c) support the acquisition of relevant soil knowledge and the implementation of targeted

research in accordance with national conditions and needs to address applied challenges on

the ground;

d) promote links between existing multilateral initiatives and bodies to advance knowledge and

scientific understanding of soil issues, capture synergies, while taking into account the

existing and ongoing works and efforts that are being undertaken at the multilateral level,

and without duplicating or prejudging the work under the competent fora.

e) develop sustainable soil management guidelines for the different soils considering their

development objectives and decisions;

f) promote access to soil information and advocate the need for new soil surveys and data

collection;

g) promote investment and technical cooperation (including technology transfer) in all related

soil matters to address fundamental issues in different regions;

h) promote institutional strengthening and capacity development of soil institutions at local,

national, regional and interregional levels; and

i) promote the necessary public and government awareness of soils through recognition of a

World Soil Day and celebration of an International Year of Soils.

5. Composition and Governance

9. Governance of the Global Soil Partnership is proposed to be composed of the following

elements:

10. The GSP is a voluntary partnership, open to governments, international and regional

organizations, institutions, and other stakeholders.

5.2 Intergovernmental Technical Panel on Soils (ITPS)

11. The Intergovernmental Technical Panel on Soils (ITPS) shall provide scientific and technical

advice on global soil issues to the GSP.

12. Members of the ITPS shall be experts appointed by the GSP Plenary Assembly for a term of

2 years, renewable for one additional term (with agreement of the GSP Plenary Assembly). The ITPS

Mandate of the ITPS

(Rule VI of the GSP Rules of Procedures)

a) provide scientific and technical advice on global soil issues primarily to the GSP and in

relation to specific requests submitted by global or regional institutions (UNCCD, UNFCCC, CBD)

b) advocate for the inclusion of sustainable soil management into different development

agendas.

c) review and follow up on the situation and issues related to soils in the contexts of food

security, use and management of natural resources, ecosystem services provision, climate change

adaptation and mitigation, and other relevant areas.

d) review and endorse from a technical viewpoint the GSP Plans of Action.

e) follow up on the implementation of these Plans of Action with due attention to their impact

and contributions to different global policies and initiatives related to sustainable development,

MDGs, food security, climate change adaptation and other subject matters.

f) in exceptional cases, when complex technical matters arise, request the Plenary Assembly and

the Secretariat to form technical committees aiming to gather specific advice.

The first Plenary Assembly (11-12 June

2013) of the Global Soil Partnership endorsed

the list of 27 experts and approved the

establishment of the first Intergovernmental

Technical Panel on Soils.

Aim: provide scientific andtechnical advice and guidance onglobal soil issues primarily to theGSP, and in relation to specificrequests submitted by global orregional institutions.

FIRST MEETING OF ITPS: SUMMARY AND RESULTS

The first meeting of the Intergovernmental Panel on Soils was held

at FAO Headquarters (Rome) on 22-26 July 2013.

Election of Chair:

The Panel elected Dr. Luca Montanarella as

Chairperson to serve for a period of two years.

Item 7.1. Soils and the Post Rio+20 SDGs: A brief on Soils has been prepared as an input for the Post 2015 process. A working group has been established for contributing to the ongoing process.

Item 7.2 Support to the GSP Pillars of Action: The Draft Plan of Action forPillar 4 was endorsed by the ITPS. The remaining Plans of Actions will bedeveloped following the agreed Rules of Procedure under the leadershipof the Secretariat. Certain ITPS Members joined specific Pillars forcontributing to the development of their Plans of action .

Item 7.4 - Links between ITPS and existing technical and scientificadvisory bodies like IPCC, IPBES : ITPS requested the Secretariat tosend a letter to UN Conventions and relevant UN organizationspresenting the GSP and its ITPS as a mechanism that could contributewith scientific advice on soils to their different actions.

Item 7.3 - Preparation of a work plan and timetable for updating theWorld Soil Charter (1981): A working group has been established fordeveloping the new version of the World Soil Charter. The goal is topresent the new version at the 39th session of the FAO Conference.

Item 7.5 - Status of World Soil Resources Report : ITPS agreed toprepare a first World Soil Resources Report by 2015 (International Yearof Soils) and discussed options regarding its content.

Proposed quantitative SDG Post 2015 targets for soil

1) By 2030, Governments, business and stakeholders at all levels have taken

steps to achieve or have implemented plans for sustainable production and

consumption which keeps the impacts of use of soils well within safe ecological

limits.

2) The rate of loss of soils associated with natural habitats and highly productive

agricultural soils is at least halved by 2030.

3) By 2030, soils in agriculture and forestry are managed sustainably ensuring

conservation of biodiversity and ecosystem goods and services.

4) By 2030, pollution, including from excess nutrients, has been brought to levels

that are not detrimental to soil functions and soil biodiversity.

5) By 2030, soils which provide essential ecosystem services are restored and

safeguarded.

6) By 2030, at least 30% of degraded soils are being restored to enhance carbon

stocks and limit erosion thereby contributing to climate change mitigation and

adaptation, protection of water resources, and combating desertification.
