opening keynote
The Hon. Alannah MacTiernan MLC
WA Minister for Regional Development; Agriculture and
Food; Ports
Alannah MacTiernan is WA’s Minister for Regional Development, Agriculture and
Food and Ports, and Minister Assisting the Minister for State Development, Jobs
and Trade.
The Minister first served in the State Parliament from 1993 to 2010.
As Minister for Planning and Infrastructure from 2001 to 2008, Ms MacTiernan
was responsible for major projects across the State including the Mandurah rail
line, the Forrest Highway, the Geraldton port and rail expansion and the
Armadale town centre and Champion Lakes developments.
In 2011 she was elected Mayor of the City of Vincent and in 2013 was elected
as the Member for Perth to the Federal Parliament, where she became Shadow
Parliamentary Secretary for Western Australia and Deputy Chair of the Joint
Standing Committee on Northern Australia.
After Ms MacTiernan decided not to recontest Perth in 2016, she was invited to
re-join WA Labor in the Legislative Council.
The Minister is committed to creating economic opportunity in our regional areas
as well as bringing WA's agricultural sector into the 21st century through
innovation and a focus on investing in science.

Dr Finkel commenced as Australia’s Chief Scientist in January 2016. He is
Australia’s eighth Chief Scientist. Dr Finkel has an extensive science background
as an entrepreneur, engineer, neuroscientist and educator. Prior to becoming
Chief Scientist, he was the Chancellor of Monash University and President of the
Australian Academy of Technology and Engineering (ATSE).

Bernadette is Deloitte’s Australian Oil, Gas & Chemicals Leader and Global LNG
Leader. She has more than 25 years of experience across the oil and gas value
chain and all stages of the capital project to operations lifecycle. She has worked
with companies in the upstream, downstream, midstream, LNG and trading
segments as well as in conventional and unconventional oil and gas.
Bernadette supports Australian and International companies improve business
performance, implement growth strategies and transition to a decarbonising
economy where LNG and electricity play increasing roles.
Bernadette is a Fellow of the Institution of Engineers Australia. She is an active
speaker in oil and gas industry conferences and frequently writes about the
competitiveness of Australian oil and gas industry.
Bernadette is a Director of METS Ignited, the Industry Growth Centre for the
mining equipment and technology services sector and Chair of the METS Ignited
Audit Committee. Bernadette is a founding board member of Women in Oil and
Gas in Australia, an organisation with over 2000 members.
Throughout her career Bernadette has held a number of senior roles in the oil
and gas sector including with Exxon Company International, Esso Singapore
and Accenture.
Bernadette has an MBA from Columbia Business School in New York City, and
has BS and MS degrees in Chemical Engineering.

Russell is experienced in the delivery of small to large scale energy and utility
infrastructure projects as well as managing a large portfolio of projects to the
value of approximately $80M p.a.
He has previously held roles in Project and portfolio Delivery and Management
including $15-20M of work in the Albany region. Russell has extensive
knowledge of Gas and Energy markets, pricing, regulations and experience
providing innovative and new technology solutions including the integration of
renewable energy, gas and hydrogen projects.

Terry Kallis
Executive Chairman, Hydrogen Renewables Australia
Terry Kallis is Executive Chairman of Hydrogen Renewables Australia, which is
developing the large scale, export oriented, Murchison Renewable Hydrogen
Project, just north of Kalbarri in Western Australia on Murchison House Station.
He has over 35 years’ experience in the Australian energy sector and has a
successful track record for over 25 years at senior executive level.
Terry has developed several power projects for clients including the 220 MW,
180 km, underground Murraylink SA/Vic HVDC Interconnector and South
Australia's first wind farm, Starfish Hill. Terry has also developed his own power
projects through Kallis & Co Pty Ltd which he formed in 2009.
He is a co-founder and investor of the $1.7 billion, 660 MW CERES wind farm
project being developed on SA’s Yorke Peninsula. He is a co-founder, investor
and Executive Chairman of Australia’s first offshore wind farm the “Star of the
South”, a 2200 MW project off the south coast of the Gippsland, Victoria, that is
being developed in conjunction with Copenhagen Infrastructure Partners - a
large European infrastructure fund and global leader in offshore wind energy.
He is a Fellow of the Australian Institute of Company Directors. Terry was named
SA Energy Professional of the Year for 2015.

Hazer Group is an ASX-listed technology development company undertaking
the commercialisation of the Hazer Process: a low-emission hydrogen and
graphite production process. The technology originates from the University of
Western Australia.
As Commercial Manager with Hazer Group, Luc is responsible for the
commercialisation and growth of the company by identifying and developing
opportunities for applications of the Hazer Process and the associated
partnerships both in Australia and overseas.
Luc has over 20 years’ experience in the water, oil & gas and renewable energy
sectors with extensive experience in international business development and
commercial management. Prior to moving to Perth in 2008, Luc was
successfully driving the business development activities in Asia for a multinational
company from The Netherlands focusing on water related technologies, clean
tech and infrastructure.

Jeff Connolly is Chairman and Chief Executive Officer of Siemens in the Pacific
region. Siemens has been active in Australia since 1872, has a turnover of >
A$2.5Billion, employing over 2500 people. Siemens’ local financial commitment,
via local equity, and in debt and equity participation in public infrastructure, is
approximately A$1 Billion.
Jeff has lived and worked for Siemens in Beijing, China for a total of seven years.
Originally from Melbourne, Jeff is a graduate of Melbourne University. He is
Adjunct Professor at Swinburne University; Advisory Councillor AIG Industry 4.0
Advanced Manufacturing Forum; Previous Chair of the Prime Minister’s Industry

Research and policy
CEDA’s only agenda is to pursue good public policy to progress Australia’s
economic and social development. Since 1960 CEDA has produced more than

directions in a diverse range of policy areas. Research in 2019 will focus on
Australia’s long-term budget position, the effects of temporary migration, a survey
of Australian businesses on their approach to economic development, and new
approaches to addressing entrenched disadvantage.
