PROPOSAL:

• i) Guidelines for General Coordinator and Alternate

- Elected at the beginning of every full Evaluation Round

- Coordinate all Plenary Session debates

- Participate fully in working group sessions

- Meet with the Working Group Coordinators to address problems during the Working Group debates and drafting reports

- GEG Coordinator will represent the GEG and present reports at CICAD Regular Sessions and/or any promotional MEM activity

- Deputy General Coordinator will replace the General Coordinator in case of temporary/ permanent absence and to assist in the fulfillment of duties

- Carry out on-going communication with experts in-between GEG sessions

PROPOSAL:

• ii) Guidelines for Working Group Coordinators

- Elected at the beginning of every full Evaluation Round

- Coordinate all Working Group Sessions during the GEG meetings

- Ensure equal participation of the GEG Experts during the Working Group debates as well as in their capitals

- Participate in all Coordinators meetings to address emerging problems and/or suggest solutions

- Carry out on-going communication with experts in their capitals

- Ensure that the work undertaken prior to the presentation of reports to Plenary follows established guidelines

PROPOSAL:

• iii) Guidelines for GEG Plenary operation

- Quorum – the GEG Plenary meetings will start with the presence of half plus one of the experts

- Decisions – The Plenary will decide by consensus. Failing this, the General Coordinator will submit the issue to a vote, which will be decided by the majority of those present

- Review of reports – the Plenary time for each country report should be adequate enough for a timely review of the text – for all to be evaluated with equal seriousness, dedication and attention.

PROPOSAL:

• iv) Guidelines for operation of GEG Working Groups

- Working Groups shall be formed either by:

- thematic areas or

- with regional representation, expertise, language balance and skill requirements

- Working Groups shall have an equal workload

- Working Groups shall prepare, evaluate and review all assigned reports based upon the same criteria and guidelines

PROPOSAL:

• Experts shall not participate in the evaluation of his/her own country

• All GEG Experts should have drafting responsibilities during the meetings as well as assignments in their capitals

• All GEG Experts should arrive to GEG Working Group sessions having completed their respective drafting assignments

• All GEG Experts should be present at all times during the GEG Plenary meetings and during the Working Group debates

• When a country has both a Principal and an Alternate Expert, the presence of at least one of them is required

PROPOSAL (contd.):

• Experts must:

- read the relevant documentation provided prior to the sessions

- Carry out assigned preparatory work

- Be present at all times during working group sessions

- Be present at all times during the Plenary session

(Mechanism to be established to ensure such participation by Experts)

• GEG Experts to draft evaluations based on first draft text prepared by the MEM Unit and the information provided by countries

• Experts not consultable by the GEG on information provided by the NCE unless for clarification purposes

PROPOSAL:

• Experts should have a:

- solid technical background in drug control

- minimum level of education/qualifications

- advisable to have a working knowledge of a second language

• Experts should be committed to undertake the evaluation work both during and out of sessions

• Experts should have access to the necessary facilities to carry out their work provided by their Governments

• Experts should be in constant communication with the respective Working Group Coordinator and the MEM Unit

3. CHARACTERISTICS OF THE EXPERTS

PROPOSAL:

• NCE is appointed by the Government of each member state

• Responsible for:

- Compiling the information for the MEM questionnaire

- Preparing an introductory document

- Completing and transmitting the MEM questionnaire within the established timeframe

- Clarifying any information required by the GEG or the MEM Unit

4. ROLE OF THE NATIONAL COORDINATING ENTITY (NCE)

PROPOSAL (contd.):

- Completing the implementation follow-up form

- Reviewing the entire text of the draft report, including the introductory paragraph

- Assisting in promoting the MEM reports

- Coordinating training and awareness workshops for MEM stakeholders with the MEM Unit

- Responding to notes to country

- Completing and submitting requests for assistance to implement recommendations

4. ROLE OF THE NATIONAL COORDINATING ENTITY (NCE)

PROPOSAL:

• The MEM Unit shall ensure information received is complete, consistent, succinct and relevant

• Shall prepare first narrative draft of:

- national reports - full evaluation report

- national reports - implementation of rec report

• Shall organize the national reports and make them available to the GEG

• Will provide any data requested by the GEG for the Hemispheric Report

PROPOSAL (contd.):

• Prepare a style and formal manual for GEG experts

• Execute – on a continuous basis – promotional activities for the MEM process

• Carry out editorial and proof-reading functions

• Design, publish and distribute national and hemispheric reports

• Support countries in their MEM promotional efforts

• Organize training workshops for National Coordinating Entities (NCE’s)
