The Chairman announced the resignation of Cllr Angela Connelly-Cole and asked members of the public to consider volunteering for the Parish Council. We currently have five vacancies, anyone interested can contact any Parish Councillor or the Clerk for further information. It is a great opportunity to become more involved with your Parish and to make a real difference in your community. Public Session – A resident asked where the sign to Exeter had gone from the bottom of Burgmann’s Hill. He felt this could divert a lot of traffic out of the village sooner rather than always driving through the village. The Chair added that it was a good point and would check with Highways. Cllr Atkins announced that the DAAT had awarded the village a certificate of thanks for the money raised from the village fete back in July. He reminded everyone that 9-15 September was National Air Ambulance Week. Additionally, if anyone is interested in finding out more about becoming a volunteer for DAAT, please contact Cara at [email protected] from Jurassic Fibre Broadband – JFL was founded to build a fibre to the premise network across 350,000 premises of Devon, Somerset and Dorset. Full fibre offers far more reliable, consistent and faster connections – with speeds of up to 1

PARISH COUNCIL NEWSgigabit per second. Jurassic Fibre will conduct interviews and hold a public consultation to discuss ideas in more detail. For more information please visit: www.lympstone.org or contact Jurassic Fibre directly on 01392 314455, [email protected] or www.jurassic-fibre.comGuest speaker Mr Twamley, EDDC NP Officer – Mr Twamley spoke about Lympstone’s Neighbourhood Plan (LNP). He explained that there was no obligation to review the plan but it is healthy to review the plan after five years of it being implemented. He added that there were three types of modification for a plan: 1) basic changes/minor modifications 2) material modification which do not change the plan and 3) material modification which do change the plan (and would require a referendum). He advised that he felt Lympstone had a basic structure in place with good steering policies and only minor tweaks and changes would be necessary. He added that EDDC were not concerned with LNP, so time was not of the essence, but it was a positive move to refresh it. A review would last for four years and show due care and diligence in the community. Clerks Report – The Clerk read correspondence received regarding dogs fouling in the Parish. It is paramount that we all do our bit to keep our village

as clean and healthy as possible.Linda Lyons spoke about the upcoming village event on the 22nd September at the Village Hall. It will be an event where all village groups, clubs and societies would be present to share and celebrate what they do and your opportunity to come along, find out more and join in! She especially welcomed newcomers to the Parish to come and get involved. Linda would also like ideas on how money raised from the community hub could be spent towards more community events. Reports from the Chairman, East Devon District Councillors and Devon County Councillors – The Chairman reported that the fallen wall at Gulliford Burial ground had now been rebuilt and was completed. She added that Gulliford burial ground had two very successful open days over the summer and FOGBG were working very hard to promote this ancient burial ground and raise awareness of the beauty and historic value of this area. She also added that the public toilets had received a deep clean over the summer and the PC was now considering the next steps and future improvements. District Cllr Ingham added that he believed the LNP did need minor changes and upgrading. Having something done now would protect the Parish for a further two years. He

added that the Local Plan should take five years to rewrite and he was keen for the Local Plan to be tweaked quickly regarding climate change that needed immediately tackling. County Cllr Scott explained that once an order from DCC had been written, anyone who wished to appeal against a decision must submit a new letter expressing views. Previous submitted letters and evidence were closed. Cllr Scott added that alongside the NHS in Devon, the County Council is asking the public to share their views through an online survey which can be found at the following link – https://www.surveymonkey.co.uk/r/BetterDevon or visit Lympstone website to find out more information. Matters raised by Councillors – Cllr Hill reported the findings of the Traffic survey held during the summer. These can be found on the Lympstone website. The Chairman gave a huge thank you to all members of the Getting Around Group for all their hard work and the many volunteers that helped throughout the surveys and gathering the important data to use as evidence for future actions. THE VILLAGE HALL - STATUTORY CONSULTATION

The Lympstone Herald for July 2019 included (p9) an article about the plans of the charity trustees of the village hall (who form the Village Hall Management Committee) to set up a new charitable body to manage the hall. This would replace the current charity, which dates back to 1930. Unlike the existing charity, the new body would be incorporated - a Charitable Incorporated Organisation (CIO). The article referred to the reasons for the trustees’ decision, and the steps that would be needed to implement it. Further information was placed on the village hall website, and comments or questions were invited.

Before the hall’s land and premises can be transferred from the existing charity to the CIO, the trustees are required by charity law to give formal public notice of that intent, inviting representations within a specified time; and to take any such representations into consideration. The trustees accordingly give notice that, as part of their plans to establish a Charitable Incorporated Organisation, they intend that the Lympstone Village Hall land and premises should be transferred to the proposed new CIO, when established; and that any representations about this proposal should be made to the secretary (address details below) by Monday 14 October 2019.

Further information about the proposals and the steps necessary to implement them are on the Village Hall website (www.lympstonevillagehall.co.uk).Clive Wilson (secretary, Village Hall Management Committee) [email protected]; 01395 264753; Orchard Cottage, Longmeadow Road, Lympstone, EX8 5LE

HARBOUR CRANING

The annual craning of boats from the brook to the Harbour hardstanding is planned to take place on Monday 14th October 2019 from 6:30am. As this is a potentially hazardous operation, all public access to the Harbour will be denied during this operation, which is usually finished by midday. For more information nearer the time please browse www.lympstoneharbour.org.uk

A mobile crane will be arriving early that morning, so those who park on its route along The Strand & Burgmann’s Hill, and the route to the Harbour by the Swan Inn are asked for their co-operation in allowing it clear passage. Richard Crisp

CAN YOU SPARE AN HOUR ON OCTOBER 12TH?

Twice a year we spend an hour or so tidying the lower part of the railway embankment gardens on Station Hill. If you would like to help, please come to the station at 10 am on Saturday 12th October, with simple gardening tools and a willing pair of hands – no climbing involved.

Earlier that morning the flowers on the station platform, watered and maintained all summer by village volunteers, will be replaced with a winter display. This community effort helps make the whole station area attractive for villagers and visitors alike.Tony DayFriends of Lympstone Village Station 268653

LYMPSTONE HISTORY SOCIETY

Quite a few of you came along to the committee room during the village fete in July to see our display, and helped us to identify some of the unknown faces in our photographic archive - thank you. We have thousands of photographs in our historical archive and, unfortunately, many of them are undated and feature unnamed villagers, so your help in identifying them is invaluable.

Our autumn programme commences on Thursday 19th September when

Tony Venning will be telling us all about Samuel Pepys in his illustrated talk entitled ‘Pepys, his life and times’ at 7.30pm. We hope to see you in the Methodist Hall. Entry is £4 (£3.50 for members), and our lifetime membership is a mere £10.Mary TurnerSecretary, Lympstone History Society.

LYMPSTONE PRE SCHOOL

Lympstone Preschool would like to thank our amazing team of volunteers and helpers for the delivery of our new pergola and grassing in our ‘phase 2 development’ in our nature garden! This area has developed over the last few months and will continue to do so - more shade was needed and thanks to the skills of Rob from Marley & Sons Carpentry and Andy Beech with support of Malcolm and Linda Lyon and gardening skills of Brett Millman BGS Gardening Services and Andrew Love of Trinity Plant Services we now have a lovely area where the children can have lunch and enjoy a bit of shade during their outside play.

As a charity preschool we really rely on our volunteers and helpers and everything they do to support us is appreciated beyond words. Thank you!!Vicki Drinkwater

Jacques Brel and Georges Brassens than with Noel Coward or Flanders and Swan. Brassens was his greatest hero, and Jake translated some of his songs into English, such as Brother Gorilla, which was banned for a while in France. When Jake appeared with Georges Brassens at the Sherman Theatre, Cardiff, he called it the pinnacle of everything he had achieved.

Jake’s own songs are literate, satirical and funny, comic stories with a point, or tales of rural Yorkshire. He reached a large television audience with his weekly appearances on The Braden Beat, The Frost Report and Esther Rantzen’s That’s Life in the 60s and 70s, and became hugely popular.

AN EVENING WITHOUT JAKE THACKRAY

“I would like more buggers to do my songs,” said Jake Thackray, sometimes known as Yorkshire’s answer to Noel Coward. “It would save me going out of the house.”

Well, another bugger is doing them now (a little late for Jake, who died in 2002). Fake Thackray, a one-man tribute act in the person of John Watterson, performs these much-loved songs in a way that has received the acclaim of Jake’s family and friends.

One of his friends was the Lympstone singer-songwriter Paul Downes, and it is Paul who has set up this performance in Lympstone on Saturday, 5th October at the Village Hall. Paul will also be performing on the bill.

Luckily for all, Lympstone Film Society is about to launch its 13th Season, on Friday 13th September, with a film by Ralph Fiennes about the dramatic defection to the West of the legendary Russian ballet dancer Rudolph Nureyev in 1962. This will be followed in October by another true story, an Australian comedy about a 64 metre Radio Telescope on a sheep farm in New South Wales at the time of the Apollo Moon Walk. The selection committee have discovered this little gem, which was made in 2000, and are showing it as part of the 50th anniversary celebrations of the moon landing. Each year, the members of the

committee watch (or part watch) many films before making their selection. These are films which don’t always reach the public cinemas, and over the past 13 years the selectors have unearthed many other gems with which they have entertained the audience. Variety is the spice of films, and the coming season has variety and spice. It also has some outstanding film stars, many of them English. Ralph Fiennes features in both our first and our last film, Rachel Weisz also appears twice, Sally Hawkins, virtually unrecognisable, is extraordinary as a quirky Canadian folk artist, and Olivia Coleman won an Oscar for her Queen Anne in The Favourite. month is the place to be in the autumn and winter months.Membership is only £20 annually, which admits you to 8 Friday evening films, 3 Sunday afternoon Classics (selected and introduced by Martin Fisher), and the AGM film chosen by members’ votes.Come to the first film, The White Crow, on Friday 13th September, and join on the door. Non-members can choose individual films at £5 each.Harland Walshaw

LYMPSTONE FOLK HAVE MOVED

Lympstone’s monthly folk nights will resume on Wednesday September 25th, but in The Loft at The Redwing. This follows a very successful folk evening at The Loft in July – when a large and enthusiastic audience enjoyed a variety of entertainment from fellow villagers and folk from further afield. We will be glad to be joined at The Redwing by friends old or new on the fourth Wednesday of every month, from 8.30 pm. If you want to sing, play or perform, anything acoustic is in order, or please just come along and listen. Our move from the Saddlers is by mutual agreement and we are grateful to Tim and Chantell for hosting us for the past two years.Tony Day 268653

COFFEE MORNING FOR DEVON WILDLIFE TRUST

A very sincere thank you to all those kind people who supported our July coffee morning in aid of Devon Wildlife Trust. This was held in our lovely church and a spirit of good cheer dominated the morning.

To counteract a little of the doom and gloom which surrounds the misuse of our planet, the morning’s theme aimed to boost awareness of, and gratitude for, the work DWT and other trusts have been doing, and hope to continue to do in restoring and protecting our unique natural environment. Upon greater human reconnection with Nature depends the wellbeing of both.

Lympstonians are never short of imagination and talent, nor do they shirk doing the unsung, unseen chores behind the scenes. Many thanks to them - dispensers of copious cups of coffee plus washing up; moving hundreds of chairs; moving display screens; organising the most generously given raffle prizes and selling tickets; cooking delicious buns, biscuits and cakes; and all those jobs I fail to mention.

Now too for those very special displays: meticulously researched and presented poems each one in relation to a particular wild creature; cards of botanically accurate wild flowers;

paintings; display of philosophical sayings by sages, ancient and modern underscored by a large carbon footprint surmounted by floral decorations; a wood turned bowl created from a fallen cedar gave a feel of the outdoors as did beautiful flower arrangements from hedgerow and garden, not to mention the home-made bug ‘hotels’ for homeless insects! The charming wire sculpture of an avocet surrounded by floats and feathers representing our great river helped by lovely paintings by very young Lympstonians, the fish with a lovely watercolour of the Mary Rose and an essential contribution of a compost leachate to remind that it is the soil where it all begins. One vital display remains, showing the facts, the figures, photographs, pamphlets of Nature Reserves managed by Devon Wildlife Trust, the scientific research, vets and zoological experts, flooding and farming, reclamation of land over-fertilised and such enormous responsibility, information of where to find help of further involvement in the work - this carefully selected material was most attractively set out.

So many kind, generous friends and visitors lending unselfish support, some I may have failed to mention but my gratitude is immense. Devon Wildlife Trust were delighted and grateful to receive your donation of £666! Thank you. Mary Truell
