1. PROGRAMOVERVIEW1.1Intention/RoleofHandbookThishandbookisintendedforgraduatestudentswhoarepursuingtheMasterofScience(MS)degreeinLandscapeArchitecture(MSLA).TheUW–MadisonGraduateSchoolistheultimateauthorityforgrantinggraduatedegreesattheUniversity.TheDepartmentofPlanningandLandscapeArchitecture(PLA)administersthisgraduateprogramundertheauthorityoftheGraduateSchool.TheGraduateSchool’sAcademicPoliciesandProceduresprovideessentialinformationregardinggeneralUniversityrequirements.ProgramauthoritytosetdegreerequirementsbeyondtheminimumrequiredbytheGraduateSchoollieswiththePLAprogramfaculty.ThishandbookservesasthePolicies&ProceduresguideintheMSLAprogram.Degreesandcourserequirementsmaychangeovertime.However,studentsmaychoosetomeetthedegreeandcourserequirementsineffectwhentheyentertheprogramortherequirementsresultingfromsubsequentchanges,whicheverisbestforthestudent.Inaddition,theprogram’sadministrativeproceduresandprocessescanchangeovertime.Studentsarerequiredtofollowtheproceduresandprocesseslistedinthishandbook,includingamendmentsasapplicable.Theinformationinthishandbookshouldalsobesupplementedbyindividualconsultationwithyouradvisorandcommitteesothatindividualneeds/interestsandalldegreerequirementsaremet.AdditionalinformationisavailableviatheDepartment’swebsite(dpla.wisc.edu).StudentsmayalsowishtoconsulttheGraduateSchool’swebsite.1.2DepartmentMission+VisionDepartmentMission:Ourscholarshipandeducationalactivitieswilladvancesustainableandlivablecommunities,cities,andregionsthatarevibrant,thriving,andresilient.Wedothisthroughintegrativeteaching,research,andpublicengagementthatseekssolutionstoservehumanneedsandprotecttheintegrityofnaturalenvironments.Thedepartment,baseduponthedisciplinesoflandscapearchitectureandurbanandregionalplanning,providesopportunitiestoexploreinterdisciplinaryresearch,design,planning,andpolicyanalysisatlocal,regional,andglobalscales.

1.3ProgramMission+GoalsTheDepartmentofPlanningandLandscapeArchitectureoffersaMasterofSciencedegreeinLandscapeArchitecture(MSLA).Studentsmayopttoconducteithera)research-basedthesisorb)project-basedthesis(evidence-baseddesignproject).BoththesistypesdrawontheDepartment’sstrengthinresearchbuttheproject-

basedthesisoffersflexibilityforstudentswithadesignbackground/degreeinterestedinaspecificdesignorcasestudyapplicationoftheirresearch.TheDepartmentdoesnotofferanaccreditedprofessionalMLAdegree.StudentswhofollowtheMSLAgenerallypursuecourseworkandathesisthatfeaturesresearchinLandscapeArchitectureasitintersectswithbiologicalsciences,socialsciences,artsandhumanities.

1.4Background+HistoryTheUW–MadisonDepartmentofPlanningandLandscapeArchitecture(PLA),housedintheCollegeofLettersandScience,formedin2017whentheDepartmentsofUrbanandRegionalPlanning(URPL)andLandscapeArchitecture(LA)combined.Thisdepartmentstrengthensandenhancesplanninganddesignforsustainableandresilientcommunitiesandenvironments.PLAsupportsaccreditedacademicprogramsinLandscapeArchitecture(BSLA)andUrbanandRegionalPlanning(MSURPL),aswellasaPhDdegree(PhDURPL),anMSLAdegree,andanon-accreditedundergraduatemajor.TheMSinLandscapeArchitecture(MSLA)TheMSLAdegreehasanemphasisonconductingoriginalresearchwhichcanbedeliveredintheformofaresearch-basedthesisorathesisbasedoncreatingevidence-baseddesignsolutionsforcomplexproblemsinurban,ruralandnaturalsettings.TheMSLAdegreeusesresearchparadigmsfromthephysicalsciencesandtheartsandhumanitiestorespondtocurrentissuesinfoodandagriculture,naturalresourcemanagement,culturalandenvironmentalstewardship,humanhealthandwell-being,andcommunitydevelopment.StudentstendtospecializeinoneoftwoareasthatincludeRestorationEcologyandEcologicalDesignandCommunityandUrbanLandscapeStudies.

1. Whoisresponsibleforassessment?Individualinstructorsandadvisorswillassesstheirownstudentsand

classes.Thegraduateprogramcommittee(GPC)willreviewperformanceonayearlybasis.Everythreeyears,thegraduateprogramcommitteewillsendoutsurveystoallalumnitodeterminewhetherourcurriculumcontinuestomeettheirneedsaswellasaskingthemtodetailtheiremploymentoutcomesandtheirthoughtsonhowtheprogrampreparedthemfortheirjobs.Eachstudent’sthesiscommitteeswillassesstheirstudentsatproposalandthesisdefenses.

2. Whatistheplanforreviewoftheassessmentinformation?Onanannualbasisthegraduateprogram

committeewillreviewthestudentsonthefollowingcriteria:1)successfulcompletionofcoursesforeachstudent’syearandsemester;2)performanceinclasses;3)completionofproposal/thesesdefenses(ifapplicable);4)anydesigns,conferencepresentations,orpublications.TheGPCwilltheninformthestudent’sadvisorsontheirfindings.

3. Whatistheplanforproductionofanannualsummaryreport?Afterreviewbyeachstudent’sadvisors,the

assessmentwillbecompiledintoanannualreportdetailingprogressthroughtheprogramaswellasperformanceineachclassasrelatedtothelearninggoals.Eachstudent’sadvisorswillbeinformedontheresultsandbegivenrecommendationsonwhatthestudentsneedtofurthertheirgraduatepursuits.

4. Howwillrecommendationsbeimplemented?Advisorswillbeinformedofanypotentialissues(e.g.,failure

totakeneededcourses,underperformanceinneededcourses)andwillberesponsibleforsuggestingcorrectiveactions.Shouldsurveysandinterviewswithemployersand/orformerstudentsprovethereisasystemicissuewiththeprogram,thegraduatecommitteewillmeettochangethecurriculumasappropriate.Onceapprovedbythecommittee,thefullPLAfacultywillvoteonthechanges.

3.4Master’sDegreeCompetencyRequirement3.4.1MSThesisToobtainaMaster’sofScienceDegreeinLandscapeArchitecture(MSLA)fromtheUniversityofWisconsin–Madison,astudentmustbeabletodemonstrateahigh-levelofcompetencyinthetheories,methods,applicationsandethicsofLandscapeArchitecture.

StudentsreceivinganMSLAdegreeareabletochoosebetweenwritingaresearch-basedthesisoraproject-basedthesis(creatingevidence-baseddesignsolutionsforcomplexproblemsinurban,ruralandnaturalsettings).

Intheirfirstsemester,studentsshoulddiscussthesistopicinterestsandpossiblecandidatesfortheirthesisadvisorycommitteememberswiththeiradvisor.Eachstudentisrequiredtoformathesisadvisorycommitteeassoonaspossibleintheirsecondsemesterandnolaterthantheirthirdsemester.Thiscommitteeincludesthreemembers;theMajorProfessor,oradvisor,andatleastoneothermembermustbefromtheDepartmentofLandscapeArchitecture.AllthreemembersmaybefromtheDepartment;however,itisgreatlyencouragedtohaveatleastonecommitteememberfromoutsideoftheDepartment.Committeemembersareprofessorswhohaveresearchexperienceinthefieldsimilartoyourthesis.,Studentsshouldmeetoncepersemesterwiththeircommitteetoupdatethemontheprogressoftheirthesisproposalandtheiractualthesis.Yourcommitteecanhelpyouadjustthemethodsforyourresearch,developyourtopic,andhelpyouwiththewritingofyourproposal.

Intheirsecondsemester,eachstudentshouldprepareacompletelistofcoursesandcreditsincludingthecoursescompletedaswellascoursesintendedfortheirMaster’sprogram.Coursestobetakenshouldbediscussedwithyouradvisor.Eachstudentmustprepareawrittenthesisproposaltowardstheendoftheirsecondsemesterthatincludesthefollowingelements:

1. Aclearstatementoftheproblemandsub-problemstobeaddressedintheresearch.2. Ajustificationoftheimportanceoftheproblemvis-à-vislandscapedesign,planningormanagement.3. Identificationofthespecificmethodologybywhichthestudentsintendstoacquireanswerstothe

researchquestions.4. Anoutline/programforadesignproject(forproject-basedthesis).

Eachstudentmustscheduleathesisproposaldefenseaspartofdegreecertification,preferablytowardtheendofhis/hersecondsemester,andnolaterthanthe12thweekofthesemesterinwhichthestudenthasearnedatotalof24credits.StudentsshouldobtainacopyoftheCertificationMemorandumforassociatedformsanddetails—(availableasapdfthroughhttps://dpla.wisc.edu/sites/dpla.wisc.edu/files/inline-files/Certification_Memo-7-15-15_0.pdf)

3.4.2OtherCompetencyRequirementsfortheMSLADegreeInadditiontocourseworkandthesisrequirements,eachstudentmustgivetwocolloquiumpresentationsinLA940.ThefirstpresentationistypicallygivenduringthesecondtimethestudentenrollsinLA940.Thesecondpresentationisgivenascloseaspossibletothetimeofthethesisdefense.ThestudentneednotnecessarilybeenrolledinLA940atthetimeofthesecondpresentation.

Allgraduatestudentsareencouragedtodevelopandsubmitamanuscriptforajournalarticlebasedonhis/herthesis.Thetargetjournalmustbeidentifiedaspartofthedegreecertificationprocess.Thisincludessubmittingastatementofthejournal’seditorialpolicy,includingmanuscriptsubmissionguidelines.DetailsaregivenonthelastpageoftheCertificationMemo.

3.5SpecialMaster’sPrograms3.5.1DoubleDegrees/DualDegreesAttheUW–Madison,itispossibletopursuesimultaneouslytwograduatedegree(“doubledegree”)programsoragraduateandaprofessionaldegree(“dualdegree”)programs.StudentspursuingaDoubleMaster’sdegreeinPlanningandarelatedfieldarenotexemptfromotherwiseexistingcurriculumrequirements.

6.2CriteriaforSatisfactoryProgressintheMSLAProgram6.2.1GradesTheGraduateSchoolrequiresthat“studentsmaintainagrade-pointaverage(GPA)of3.00(ona4.00scale)forgraduate-levelcourses(numbered300andabove,excludingresearch)toreceiveadegree.”TheGraduateSchoolalsorequiresthat“[s]tudentsmustbeingoodacademicstandingwiththeGraduateSchool,theirprogram,andtheiradvisor.TheGraduateSchoolregularlyreviewstherecordofanystudentwhoreceivedgradesofBC,C,D,F,orIingraduate-levelcourses(300orabove),orgradesofUinresearchandthesis.Thisreviewcouldresultinacademicprobationwithaholdonfutureenrollment,andthestudentmaybesuspendedfromgraduatestudies.”

InadditiontoGraduateSchoolrequirements,thePLADepartmentrequiresthatallCoreCoursesandallcoursesinastudent’sAreaofConcentration(otherthanresearchcredits)betakenonagraded(i.e.not“satisfactory/unsatisfactory”)basis.

6.2.2IncompletesAnincompletewillbegrantedatthediscretionofacourseinstructorandonlyifastudentsatisfiesallthreeofthefollowingrequirements:

¨ Wasunabletocompletealltheworkontimeforreasonsbeyondthestudent’scontrol(e.g.,illness).¨ Hadperformedatleastsatisfactorilyonthecompletedwork;and¨ Canremovetheincompletebydoingonlyalimitedamountofwork(e.g.,takingafinalexam).

Unlessunusualcircumstancesexist,anincompleteshouldnotbereportedforastudentwhocouldhaveandshouldhavecompletedtheworkontime;orwhohadperformedunsatisfactorilyand/orhadbeenexcessivelyabsent;orwhocannotremovetheincompletewithoutdoingalargeamountofmake-upwork;orwhohadnotrequestedanincompleteorexplainedtheneedforone.Anincompletemustberemovedbytheendofthesemesterfollowingthesemesterinwhichtheincompletewasreported.Ifastudentdoesnotcompletetheincompleteworkandtimerunsout,thefacultymembermustgiveagradeofF.Incaseswhenastudentsemester-endrecordshowsthreeormoreincompletegrades,thecasewillbereviewedbytheMPCregardlessofhowlongtheincompleteshavebeenonthestudent’srecord.6.2.3GradingAppealsIfastudentwantstoappealagradegiveninacourse,thefollowingproceduresapply:

¨ Ifthecourseisnotcomplete,thestudentshoulddiscussthegradingissuewiththeinstructor.Iftheissuecannotberesolvedatthislevel,theappealprocedurebelowmaybeused.IfthecourseiscompletedandfinalgradeshavebeenfiledwiththeRegistrar,normallythegradescannotbechangedevenbytheinstructorexceptinthecaseofaclericalerror.TheonlyexceptiontothisisifarecommendationforagradechangesubmittedtotheDeanoftheCollegeofLettersandScience(L&S)resultsfromthefollowingdepartmentalappealprocedure.

¨ Initially,thestudentwiththecomplaintshouldwriteastatementdetailingthenatureoftheircomplaintaboutthegrade.Thisshouldbegiventoanddiscussedwiththeinstructorofthecourse.If,afterthisinitialmeeting,thestudentwishestopursuetheappealfurther,thewrittencomplaintshouldbesubmittedtotheDepartmentalCurriculumCommittee.ThisCommitteewillrequestinformationongradingcriteriaandanyotherrelevantinformationfromtheinstructorofthecourse.ThemembersoftheCurriculumCommitteewillmakethefinaldeterminationontheappeal.

¨ Oncethedecisionhasbeenmade,theCurriculumCommitteewillwriteareportonthedecisionwhichwillbegiventothestudent,theinstructorofthecourse,andtheDepartmentChair.IftheCurriculumCommitteerecommendsthatnochangebemadeinthatgrade,thisreportwillnotifythestudentandtheinstructorofthatrecommendation.IftheCurriculumCommitteerecommendsthatthegradebechanged,acopyoftheirreportwillbeplacedinthestudent’sfileandanothercopywillbesenttotheL&SDean.TheCurriculumCommitteewillalsomakeawrittenrequesttotheinstructorofthecoursetochangethegrade.

Thefacultycommitteewilldetermineadecisionregardingthegrievance.TheGrievanceAdvisorwillreportontheactiontakenbythecommitteeinwritingtoboththestudentandthepartytowardwhomthecomplaintwasdirectedwithin15workingdaysfromthedatethecomplaintwasreceived.Detailssharedwiththeaggrievedstudentmaybelimitedbyuniversitypoliciesregardingpersonnelmattersorstudentrecords.

7. Atthispoint,ifeitherparty(thestudentorthepersontowardwhomthegrievanceisdirected)isunsatisfiedwiththedecisionofthefacultycommittee,thepartymayfileawrittenappeal.Eitherpartyhas10workingdaystofileawrittenappealtothatcommitteethroughtheGrievanceAdvisor.
