conferred the award during the inaugural session of the CES Leadership Conclave at The Marco Polo Hotel, Ortigas, Pasig City. The award consists of a Plaque of Recognition and a cash prize amounting to Php 10,000.00. Nominations for the 1st Quarter CES VIP and Outstanding Cost Effective Officer (CEO) Awards for CY 2016 are now open. The deadline for the submission of nominations is on 29 February 2016.

February 15, 2016 marks the end of the CESPES rating period for CY 2015, pursuant to the schedule indicated in
CESB Memorandum Circular No. 1 s. 2015 “Completion of the Career Executive Service Performance Evaluation System (CESPES) Ratings for 2015”. All accomplished individual Performance Contract and Review (PCR) and Behavioral Competency Scale (BCS) rating forms for superior and subordinate raters of concerned CES Officials must be completed and submitted within the period prescribed in the above‐mentioned circular. Completion of ratings after the said date shall no longer be entertained and shall cause the Ratee Official to have no CESPES Rating for CY 2015. For assistance regarding Online CESPES‐related concerns, including technical and administrative matters, CESPES Users are advised to coordinate with the Performance Management and Assistance Division (PMAD) at telephone numbers (02) 951‐4986 and (02) 951‐4981 locals 110, 111, and 126.
