Unexpected Issues with the Isar-Plan Project

The anglers, the architects, the Ngos, the Canoeists, all parties want to use the Isar and their goals are conflicting. Among the recreation seekers- residents want it quiet- partygoers not. The River and bank management is carried out by city officials and the river belongs to the city in city limits. Out of city limits, the river belongs to the free state of Bavaria. This contractual deals runs for 100 years and is a reason for less influence of State over the maintenance of the project. Enforcement of rules does not work 100 %- BBQ areas need to be aptrolled, driftwood used for campfires, paddleboats not allowed everywhere. The public is pressing for more cultural and commercial activities at the river- which is problematic owing to the status of the flood plains as a protacted area. The greatest issue is the lack of awareness/recognition that the project is actually a free service for the public and should be cherished. However this ‚free‘ service is often misused and assumed to

Stakeholder Involvement

Prior to 1990 Isar restoration planning was largely isolated;

Interesting cooperation between government and city/municipal planners and NGO‘s and public groups;

Mediation process to assist identification of the optimal solution for the last 1.5 km of the urban Isar

Free State of Bayern- the State water office and the deparment for construction at the City municipality cooperated on the project. There were large scale protests to the winner of the landscaping competition that threatened the continuation of the project. The City authorities were not convinced of the initial plan and nor were the Ngos . At the end, the state office for water management drew out plans from the 1st and 2nd winners- a combination of a largely natural plan and a very built-up plan. This was accepted finally and a mediation firm was invited to carry out the process of acceptance.
