TRANSAPEX RINGROADThe Lord Mayor’s TransApex project is a system of bypasses – primarily tunnels – which will
combine to form an inner city ringroad. It will increase the number of vital river crossings,
fill critical missing links in the motorway network and allow traffic to bypass the CBD.
A RINGROAD SYSTEM
Northern Link is a key part of TransApex, designed to relieve congestion on Brisbane’s arterial roads and improve cross city connectivity in Greater Brisbane. TransApex is a system of roads – primarily tunnels – that will form an inner city ringroad. It is part of the Lord Mayor Cambell Newman’s balanced approach to tackling traffic congestion on Brisbane’s road network and will help reduce the cost of congestion, which could rise to $3 billion per annum by 2020 if traffic issues are not addressed.
Two of these TransApex projects have already been completed with the opening of the Clem Jones Tunnel (CLEM7) and Go Between Bridge earlier this year, with the third of the projects, Airport Link, due to open in 2012. Northern Link is the fourth TransApex project and Council remains fully committed to delivering Northern Link ahead of the scheduled completion date of 2016.
Benefits for motorists
Northern Link will complete the missing link of motorway standard road between the Western Freeway and the ICB, allowing motorists to avoid seven sets of traffic lights. By providing an alternative route, Northern Link will reduce congestion on surface roads such as Milton Road and Coronation Drive, and reduce through-traffic on some local streets.
Northern Link will deliver travel time savings of up to 45% in 2014. For example, it will reduce the peak period travel time from the Centenary Bridge to the ICB:
• in the morning peak from 20 minutes to 11 minutes – a saving of 9 minutes
• in the afternoon peak from 20 minutes to 12 minutes – a saving of 8 minutes.

Construction on the 5km Northern Link is due to start later this year, a major step in completing the missing motorway link between the Western Freeway and the Inner City Bypass (ICB).
The tender process is progressing well with two bidders – Transcity and Northern Direct – remaining in contention to design, build and operate Northern Link. Council will continue evaluation on the bids before a decision is made on a preferred contractor in the coming weeks.
Detailed plans of the project, including drawings and urban design features, and 3D models will be available following this decision. Council will provide further information once an announcement is made.
Northern Link is on track to open in 2014, delivering much needed traffic relief for the inner west and reducing travel times between Toowong and Kelvin Grove.
COORDINATOR-GENERAL AppROvES NORTHERN LINK pROjECT
The Queensland Government’s Coordinator-General has released the final report on Northern Link, granting approval for the project to proceed.
The report details conditions for the construction of Northern Link and sets out environmental requirements for the project. These conditions provide guidance on managing issues such as noise and vibration and traffic management, and are some of the most stringent guidelines for a major project undertaken in Queensland.

CONSTRUCTION DUE TO START LATE 2010
ABoUt northern Link
Northern Link is the 5km underground toll road which will link the Western Freeway at Toowong with the Inner City Bypass (ICB) at Kelvin Grove. Northern Link will include:
• two lanes for traffic in each direction
• a speed limit of 80km/h
• a ventilation system to manage air quality
• safety systems including emergency exits
• fire protection and monitoring systems
• a free flow electronic tolling system.
Market Sounding
Council representatives met with more than 30 organisations in eight countries, gaining valuable feedback on the project and attracting strong interest from the local and international market.
Announcement of Federal funding
The Federal Government committed $500m to build Northern Link.
Local road connections removed from project
In response to community feedback and technical and financial considerations, Council removed local road connections at Toowong and Kelvin Grove from the Project Reference Design, significantly reducing the surface impact of Northern Link.
EIS Supplementary Report submitted
Council prepared a Supplementary Report to the EIS in response to questions from the Coordinator-General.
New tender process launched
Council launched a new tender process using feedback from governments and the private sector from both Australia and abroad. Council received expressions of interest from seven consortia, including five internationally-led submissions.

Environmental Impact Statement
A Project Reference Design was developed to assess the project’s potential benefits and impacts on issues such as traffic, noise and vibration. The design was released for comment.

Environmental Impact Statement (EIS) submitted
Council submitted an EIS on the proposed Northern Link tunnel for review by the Queensland Coordinator-General. Council undertook extensive consultation on the EIS and the Coordinator-General received more than 200 responses from community members and state agencies.

Bids shortlisted
Council shortlisted three consortia from the seven expressions of interest and issued each with Request for Proposal documents. The shortlisted bidders were:
• Northern Direct (Bouygues Travaux Publics SA, Laing O’Rourke and Transfield Services)
• Transcity (Acciona, BMD and Ghella)
• LBRJV (a joint venture comprising Leighton, Baulderstone and Razel).
Coordinator-General approves project
The Coordinator-General released a final report on Northern Link, detailing conditions for construction and granting approval for the project to proceed.
Close of bids
The three shortlisted consortia submitted their bids to design, build and operate Northern Link after five months and more than 500,000 work hours invested.
Construction
The Contractor is due to commence construction before Christmas this year. Surface works will likely ramp-up over several months. Construction is expected to take four years.
Change Report
The Coordinator-General will assess any changes in community impacts between the Reference Design and the final design and determine whether a Change Report is needed.
Shortlist reduced to two
Northern Direct and Transcity were selected to proceed to final evaluation.
Preferred Contractor announced
Council will complete its evaluation and announce a preferred contractor.

Purchase of equipment/ worksite established
During the detailed design phase, the Contractor will begin purchasing construction equipment and potentially establish worksites at both the Western Freeway and Inner City Bypass. At the same time as early works commence, Council may be completing a Change Report.
