They were welcomed by Shan State Chief Minister U Sao Aung Myat, Commander of Eastern Command Maj-Gen Soe Htut, ministers of Shan State government, departmental officials, cultural troupes of Shan, Palaung, Pa-O, Taungyoe and Danu national races and local people. On arrival at PhaungdawU Pagoda in Inlay Lake of Nyaungshwe Township, they were welcomed by members of the Pagoda Board of Trustees and local people waving miniature flags. The President and wife Daw Khin Khin Win donated flowers, water and meals to the Buddha images of the pagoda and offered goal foils to the Buddha images. The President signed the visitors’ book, and the President and wife made cash donations. They paid homage to State Ovadaçariya Agga Maha Pandita Bhaddanta Nanbhosa and members of the Sangha at Nanhu Monastery on the platform of the pagoda. After hearing the reports, the President said that Inlay Lake is a good natural heritage. It is a significant landmark in Myanmar and ASEAN Heritage Part. Next generations are to conserve the lake for its durability. At present, the respective work committees have been formed for systematically maintaining the lake. In so doing, maintenance work and conservation work are divided at Inlay Lake. A fund must be set up with assistance of local and foreign wellwishers so as to conserve the lake in the long run. Hotel industry at Inlay Lake is to take responsibility of fund in ratio for the maintenance works. Labour and boats of the local people will not be enough for conservation of the vast lake, and it is necessary to use heavy machinery in carrying out the tasks on a wider scale. Due to increasing of local people and residences at Inlay Lake, water for agricultural purpose and land utilization are also raising. Thus, it is necessary to take remedy for reforestation at damages in watershed areas of the lake. anniversary of Myanma Radio andTelevision of the Ministry of Informationwas celebrated at the MRTV auditoriumhere this morning. Union Minister forInformation and for Culture U Kyaw Hsanaddressed the celebration and awarded prizewinners.

Present on the occasion were DawKyi Kyi Win, wife of Union Minister UKyaw Hsan, Deputy Minister for InformationU Soe Win, Deputy Minister for CultureDaw Sanda Khin, departmental heads of theInformation Ministry and Culture Ministry,technicians from the MRTV, members ofmusic scrutiny board, executives ofMyanmar Music Asiayon, guests and staffmembers.

Speaking on the occasion, UnionMinister U Kyaw Hsan said that reviewingthe strong and weak points of the previousyear, it is necessary to have more strongpoints and reduce weaknesses in 2012-2013.Only if individuals or divisions reviewthemselves, can the whole departmentimprove.

YourFacebook friend could become the dearest one,but your classmates are the nearest and themost realistic ones. You cannot ignore them.Google Images may offer you the breathtakingscenes of the season. But it surely cannot comparethe scene you can see through the window. Themusic through earphones will never better thesong of rustling leaves.

JERUSALEM, 10 March— Israel sustained a barrage of rocket fire from Gaza Friday afteran airstrike prevented a terrorist attack by killing the man who planned it, officials said.

More than 40 rockets were fired into southern Israel from Gaza in retaliation for the airstrike,Haaretz reported. Eight people were wounded by the rockets, while Israel’s Iron Dome systemintercepted at least six rockets, the military said.

In addition to the would-be attacker, another man was killed and a third was injured in theearlier Israeli airstrike, which hit a car in Gaza, officials said.

The Israeli military said the attack plotter was Zuhir al-Qaisi, who was also known as AbuIbraim, secretary-general of the Popular Resistance Committees, Ynetnews.com reported.

Qaisi was planning an attack that would have been aimed at Israeli communities near theEgyptian border, officials said.

The military said he was the political head of the PRC and carried out a terrorist attack onthe border last year that killed eight Israelis and an attack on a fuel terminal, and was alsoinvolved in rocket fire from Gaza into Israel.

S Korean economy faces various riskfactors in 2012: regulator

SEOUL, 10 March—South Korean economyfaces various risk factors athome and abroad despiteforeign investors’recentpositive stance on thenation’s financial market,the top financial regulatorsaid Friday.

“Foreign investors aretaking more positive stanceon South Korea. Since thebeginning of this year, theKOPSI rose and the dollar/won exchange rate fell onthe reflection of the positivestance,” FinancialSupervisory Service (FSS)governor Kwon Hyouk-sesaid in an opening speechat the seminar held in centralSeoul.

Kwon, however,noted that the marketoutlook seemed not to bebright due to various riskfactors at home and abroad.On the global outlook, thegovernor cited the lingeringEuropean fiscal crisis andrising oil prices as the threatto the global economy.

Surgeon general:Teen smoking ‘epidemic’

WASHINGTON, 10 March—Nearly 25 percent of US highschool seniors and one-third of young adults 26 and undersmoke despite 50 years of warnings, the US surgeon generalsaid.

“The numbers are really shocking — it’s a problem wehave to solve,” Dr. Regina Benjamin, the surgeon generalsaid in an interview with USA Today.

Adolescents, because their bodies are developing, aremore at risk than adults to nicotine’s addictiveness andtobacco’s damage to the body, Benjamin said.

A report by the surgeon general found the dramaticdecrease in smoking from 1997 to 2003, slowed in percentyears and more high school students are using smokelesstobacco and at least half of white and Hispanic male tobaccousers and nearly half of Hispanic female users smoke andchew tobacco. Tobacco is the leading cause of preventableand premature death, killing more than 1,200 Americansevery day, the report said. “For every tobacco-related deathtwo new young people under the age of 26 become regularsmokers,” the report said. “Nearly 90 percent of thesereplacement smokers try their first cigarette by age 18.Approximately 3-out-of-4 high school smokers continue tosmoke well into adulthood.” The report said the tobaccoindustry’s $10 billion in annual marketing — includingpromotions that cut prices — encourages youth to begintobacco use.—Internet

WASHINGTON, 10 March—Officials of the US Food andDrug Administration said they have concerns about childrenand teens using a “caffeine inhaler” with alcohol.

The FDA said in a warning letter to Breathable FoodsInc, the makers of AeroShot, that it has questions about thesafety of the caffeine inhaler for false or misleading statementsin the labeling of their product as well as questions about thesafety of the caffeine inhaler.

Breathable Foods says AeroShot is designed to provide“breathable energy, anytime, anyplace,” but that it also saysthe product is intended to be ingested by swallowing.

Our party was formed on 26 May, 2010. 157representatives from our party contested in the 2010 generalelection and 57 were elected, 21 to Pyidaungsu Hluttaw and35 to region and state Hluttaws engaging in nationaldevelopment undertakings.

Our party has won second largest number of seats in theFirst Pyidaungsu Hluttaw and Shan State Hluttaw.

In the forthcoming by-election, our party will contest inKalaw Township Constituency for Pyithu Hluttaw, ShanState Amyotha Hluttaw Constituency No (3), Kachin StateMogaung Constituency for Pyithu Hluttaw and SagaingRegion Amyotha Hluttaw constituency No (7).Union national brethren,

First of all, I would like to explain the meaning of theparty’s name. Shan nationalities in the party’s name representShan nationalities spreading across the Republic of theUnion of Myanmar and all the national races residing in ShanState living through thick or thin.

The emblem of the party is a white tiger marchingtowards its goal with determination. This is originated fromour traditional belief of the white tiger guarding Shannationals.

Our party flag is a blend of green colour representingcoolness and peace, red colour representing bravery,tenacity, and dynamism and white moon depicting tranquilityand honesty. Like the reflection of our party’s flag colour, wewill participate actively, bravely, honestly and peacefully inbuilding the democratic Republic of the Union of Myanmar.Union national brethren,

The belief of Shan Nationalities Democratic Party is,that we strongly believe a united, peaceful and strong Unioncan be built only when we can build the democratic nationof no oppression, amity and equal human rights amongnational races, justice and freedom.

The objectives of our party are—(1) To build democraticnation through peaceful means. (2) To work to achieveperpetuity of the Union, amity and unity among nationalbrethren. (3) To make sure all national brethren residing in theUnion enjoy basic human rights. (4) To strive to enact a lawfor preservation and development of literature, culture andtradition of respective national races. (5) To followpragmatism rather than pursuing utopia. (6) To make use ofall the authorities available in politics and other sectors formore productive results avoiding opposition and objection.(7) To update aim, objective and policy of the party indemocratic process with the changing time based onexperiences to be gained in certain period.

I would further explain the policy of the party.1. Our party’s attitude towards the multi-party democracysystem is as follows:

(a) We believe that the prosperous Republic of theUnion of Myanmar can be built only under genuinemulti-party democracy system.

(b) The elected government is obliged to serve theinterests of the people, safeguarding the interestsof the entire nation.

(c) The foundation stone of democracy can be laiddown to preserve peace, liberty and nationalconsolidation for ever with every citizen sticking to

basic democratic practices such as freedom of action,expression, and faith without harming the interestsof others.

(d) In multi-party democracy system, only when nationalpeople can fully enjoy such basic political rights asrights to join, support and contribute the legal partythey favour, can strong national unity be built withno mutual doubt. And then, Union with perpetualterritorial integrity can be built.

(e) Such organizations as national races literature andculture preservation and promotion organizations,religious associations, volunteers organizations,social organizations, youth affairs organizationsand women’s affairs organizations which are bornout of awareness of the people and desire of thesociety are essential parts in democracy system. Webelieve that valuing them would increase the wishto serve the people by people leading totransformation to united, firm, and democratic Union.

2. We view that realizing the national consolidation is themost important part of the Union.

(a) As the Republic of the Union of Myanmar is hometo various national races in unity and amity, thegenuine national consolidation plays an importantrole in ensuring perpetuation of the State.

(b) Equality is an essential basic ideology for nationalraces.

(c) In line with the freedom, justice, friendship andmutual respect, utmost efforts are to be made forbringing about development of the Union,perpetuation of independence and sovereignty,and national unity through united strength ofnational races who enjoy rights of democracy in theactual life.

3. Foreign affairs and international relations(a) we all wish to exercise the independent foreign

policy.(b) based on principle of peaceful co-existence, we

will uphold the policy on friendly relationshipwith other global countries in international relations.

(c) we will practise the foreign policy based on fiveprinciples of peaceful co-existence:-- mutual respects for sovereignty ad territorial

integrity- mutual non-aggression- non-interference in each other’s internal affairs- equality and mutual benefit, and- peaceful co-existence.

(d) while forging mutual respects to each other withbenevolent attitude to be free from fear, the globalcountries are to practise peaceful coexistence forpromotion of friendly ties based on the followingprinciples.(da) to abide by visions of the human rights and

UN Charter,(db) to pay respects to sovereignty and territory

of all countries,(dc) to recognize equality of standards of all

nationals and countries regardless of largeand small in size,

(dd) to avoid interference in internal affairs ofother countries,

(de) to follow rights of defence of each countryaccording to the UN Charter

(df) to keep away from participation in collectivedefence programmes for serving the interestof a nation and bullying a nation,

(dg) to avoid posing threats to politics andterritory of any country and touring it throughmight of weapon

(dh) to apply peaceful ways and means in solvingdisputes of all countries,

(di) to encourage mutual issues and unity,(dj) to respect international responsibilities and

justice4. With regard to economy,

(a) we will exercise independent market economicsystem for uplifting sufficiency of basic needs of all

citizens andnational races andhigh livingstandard and forkeeping abreast ofglobal countries.

(b) the independenteconomic systemmust be inconformity withworld trade system.

(c) we will practisei n d e p e n d e n teconomic systemby joining hands with partner countries in theworld so as to serve the interest of the citizens.

5. As agriculture is the livelihood for most of the citizensat present,

We will always focus on promotion of living standardsof the farmers.

At the same time, we will try hard to grant the workersto enjoy promotion of social life, responsibility and rights,work hour and salary, rights of leave and compensation forinjuries at worksite.

We will arrange peace of mind for life of retired servicepersonnel without worries. (We believe that the esteemedpeople will remember endeavours of Hluttaw representativesof our party with regard to this issue.)

As the workforce plays a key role in building apeaceful, modern and developed new nation, we will practisestick and carrot system and combat bribery and corruptionin the personnel affairs.6. In the health sector,We will try hard to achieve success in implementing thenational health care plan meeting the international standard.It is necessary to promote rural health care so as to narrowthe gap between urban and rural areas in the health careservice sector.7. Regarding education sector,

(a) we will strive to implement basic primary educationas compulsory free education system.

(b) we will try our best to promulgate law for enablingall national races to learn their languages andliterature at schools to be able to preserve andpromote their literatures.

(c) we will make arrangements for emergence ofinternational standard education system.

(d) we will grant the students of states in ratio to beadmitted at vocational universities.

(e) we will manage flourishing of international leveleducation system that can promise brighter futureof the people.

8. With regard to natural resources in general sectors,(a) we will place emphasis on depletion of natural

resources and environmental conservation.(b) we will manage cultivation and production of

forest products and industrial raw timbers.(c) we will give encouragement to greening of

environment.Moreover, I would like to present that this party will

Our party is a national political force that is formedwith national interest-minded people based on patrioticspirit.

Today, the Republic of the Union of Myanmar hasemerged in the global community as a country that rules inaccord with the constitution. A democratic governmentelected in accordance with the constitution has emergedas well.Esteemed people,

My father is a native of Salin and my mother a nativeof Pwintphyu Township. In other words, I am a native ofSalin as well as of Pwintphyu. As a local resident of this

region, I am the one who feel the same as the people of thisregion do. While having shared the sufferings, losses andneeds with the people of this region, I will try to do to thebest of my ability to fulfill the wishes of the people.

The majority of the people in Pwintbyu Township arefarmers. Socioeconomic improvement of those farmers is thekey to the development of the township. They have to workso hard to provide food necessary for the people. Despitetheir hard work, the farmers have not yet enjoyed thebenefits they deserve. So, we need to promote the livingstatus of our farmers. After assessment, we have found outthe following main requirements of the residents ofPwintphyu Township.

The township is formed with 205 villages and 56 village-tracts and there are about 110,000 eligible voters. Themajority are the needy people working on farm. The keymeasures to be taken for the township development are:

1. To ensure smooth transport2. To make sure that the farmers grow their favourite

marketable crops (eg. cow bean) after cultivatingmonsoon paddy.Remark: They have to grow summer paddy as anessential requirement.

3. The villages have little progress due to insufficientenergy supply.(They have no adequate power supply.)

4. The people have little health knowledge as well aslittle healthcare. If our party comes to win seats inthe Hluttaw, we will establish a collective healthcareassociation in Pwintbyu Township in cooperation

We are committed to protect the rightsof the people.

We are also committed to help with efforts forimprovement of social, economic, health and educationsectors and fighting the poverty. As Meikhtila is located atthe junction of roads, the town is populated largely bymerchants, traders and businessmen and by members of theTatmadaw and their families as Tatmadaw battalions andregiments are established there as well. Besides, many

factories are established there as there is a university, acollege and training schools in the town, and the town isalso populated with government service personnel asthere are regional and divisional offices in the town. Besides,farmers living in rural areas make up 65% of the populationof Meikhtila Township and the township is a home to thepeople from all walks of life. Therefore, we should befarsighted to improve the all-round development of thepeople from all walks of life.

I and our party have committed to protect the rights offarmers, to provide sufficient loans to farmers, to supplyirrigation water to farmland sufficiently, to give loans tofarmers without interest for a season when they lost theircrops due to natural disaster and pests, to supply powerto rural areas and to upgrade roads in rural areas, to helpimprovement of the socio-economic life the members of theTatmadaw, to help social security of the state servicepersonnel and to upgrade the bridge across the MeikhtilaLake in an attempt to ease the volume of traffic and anincrease in population and to conserve the Meikhtila Lakewhich represents the gracefulness of the town.

To do so, only when we are elected to the parliaments,can we submit the proposals to carry out the tasks.

There werestill different armed groups now but one day, there would beonly one armed forces according to the constitution. Thearms we held should not be used to kill our own brothers andsisters but to protect our country. Peace had been built tosome extent with certain internal political stability. To ensurepolitical stability, all the political elements had set thecommon goal and cooperating on the common ground. Asthe internal political stability was improving, there had beenmore contacts, understanding and cooperation with theforeign countries. Nowadays, the international communityhad growing interests to invest in Myanmar.

Our country had mountains of opportunities toestablish industries and factories based on the richresources. Estimating the potential market, industrial cropssuch as rubber and oil palm were extensively grown whilemodern factories were being set up produce value-addedproducts. Keeping the stride in agricultural sector, thegovernment was also focusing on industrialization.Agriculture was instrumental to food security and thusserious measures should be taken to feed the growingpopulation. To achieve agricultural development,comprehensive reforms such as change in mentality andreclamation, shift to mechanized farming and high yieldstrains had to be made, only with agricultural development,the nation could transform successfully into agro-basedindustrialized one. Shan State was blessed with viablegrounds for agriculture, livestock breeding, and industries.

As the state would see more and more internal stability, therate of economic growth of the entire state would increasehigher and higher. It needed to combine internal effortswith foreign investments to achieve development in shorttime. Industrial zones were being established all over thecountry to ensure every citizen had a job. At the same time,it was required to make harmonious efforts for humanresources development for emergence of democratic societyand national economic development. China store blaze kills fireman,injures two

HANGZHOU, 10 March—A fireman died and two otherswere critically injured while fighting a blaze that engulfed a storein east China’s Zhejiang Province Saturday, the local firebrigade said. The wholesale store selling small commodities inZhuji city caught fire at around 4 am, a spokesman with the city’sfire brigade said. He said the brigade sent nine fire engines and45 firemen to the site. Cans of chemical, presumably hair spray,exploded during the rescue operation and the shockwaveknocked down three soldiers and destroyed their respirators,the spokesman said.

go to ends of earth to realize it

NAY PYI TAW, 10 March—President U Thein Sein metShan State government, the state Pyithu Hluttaw speaker, thedeputy speaker, the chief justice of the state high court, theadvocate-general of the state at Panglong Yeiktha inTaunggyi yesterday evening.

Also present on the occasion together with the Presidentwere the deputy commander-in-chief of Defence Services,Union ministers, and deputy ministers.

Shan State Chief Minister U Sao Aung Myat reported to

the President on measures, monthly inspection and theadministrative mechanism of the state government.

Speaking on the occasion, the President said that thegovernment being the one elected by the people was tryinghard to fulfill the wishes of the people devoting to serve thepublic interests. Today’s ethnic armed conflicts dated backover sixty years stemming from various reasons. Thesuccessive governments had tried every possible way tobring those conflicts to an end in search of peace. Reviewing

the actions of successive governments, it was found thatsome succeeded and some failed. However, as the end ofthose armed conflicts and birth of eternal peace was the majoraspiration of the people today, the incumbent governmenthad to go to the ends of the earth to realize it. Currently, ninearmed groups were holding peace talks with the government,all of which had agreed not to cede from the Union and toembrace Our Three Main National Causes. All the national

Afterwards, the President made aspeech, saying that the newgovernment is making earnest effortsto fulfill the two requirements of thepeople, that it is striving for ensuringpeace and security which is the firstrequirement. In this regard, it hasbeen undertaking a series ofactivities for fostering nationalreconsolidation and buildingeternal peace, while striving for thosecapable of participating in Myanmar
