With improved design and the implementation of MVE schemes, it is possible to:
• Measure energy efficiency actions,
• Assess the relevant impacts of program approaches.
• Curtail the high levels of non-compliance
• Increase the effectiveness of phase-out programs such as standards and/or labeling.
