The main components and technical facilities of railway infrastructure managed by CFR-SA
• The public Railway Infrastructure on the Romanianterritory belongs to the Romanian State and is awarded inconcession to The National railways Company CFR-SA(Compania Nationala de Cai Ferate “CFR”-SA) in itscapacity as Infrastructure Manager.
• The concrete elements of the public RailwayInfrastructure are defined in Annex 2 to GovernmentDecison no. 581/1998 on setting-up The Nationalrailways Company CFR-SA (“CFR”-SA), with its furtheramendments and in Annex 1 to Law no. 202/2016.
• The main components and technical facilities of railwayinfrastructure managed by “CFR”-SA for the year 2019are:
- 10,628 km railway network;- 19,837 km network lines carried in use;- 2,917 km double track;- 7,711 km single track;- 4,030 km electrified railway line;- 171 tunnels with a total length of 6 809 km;- 17.694 bridges and culverts;- 909 railway stations (section point).
• The access to the Romanian railway infrastructure isgranted on a non-discriminatory basis to all the RUs thatfulfil the necessary and sufficient conditions, and requireand conclude an access contract with “CFR”-SA or anallocation convention in case of the other Applicants.

• BSS (Base Station Subsystem), OMC-R, CTSinstalled gradually, during the rehabilitationprojects.

• no stopping at the borders;
• no changing of the locomotive or driver.
Technical: standardized trackside + onboard installations for ensuring operational interoperability.

CFR’s offer - Cross-border benefits
Cross-border benefits in Curtici railway station1) The Curtici railway station is a common MAV / CFR cross-border station and modernized to Europeanstandards;2) It is a high-security area; the average time spent on border for the police control in order to preventillegal trafficking (immigrants) is less than 1 hour;3) The tracks no. 8 and 9 will be allocated for the ATTI (trusted handover) trains.Network benefits for international trains1) The CFR-SA grants to the RUs the following facilities / reductions of the track access charges for theutilization of the infrastructure on the basis of conventions signed between the CFR and the RUs, validduring the access contract, as follows:
a) 33% in the case of full international trains that are transiting CFR's network;b) 33% for complete trains in intermodal traffic.
2) Facilities in the railway stations for RO-LA transport (Ex. : pilot in 2018 – CFR Freight/CFR Marfa).Digital Benefits:1) CFR manages IT systems used at European level by RailNetEurope organization in order to facilitateinternational traffic on the European railway infrastructure, such as:
a) Pathfinder – IT system for facilitating the request for international path;b) EICIS (European Infrastructure Charging Information System) - a web application that can
calculate the cost of using the international trains paths, including toll charges, station taxesand maneuver fees;
c) EUROPTIRAIL – IT system for visualizing the movement of international trains;d) TIS (Train Information System) - IT system with Information about international trains.
2) CFR SA manages the IMComm IT application for the interactive programming of the internationaltrains’ traffic between CFR and MAV.

ATTI (trusted handover) trains
ATTI (trusted handover) trains is a RUs agreement (under UIC umbrella);
The main purpose is to reduce at minimum the transfer process of the international freight trains
on the border (handover) stations. The involved RUs insert data about used rolling stocks into a
common database, with all the maintenance activities. That means all the involved RUs will have
access to all relevant data of the maintenance activities of rolling stocks.
The process include distinct phases for a specific train, with the same rolling stocks and on fixed
journey route:
1. In the first phase, during minimum 3 months, the RUs has a common technology where every
train is checked in details for technical shape. The detected technical deficiency are marked
and put in the statistics.
2. If after 3 months the content of list with technical deficiency has no significant problems the
involved RUs can decide to start the trusted handover process.
3. During the trusted handover period the involved RUs can perform a separate or common
check activities, not for every trains but for a significant sample number.
4. If one of the involved RUs detect new technical deficiency the process can be started again
from the beginning (with phase no 1).
In Curtici railway station the tracks no. 8 and 9 will be allocated for the ATTI trains.
