The special meeting (1/2009) of theCentral Committee for Drug Abuse Control(CCDAC) took place at the Headquarters ofMyanmar Police Force here on 7-8-2009.Secretary-1of the State Peace and DevelopmentCouncil General Thiha Thura Tin Aung MyintOo addressed the meeting.

Myanmar is implementing a 15-yeardrug elimination plan and it has reached thefirst year of the third phase 5-year plan. Forthe elimination of poppy cultivation, ways andmeans are being sought to speed up poppy-substitute agricultural and livestock breedingundertakings.

The drug elimination plan designated asa 15-year plan from 1999 to 2014 is beingundertaken with two strategies and threetactics. A total number of 51 townships in ShanState, Shan State (East), Shan State (North),Kachin State, Kayah State and Chin Statehave been set up as top prioritized regions ofthe plan and drug elimination tasks are wellunder way.

In order to expose and destroy poppycultivation with greater momentum, Myanmaris surveying poppy cultivation in collaborationwith UNODC and has been working incooperation with NNCC since 2006.

Such measures as agricultural andlivestock breeding undertakings, creating jobopportunities, ensuring better transport forcompetitiveness of the products in market anddisseminating health and education knowledgeare being taken so as to dissuade poppy growersfrom cultivating poppy and enable them toearn more income.

All in all, all the national people are toeliminate the danger of narcotic drugs, thethreat to the entire humanity, till it is wiped outof Myanmar’s soil.

Shootouts in Mexico leave atleast 12 dead

PACHUCA (Mexico), 8 Aug — A running battle betweenpolice and gunmen has left 12 people dead in this centralMexican city, officials said on Friday.

The dead included three police officers and ninegunmen, said Hidalgo state Attorney General Jose AlbertoRodriguez. Two state police officers and one city officerremained hospitalized Friday after suffering gunshotwounds in the attacks late Thursday on the outskirts ofPachuca. A state officer, who was also wounded, diedon Friday at the hospital.

Hidalgo state police director Donanciano Millan saidofficers were acting on a tip that gunmen were in the areawhen they stopped four trucks carrying the assailants,who opened fire and fled. Officers pursued them, and thetwo groups exchanged gunfire.

After the attacks, police seized assault rifles, grenades,federal police uniforms, handcuffs and 3 kilograms (about7 pounds) of cocaine.—Internet

Guatemalan police seize overone ton of cocaine

MEXICO CITY, 8 Aug — Guatemala’s National CivilPolice have seized 1.04 tons of cocaine in two separateoperations, said news reports reaching here on Friday. In the first operation, police discovered 830 kg ofcocaine in a trailer attached to an articulated truck in thecapital Guatemala City. The police also spotted that three suspected drugdealers were unloading a truck on a suburban street whileanother one was on a lookout. The smugglers fled whenpolice approached. BAGHDAD, 8 Aug— Casualties in the carbombing in Iraqi northerncity of Mosul rose to 305,source with provincialgovernorate said onFriday. Brazil’s industrialemployment down

RIO DE JANEIRO, 8 Aug—The industrial employmentrate in Brazil dropped 5.1 percent year-on-year in thefirst half of 2009, according to official statistics.

The industrial employment fell 0.01 percent in June,a decrease for nine consecutive months, but also thelowest monthly drop in 2009, the Brazilian Instituteof Geography and Statistics said on Friday.

During the period between July 2008 and June2009, the country’s industrial employment declinedby 1.9 percent year-on-year.

The number of hours paid to the industrial workersfell 5.8 percent in the first half of 2009, compared tothe same period a year earlier.

Salaries of the industrial workers dropped 1 per-cent year-on-year in the first half of 2009. In June, thefigure registered a 1.7-percent drop from May and a2-percent drop from June 2008.—Xinhua

BMW, Daimler see Julydeliveries decline

FRANKFURT, 8 Aug—Germany’s Daimler AG andBMW AG said on Friday that their worldwide car salesfell by more than 10 percent in July as the global eco-nomic downturn curbed demand for luxury autos.

The BMW group, which includes the Mini and RollsRoyce brands too, reported a 13 percent year-on-yeardrop in cars delivered to 110,000 from 126,000 in July2008.

Daimler’s Mercedes-Benz car division, whosebrands also include Smart and Maybach, saw an 11percent drop, with deliveries falling to 93,900 cars from105,100. The core Mercedes-Benz brand accountedfor most of those sales despite a 10 percent fall in de-liveries to 83,500 cars last month from 92,700 a yearearlier.

Sales of Smart compact cars declined particularlysharply in July, falling 16 percent to 10,400. Daimlersaid that, despite difficult market conditions, its newMercedes E-class sedan was being well received.

“We have delivered more than 40,000 units to cus-tomers since the market launch in spring,” Klaus Maier,a Daimler sales and marketing official said.—Internet

The police chief toldreporters after a raid on aterrorist house inPurinusa residence atJatiasih of Bekasi town inWest Java, that they killedtwo terrorist suspects whowere involved in a suicidebombing at Australianembassy in Jakarta in2004.

Police also seized ex-plosives and hundreds ofkilograms of bombs anda truck, Hendarso said.“One car has been pre-pared for car bomb in thenext two weeks,” he said.“Thank to God we canfoil it,” Hendarso said.

One Palestinian killed inGaza tunnel collapse

GAZA, 8 Aug—OnePalestinian was killed asa smuggling tunnel underthe borderline betweensouthern Gaza Strip townof Rafah and Egypt col-lapsed, medics and wit-nesses said on Friday.

The witnesses said thatone of the smuggling tun-nels under the borderlinecollapsed overnight, add-ing that the body of a lo-cal worker was pulled outfrom the tunnel early onFriday morning.

Police find train “suicide” woman in bedFrench police called off their search for a woman who threw herself in front of

a speeding train when they found that she had dragged herself home and gone tobed, a court source told Reuters.

The 58-year-old, who suffered from depression, jumped in front of the train asit sped through the station at Herrlisheim near Strasbourg at around 150 km perhour, prompting the driver to alert the police.

Discovering only a small blood stain on the train and the platform, police calledin helicopters to find the woman who they presumed had been sent flying by thecollision, public prosecutor Laurent Guy said.

But the search was called off when the woman’s partner, returning from a nightshift, found her lying in bed with a broken arm and other injuries and rang theemergency services.

Bago, the KandawgyiLake stores water bydamming Thephyu Creekthat rises from the BagoYoma as well as rainwater.Then the lake supplieswater to the town throughthe pipelines. Through the18-, 14- and 12-inch

diameter main pipelines,the Kandawgyi Lake hasprovided water to 1256home taps, 52 taps forpublic use, 42 emergencytaps and 59 brick tanks in12 wards since 1924.

The KandawgyiLake is 95 feet in height,750 feet in length and 10feet in thickness. Itsstorage area is 141 acres

and catchments area 1380acres. Its intake structureis 97 feet high. The lake isproviding a milliongallons of water to 12wards out of 22 in thetown.

Bago needs1542000 gallons of water

a day. Out of 31 wards --22 in the town and nine inOaktha new town -- 21wards are being providedwith water throughtwenty-five artesian wells.By digging 180-370 feet-deep wells, Bago storesmore than a milliongallons of water andsupplies over 700000gallons to the local people.

Moreover, the dwellers ofBago are not concernedabout their water supply,as the water of Mazin Damhas been stored as areserve.

For fire prevention,there are 42 hosepipes, twotanks with storagecapacity of 20000 gallonseach, seven tanks withstorage capacity of 10000gallons each, 15 tanks withstorage capacity of 5000gallons each, LeikpyaLake, Hmaw Lake andOaktha Lake. In addition,59 brick tanks have beenbuilt.

Braving the heavyrain, we visited the naturalfertilizer plant inPephaungdaw fieldtogether with U TunMyaing and officials. Thearea of the garbagedisposable site is 10 acres.The plant buildingmeasures 20 ft by 40 ft.The warehouse measures60ft x 40 ft.

mushroom fibres andhelpful bacteria ispoured into the garbagepiles and they are keptfor 30 days. Then they

become naturalfertilizers forplantations.

The process ofturning waste productsinto natural fertilizers isindeed contributing tothe cleanliness andeconomy of towns andvillages.

Some say they practise politics, and some saythey get involved into democracy movements, butfor whom are they doing so?

Surely, their answer will be the same: in theinterest of the people and the nation.

This answer is quite correct, but what is neededis that they all have to practise their words into deeds.The people hate to live under the yoke of aliens, asMyanmar is gifted with natural resources alongsideland and water sources.

Aliens became rich by unfairly taking suchinvaluable resources from the nation, whereas thepeople, real owners, remained impoverished. Beingexploited by the colonialists became intolerablestrains, so the people were desperate to regain inde-pendence. Therefore, the people threw themselves toindependence struggles. Independence of nation canbe lost in no time, but it calls for a great deal of efforts,challenges and lives to regain the lost independence.

It is on 4 January 1948 when the entire peopleof the Union of Myanmar were happy to the marrowto shout “We regain independence, we are independ-ent”. They celebrated the regaining of independenceat the national level. I think, today’s senior citizensstill remember that they shouted and claimed so.

Then, the people relished the hope and thoughtof leading a life of luxury and enjoying the independ-ence to the core. In contrast, in the pragmatic world,they were always in a state of panic, moving andrunning constantly for their lives, let alone develop-ment, prosperity, and higher living standard, stem-ming from so many roaring political parties: seven oreight communist groups, nine or ten socialist groups,and about a dozen of democratic, liberal and con-servative groups with a variety of policies, the groupstrying to secede their states from the union, andarmed groups getting involved in armed rivalry fortheir own parties, policies and sects to come topower.

In the post-independence period, the peoplewent through the hell of internal armed insurgency ormulticoloured armed insurgency, or exploiting ofman by man, rivalry for regions and power. So manytimes, the union built by sweat, blood and lives ofmass of people of various national races was on the

verge of collapse. Today’s medium-aged people havefirst-hand knowledge, and younger generations havesecond-hand knowledge of such untold miseries.

Myanmar had regained independence, but fatenever smiled on her. The nation was in a real fix due tounderground insurgents, too many political partieswith diverse policies, dogmatisms that had been alltroubling the motherland at the alien instigation through-out successive governments. Those with an anarchicsense indulged themselves in anarchic activities withthe hope of meeting their wishes and hopes, whereasthe people fall victim to the evil consequences.

The nation saw riots occurring both undergroundand aboveground in AFPFL parliamentary democracygovernment, the Revolutionary Council governmentand the Myanmar Socialist Programme Party govern-ment. The 1988 unrest is far worse than any other one.All the aboveground and underground elements, left-ists, rightists, internal and external destructive ele-ments combined into a very strong force. So, the unionwas on the point of collapse and sovereignty (inde-pendence), on the brink of loss.

Once the people turn violent and wild, they alldiscarded democratic practices and the law and putaside any forms of public interest. A mass protest is bynature gentle at first: demonstrators take to the streetsand walk in procession. But before long, the crowdsbecome mobs, which is a tradition. Protesters turn overwhatever automobiles they find and burn them down,demolish and rob shops. For opportunists, a demon-stration is like an occasion in which they can do as theywish: they ravage offices, schools, police stations andbuildings, throw stones at embassies, and set fire tosome buildings.

Can such destructive acts be called democracymovements? Actually, they are none other than anar-chic sense. In the 1988 affairs, mobs even destroyedtombs in the cemeteries. What was the most inhumanewas that they beheaded many poor innocent citizens,accusing them of saboteurs. To make matters worse, afive-warship fleet including an aircraft carrier from amilitary power intruded into the Myanmar’s waters.Pamphlets stating power had to be handed over to aninterim government, or certain places would comeunder artillery fire or the threat of bomb attacks were

swarming about like locusts everywhere. The riotersdid push the nation almost falling to the aliens.

With political attacks, subversives tried todestroy the nation, thus attracting complete abhor-rence from the public. In the 1988 affairs, the con-flicts between rioters and local people were growing.The people wanted the government to suppress theanarchic movements of opportunists and power-craving elements. That was why the Tatmadaw as-sumed charge of State duties and focused on com-munity peace, the rule of law, secure and smoothtransport, and measures for the people to be able tolead a peaceful life with freedom of business.

Today, the people’s ardent desire is to main-tain the priceless internal peace. And they are verysensitive to sanctions against the union to slow downthe all-round development momentum.

Every country has their laws and govern-ments, and courts. No country lets their Statestability, administrative machinery and judicialsystem to be harmed. When demonstrations go toomuch and hurt the interest of the nation, the govern-ment concerned has to disperse the crowds, throwingwater at them with fire hoses and using teargases. Ifthose ways show still ineffective, security membersthrow pepper liquid to the faces of the demonstratorsand seize them, strike them with police batons. Andthose ways are not still enough, security membershave to open fire at the mobs. In any country,politicians and political leaders are not licensed toviolate the law, and do activities outside the frame-work of the law.

The people noticed that today, some politicalopportunists and power-craving elements are tryingto incite riots under the pretext of Daw Suu Kyi’scase. Today, the youth are no longer vulnerable toexploitation by political opportunists, on the groundthat the parents do not let their children to be ex-ploited and the youth concentrate on nothing buttheir studies. So, the tactics of the political opportun-ists are no longer effective. It has been commonknowledge that many youngsters went undergroundand encountered real hard times, were at a dead end,and became expatriates.

Such power-craving opportunists do not sparemonks, who have renounced the world and are shoul-dering religious duties, for political games. No mat-ter how much certain foreign radio stations under theinfluence of the colonialists, national traitors, ren-egades and local axe-handles are provoking protests,the people no longer show their interest in destruc-tive acts, because they favour stability, peace, devel-opment but oppose unrest and violence. The nationcan develop only with stability and peace. Anddemocratization can be put into reality only if thenation sees stability and peace.

Therefore, I would like to suggest that theyshould give up inciting riots if they think they reallylove their country, and they should stand for electionin the 2010 multiparty democracy election to knowpublic decision if they are in favour and support fordemocracy. There is no other way, except demo-cratic practice.

These surgeries are widely used by carriers ofBRCA1 and BRCA2 gene mutations to reduce the riskfor breast and ovarian cancer. BRCA1 and BRCA2 aregene mutations that indicate an increased risk forbreast cancer.“Women have their breasts or ovariesremoved based on their risk. NAY PYI TAW, 8 Aug—The 27-year-old man, who arrived from Singapore by 3K-585Flight on 7 August was transferred to Waibagi Specialist Hospital through airport HealthDepartment the same day after he had been found to have been ill. National Health Laboratorydetected him and he was found to have been infected with the A (H1N1) virus.

Authorities concerned have put surveillance measures against 110 passengers who hadarrived on the same flight with the patient and 135 airport staff in their respective places.

Of the sixteen A (H1N1) infected-patients, ten were discharged from the hospitals asthey have fully recovered from their illness and the remaining six are being given specialtreatment by specialists.

Up to now, National Health Laboratory detected 138 flu-suspected persons and 16 werefound to have been infected with the virus. New influenza A (H1N1) cases found in Myanmarwere imported cases. No spread of virus was found among the public as preventive measuresare being taken by the Ministry of Health. So the ministry called for public cooperation inpreventive measures against the virus.—MNA

According to the12:30 hr M.S.T observation today, thewater level of Sittoung river at Tounggu is 572 cm. It may exceedabove its danger level 600 cm during the next 24 hours com-mencing noon today.

According to the 12:30 hr M.S.T observation today, thewater level of Shwegyin river at Shwegyin is 773 cm and it hasexceeded by 73 cm (about 2.5ft) above its danger level. It mayremain above its danger level 700 cm during the next 72 hourscommencing noon today.
