Today, the World MeteorologyFederation and the science organizationsaround the world are scaling up theircampaigns on meteorology for security andcomfort of the global family members.

Also in Myanmar, the Meteorology andHydrology Department under the Ministryof Transport is putting greater efforts intothe tasks on meteorology in the public interest.It regularly issues weather forecasts forsmooth air and water transport includingdaily weather reports, short- and long-termweather forecasts, potential river floods andtidal warnings, along with public notices onmedia services and reminders.

The world sees a great deal of changes inweather forecasts in the Age of IT, which ismaking dramatic progress, thus calling formore sophisticated technologies andequipment to improve the work efficiency.

Weather reports are issued in the mediasuch as daily newspapers, radio and TV. So,the people, on their part, have to keep theireyes and ears to the reports.

As the department releases weatherreports through the media in time, the peopleshould contact the Meteorology andHydrology Department for comments if theyhear rumours about natural disasters andsuspicious weather reports.

NAY PYI TAW, 15 April—Minister forConstruction Maj-Gen Khin Maung Myint inspectedprogress in constructing Yazudaing bridge No 1,being situated on Maubin-Yaylekalay-Shwetaunghmaw-Kyaikpi-Mawlamyinekyun road on12 April.

During his inspection tour, the minister urgedofficials to strive for the construction of the bridge tomeet the set standards and place special emphasis on

Yazudaing bridge No 1 under constructionefficient use of construction materials and worksitesafety measures.

The minister and party looked into laying ofconcrete, steel fixing and construction of the approachroad. Yazudaing bridge No 1 is 1955 feet and 9inches long with 20 feet wide motorway. It has 2 feetand one inch walkway on both sides and can withstand60 tons load.

ISLAMABAD, 15 April — At least four people were killed and one was injuredon Wednesday when a suspected U.S. drone attacked the northwest Pakistan’sNorth Waziristan tribal agency, local sources said.

Locals said a pilotless U.S. aircraft fired two missiles near Miranshah in NorthWaziristan near the border with Afghanistan, destroying a vehicle and causingcasualties.

Americans have intensified the cross-border strike in Pakistan’ s tribal beltwhere foreign and local militants’ networks are believed to exist including theHuqqani network which America blames for violence in Afghanistan.

The U.S. has since long been pressing Pakistan to start military operations inNorth Waziristan to clear the region from militants’ network that would help theU.S. in bringing stability in Afghanistan.—Xinhua

US drone attack kills four in northwest Pakistan

BAGHDAD, 15 April—A civilian was killed andsix others wounded in a bomb explosion at amarketplace in central Baghdad on Wednesday, anInterior Ministry source said.

“Our latest report said that one civilian waskilled and six others were injured by the bombexplosion in central Baghdad,” the source toldXinhua on condition of anonymity.

The bomb was detonated inside a shop sellingsports equipment at a commercial area near theal-Ahrar bridge on the eastern bank of the TigrisRiver at about 1:45 p.m. (1045 GMT), the sourcesaid.

Earlier, the source put the toll at three peopleinjured citing first police reports.

A Xinhua correspondent saw black smokerising above the area, while ambulances rushedto the site.

Shanghai longest river tunnel toopen for Shanghai Expo

SHANGHAI, 15 April—The first phase ofShanghai’s longest rivertunnel has beencompleted constructionand will start operationThursday, two weeksbefore the Shanghai Expoopens on May 1.

The Longyao Roadriver tunnel, 4.04 kmlong, starts from theintersection betweenShilong road andLongwu road in Xuhui

district, goes under theHuangpu River and endsat Chengshan road inPudong district.

In the southeastern province of Gaziantep,police found 72 kg of heroin in a lorry and detainedthe driver, said the agency.

In another three operations in the eastern VanProvince, police confiscated 153.5 kg of heroinand 78.2 kg of hashish and detained six people,said the report.

SINGAPORE, 15 April —Experts in Singapore onWednesday urged the country’s public to use a newthree-in-one vaccine against influenza, which will beavailable late April.

According to Channel NewsAsia reports onWednesday night, local experts said that this is becausethe old vaccines do not work well against newcirculating influenza strains.

“Unfortunately, old vaccinations cannot protectagainst potential circulating new strains and that’swhy we have a new composition in the coming vaccineproduction,” said Professor Leo Yee Sin, clinicaldirector of the country’s Communicable DiseaseCenter.

Leo added that there is a good long time period forpeople to consider to go for vaccination as the comingvaccine production has exactly the same compositionas the year-end production.

Every year, the World Health Organization willpredict the three influenza strains which arepredominant. Manufacturers will then produce newvaccines based on the predictions.

This time round, the three predictions are thepandemic H1N1 strain, a new H3N2 strain, as well asinfluenza type B.

This means it is more cost-effective to use the newvaccine in protecting against influenza strains asopposed to the pandemic H1N1 vaccine ordered by thecountry’s Health Ministry.

With the new vaccine, the old stockpile will not beadequate in protecting the public against influenza.Last year, the Health Ministry ordered 1.3 milliondoses of the pandemic H1N1 vaccine.

Police arrested a man for leaving his 1-year-oldbaby in a car unattended during the early hours whilehe watched strippers at a nightclub in New Zealand’scapital, and have placed the boy in welfare agencycare.

A passer-by called police after seeing the sleepingbaby in a car parked near the Mermaid Strip Club inWellington about 3 a.m. Tuesday.

Police took the baby to hospital and arrested thefather, 42, after he was located in the club, InspectorSimon Perry said. The man faces a charge of leavinga child under 14 without reasonable supervision,Perry said.

The Child, Youth and Family agency has custodyof the baby for five days while it works with thebaby’s relatives to decide on his future, agencydeputy chief executive Ray Smith said.

Tyrannobdella rex, which meanstyrant leech king, is a new species of blood sucker thatlives in the remote parts of the Upper Amazon. Expose and ward off destroyers of Thingyan beauty with public force

It was Maha Thingyan Akyat Day, a summerafternoon on the 15th of April 2010.

Yangon was lively with the beauty of thetraditional water festival, the whole cityreverberating with the sound of funs, laughs, songsand music of the pandals and merry-makers.

At that time, bad news occurred. “Three bombswent off in Kandawgyi!” “People were killed!There were cries, tears and blood all around thescene! It was like hell! What a brutal act! It’s sosorrowful! Parents are grieving for their dead orinjured children! Why even in Thingyan? So crueland evil is the crime!”

Suddenly, the bad news had tarnished thebeautiful image of Yangon Maha Thingyan. I feltabsolutely shocked to hear the news visualizing thescene of confusion and blood with so much sadnessin heart. Imagine, how worried would be the parentsabout the children enjoying the festival? I fullysympathize with them.

As for Myanmar people, Maha Thingyan isone of the most significant and sublime seasonalfestivals. It is a traditional festival Myanmarpeople value, cherish and enjoy most. It is alsothe most joyful occasion. And this is a commonknowledge.

As the happiness is at its height so also is thereligious solemnity during the festival. It is also areligious occasion where people do meritoriousdeeds in accord with Buddhist faith. Thingyanmarks the end of the old year and the start of a newyear. People try to wash away impurities of theold year with Atar or Thingyan water and enter theNew Year together with lots of pious deeds. It isa cultural heritage of the Myanmar people whowish the entire World peace and prosperity andhealth and happiness with the belief that the

pleasant Thingyan water brings loving kindnessand good omen.

In addition to merry-making, dances and songs,people free birds and fishes, serve food to othersfree of charge, take Sabbath practise vipassara.They bathe and manicure the aged and wash theirhair. It is an auspicious time people choose to doonly the meritorious deeds. These are all thesignificant characteristics of Thingyan valued andcherished not only by Myanmar but also by theworld.

In view of a nation or a race, it is anauspicious occasion with new strengths for thewhole nation as we hope that progress and successwill come in the new year after passing through andovercoming all difficulties and hardships of the oldyear. This is why the Maha Thingyan is an importanttraditional festival which is significant and noblefor our nation and people.

In this Maha Thingyan Festival respected notonly by Myanmar but also by the world, thegovernment set 10 days for the Maha Thingyanholiday in order that every Myanmar citizen couldtake part in the festival freely and peacefully. Thisis the most significant point of the Thingyan Festival,compared with other seasonal festivals.

If one is really a Myanmar citizen, oneloves the Thingyan and feels happy on thisoccasion. It is natural that when the Thingyannears, we are completely obsessed with it. Nomatter where we are, we like to go back to ourhome and place when the Thingyan nears. Wetry as much as possible to go come home tohappily participate in our traditional Thingyan.Myanmar and the Thingyan are inseparable.And it is true that we never try to weaken thespirit of loving the Thingyan.

However, the image of the charming Myanmartraditional Maha Thingyan has been stained withthree bombs that exploded in a row among thepublic taking part in the festival peacefully andinnocently. According to sources, the bombs wentoff in front of a water-throwing pandal on theKandawgyi ring road, killing 8 people and injuring170 others. How disgusting it was to see and hearthe incident! It is a sheer tragedy. How cruel it wasof terrorist groups to damage even the MahaThingyan Festival we Myanmar people regard asnoble. How cold-blooded were they to massacre theinnocent people taking part in the festival happilyand peacefully with grudge and hatred.

In reality, attacking those participating in the

Indeed, terrorist insurgents usually hidethemselves in disguise among the people. Wecannot identify the terrorists easily. This is whythey are brazenly committing subversive acts bysliding into the crowds of ordinary people indisguise. All the people need to be vigilant againstit, and are to pay attention to expose thedestructionists, who are making attempts toundermine peace and stability and development ofthe State, and to thwart their destructive acts. LOS ANGELES, 15 April—NASA’s Cassini spacecraft completed its doubleflyby this week, swinging by Saturn’s moons Titan and Dione with nomaneuver in between, the Jet Propulsion Laboratory (JPL) said Monday.

The spacecraft has beamed back stunning raw images of fractured terrainand craters on Dione, a moon that had only been visited once before by Cassini,the JPL said in a press release. Yangon, Bago isswarming with peopledaily.

It is reliable that theTownship DevelopmentAffairs Committee isforging ahead with plansfor requirements of Bagobusying itself with dailyvisitors and locals.

Water is obtained bydamming Thephyu creekflowing from Bago Yomaand collecting rains. Thenit was stored inKandawgyi Lake aboutfive miles northwest of thetown, from which thewater is supplied todowntown Bago through

water pipelines.Existence of water

supply system of Bago haspassed many decades,supplying water to 12wards, 59 lakes, 42emergency taps, 52 publicwater posts and 1296private water posts through18-, 14- and 12-inchdiameter pipeline as of1924.

Deputy Director ofBago DevelopmentAffairs Committee U TunMyaing said, “Dailywater requirement ofBago is 1,542,000gallons. More than onemillion gallons of water

are being supplied dailyto 31 wards. There is noneed to worry any longerabout water for MazinDam about three mileswest of Bago has beentranslated as reservewater source.”

Chief Engineer ofBago DAC U Aung KyawLu and Assistant EngineerU Lay Lwin explained thatthe Township DAC hadtarmacked on 24 roads andbuilt an earth road, fiverural roads and one tarredroad. And one bridge hadbeen constructed and twowere under construction.After 1988, Bago sees 11tarred roads, three gravelroads, 97 fine earth roadsand 293 earth roads.

As to beautifying thetown, downtown roads,the road section ofY a n g o n - M a n d a l a yHighway and Kyunthayacar pack were decoratedwith pedestrian way, neatand tidy, which is 42,800feet long.

He continued, “Apartfrom easily decayingrubbish like leaves andpapers, the rest likeplastic and glass are to beburied. We first splasheasily decaying rubbishwith EM micro-bioticliquid and then discardthem for about six monthsto get organic naturalfertilizer.”

We together withDeputy Director U TunMyaing, and ChiefEngineer U AungKyaw Lu observedorganic natural fertilizerworkshop, rubbish tanksand seasonal plants withthe use of the organicfertilizer.

of Bago Township DAC’sefforts to produce suchenvironment-friendlyfertilizer from wastes. Thebest endeavours of theTownship DAC creatinglovely environment are theepitome of othertownships.

Bago Districtpossesses abundantpaddy plantations. Asyoung paddy saplinggrowing method hasbeen introduced in theregion, local farmers arein need of using low-cost organic naturalfertilizer to improvetheir living standardsand to preventenvironmental pollution
