CAA plays the role of both ATS Regulator and Service

Provider

Sort out and rearrange particularly the jobs and

responsibilities for both roles

Build a safety culture

Both attitudinal and structural, relating to individuals

and organizations

A safety culture may be slow to mature, but, with

management support, it can be successfully

accomplished
