IntroductionThe Nebraska Job Vacancy Survey helps businesses, job seekers, career counselors and economic developers determine the supply and demand for labor in the current economy. The results include demand indicators which can reveal workforce shortages in occupations, industries, and regions of the state. The number of job vacancies, the job vacancy rate, and the duration of job vacancies, when viewed together, give a picture of which occupations are in demand; which are experiencing significant turnover; and which seem to be in relative balance.

Occupational characteristics can be analyzed to determine how they contribute to the supply and demand for a given occupation or occupational group. This report provides information on job vacancy attributes such as temporary or seasonal work, part time or full time hours, education and experience requirements, and compensation (wages and benefits).

Information on high demand occupations is important to several groups of people. Educators use this information to plan classes that will meet business demand and to assist students in identifying majors that will provide the education needed to find jobs in high demand occupations. Human resource professionals need to understand the job market and economy so they can hire employees competitively and in the process correctly manage their human resource needs. Policy makers and workforce development professionals need to understand how the supply and demand for labor is affecting various regions of the state in order to help educators, businesses, and job seekers better perform their roles.

Nebraska employers were sampled by using a random sample, stratified by industry, size class, and region of the state. The 2007 quarter 2 survey had a sample of 2,963 employers, and a 69.5 percent response rate. The sample was drawn for a five percent margin of error at a 65 percent response rate. Estimates of the number of job vacancies open by occupation, industry, firm size, region, and statewide were derived from weighting the number of job vacancies reported by respondents.

Supply and Demand IndicatorsNebraska Workforce Development has information on the supply of labor in the form of the labor force/workforce data on record dating back to 1951. The Job Vacancy surveys collect complimentary information on the demand for labor; job vacancies. The unutilized supply of labor is measured by the unemployment count and the unemployment rate. Equivalents for the demand for labor are the count of job vacancies (the stock of unfilled job openings for which firms are actively trying to recruit new workers as of a given date) and the job vacancy rate (the number of job vacancies divided by employment, multiplied by 100). The length of time positions are open is another indication of workforce shortages that the survey data reveals. Job vacancy survey results are comparable from the fourth quarter of 2004, conducted in the second and fourth quarters of each year.

The estimate of the number of job vacancies is determined by applying a weight to the number of job vacancies reported by employers. The job vacancy rate for occupations, a point-in-time estimate, is calculated by dividing the estimated number of job openings by Occupational Employment Statistics employment estimates. The job vacancy rate for industries is calculated by dividing the number of estimated job openings by the Quarterly Census of Employment and Wages employment data.

The duration of job openings is an informative measure of workforce supply and demand. Where positions are filled within 30 days it is an indication that there is an adequate supply (workers) for that occupation to satisfy the demand for workers (unfilled jobs), or a balance in supply and demand. Positions remaining open for longer than 60 days may indicate that a shortage of workers exists in that occupation. This shortage could be due to specialization in education and training requirements. Employers reporting that job vacancies are always open may indicate that there is high turnover in these occupations.

The Nebraska Job Vacancy Survey results showed an estimated 45,942 jobs open statewide during the second quarter of 2007 and an overall job vacancy rate of 5.3 percent. There was an over the year increase of 12,508 job vacancies, and a corresponding increase in the job vacancy rate of 1.6 percentage points to 5.3 percent.

In 2007, 63.7 percent of the job vacancies in Nebraska were in the Metro region, which experienced an increase of 10,736 job vacancies over the year. The Eastern region claims the next highest share of the state's job vacancies, with 27.2 percent in 2007, where there was an over the year increase of 2,870 job vacancies. The Western region had 9.1 percent of the state's total job vacancies in 2007, with an over the year decrease of 1,098 job vacancies.

The job vacancy rate is an indicator of the demand for labor. The Western region's job vacancy rate decreased 1.2 percentage points from 6.4 percent in second quarter of 2006 to 5.2 percent in the same quarter of 2007.The Metro region's job vacancy rate increased 2.2 percentage points, from 3.3 percent in 2007 from 3.3 percent in 2006.

The percent of job vacancies that were for part-time jobs (1-34 hours a week) declined 4.3 percentage points statewide, from 35.5 percent in second quarter of 2006 to 31.2 percent in 2007. Part time job vacancies in the Eastern region declined a scant 0.6 percentage points to 38.7 percent, the Metro region experienced a 4.9 percentage point decrease to 27.3 percent, and the Western region saw a decrease of 4.0 percentage points to 36.3 percent.

In the second quarter of 2007 the supply of jobs exceeded unemployment by 1.5 jobs for every unemployed person Statewide. The Metro region had 1.7 jobs per unemployed person, while the Western region had 1.4 and the Eastern region had 1.2.

The state experienced a 1.7 percentage point increase in the percent of job vacancies that were open less than 30 days, from 42.5 percent in second quarter of 2006 to 44.2 percent in second quarter of 2007. Job vacancies that were open 60 or more days and may be more difficult to fill (possibly requiring specialized training or experience) comprised 9.8 percent of the state's vacant jobs in 2007, a slight 0.2 percentage point increase over the year from 9.6 percent in 2006. A third (32.7%) of the job vacancies statewide were always open in 2007, which is an indication of high turnover, compared to 36.7 percent in 2006; a decrease of 4.0 percentage points.

The Metro region saw a decrease of 8.9 percentage points in job vacancies with a balance between the supply and demand for workers, changing from 41.6 percent in 2006 to 50.5 percent in 2007 open less than 30 days. The region also experienced an increase of 3.3 percentage points of job vacancies that were difficult to fill, from 5.7 percent open 60 or more days in 2006 to 9 percent in 2007. The region experienced a decrease of 13.4 percentage points in the rate of job vacancies experiencing high turnover, going from 40.9 percent always open in fourth quarter of 2006 to 27.5 percent a year later, in 2007.

The Eastern region experienced a 9.4 percentage point decrease in the percent of vacancies open less than 30 days, or those with a balance between supply and demand, from 44.1 percent in 2006 to 34.7 percent in 2007. The region experienced a 1.6 percentage point decrease in the percent of job vacancies that were difficult to fill and open 60 or more days, from 12.8 percent in 2006 to 11.2 percent in 2007. The percent of job vacancies that experienced high turnover increased in this region with job vacancies reported always open increasing 11.7 percentage points, from 31.9 percent in 2006 to 43.6 percent in 2007.

The Western region experienced a 14.3 percentage point decrease in the share of job vacancies that were experiencing a balance between supply and demand, with vacancies open less than 30 days dropping from 42.8 percent in the second quarter of 2006 to 28.5 percent in the same quarter of 2007. The region had a decrease of 5.9 percentage points in difficult-to-fill vacancies, from 17.4 percent in 2006 to 11.5 percent in 2007. The percent of vacancies reported in the high turnover category of always open increased 6 percentage points, from 30.5 percent in the second quarter of 2006 to 36.5 percent a year later, in 2007.

Occupational Demand

The building and grounds cleaning and maintenance occupation group experienced the largest statewide over the year increase of 4,149 estimated job vacancies, with a 17.0 percent job vacancy rate in second quarter of 2007. Job vacancies in this group included janitors and cleaners, excluding maids and housekeepers (4,054), maids and housekeeping cleaners (246), landscaping and groundskeeping workers (238), and first-line supervisors/managers of housekeeping (219). The occupation group with the most openings in second quarter of 2007 was food preparation and serving-related workers with 7,008 job vacancies. Occupations in this group included combined food preparation and serving workers (2,112), food preparatioin workers (1,510), waiters and waitresses (1,184), dining room and cafeteria attendants (478), and bartenders (429).The farming, fishing, and forestry occupation group experienced the largest decline in estimated job vacancies of 1,693, dropping to 536 estimated job vacancies in second quarter of 2007. Included in this occupation group were 340 vacancies for agricultural equipment operators.

Industry Demand

The administrative and waste services industry had the most vacancies and the largest statewide over the year increase of all industries of 4,667 job vacancies with an estimated 8,531 job vacancies in second quarter of 2007. Included in this industry were job vacancies for janitor and cleaner, except maids and housekeepers (3,799), telemarketers (1,187), packaging and filling machine operators and tenders (329), nursing aides, ordelies, and attendants (295), and data entry keyers (259). The industry with the second most job vacancies in second quarter of 2007 was accommodation and food services with 7,016 estimated vacancies. Occupations in demand in this industry included combined food preparation and serving workers (1,933), food preparation workers (1,077), waiters and waitresses (1,053), cashiers (447), and bartenders (383).The other services industry experienced the greatest over the year decline in job vacancies of 1,106. This industries job vacancies declined from an estimated 2,143 in second quarter of 2006 to 1,106 job vacancies a year later in 2007. Occupations with the most job vacancies in this industry included hairdressers, hairstylists, and cosmetologists (278), retail salespersons (203), employment, recruitment, and placement specialists (145), and massage therapists (78).

*Starting with this second quarter 2007 report, paid sick leave and paid vacation leave are consolidated into the single category of paid leave. This removes any error in the interpretation of responses for those employers that offer paid leave that can be used for either sick or vacation leave. If employers respond that they offer either sick or vacation leave, the paid leave category will be used. This results in a more accurate presentation of findings for paid leave that will be used for future survey reports.

Health Insurance was offered with 58.7 percent of job vacancies in the second quarter of 2007, up from 54.6 percent in the same quarter of 2006. There was very little change over the year in the percent of full-time job vacancies that offered the benefit, going from 71.6 percent in 2006 to 72.0 percent in 2007. Health insurance was offered to 23.8 percent of part-time vacancies in 2006, and to 29.5 percent in 2007.

Paid sick leave was offered with 32.6 percent of vacancies in the second quarter of 2006, and was consolidated into a paid leave category starting in 2007. Paid sick leave was available to 44.5 percent of the full-time vacancies and 11.0 percent of part-time vacancies. Businesses offering employees "personal time banks" that can be used for either sick or vacation leave may have responded only in the paid vacation category.

Paid leave was the benefit offered most in second quarter of 2007, with 63.9 percent of job vacancies offering the benefit, 76.4 percent of full-time and 36.4 percent of part time. The paid leave category will be comparable in future quarters.

In second quarter of 2006, 57.0 percent of full-time job vacancies offered paid vacation. Part-time job vacancies were offered the benefit less often, with 27.9 compared to 73.1 percent of full time vacancies.

Retirement savings plan or pensions were available with 56.0 percent of job vacancies overall in 2007, up from 53.2 percent the previous year. Two thirds (67.8%) full-time job vacancies and three out of ten (29.9%) part time vacancies were offered the benefit in 2006.

No benefits were offered with a third (33.0) percent of the job vacancies overall in second quarter of 2007 compared to 35.6 percent a year ago. In 2007 no benefits were offered with part time vacancies at 2.8 times the rate of full time vacancies. Two out of ten (20.9%) full-time job vacancies and six out of ten (59.5%) part time vacancies had no benefits offered.

Job Vacancies by Major Occupational Group and Firm SizeThe second quarter of 2007 Job Vacancy survey revealed that Nebraska had 45,942 job vacancies statewide and a job vacancy rate of 5.3 percent. Small businesses had the highest vacancy rate of 8.0 percent, and large firms had the lowest rate of 2.5 percent. Firms employing fewer than 50 employees hired 41.8 percent of the state's employment, yet accounted for 63.4 percent of the state's vacancies. Overall, 28.8 percent of job vacancies were reported always open, ranging from 32.4 percent of large firm's vacancies to 16.6 percent of small firm's vacancies.

The occupation group with the most job vacancies was food preparation and serving-related, with 7,008 vacancies and a job vacancy rate of 9.4 percent. Employers reported 46.9 percent of these vacancies always open. Slightly over half (54.1%) of the state's vacancies fell into the five occupation groups of food preparation and serving-related(15.3%) sales and related (10.6%), building and grounds cleaning and maintenance (10.4%), office & administrative support (9.5%), and healthcare practitioners and technical (8.4%).

The occupation group with the highest statewide job vacancy rate was farming, fishing, and forestry (18.7%), with 76.7 percent of the vacancies for seasonal or temporary positions. Building and grounds cleaning and maintenance had the second highest job vacancy rate of 17.0 percent, with 80 percent of the vacancies temporary or seasonal.

Duration of Job Vacancies by Major Occupation Group

Four and a half out of ten (44.2%) of the state's vacancies were reported to have been vacant for less than 30 days, indicating that there is a balance between the supply and the demand for workers in many of the state's vacant jobs.

When vacancies have been open sixty or more days there may be a shortage of workers with the required education or training to fill these positions, such as in computer and mathematical occupations where 44.0 percent of the vacancies were in this category. However, if there is a severe shortage of people with the needed specialty skills, job vacancies may be reported as always open as well. Overall, employers reported one out of ten (9.8%) of the state's job vacancies open for 60 or more days.

A third (32.7%) of the state's vacancies were reported always open, typically an indication of high job turnover. Employers reported 27.8 percent of full-time and 43.3 percent of part time vacancies always open. Three fourths (74.9%) of personal care and service occupations were as always open, with 46.5 percent of the vacancies part-time.

Benefits Offered by Major Occupation GroupThe benefit package offered is an important part of total compensation which can add a great deal of value, helping employees balance work life and family life. This table reports the percent of vacancies in major occupation groups that offer a variety of benefits. This survey does not measure the percent of people who take advantage of the benefits offered. For example, some individuals may choose not to purchase health insurance for financial reasons or if they are covered through a spouse.

Statewide, almost two thirds (63.9%) of job vacancies offered paid leave, three fourths (76.4%) of full-time and one third (36.4%) of part-time. Over half (56.0%) of the job vacancies offered retirement savings plan or pension, two thirds (67.8%) of full-time and 29.9 percent of part-time. Health insurance was similarly offered by over half (58.6%) of the state's job vacancies, 72.0 percent of full-time and 29.5 percent of part-time.

No benefits were offered with a third (33.0%) of the job vacancies overall, 20.9 percent of full-time and 59.5 percent of part-time.

Job Vacancies by Detailed Occupation Janitors and cleaners had the greatest number of estimated vacancies (4,054) statewide. The job vacancy rate for this occupation cannot be calculated due to suppression in the OES survey results. The average wage offer was $7.72 per hour. Nine out of ten (89.3%) of these vacancies were temporary or seasonal.

Registered nurses, with 2,117, had the second-most job vacancies statewide. This occupation had a job vacancy rate of 12.6 percent, with 7.8 percent reported always open, and 40.2 percent part time. These vacancies paid an average of $23.60 per hour.

Many occupations have an always open rate substantially above the statewide rate of 32.7 percent. Home health aides (99.8%), telemarketers (87.0%), and combined food preparation and serving workers (80.9%) are among the highest always open rates.

The three demand indicators of number of job vacancies, job vacancy rate, and duration of openings (always open, an indication of job turnover), when taken together help us understand the demand for labor in a given industry.

Administrative and waste services had the most job vacancies statewide with 8,531 openings, a job vacancy rate of 18.8 percent, and 30.6 percent of the vacancies always open. This industry had 18.6 percent of the state's job vacancies and 5.2 percent of the state's employment.

The management of companies and enterprises industry had the highest statewide job vacancy rate of 24.8 percent, with 16.0 percent always open.

With 64.5%, the arts, entertainment, and recreation industry had the highest percent of job vacancies always open, followed closely by transportation and warehousing with 64.5 percent always open.

Two thirds (68.8%) of the state's vacancies were for full-time jobs. We are not able to provide the job vacancy rate for full or part time workers, as there is no comparable source of total employment for these workers. Four out of ten of the part-time vacancies (43.3%) were always open, compared to a quarter (27.8%) of full-time vacancies.

Benefits Offered by Industry

The benefit package offered is an important part of total compensation which may impact a job seeker's decision to work for an employer. This table reports the percent of job vacancies within industries that offer a variety of benefits. It does not represent the percent of people who take advantage of the benefits offered to them.

The percent of vacancies in an industry that are part time tends to impact the percent of vacancies that offer benefits in many industries. The transportation and warehousing industry is an example, where 40.3 percent of the vacant positions are part time, and 46.4 percent of the vacancies had no benefits offered.

At 63.9 percent overall, paid leave is the benefit most offered. Three fourths (76.4%) of full-time vacancies and one third (36.4%) of part time vacancies are offered the benefit. Health insurance follows, with 58.7 percent of vacancies overall offered the benefit, seven out of ten (72.0%) full-time, and three out of ten (29.5%) part-time. Retirement savings plans were offered with 56.0 percent of vacancies, 67.8 percent of full-time, and 29.9 percent of part-time.

Experience RequirementsStatewide, over a quarter (28.1%) of the job vacancies required related work experience and offered an average wage of $18.34 per hour. A quarter of the vacancies (24.5%) required some work experience, with an average wage offer of $10.61 per hour, and almost half (47.5%) had no experience requirement and paid an average starting wage of $10.64 per hour.

Education RequirementsOver a third (36.7%) of the state's vacant jobs had no education requirement and paid the lowest average wage of $8.42 per hour. A third (31.2%) required a high school diploma or GED and paid an average hourly wage of $10.30. A third (32.0%) of the states vacancies required education beyond high school. The average wage offer increased as the education requirement increased. Jobs requiring Vocational training averaged $13.97 per hour and vacancies requiring an advanced degree such as masters or PhD offer $31.22 per hour on average.

Job Vacancies by Major Occupational Group and Firm Size

The Metro region's overall job vacancy rate was 5.5 percent. Small businesses had the highest vacancy rate of 10.1 percent, and large firms had the lowest rate of 2.5 percent. Firms employing fewer than 50 employees hired 35.6 percent of the Metro area's employment, yet accounted for 62.7 percent of the vacancies.

Half (48.6%) of the area's vacancies were in the top four occupation groups of building and grounds cleaning and maintenance (14.4%), food preparation and serving-related (12.0%), office and administrative support (11.7%) and sales and related (10.6%).

Duration of Job Vacancies by Major Occupation Group

The Metro region's 50.5 percent of vacancies reported to have been vacant for less than 30 days is the largest of the three regions. Occupation groups with a high percent of job vacancies in this category indicates that the supply of labor is meeting the demand for those jobs. Building and grounds cleaning and maintenance occupations had 98.5 percent of openings in this category, followed by legal occupations with 83.3 percent.

When vacancies have been open sixty or more days there may be a shortage of workers with the required specialty experience or education. Overall, employers in the Metro region reported 9.0 percent of job vacancies open 60 or more days, 6.5 percent of part-time, and 9.9 percent of full-time. Occupations with the highest percent of job vacancies in this category included 44.4 percent of computer and mathematical vacancies and 29.6 percent of life, physical, and social science vacancies.

The Metro region had 27.5 percent of vacancies reported always open, a fifth (21.3%) of full time and 43.9 percent of part time. This response category may indicate high turnover, or at times may indicate an extreme need for qualified applicants. Personal care and service occupations had 80.9 percent of job vacancies always open, followed by healthcare support with 70.9 percent. The Metro region had the lowest overall percent of vacancies always open of the three regions.

Benefits Offered by Major Occupation GroupThe benefit package offered is an important part of total compensation which can add a great deal of value, helping employees balance work life and family life. This table reports the percent of vacancies in major occupation groups that offer a variety of benefits. This survey does not measure the percent of people who take advantage of the benefits offered. For example, some individuals may choose not to purchase health insurance for financial reasons or if they are covered through a spouse.

2007 Quarter 2

Overall, health insurance was offered with six out of ten (60.6%) job vacancies in the Metro region. A third (35.9%) of part time job vacancies offered the benefit, as did seven out of ten (69.9%) full time job vacancies. Paid leave was offered with 62.6 percent of vacancies overall, seven out of ten full-time (71.0%) and four out of ten (40.5%) part-time. Retirement savings plans were offered least, 56.7 percent overall, 64.9 percent with full time and 35.0 percent with part-time vacancies. Health insurance, paid leave, and retirement savings plans were offered with full time job vacancies at almost twice the rate of part time vacancies (1.9, 1.8, and 1.9 respectfully).

Part time job vacancies had no benefits offered at twice (2.2) the rate of full time job vacancies. A third (34.8%) of the region's vacancies were offered no benefits overall, 26.3 percent of full time and 57.6 percent of part time.

Job Vacancies by Detailed Occupation

Janitors and cleaners had the most vacancies in the metro region, with 3,845 estimated job vacancies. The employment estimate was not available for this occupation due to non-response in the Occupational Employment Statistics survey, preventing the job vacancy rate from being calculated. Almost all (93.7%) of these vacancies were temporary or seasonal and none were reported always open.

Job vacancies reported as always open may indicate high turnover or at times, an extreme need for qualified applicants. Of occupations with a substantial number of vacancies combined with a high rate always open, are home health aides with 286 vacancies and 99.7 percent always open, telemarketers with 403 vacancies, 91.6 percent always open, truck drivers, heavy and tractor-trailer with 909 job vacancies and 87.3 percent always open, packaging and filling machine operators and tenders with 345 vacancies and 79.7 percent always open and cashiers with 877 vacancies and 74.0 percent always open.

The Metro region had 61.3 percent of the state's employment and 63.7 percent of the state's vacancies. The region had a 5.5 percent job vacancy rate, with 27.5 percent of the vacant jobs always open.

The administrative and waste services industry had the most job vacancies in the region, with an estimated 6,118 vacant positions; the job vancy rate for the industry was 17.6 percent; 15.2 percent of the vacancies were always open; with 5.6 percent part time. This industry comprised 6.5 percent of the Metro region's total employment and 20.9 percent of the region's total vacancies. Seven out of ten (71.7%) of the state's health administrative and waste services job vacancies are found in the Metro region.

The management of companies and enterprises industry had the highest job vacancy rate of all industries in the region, at 27.7 percent. This industry had 3,575 vacancies, of which 16.7 percent were always open and 35.9 percent were part time. Job vacancies in this industry paid an average of $19.42 per hour.

At 89.8 percent, the arts, entertainment, and recreation industry had the highest rate of job vacancies always open. This industry had a job vacancy rate of 3.2 percent. Nine out of ten (93.6%) of these job vacancies were part time.

Benefits Offered by Industry

The benefit package offered is an important part of total compensation which may impact a job seeker's decision to work for an employer. This table reports the percent of job vacancies within industries that offer a variety of benefits. It does not represent the percent of people who take advantage of the benefits offered to them.

Benefits offered are highly correlated with job type (part-time or full-time) and temporary or seasonal job vacancies. This can readily be seen with the arts, entertainment, and recreation industry where 89.8 percent of the vacancies had no benefits offered and 93.6 percent of the vacancies were part time. The accommodation and food services industry is another example, with 73.3 percent of vacancies offered no benefits, and 73.6 percent of the vacancies part-time.

Overall, a third (34.8%) of the job vacancies in the Metro region had no benefits offered, a quarter (26.3%) of full time, and 57.6 percent of part time.

Job Vacancies by Major Occupational Group and Firm SizeThe job vacancy rate for the Eastern region was 4.9 percent overall. Small businesses had the highest vacancy rate of 8.7 percent, and large firms had the lowest rate of 2.5 percent. Firms employing fewer than 50 employees hired 49.3 percent of the region's employment, and accounted for 64.2 percent of the job vacancies.

Food preparation and serving-related Occupations, with 2,391 vacant positions, accounted for 19.1 percent of the Eastern region's vacancies. This occupation had a vacancy rate of 11.2 percent, 57.7 percent of these job vacancies were always open, and two thirds (65.0%) were part time. The top four vacancy occupations of food preparation and serving-related (19.1%), sales and related (11.8%), production (10.3%), and healthcare support (7.8%), accounted for half (49.0%) of the regions vacancies.

With a job vacancy rate of 32.2 percent, the occupation group of farming, fishing, and forestry had the highest job vacancy rate for the region. Three fourths (77.7%) of these vacancies were part time and temporary or seasonal. Job vacancy rates could not be calculated for many occupation groups due to non disclosable employment estimates. Of those that were available, high job vacancy rates included food preparation and serving-related (11.2%); healthcare support (10.8%); and community and social services (5.2%).

Duration of Job Vacancies by Major Occupation Group

In the Eastern region of Nebraska a third (34.7%) of the job vacancies were open less than 30 days, where there is a balance between supply and demand. Vacancies for education, training, and library occupations had the greatest percent in this category at 83.2 percent.

Vacancies that have been open 60 or more days reflect a need for specific training or experience that may be difficult to find. Overall, one in ten (11.2%) of the region's vacancies were in this category, 7.3 percent of part-time and 13.6 percent of full time. Employers reported two thirds (66.7%) of the life, physical, and social science job vacancies open 60 or more days, followed by 63.2 percent of arts, design, entertainment, sports and media job vacancies.

Four out of ten (43.6%) of the vacancies in the Eastern region were always open, which is an indication of either high turnover or an extreme need for qualified applicants. Employers reported two thirds of healthcare support (68.2%) and sales and related (66.5%) vacancies always open. Four out of ten (39.2%) of the healthcare support vacancies were part time, and over half (54.9%) of the sales and related vacancies were part time. Little difference was found between full-time and part-time vacancies, with 43.3 percent of full-time, and 44.1 percent of part-time vacancies always open.

Benefits Offered by Major Occupation GroupThe benefit package offered is an important part of total compensation which can add a great deal of value, helping employees balance work life and family life. This table reports the percent of vacancies in major occupation groups that offer a variety of benefits. This survey does not measure the percent of people who take advantage of the benefits offered. For example, some individuals may choose not to purchase health insurance for financial reasons or if they are covered through a spouse.

Overall, health insurance was offered with 58.4 percent of the vacancies in the Eastern region. Full-time vacancies were offered the benefit at 3.7 times the rate of part-time vacancies in this region. Paid leave, the benefit offered most, was offered with two thirds (66.6%) of vacancies overall, 88.3 percent with full-time and a third (32.2%) of part-time vacancies. Retirement savings plan or pension was offered with 58.7 percent of the job vacancies, 89.0 percent of full-time and 26.5 percent of part time.

Employers reported that 29.4 percent of the vacancies in the region had no benefits offered, 8.6 percent of full-time and 62.3 percent of part-time.

Job Vacancies by Detailed Occupation

In the Eastern region, telemarketers had the most vacancies with 992 estimated openings, half (49.4%) of these vacancies were part-time and 85.1 percent were reported always open. The occupation had the highest job vacancy rate for the region of 90.2 percent. Construction laborers had the second highest job vacancy rate of 58.3 percent of the 601 job vacancies.

Job vacancies that are always open have a high rate of turnover or an extreme need of applicants with special training or education. Occupations with exceptionally high percentage of job vacancies that are always open combined with a large number of vacancies include combined food preparation and serving workers (99.1%), nursing aides, orderlies, and attendants (63.9%), and helpers - production workers (61.8%).

The Eastern region had 29.4 percent of the state's employment and 27.2 percent of the state's job vacancies. At 4.9 percent, the job vacancy rate for the region was four tenths of a percentage point lower than the state's overall job vacancy rate of 5.3 percent. Overall, employers in this region reported constantly hiring four out of ten (43.6%) of the vacant positions. The average wage offer in the region was $10.93 per hour.

With 2,379 job vacancies, the administrative and waste services industry had 19.0 percent of the region's total vacancies and employed 3.3 percent of the region's total employment. The industry also had the highest job vacancy rate in the region, of 28.4 percent. Seven out of ten (70.7%) of these vacancies were always open, and a fifth (21.8%) were part time.

The accommodation and food services industry had the second most job vacancies, with 2,030 estimated vacancies, a job vacancy rate of 10.8 percent, and 62.7 percent of the vacancies always open. The industries of manufacturing and health care and social assistance followed closely, with 1,756 and 1,694 job vacancies respectively. The job vacancy rate for these industries was lower than the region's overall 4.9 percent, at 3.5 percent in manufacturing and 4.7 percent in healthcare and social assistance. The average wage for these industries was higher than the region average of $10.93 per hour, at $11.26 and $13.63 per hour respectively.

At 43.6 percent, the Eastern region had the highest rate of vacancies reported always open, 10.9 percentage points higher than the statewide average of 32.7 percent.

Benefits offers are highly correlated with job type, with part time vacancies offered benefits less often than full time vacancies. This is evident in the industry of arts, entertainment, and recreation, where employers reported 100 percent of their job vacancies having no benefits offered, and the same percent of job vacancies part-time.

The industries of finance and insurance, transportation and warehousing, and construction had some combination of benefits offered with all job vacancies.

Experience RequirementIn the Eastern region half of the job vacancies (52.8%) had no experience requirement and offered an average wage of $9.53 per hour. Some work experience was required for 24.9 percent of the vacancies which paid an average of $10.13 per hour. Related work experience was required for 22.3 percent of the vacancies which offered $15.15 per hour on average.

Education RequirementNo education was required with 37.5 percent of the regions vacancies, which paid an average starting wage of $8.22 per hour. Another 37.1 percent of the job vacancies required completion of a high school diploma or GED and had an average wage offer of $9.49 per hour. A quarter (25.3%) of the vacancies in the Eastern region required post secondary education. The average wage offer increased as the educational requirement increased. Average hourly wage offers were $11.56 for vacancies requiring vocational training, $15.57 for those requiring an associate's degree, $22.26 for a bachelor's degree, and $29.52 for vacancies requiring an advanced degree.

Job Vacancies by Major Occupational Group and Firm SizeThe Western region's job vacancy rate of 5.2 percent was comparable to the state's 5.3 percent. Very small businesses had the highest vacancy rate of 7.2 percent, and large firms had the lowest rate of 3.6 percent. Firms that employed fewer than 50 employees hired 59.6 percent of the region's employment, yet accounted for two thirds (65.4%) of the vacancies.

Half (47.6%) of the area's vacancies were in the occupation groups of food preparation and serving-related (26.7%), office and administrative support (7.3%), sales and related (6.9%), and building and grounds cleaning and maintenance (6.7%). Food preparation and serving-related, with 1,118 job vacancies had the most vacancies in the region, a job vacancy rate of 14.7 percent, 63.8 percent of the vacancies always open, and 58.9 percent part-time.

Protective service occupations had the highest job vacancy rate in the region of 16.1percent, with almost all of the vacacanciestemporart or seasonal (96.8%) and part-time (97.4%).

Personal care and service occupations had the highest rate of vacancies always open, with 92.4 percent. Production occupations, with 78.6 percent always open and construction and extraction with 64.4 percent always open followed.

Duration of Job Vacancies by Major Occupation Group

The Western region had 28.5 percent of the job vacancies reported open less than 30 days, the lowest of the three regions, where there was a balance between supply and demand. A quarter (27.6%) of part time vacancies were open less than 30 days, and three out of ten (29.0%) full-time.Ninety five percent of both the arts, design, entertainment, sports, and media vacancies were in this category. followed by 73.7 percent of architecture and engineering vacancies.

The Western region's 11.5 percent of vacancies reported open 60 or more days was the highest of all regions. Vacancies in this category may require specific education or training, making them more difficult to fill. Life, physical, and social science occupations, with 91.4 percent, had the greatest percent of job vacancies in this category, followed by management occupations with 51.9 percent.

Over a third (36.5%) of the region's vacancies were always open, 38.1 percent of part time vacancies and a 35.6 percent of full time, where we find high turnover occupations. At 92.4 percent, personal care and service occupations had the greatest percent of vacancies in this category, followed by 78.6 percent of production and 64.4 percent of construction and extraction vacancies.

Benefits Offered by Major Occupation GroupThe benefit package offered is an important part of total compensation which can add a great deal of value, helping employees balance work life and family life. This table reports the percent of vacancies in major occupation groups that offer a variety of benefits. This survey does not measure the percent of people who take advantage of the benefits offered. For example, some individuals may choose not to purchase health insurance for financial reasons or if they are covered through a spouse.

In the Western region two thirds (65.0%) of the job vacancies were offered paid leave, with 85.8 percent of full-time and 28.4 percent of part time vacancies offering the benefit. Health insurance was offered with 46.6 percent of vacancies overall, 62.4 percent of full-time and 18.9 percent of part-time. Retirement savings plan was offered with 42.9 percent overall, 59.1 percent of full-time and 14.4 percent of part-time.

No benefits were offered with three out of ten (30.7%) job vacancies, 13.3 percent of full-time and 61.2 percent of part-time.

Job Vacancies by Detailed Occupation In the Western region, combined food preparation and serving workers had the most job vacancies, with 339 vacant positions. Six out of ten (60.5%) of the vacancies were reported always open, and 68.7 percent were part-time.

A number of occupations had a high percent of vacancies always open, including carpenters (100%), bakers (100%), hosts and hostesses, restaurant (100%), and hairdressers, hairstylists, and cosmetologists (98.1%).

Employment levels were not available for some occupation groups due to low response rate in the Occupational Employment Statistics survey, preventing a job vacancy rate from being calculated.

Western2007 Quarter 2

The Western region employed 9.2 percent of the state's total employment and had 9.1 percent of the state's job vacancies. The 5.2 percent job vacancy rate in this region closely mirrored the statewide 5.3 percent.

With 1,180 estimated job vacancies, the accommodation and food services industry had the most vacancies in the region, as well as the highest job vacancy rate of 15.5 percent. This industry had two thirds (66.9%) of its vacancies always open and half (49.7%) part-time. The industry hired 9.4 percent of the region's total employment and had 28.2 percent of the region's total job vacancies. The retail trade industry, with 582 estimated vacancies, had the second highest number of vacancies, a job vacancy rate of 5.0 percent, with 9.8 percent of its vacancies always open.

The manufacturing industry had the highest rate of vacancies always open at 85.2 percent, indicating a great deal of turnover in the industry's estimated 142 job vacancies which paid an average wage of $10.99 per hour. The other services industry had the second-highest percent of job vacancies always open, at 66.7 percent of the industry's estimated 234 vacancies. Vacancies in this industry paid an average of $11.51per hour.

Benefits Offered by Industry

The benefit package offered is an important part of total compensation which may impact a job seeker's decision to work for an employer. This table reports the percent of job vacancies within industries that offer a variety of benefits. It does not represent the percent of people who take advantage of the benefits offered to them.

In the Western region health insurance benefits were offered for full time vacancies at 3.3 times the rate of part-time, paid leave was offered to full time vacancies at 3.0 times rate of part-time, and full time vacancies had offers of retirement savings plans at 4.1 times the rate of part time vacancies.

Benefits offered are highly correlated with job type, with part time vacancies offered benefits less than full-time. No benefits were offered for part time vacancies at 4.6 times the rate of full time vacancies. The arts, entertainment, and recreation industry reported no benefits offered with 95.6 percent of its vacancies, where 75.6 percent of vacancies were part-time.

Experience RequirementsIn the Western region 45.1 percent of the job vacancies required no work experience. These vacancies offered an average wage of $10.35 per hour. Employers reported 27.8 percent of vacancies requiring some work experience with an average of $10.13 per hour. The remaining 27.0 percent required related work experience and offered an average hourly wage of $16.31

Education RequirementsThe Western region had 30.1 percent of vacancies with no education requirement and an average wage offer of $8.29 per hour. High School education or GED was required by 44.9 percent of the vacancies and paid an average starting wage of $9.65 per hour. A quarter (25.1%) of the region's vacancies required post secondary education. Wages ranged from an average hourly wage of $12.50 for vacancies that required vocational training, to $46.32 for vacancies that required an advanced degree.

Methodology

Job Vacancy Surveys were mailed on April 15, 2007, closing on the last working day of June. The businesses selected to receive surveys were drawn from the second quarter 2006 and third quarter 2005 Enhanced Quarterly Unemployment Insurance (EQUI) employment reports, using a random sample stratified by region, industry, and firm size. The sample was sufficiently drawn to give a 95% confidence interval and a +/- 5.9 percent margin of error.

Not included in the samples were: Employers in Temporary Help Services; Employee Leasing Services; Private Households; employers reporting zero employment; and employers not reporting by region. The remainder was a universe of 53,805 businesses from which to draw the sample, resulting in a sample of 2,963 businesses.

The same EQUI employment report that was used to draw the sample was used to calculate employment estimates of filled jobs by industry. This file had the same industry exclusions as stated above. The number of job vacancies reported by firms was weighted according to the total employment in the firm’s region, industry, and firm size class. This method assumes that other like businesses have similar employment needs.

Employers were asked to report vacancies they were actively recruiting for, and to exclude vacant positions reserved for consultants, outside contractors and others not considered employees, as well as vacancies reserved for internal employees only. A part-time job vacancy is defined as working one to 34 hours per week, and full time as 35 or more hours per week.Non-response items were imputed using the closest like occupation, region,and industry.

Where a range was given for compensation, the average of that range was used as the response, and a year consisting of 2,080 hours was assumed to arrive at an hourly wage rate for that vacant position. For teachers, nine and a half months, or 1,646.6 hours was used to calculate an hourly wage. Average wage by occupation group was reported using the average wages for all vacant jobs within that occupational group. Where wages were not reported or were not readily calculated (ex. commission pay for a salesperson), the Occupational Employment Statistics (OES) estimated wage data was substituted. OES wage estimates from May of 2006 was used for imputation with the survey results.

Each reported vacancy was assigned a job title based on the Standard Occupational Classification (SOC) system, with employment by occupation information coming from the 2006 Occupational Employment Statistics (OES) survey report. The occupations are grouped into 22 major occupational groups.
