In partnership with the BSAʼs national officers and National Executive Board, Wayne provides vision and direction to staff members and volunteers including approximately 1,100 National Council employees, 5,800 local council employees, and almost 1.2 million adult volunteers who serve more than 2.6 million youth across the nation. Wayne began his career in 1972 as a district executive in Ne w Bern, NC, then served on the staff in Knoxville, TN. He also ser- ved as Scout executive in Athens, GA; Scout executive in Orlan- do, FL; regional director of the Southern Region; and as assistant Chief Scout Executive. In 2009, he was selected deputy Chief Scout Executive, serving as the BSAʼs chief operating officer. Wayne is a recipient of the Distinguished Eagle Scout Awar d, Order of the Arrow Distinguished Service Award, and received his Bachelor of Music Education degree from East Carolina Univ. Wayne and his wife, Ernestine, have one son who is married and has a daughter. Wayne Brock serves as the 12th Chief Scout Executive of the Boy Scouts of America, headquartered in Irving, TX.

He also sponsored the first woman member and recommended Laurie Aldredge. Orville Salmon gave the invocation and noted that John Maluso is still recovering from a seri-ous car wreck. Please keep in your prayers him and Howard Parker whose wife has passed away. Joys today were that Bill Hil-berth, PP Rosemary Domecki, and for-mer member Bart Noble were back with us, Mary McMahon also was “joyful” that her daughter was making and selling jewelry. PP Rick Amsberry led the Pledge of Allegiance and “The Star Spangled Banner.” Kendall Laughlin, assisted by Jeff McNaughton with the mike, introduced our visitors and guests. Teri Thomas announced The Hub and web advertisers in the new RCPC Market-place. PP Jerry Washam reported that he had already received five checks for the RC

PP Phillip Bankhead intro-duced our speaker today, Patrick Kennedy, an urban planner with Space Between Design Studio, who spoke on how removing I-345 would

improve Dallas and update the sur-rounding neighborhoods. He believes that removing the freeway would im-prove the quality of life. He said that Dallas historically opposed building freeways through the city. Removing free-ways creates a smaller infrastructure for daily destinations. Vancouver never built freeways nor widen city streets, so the street grid gets more use. Highways that decrease in size in the city cause thru-traffic to go around the ci-ty; the city stays at a more human scale. At peak hours highways have choke points, and no amount of widening will eliminate them. However, improving the city street grid adds capacity and gives options to avoid conges-tion. City streets can handle more traffic than they are built for. Research has shown that no matter how many highways are built, the average time to commute does not change. He also noted that Dallas must build and main-tain freeways for people who live and pay tax-es in other cities, and who often are just pass-ing through. There is a big demand for walk-able urban areas. The success of Uptown is a good example. Dallas has grown very little compared to the surrounding suburbs and has lost jobs to areas to the north and west. He believes that if you want economic develop-ment, a city must build for slower speeds.
