• A memorandum of understanding (MoU) is adocument describing a bilateral ormultilateral agreement between two or moreparties.
• A memorandum of agreement (MOA) orcooperative agreement is a document writtenbetween parties to cooperate on an agreedupon project or meet an agreed objective.
