Strive to ensure worldfood security

Food security has become a major chal-lenge for the entire humanity. With climate changeworldwide, millions of people in the developingcountries that have not enjoyed food security stillhave food requirements. One sixth of the worldpopulation is found to be undernourished.

Ensuring food security and wholesome foodeverywhere is essential for people. So, each andevery agricultural country has to strive for boost-ing crop cultivation. Global nations have to seekways and means to narrow the rich-poor gap asmuch as possible and reduce the number of poorand starving people by half.

Myanmar is striving to boost agriculturalproduction with a view to improving the socio-economy of the rural people. The country has asown acreage of more than 22 million hectares,out of which more than 8 million are underpaddy. The paddy output is more than 18 millionmetric tons. So it not only ensures domestic foodsufficiency but also contributes to world foodsufficiency.

The State is tapping all possible water re-sources to supply irrigation water to be able togrow crops all year-round. Across the nation, 225dams, reservoirs and sluice gates and 322 riverwater pumping stations have been built and un-derground tapping water tasks implemented tobenefit over 3 million hectares of crops planta-tions.

The livestock and fishery sector associatedwith the agricultural sector is picking up. Prior-ity is being given to breeding and production ofmore quality species and promotion of moderntechnologies as well as to conservation of Myanmafish, prawn and marine resources and protectionof endangered species. Moreover, billions offingerlings are distributed to the fish and prawnfarms in rural regions while they are released todams, rivers and creeks every year.

As Myanmar has already enjoyed domes-tic food sufficiency, it is only necessary to makemore efforts to boost agricultural production tocontribute to world food sufficiency.

Bomb kills four US soldiers in Afghanistan

Air strike kills 20 Talebanmilitants in E AfghanistanKHOST (Afghanistan), 17 Oct— At least 20 Taleban

militants were killed in air strike against the militants’ hide-out in Afghanistan’s eastern Paktika Province late Friday,spokesman of local administration said on Saturday.

“The international troops’ warplanes targeted sus-pected hideout of the militants in Urgon district onFriday evening, killing over 20 rebels at the spot,”Hamidullah Zuwak told Xinhua.

In separate incident, seven armed militants werearrested as Afghan National Security Forces backedby international troops launched an operation againstmilitants in the same district earlier the day, he added.

Taleban militants fighting Afghan, US and NATOforces have yet to make comments.

Hurricane Rick strengthensoff Mexico’s coast

ACAPULCO (Mexico), 17 Oct — Hurricane Rickswiftly strengthened on Friday off Mexico’s Pacificcoast with winds near 100 mph (160 kph), and fore-casters warned it could soon become a major hurri-cane.

Rick, a Category 2 hurricane, was centered about260 miles (415 kilometers) south-southwest ofAcapulco on Friday night, and was moving west-north-west near 10 mph (17 kph), according to the US Na-tional Hurricane Center in Miami.

Hurricane Specialist John Cangialosi said Rickcould become a Category 3 storm sometime Saturday.The storm posed no immediate threat to land, althoughits course could bring it closer to the Baja Californiapeninsula by mid-next week.

15 in northernIraq

BAGHDAD, 17 Oct — Asuicide bomber who hidamong the Sunni congre-gation in a northern Iraqsprayed gunfire at wor-shippers on Friday andthen blew himself up, kill-ing at least 15 people, in-cluding the imam leadingprayers, officials said.

The brazen attack isthe latest against Sunniclerics who have increas-ingly spoken out againstal-Qaeda in Iraq since UScombat troops withdrewfrom Iraqi cities at the endof June.

The clerics and othersfear militants could takeadvantage of the transi-tion to step up the kindof sectarian attacksthat pushed Iraq to thebrink of civil war twoyears ago.

MANILA, 17 Oct — Massive floodsbrought by powerful storms have causedan outbreak of the deadly disease lept-ospirosis that has claimed 89 lives in thePhilippine capital alone, the health sec-retary said on Saturday.

The incidence of the disease in thePhilippine capital and surrounding areasrose to 1,027 with 89 fatalities from1-15 October this year compared to 769cases and only 39 deaths in the sameperiod last year, Secretary FrancisDuque said.

“It is largely attributable to thefloods,” Duque told AFP.

Huge floods covered parts of Manilaand its surrounding areas after tropicalstorm Ketsana hit the country on 26 Sep-tember. This was compounded by ty-phoon Parma which hit a few days later,again bringing heavy rains. In some ar-eas, the floodwaters have not receded.

A/H1N1 influenza death tollrises over 4,700 says WHOGENEVA, 17 Oct — At least 4,735 people worldwide

have been killed by the A/H1N1 influenza since thenew flu virus was identified in April, the World HealthOrganization (WHO) said in a latest update on Friday.

Of all the deaths, 3,406 occurred in the Americas,530 occurred in South-East Asia and 432 occurred inthe West Pacific. The other three WHO regions, Eu-rope, East Mediterranean and Africa reported 207, 90and 70 deaths respectively.

The WHO, which declared the A/H1N1 flu as a pan-demic in June, said the total number of lab confirmedcases worldwide is now over 399,232, but this case countis significantly lower than the actual number of casesthat have occurred because many countries have stoppedtesting and reporting individual cases.—Internet

KABUL, 17 Oct — NATO said on Fri-day a roadside bomb had killed four USsoldiers in Afghanistan, as pressuremounted for President Barack Obama toorder thousands more soldiers into anescalating eight-year war.

“Two US service members werekilled and two died of wounds sustainedin a single improvised explosive deviceattack in southern Afghanistan 15 Octo-ber,” the NATO-led International Secu-rity Assistance Force (ISAF) said.

No further details were immediatelyavailable but thousands of US troops arefighting in southern Afghanistan as partof a push to quell a resurgent Taleban inwhat is their spiritual heartland.

The latest military deaths come asObama debates whether to send thou-sands of additional troops to the impov-erished country on top of 21,000 extra

WASHINGTON, 17Oct—The US federaldeficit of the 2009 fiscalyear reached a record highof 1.42 trillion US dollars,the Treasury Departmentannounced on Friday.

The US governmentimbalance for the fiscalyear ending 30 Sept,2009, more than tripledlast year’s record. As aportion of the economy,

the deficit accountedabout 10 percent, thehighest since World WarII. For fiscal year 2009,the government collected2.1 trillion dollars in rev-enues, a 16.6 percent dropfrom 2008, while govern-ment spending jumped to3.52 trillion dollars, up18.2 percent over 2008.

The Treasury Depart-ment projected that the

deficits would total 9.1trillion dollars over thenext decade unless correc-tive action is taken.

Treasury SecretaryTim Geithner pointed tothe skyrocketing federaldebt as a result of the gov-ernment’s actions totackle the worst economicrecession since the GreatDepression of the 1930s.

BEIJING, 17 Oct—China Investment Corpo-ration (CIC), the nation’ssovereign wealth fund,announced Friday that ithad closed the first phasesettlement for the pur-chase of a 45 percentstake in Nobel Oil Group.

The 300-million-dol-lar investment would becompleted in two phases.In the first phase, whichwas completed by the endof September, CIC hadspent 100 million US dol-lars for holding the Rus-sian oil company’s stakes,

“This investment isexpected before the start of

production of carsusing the (Renault) chassis”in 2012, Avtovaz vice presi-dent Grigory Khvoro-styanov was quoted by Rus-sian news agencies as say-ing. He said Avtovaz wasplanning to launch five newmodels in 2012 — twoLada, two Renault and oneNissan — adding that theRenault-Nissan alliancewould finance two-thirds ofthe project.Renault bought25 percent of Avtovaz inFebruary 2008 for a billiondollars. Russian Prime Min-ister Vladimir Putin earlierthis month demanded thatRenault help Avtovaz,which is in serious financialtrouble due to a collapse indemand for cars and com-petition from foreign carmakers.

Strong euro threatensEurope recovery

LUXEMBOURG, 17 Oct —The euro’s rise to a14-month high against the dollar threatens to “sloweconomic recovery in Europe” by hitting exports, thehead of the group of 16 countries using the currencysaid on Friday.

“If the euro’s direction were to continue to movealong the lines of recent weeks, there is a risk... thatit could slow economic recovery in Europe,” saidLuxembourg Prime Minister Jean-Claude Juncker,who heads the Eurogroup.

The euro touched a 14-month high of 1.4968 dol-lars on Thursday, crowning a rise of around 18 per-cent against the dollar since March.

However Juncker said he was not too concernedabout the euro’s present level, which is still below1.60 dollars it hit in July 2008.

round plan under the super-vision of a government taskforce. In its cost-cutting ef-forts, JAL will expandcode-sharing operationswith budget carriers inAsia, replacing its less prof-itable flights for tourist des-tinations, such as Hawaii,

Thailand and Indonesia,the Asahi dailyreported.The move wouldenable JAL to focus onmore profitable businessflights to North America,Europe and China, thedaily said without citingsources.

WASHINGTON, 17 Oct — A police of-ficer assigned to a South Carolina schoolshot and killed a 16-year-old student onFriday after an 11th grader stabbed him,the local school district said.

“That is... exactly what is understoodto have happened,” said Teal Britton, aspokeswoman for the Horry CountySchool District, after reports firstemerged about the incident at CarolinaForest High School.

“At 8:20am, 8:25am, an incident oc-curred that involved an 11th grade stu-dent and the school resource officer thatwas not witnessed by any other student,”she told AFP.

School administrators were on cam-pus at the time and “heard the struggle”between the officer and the male stu-dent, Britton added.

“As a result of the incident, both thestudent and the school resource officerwere injured and were transported toConway Medical Center, and it was re-ported... shortly after 11:00 am by thecoroner that the student was deceased.”

Myanmar word “Zat” for drama is derivative ofPali word “Jataka” meaning birth story. There are fivehundred and fifty jatakas and ten penultimate jatakasof Lord Gotama Buddha in his previous existences.These Buddha’s birth stories are the major themes ofMyanmar traditional dramatic performances becausethey have all qualities and characteristics of drama —plot, exposition, complications, climax, anti-climax,denouement, poetic justice and moral lesson. Accord-ing to Myanmar traditional drama (zat) it must have thetrinity of themes, (1) Loka (secular or temporal) (2)dhamma (religious or spiritual) and (3) yaza (royal,kingly, or state or government), so as to instruct andadmonish high born and low born, clergy and laity,adult and young, king and his subject. So Buddha’sbirth stories are dramatised for performance on stage.That is why Myanmar traditional drama is called “zat”.

In previous years’ drama competitions, Bud-dha’s birth stories were chosen either from Tenpenultimate lives as 550 Nipats for both drama andpuppet competitions. This year, a birth story namedUggasena is chosen from Dhamma pada sulta. It isnot a Buddha’s birth story but it is a story which LordBuddha narrated to illustrate and support his admoni-tion and preaching.

The birth story of Uggasena goes as follow:-In the kingdom of Rajagaha, there ruled King

Bimisara. One day he told his court that he wanted tohold Dhamma puja festival at which all performingartists should be invited to participate and displaytheir talents to the public. There was a female dancernamed Yuzana of high repute. Her father was theleader of her cultural troupe and he had trained her notonly to become a skilful dancer but also to become anaccomplished acrobat. She and her father came to theCapital to display their performance at the festival.News of their upcoming performance spread.

Not far from Rajagaha City, there was a bigvillage named Mekhalikagama, where a wealthyman Uggasena, his wife and their only son Uggasenajunior lived. The son was un-schooled, uneducatedand therefore an ignorant fool. One day a friend ofhis came to him to go with him to watch Yuzana’sPerformance at the festival. His parents were reluc-

tant to let him go to the festival because they knew thattheir son was silly fool. But because of the son’sinsistence they gave up. They gave him many wordsof warning caution and admonition.

He and his friend had a good time at the festival.But after watching and enjoying the performances ofYuzana, Uggasena junior was infactuated by the be-witching charm and beauty of the dancer. He wentstraight to her and her father and proposed to marry her.Although she and her father knew that the proposerwas a fool, they consented because he was the son ofa wealthy man. He hurried back to his parents and toldthem all about what he had done. The parents wereashamed and saddened because he the son of a wealthyman was marrying a low caste female dancer. Theyobjected but to no avail. Finally they gave him patri-mony and he married Yuzana.

For sometime, Uggasena junior and wife Yuzanawere a happy couple. But when a boy child was born tothem and all patrimony he brought with, nearly ran outmiseries crept into their lives. Yuzana’s popularity de-clined as she was now a married woman with a child. Herfather became bored with his foolish son-in-law who wasgood for nothing. Besides, Yuzana’s fans began slander-ing of her worthless husband who was doing domesticchores to please his wife and father-in-law. One day theirfamily life blew up. Yuzana and her father yelled at himto leave as he was a burden and a shame to them. Deeplygrieved and repented Uggasena junior left.

On his long unknown journey he met two stran-gers going to get training in acrobatic dance from afamous acrobatic master. He joined them. He ex-plained to the master his sad story with Yuzana andrequested him to train him to become an accomplishedacrobatic dancer. After some years, there appeared inthe artists world a reputed male acrobatic dancer namedUggapyan whose fame spread to the four corners of thekingdom. A dance contest was held at the city. Manycontestants turned up, among whom Yuzana, his ex-wife was one. But she didn’t know that Uggapyan washer ex-husband. In the final round, Uggapyan andYuzana contested to the best of their skills. Amongthick crowds of watchers, the pole on which Uggapyanwas dancing acrobatics was much higher than that of

Yuzana.Suddenly Uggapyan heard the voice of Shin

Mogallana, saint disciple of Gotama Buddha,“Uggapyan cheer up, do show your skill, never giveup”. Being inspired by the voice, Uggapyan did hisbest. Then he saw Gotama Buddha descending toearth. His mood changed and he came down from thepole and bowed at the feet of Lord Buddha who thenpreached him dhamma. All of a sudden, Uggapyan(Uggasena) realized the vanity of life and bliss ofDhamma and requested Lord Buddha to make himmonk. Gotama Buddha uttered, “Come, youBeikkhu”. Then Uggasena the monk followed LordBuddha to the monastery.

Yuzana and her father were very sad aboutwhat hey had done to Uggasena. They decided tomeet him to apologise for their wrongdoings and bereunited with him. On the way in search for him, theyvisited a monastery. They came in to pay homage toLord Buddha. To their surprise they found Uggasenain monkhood. They wept and gave apologies for theirmisdeeds. Monk Uggasena gave forgiveness andpreached Dhamma.

Lord Buddha narrated their previous exist-ences. The couple Uggasena and Yuzana were do-nating food alms to a passerby saint and prayed. Thesaint just gave a smile meaning their prayers wouldbe answered. The couple remarked the smile lookedlike the smile of an actor-dancer. For that sin ofwrongful remark, the two became acrobatic dancersgoing through all troubles and tribulations in presentlife. The moral lessons are (1) never make wrongfulremark on others (2) ignorant fool is condemned andoutcast, so be wise and learned. Poetic justice is —right finally wins wrong.

It is befitting to perform Uggasena zat fordrama contest for this year's performing arts competi-tions; for many scenes of dance performances andacrobatic displays will appear on the stage; and thejudges and audiences will be awed and mesmerized atthe skills of performers. Of course, how this type ofaction zat would be presented depends upon the secrettrade or state of the art of contesting drama troupes.

Taungkhayan Dam is situated on TaungkhayanCreek near Taungkhinyan village in Gangaw Town-ship 44 miles north of Gangaw in Magway Division.

Construction Group-1 of the Irrigation Depart-ment under the Ministry of Agriculture and Irrigationstarted the construction of dam in 1990-91 and com-pleted the project in 1993-1994. The 90 feet high and610 feet long dam is of earthen type. The irrigated areaof the dam is 5,006 acres. The facility was built at a costof about K 2.87 million. Its irrigated areas were those oneither side of Taunghkayan Creek four miles east of thefacility. With the emergence of the dam, local farmershave now been able to extensively engage in double andmixed-cropping of pulses and beans, edible oil crops,sesame and sunflower. And making the most of the damthey can generate their income to the fullest and enjoythe higher socio-economic status.

MANILA, 17 Oct—Philippine agriculture officialshave intensified rice procurement to boost the country’sstockpile and assure food security amid the recentcalamities. Philippine National Food Authority (NFA)Administrator Jessup P. Navarro said the NFA isbuying more rice in Visayas and Mindanao, southernPhilippines. These areas were spared by typhoons“Parma” and “Ketsana”.

Egypt delays signing of Palestinianunity pact

GAZA, 17 Oct—Egypt has delayed the signing of a deal to heal the rift betweenPresident Mahmoud Abbas’ Fatah movement and the rival Palestinian groupHamas because of “new complications”, an Egyptian official said on Friday.

He cited the growing tension between Fatah and Hamas over the handling byAbbas of a UN report criticizing the Israeli military offensive into Gaza inDecember and January.

LONDON, 17 Oct—Manchester United managerAlex Ferguson is worried escalating transferfees could signal a business-style financialcollapse in the world of soccer.
