summoned to the Asifnagar police station along with four othersas part of a probe into a case of theft of Rs. 56 lakh reported at awarehouse in Asifnagar early this month. The owner of the pre-mises Wajid, who runs a factory at Asifnagar had gone to his na-tive place Bihar early this month and on returning he found cashof Rs. 56 lakh missing from the godown and lodged a complaintwith the Asifnagar Police.““Today, Wajid brought a total of fivepersons to the police station suspecting that all of them were in-volved in the theft of money. Counting the castesCaste is a reality in India one cannot wishaway. For centuries, it served as an instru-ment of exploitation and discrimination; a formof social injustice that is being addressed bysuccessive governments since indepen-dence with varying outcomes. There is astrong case for undertaking a caste censusin the country to enable policymakers to fine-tune the affirmative programmes so that thebenefits reach the needy sections. Since theentire architecture of India’s reservation policyis based on caste, a clear enumeration ofpopulation based on caste is required to as-sess the exact ground situation. Accurate dataon the caste composition is needed tomaximise the gains of policies such as res-ervation in education and employment. It isno surprise then that during the recent de-bate in Parliament, the entire opposition ad-vocated caste census. Given the SanghParivar’s reported view that the caste cen-sus might end up highlighting the fault linesof the Hindu society and thereby hamper itsvision of creating a unified monolithic votebank, the BJP is yet to take a public stand onthe issue. A caste census was last held in1931 and discontinued thereafter. Every cen-sus in independent India from 1951 to 2011has published data on the population of Sched-uled Castes and Scheduled Tribes, but noton other castes. As a result, there is no properestimate for the population of OBCs. In thepast, the national parties, including the Con-gress and the BJP, had opposed its reintro-duction ostensibly on the ground that enu-meration will lead to perpetuation of caste iden-tities.But the stark reality is that caste continues tobe a key determinant in public affairs and ac-cess to resources. In the absence ofupdated data, political parties and public in-stitutions extrapolate from the 1931 Censusand National Sample Survey to formulate poli-cies. Accurate data on caste will help bothpolitical parties and the governments in plug-ging the gaps and leaks in the welfareschemes and improving social outreach. Acaste-based census is required because inat least 30 States and Union Territories, thereservation for backward classes hascrossed the upper limit of 50% set by theSupreme Court. There is a need to be flex-ible about this ceiling, given the socio-eco-nomic realities. The States must have thefreedom and flexibility to evaluate the back-wardness of various vulnerable sections anddecide on the quantum of quotas in tune withthe ground situation. In this context, the re-cent passage of the 127th ConstitutionAmendment Bill in Parliament, restoring therights of State governments to make their ownOBC lists, is a welcome development.

In April 2017, PranabMukherjee had publicly called for the expansionof Parliament numerically. The then Presidentwas of the view that the number of members wasfixed by the 42nd Amendment taking into accountthe 1971 census. It was extended till 2026 by the84th Amendment to the Constitution of 2001. Weare electing representatives in the Lok Sabha onthe basis of the 1971 census. The population hasmultiplied in the last few decades. This hascreated a strange situation. 80 crore voters areelecting 543 Lok Sabha members. They arerepresenting 128 crore people. A Lok Sabhamember is representing 16 to 18 lakh people, sohow can he reach these people alone?“With thecountry's population more than doubling,restrictions on constituency restructuring needto be lifted. This number should be increased toone thousand, it is said. But there needs to bemore creative thinking in this regard. The BritishParliament has 650 members, the CanadianParliament has 443 members and the USCongress has 535 members. So why can't theIndian Parliament expand, even if it seems like agood question, why can't it? But behind thesearguments, it is assumed that the questionremains as to what the numbers are. Insuch a scenario, a massive increase in thenumber of members in the Lok Sabha wouldfurther reduce the effectiveness of those housesand further worsen the situation. Numberinflation is not the answer. The fire of the party-based system will only hurt the country club.The country club will be run at the expense ofthe taxpayers.“Expansion of Parliament If outof a total electorate of more than 91 crores, oneconstituency of seven lakh sixty thousand voterswould be formed, then their number would betwelve hundred. This population-basedrestructuring would be unfair to states like TamilNadu, which controls the population. At present,his turnout in Parliament is 7.2 per cent, whichwill come down to 6.4 per cent. Kerala's sharewill increase from 3.7 per cent to 2.9 per centand Andhra Pradesh's from 4.6 per cent to 4.3per cent. Odisha's share will go up from 3.9 percent to 3.6 per cent. On the other hand, UttarPradesh's share will go up from 14.7 per centto 16 per cent. Bihar's percentage will increaseto 7.8. (Current 7.4 per cent) Madhya Pradeshwill increase from 5.3 to 5.7. Maharashtra willalso increase from 8.8 per cent to 9.7 per cent.This process threatens to widen the north-southvalley further. This is not a desirable thing forthe federation. In this regard, there is a need torestructure the Rajya Sabha. The idea was thatthe people's representatives representing thestates in the Rajya Sabha would look after theinterests of the states. Netrikann movie review: Thriller, starringNayanthara, is an engaging story of un-

derdogs but offers few surprises

Bhuj movie review: AjayDevgn in slow motion doeslittle for what is anyway agodawfully dull war saga

Independent accounts of the eventsthat inspired Bhuj: The Pride of In-dia are hard to find on newswebsites. Strangely, the availablereports all seem related to the film.That said, the facts that emergefrom them are actually mind-bog-gling.Here’s what I could find. In the1971 India-Pakistan war, Pakistanibombs reportedly destroyed an In-dian Air Force (IAF) base inBhuj.SquadronLeader Vijay Karnikofthe IAF, who was stationed in Bhuj,was asked to rebuild the airstrip sothat Indian military planes could ferrysoldiers to the base to defend itagainst further attack. The hitch wasthat there was no labour availablefrom within the defence forces forthe job. Karnik approached villagersnearby for help. According to themedia, about 300 civilians, mostlywomen, volunteered and recon-structed the runway within 72hours.Writer-director AbhishekDudhaiya and his co-writers appar-ently did not find this extraordinary

real-life feat impressive enough fora Bollywood venture. So, they havereduced 72 hours to one night foreffect, given Ajay Devgn (playingKarnik) repeated slow-motion shotsin which he strides purposefully to-wards something, and indulged inall sorts of embellishments to dressup a story that should not haveneeded any window dressing ifscripted by a skilled team.The com-bined effect of these gimmicks isthe opposite of what I assume theywere trying to achieve: Bhuj: ThePride of India is godawfully dull.In thefirst hour, the film looks all set to beyet another stereotypical Bollywooddeshbhakti drama withdialoguebaazi and drum rolls. Itopens with a voiceover – laid onsketches and photographs –summarising the history of India andPakistan from 1947 up toBangladesh’s War of Liberation andthe events in the film. Cut to Presi-dent Yahya Khan of Pakistan chid-ing his military commander, TikkaKhan, for killing “only 30 lakh people”in what was then East Pakistan.Thegenocide in East Pakistan is a mat-ter of historical record and a blot onhumanity, but the writing of the linesin that scene are so bombastic thatthey reduce a tragedy to cartoonmaterial.Bhuj movie review AjayDevgn in slow motion does little forwhat is anyway a godawfully dullwar sagaAjay Devgn in a still fromBhujYahya: “In 1947 I realised thatthe only way our flag would touchthe sky is if it was hoisted over pilesof dead bodies instead of the plainground. Less bodies would meanour downfall. And you could onlymuster up 30lakh bodies?!”Tikka:“We’ve resorted to public massa-cre, janaab. But Hindustan hastaken over a vast area. Our forcescannot even set foot there.”Yahya:“Isn’t this the same Hindustan thatwe ruled for 400 years with an ironfist?”“We”?The use of that pronounhere is insidious, but the conversa-tion is too laughablymelodramatised, and Bhuj in its

Netrikann — Nayanthara’s latest outing, directed by MilindRau — begins with a woman typing on her phone franticallywhile driving down the middle of a highway. If that doesn’tgive you some anxiety right there, I don’t know if the rest ofthe film will. Because from there, it is a rather plainaffair.Netrikann is the story of Durga, an ex-CBI agent ondisability support after losing her eyesight in a road acci-dent. One day, she falls prey to a sexual predator who kid-naps and violates young women. Even though she escapesby a whisker, she becomes determined to catch him andbring him to justice. How she does this makes the rest ofthe film.For a thriller, Netrikann offers few surprises. We knowwithin the first few minutes that the villain is a psychopath;and the unusual trio of a visually impaired woman, a deridedcop, and a nonchalant youth will get him in the end. The‘thrill’ should have been in the how, but those are few and farbetween. The simplest of questions, some cajoling of wit-nesses, an undercover operation, a WhatsApp group mes-sage and voila! The kidnapper is in custody.Despite its sim-plicity, Netrikann is rather engaging. Within the first few min-utes, we learn rather casually that Durga is a CBI agent. Iwas expecting a flashback, showing her in training, as thetop of her batch, sharpshooter, President medal, salutingthe flag and so on. None came. This is not the kind of filmthat spoon-feeds you, it expects you to get it and get along.So,without much fanfare, the film gets to the crime and investi-gation. The intervalblock is gripping,even if predictable, itkeeps us hooked toDurga’s side. Thesequence whereDurga pretends notto be visually im-paired is clever. Theclimactic fight deftlystraddles dramaticflair and realisticpossibility.The bestpart of the film, forme, however, wasthat right till the end,Durga never losesher vulnerability. Ev-ery time there is a‘mass’ moment forNayanthara, it’squickly followed by agrounding event for Durga.For instance, after the threaten-ing punch dialogue — which was also used in the trailer —she struggles to find the doorknob. The film is clear that sheis observant, not a superwoman.Netrikann movie reviewThriller starring Nayanthara is an engaging story of under-dogs but offers few surprisesNayanthara too appears morecomfortable in her vulnerability than in her superstardom.The interaction between her and the villain inside the policestation, which is meant to be her superstar moment, feelsforced with Nayanthara reaching to her deepest darkest ro-botic self while speaking those lines. But her struggle withself-loathing and self-pity comes through more meaningfully,even humanely, if you will.Manikandan is excellent as thederided cop with a heart of gold, also called Manikandan inthe film. He embodies the self-awareness and desperationthat’s needed to play that character, without getting dramaticabout it. We see him begging, pleading and wheedling hissuperiors to help him. Even when completely let down byhis boss, all he can muster is, “po ya” (a rather respectful

entirety too boring to be considereddangerous and effectivepropaganda.Bad bad PakistaniYahya, very bad Tikka – that’s reallyall that the scene tries toestablish.How can one possiblytake a war flick seriously when,sandwiched between episodes in-volving extreme violence, we getKarnik awkwardly serenading hiswife on their wedding anniversary,surrounded by other IAF personneland their wives dancing stiffly withribbons and red balloon hearts inhand?Before 35 minutes are up,Karnik also hears a top-rankingPakistani official utter this code, “TajMahal is a symbol of love” and re-sponds with an impromptu rhyme:“Agar Taj Mahal pyaar ki nishani hai,toh Hindustan tumhare baap kikahaani hai (If Taj Mahal is a sym-bol of love, then India is your bigDaddy.)” Waah, waah! And next,grandly: “What do you know of ouraukaat? We are the descendantsof the great Chhatrapati Shivaji

Maharaj who brought the Mughalsto their knees and wrote India’s his-tory with his blood.”So far, soformulaic.As the minutes tick alongthough, even the bombast is cutdown, and what we get is extensive,monotonous action.Terrible writing,sleep-inducing direction and somepretty bad acting – there’s so muchthat’s wrong with Bhuj: The Prideof India, that an in-depth analysis ofits politics (including the BigBrother-style condescension towardsBangladesh in the closing VO)makes no sense.evgn’s swag asKarnik does little for Bhuj. SanjayDutt as Pagi Ranchhod BhaiSavabhai Rabari, an Indian agenton the border, is too heavy on hisfeet to be convincing as a warrior.Sharad Kelkar as Lt Colonel R.K.Nair – a brave Malayali soldier whomarried a Muslim woman with aphysical disability, as we are point-edly told by the VO – tries to makesomething of this nothing-ness.Bhuj movie review AjayDevgn in slow motion does little forwhat is anyway a godawfully dullwar sagaSonakshi Sinha in a stillfrom BhujAmmy Virk as a fighterpilot who speaks at the speed oflightning when he delivers aspeech to his men, Ihana Dhillonas a dead wife in moony flash-backs who mucks up the only lineassigned to her and PranithaSubhash as Karnik’s wife are sobad that they are worth watching.For me, the unwittingly comicalhigh point of the film is a glamor-ous Mrs K in a sexily draped saricosying up to her Mister – withwhom she has zero chemistry –on the damaged runway while heis all set to restore it.Meanwhile,Sonakshi Sinha, whose characterSunderben – leader of the villag-ers– should have been the star ofthis enterprise, is reduced to adreary, albeit impeccably dressed,interlude. Seriously, the rebuildingof the airstrip is handled in an evenless interesting fashion than every-thing else in Bhuj.

Beckett movie review: John DavidWashington tries really hard to save this

film, but it remains a complete misfireFernando Cito Filomarino’s Beckett begins in the

middle. The first line of dialogue one hears in the film is thatof Beckett (John David Washington) apologising to hispartner, April (Alicia Vikander) during an early morningsnuggle. One gets a sense that they had fought the nightbefore, indicating they’ve been together for a while. CitoFilomarino drops us right in the midst of these two loversvacationing in the mountains of Northern Greece, as we findout soon after.This is the second time in two weeks, afterThe Hitman’s Wife’s Bodyguard, where a Hollywood filmcentres its action around the crisis in Greece. Even though,unlike the Ryan Reynold-starrer, Beckett doesn’t immediatelyfill you in. The political unrest in Athens trickles down slowlyinto the American couple’s idyllic vacation in the mountains.Beckett and April are sitting in a cafe holding hands andwhispering sweet nothings into each other’s ears, as a newschannel in the background overlooks the main square inAthens being prepped for a protest rally. April tells Beckettthat they were supposed to be staying in a hotel overlookingthe main square, when they spontaneously made their wayto the mountains.It’s a strange experience, watching Beckett,especially if one’s going in completely blind. The first 10mins suggest it’s one of those intense European coupledramas featuring Hollywood stars hell-bent on showcasingthey’re ‘actors’. Then, there’s a car crash. The viewer mightsense elements of a film about survivor’s guilt, or a man

way of saying “get lost”). It is his earnestness that makesthe comedy portions chuckle-worthy. His introductionscene, which gets him the moniker, Sambar, is a fantasticforeshadowing of what he becomes in the end. Every timehe says “scene-u” and imagines himself being vindicated,he makes us root for him more.It’s hard to tell whether hischaracter is written with more visual detailing than Durga’s,or that Manikandan fills these gaps as an actor, but hemakes it work and how! For instance, Durga has a flash-back, montage song, multiple conversations, and scenesexplaining her redemption arc to the audience, butManikandan only gets fleeting moments. We never get abackstory for why he’s derided, except for a passing com-ment by colleagues. But Manikandan, the actor, never letsus forget that he’s a desperate underdog too. He makesthe character not just relatable but also immensely likableand life-like.In stark contrast, Ajmal Amir as the psycho-path kidnapper is as if he jumped right out of a comic book.His exaggerated expressions, staccato dialogue deliveryis less menacing than disgusting. Despite Durga appear-ing tiny in front of his towering figure, he doesn’t look like hestands a chance against her at all. It doesn’t help that thecharacter is written awkwardly too. He gets a pointlessbackstory as if to ‘explain’ his predicament of being a psy-chopath. There are names of some medical “disorders”thrown in, for good measure. Without giving away too much,

I wouldn’t be surprised if gynaecologists took offense.Theproblems, however, begin much before that. The order ofscenes is odd. For instance, we are shown the villain muchbefore Durga’s encounter with him. The film sets out toestablish for the viewer that the character is a psychopath.In that process, we lose out on the surprises of timelydiscovery.Immediately after an accident in which Durgaloses her brother and her eyesight, the film jumps to a songabout moving on — Idhuvum Kadandhu Pogum (this tooshall pass). The film doesn’t give her the time to mourn.So, when conversations around her guilt appear later, it leftme wondering if she hadn’t moved on, as the song sug-gested earlier. The film, at times, gets rather trope-ytoo.Overall, Netrikann is an interesting investigative thrillerdriven by a group of underdogs. If there was a follow-up TVseries where visually impaired Durga and earnestly incom-petent Manikandan chase down criminals of Chennai, Iwould have most certainly watched.
