Page 1 of 10 The Hong Kong Institute of Surveyors President’s Report 2018-2019 It has been a great pleasure and an honour to serve as the President of The Hong Kong Institute of Surveyors (“HKIS” or “the Institute”) for the council year 2018-2019. The year 2019 marked an important milestone - the 35 th Anniversary of the Institute’s service and commitment to the surveying profession and the community. I would like to share with you what the Institute has achieved during the year both internally and externally. 1 Membership 1.1 Growth At the end of November 2019, the total number of members reached 10,976 representing a growth of 3.57% from the previous year. Of the total membership, 7,004 were Corporate Members (555 Fellows and 6,449 Members) of which 280 were newly elected. There are 6 Honorary Fellows, 3,889 Probationers and Students and 77 Associate Members.     The Hong Kong Institute of Surveyors President’s Report 2018-2019

    It has been a great pleasure and an honour to serve as the President of The Hong Kong Institute of Surveyors (“HKIS” or “the Institute”) for the council year 2018-2019. The year 2019 marked an important milestone - the 35th Anniversary of the Institute’s service and commitment to the surveying profession and the community. I would like to share with you what the Institute has achieved during the year both internally and externally. 1 Membership 1.1 Growth

    At the end of November 2019, the total number of members reached 10,976 representing a growth of 3.57% from the previous year. Of the total membership, 7,004 were Corporate Members (555 Fellows and 6,449 Members) of which 280 were newly elected. There are 6 Honorary Fellows, 3,889 Probationers and Students and 77 Associate Members.

    1.2 Life-long learning

    All members are required to keep up with the latest developments and enhance their professional and technical skills. A total of 212 Continuing Professional Development events on a wide range of professional topics were organised during the years (from 14 December 2019 and 30 November 2019) by the six Divisions, Young Surveyors Group and the HKIS.

    The Board of Professional Development conducted a checking of members’ compliance with mandatory CPD requirements for the period 2016 to 2018.

    1.3 Disciplinary Proceedings

    As a reputable professional Institute, the HKIS is determined to uphold the integrity of the profession. Every member of the HKIS is required to maintain a high and honourable standard of professional conduct and shall discharge his/her duties in accordance with the highest standard of business ethics as provided under the Bye-Laws and Rules of Conduct of the Institute.

    There were 4 complaints received during the year, 3 of which were dismissed. At the end of November 2019, there are 2 valid complaints for investigation under the disciplinary procedures mechanism of the HKIS.

    2 Public Recognition

    Members of the Institute are active in providing feedback to the Government in relation to policies and legislations of the built environment. A number of meetings were arranged with the Development Bureau, Transport and Housing Bureau, various Government departments, Construction Industry Council and Urban Renewal Authority, to exchange insights into the industry and business of the Institute.

    Constant communications have been made with the Legislative Councillor representing the surveying industry to reflect our concerns over issues affecting our members and the industry as a whole. Members participated in the Joint Institutes’ dialogue sessions with the respective Bureaus Secretaries organised our Legislative Councillor during the year.

    2.1 Consultations and Submissions

    The Institute has been active in providing feedback to the Government in relation to policies and legislation that are related to the built environment. Views were submitted on issues, including:- • Policy Address and Budget • Stage 2 Public Engagement for Pilot Study on Underground Space

    Development in Selected Strategic Urban Areas” • Studies related to artificial islands in the central waters for the LegCo Panel

    Vision

    2.2 Press Conferences / Media Luncheons / Press Releases

    A media luncheon was held on 15 February 2019. We also met with the editors and reporters of various leading local newspapers for lunch gathering and media interviews to enhance our communications with the media during the year.

    During the year, the Institute issued 12 press releases to the media. We proactively voiced our professional opinions on public policies by distributing press releases and issuing letters to the Government on matters on land supply; housing and building matters.

    Apart from sharing our professional insights and expertise with the Government, the Institute also expressed its views in over 21 articles that were published in the column of a prominent local newspaper and received positive feedback. From time to time, the HKIS spokesmen actively commented on topical issues and offered in-depth interviews to achieve desired media exposure and increase the public profile of the HKIS.

    2.4 Community and Charity Services

    The Hong Kong Council of Social Service awarded the “10 Year Plus Caring Organisation Logo” to the HKIS in recognition of our commitment to the community and concern for its employees and the environment over the past decade. This year is the 13th consecutive year in which the HKIS has been honoured with this award and we thank the Agency for Volunteer Service for nominating the HKIS throughout all these years. Project SPARKLE (Supporting Preteen Access to Resource, Knowledge, Love and Education, 「察亮童心」伙伴同行計劃) is a mentorship programme that aims to create a harmonious and healthy environment to facilitate the development of children who live in Tin Shui Wai. Since 2017, the 2-year programme have accepted some children with special education needs (SEN), to provide additional support in creating a harmonious environment in their growth. The Community and Charity Services Committee have jointly implemented its Mentorship Programme with the TWGH’s Jockey Club Tin Shui Wai Integrated Services Centre for 2018-19. Various activities have been organised to help the children build up their confidence and involvement in the community. The Boys’ & Girls’ Clubs Association has launched the Growing Partners II – Child Development Fund (CDF) Programme (結伴再成長-兒童發展基金計劃) for Shatin and Kwun Tong Districts for the year 2017-2020. Supported by the Labour and Welfare Bureau of the HKSAR Government, the programme targeted to support 200 children aged from 10 to 16 from low-income families in development of necessary skillset, attitude, social network, personal experience and funding in the critical ages of their life. With the guidance of mentors, the children could explore the world, plan and achieve their life and career goals. 12 HKIS members have participated in the programme. The Past Chairman of the Community and Charity Services Committee Sr Billy Wong was elected as the Chairman of the Advisory Committee of the Programme. This year, a total of 36 participants of CDF from Shatin and Kwun Tong Districts finished a 6-day, 159km Road Bike Trip to Taiwan from 16-21 April, 2019. The participants learned a lot during the 2 months of training and from the trip. Jointly organised by the Hong Kong Society for the Deaf and the HKIS, the “Happy Future Mentorship Programme 2019” (「前面有樂」量師童行計劃)aims at matching 20 HKIS members with 30 hearing impaired children and helping the mentees to explore themselves. With the guidance of mentors, the children would be encouraged to take up challenges and improve their self-confidence in future. The participants and their parents of Project SPARKLE and Happy Future Mentorship Programme joined in the 1km Family Race at the HKIS 35th Anniversary Run - Runderful Pro on 15 September 2019. A total of 88 children and their parents enjoyed a memorable family gathering with HKIS members at Hong Kong Science Park. The Institute have also supported Autism Awareness Action 2019 of Autism Partnership Foundation, and the Yuen Long District Secondary School Students Internship Programme 2019 organised by the Hong Kong Coalition of Professional Services and the Yuen Long District Secondary School Heads Association.

    2.5 Dispute Resolution The HKIS have provided appointment services for resolving disputes, including:- • Arbitrator (HKIA & HKIS Joint Appointment): 9 • Independent Valuation Expert: 3 • Mediator (for Joint Mediation Helpline Office Ltd): 3 Implementation of a pro-bono mediation scheme is in progress.

    3 Promoting the Surveyors’ Brand 3.1 Community Campaign

    The “Create Your District” Competition was organised for the third consecutive year to provide opportunities for secondary school students to gain a better understanding of the role of surveyors in all aspects of the land and property development process, as well as inspiring them to unleash their creativity to develop their ideal future cityscapes in the Tsim Sha Tsui District. Around 200 Form 3-6 students from 24 secondary schools entered the competition this year. The submitted models and multimedia category entries strongly reflected the important contributions by surveyors towards Hong Kong’s sustainable development, and the students’ understanding of the latter in the city. We were extremely impressed by the submissions from the students. A workshop and guided tour, video-making and story map training workshops and a public exhibition at Mira Place were conducted from July to November 2019 for enhancing their recognition and engage public involvement in the process, all of which received overwhelming response. An Awards Presentation Ceremony on 2 November marked the official completion of the Competition.

    3.2 Promotion of the Profession

    A brand new corporate and explainer videos for the six Divisions and YSG have been launched and uploaded to the HKIS Facebook and YouTube accounts. The HKIS supported the Building Safety Pioneer Programme (BSPP) 2018-2019, organised by the Buildings Department and co-organised by the Education Bureau and Hong Kong Education City. The programme aimed at promoting building safety to secondary school students continuously with a sense of awareness and responsibility towards a safe, high quality and sustainable Hong Kong built environment. The Divisions and Young Surveyors Group visited various academic institutions and joined the Information Days organised by the local universities to share their views and advice on career prospects with the students. The Institute continued to participate in the annual Hong Kong Trade Development Council’s Education and Careers Expo held during 24-27 January 2019. The Building Surveying Division Scholarship Programme aims to acknowledge the achievements of outstanding secondary school students in terms of academic results and their commitment to extra-curricular activities and social community services; and to promote the building surveying profession to students and encourage them to extend their tertiary education in this profession. 5 awardees of the building surveying

    scholarship and 6 of the APC scholarships were presented with diplomas and scholarships at a presentation ceremony held on 21 February 2019. The Quantity Surveying Division Scholarship Programme aims to reward students studying quantity surveying at local universities (City University of Hong Kong, Hong Kong Polytechnic University and University of Hong Kong), the Hong Kong Institute of Vocational Education and the Technological and Higher Education Institute of Hong Kong, in the hopes of becoming quantity surveyors; and to promote quantity surveying as a highly valued profession in the construction industry. A presentation ceremony was held on 30 April 2019 to award scholarships to 18 students in recognition of their outstanding performances in key quantity surveying courses leading to a bachelor’s degree, associate’s degree or higher diploma.

    The HKIS Scholarship Presentation Ceremony to acknowledge the undergraduate students in the final years of their HKIS accredited courses for their outstanding academic performances in the previous academic years was held on 1 August 2019. 54 Scholarships were awarded to winners from 4 academic institutions, namely, the City University of Hong Kong, the Hong Kong Polytechnic University, the University of Hong Kong, and the Hong Kong Institute of Vocational Education. The Institute, in collaboration with the Education Bureau’s Business-School Programme, held a careers talk on “Career Prospects of the Surveying Profession” on 8 November 2019, which was attended by 67 students from 9 schools.

    3.3 Researches

    The General Council approved research funding for four projects namely:- • A Study on the Use of Building Information Modelling in the Property/Facility

    Management Industry in Hong Kong • BIM Model Information Requirements for Quantity Take-off • Benchmarking and Evaluating Building Control Systems in Hong Kong and

    Asia Pacific Cities • Research on tree health analysis using Near Infrared images on Hong Kong

    Old and Valuable Trees and Stone Wall Trees The following research project was completed during the year:- • Application of RFID technology in facilitating E-waste collection and recycling

    3.4 Textbook Writing Sponsorship

    A textbook writing sponsorship is provided to interested academic staff of local universities to produce textbooks on local topics for the surveying practitioners and students.     A textbook on Arbitration Law in Hong Kong: An Introductory Guide by Mr Stephen Mau, The Hong Kong Polytechnic University, was completed in early 2019.

    4 Members’ Communication and Services 4.1 Networking

    A range of celebratory activities of the HKIS 35th anniversary was held this year, including the 35th Anniversary Cocktail Reception on 26 April 2019; HKIS Runderful Pro on 12 September 2019, the first-ever running event organised by a professional institute which was a huge success that attracted around 900 registrations. Different cocktail parties and annual dinners were organised by the Divisions of the HKIS. The Members Welfare Committee organised a number of social activities for members to join in, including latte art workshops, art jamming workshop and flower arrangement workshops.

    A visit to Joyous Living at the Tanner Hill together with an experience sharing session on the housing industry in Hong Kong was organised by the Senior Members Committee on 19 July 2019. The Sports and Recreation Committee was formed to promote sports and recreational activities, and encourage members to join the various sports teams and interest groups. Members have participated in the Joint Professional Tournaments and Competitions throughout the year including basketball, bowling, table tennis, golf, running, tennis, soccer and singing. The HKIS Dragon Boat Team achieved excellent results in the HKIS 35th Anniversary Dragonboat Cup Race at the Stanley International Dragon Boat Championship 2019 and in the Joint Professional Dragon Boat Championship in June.

    4.2 Members’ Forums

    A discussion forum on Proposed Licensing Regime for Property Management Companies and Property Management Practitioners was held on 11 January 2019. Two discussion forums relating to the Lantau Tomorrow Vision project by the Government were held, including:- - Forum on Lantau Tomorrow - Dialogue with Secretary for Development (1 March

    4.3 Cooperation with other Professional Institutes, Government Departments and non-Government organisations

    We continue to maintain communications and connect our members with other Professional Institutes, Government Departments and non-Government organisations through lunch and dinner meetings. Regular networking gatherings are held to exchange views on policy issues and to jointly pursue subjects of common concerns.

    5 Mainland and International Cooperation 5.1 Facilitating HKIS Development in Greater Bay Area and the Belt and Road

    Countries

    A 12-member delegation, led by the President, Sr Dr Tony Leung and Chairman of Mainland Affairs Committee, Sr Stephen Lai, JP, visited Panyu and Foshan in the Greater Bay Area from 29 to 31 July 2019. During the stay, the delegation met with officials from People's Government of Panyu District, Foshan and Zhaoqing, to share the latest development of the Institute and explore the cooperation opportunity in the development of Greater Bay Area. The delegation also visited different development projects and organisations including Vanke World (萬科世博匯), Guangdong/Hong Kong Youth Innovative and Entrepreneurial Base – GungHo Space (粵港青年創新創業基地-工合空間), Zhaoqing New District (肇慶新區) etc.

    5.2 Mainland Affairs

    To maintain close dialogue with the relevant Ministries and counterparts and communications with our Mainland members, the Mainland Affairs Committee arranged visits to Shanghai and Beijing.

    The President and Chairman of Mainland Affairs Committee led a 9-member delegation to visit Shanghai from 23 to 25 September 2019. The delegation met with officials from Shanghai Xuhui District People’s Government and United Front Work Department of Shanghai Committee of the Chinese Communist Party, and went on a site visit to Zhang’s Alley (張園), FengShengLi (豐盛里), Shanghai Data Exchange Corp. (上海數據交易中心 ), the former office building of Shanghai Chamber of Commerce (上海總商會 ), Shanghai Qiantan Project (上海前灘開發計劃 ). The delegation also joined a CPD seminar and Members’ Dinner organised by the Shanghai Forum on 23 September.

    From 29 to 30 October, the President and Chairman of Mainland Affairs Committee visited Beijing. They represented the Institute to join a CPD seminar and Members’ Dinner organised by the Beijing Forum, and visited the 2nd phase of China National Convention Center.

    The President also represented the HKIS to attend another Shanghai technical visit organised by Planning and Development Division on 22 to 23 September 2019 to exchange with Shanghai Planning and Land Resource Administration and Shanghai Urban Planning Trade Association. To promote surveying profession and explore the opportunities for cooperation in the Mainland, the Institute co-organised the Guangdong-Hong Kong Business Matching Forum in Foshan on 19 to 20 August 2019 (廣東省住建廳與香港發展局合辦之粵港合

    作高端服務示範區建設工程管理服務創新論壇及對接會 ). The Mainland Affairs Committee have actively attended various conferences and seminars in the Mainland throughout the year. The Institute have also submitted comments and suggestions to the Hong Kong SAR/ Mainland Governments regarding the possible favourable circumstances for surveyors to practice in the Mainland.

    5.4 Reciprocal Recognition of Qualifications

    The Institute continued to explore new relationships, co-operation and strengthen connections with international and regional counterparts. The HKIS entered into a Memorandum of Mutual Recognition of Membership for Facility Management Professionals with the Royal Institution of Chartered Surveyors on 11 April 2019. A new Reciprocity Agreement with the Chartered Institution of Civil Engineering Surveyors was signed on 24 April 2019 for the mutual recognition of membership for the geomatics professionals of the two institutes.

    On 9 September 2019, the HKIS became the first professional body in Hong Kong to sign a Memorandum of Understanding with the Smart City Consortium on cooperation in the sector of smart cities and urban development.

    6 Nurturing the Youth

    6.1 Mentorship Scheme

    To enhance the exposure of surveying students through experience sharing and interaction with experienced professionals, the HKIS launched a Mentorship Scheme for the second year running. University students can learn from mentors who volunteer to become committed friends, supporters, counsellors and coaches of their mentees and share their valuable life experiences. The Mentorship Scheme not only serves as a reciprocal learning experience for mentors to understand career aspirations of the young generation, but helps towards the sustainability of the surveying profession.

    6.2 Young surveyors’ participation The Institute will continue to nurture young members and groom them into future leaders. More opportunities are being provided to allow our younger members to gain more exposure by appearing in newspaper columns and dedicated interviews. This is especially important for the Young Surveyors Group (YSG), who took part in the activities of various committees, boards and working groups. In doing so, they displayed their new-found maturity by demonstrating their influence and functions in those roles. They are not only our future but are highly likely to become our successors.

    To provide our young members a platform for networking with other members, and for an all rounded professional and social development with various professional bodies and their young groups, the YSG have organised social events and joint professional events for their participation.

    7 Personal thank you My sincere thanks to the Office Bearers, members of the General Council and Executive Committee, the Divisional Councils, Boards, YSG, Policy Panels, Committees, Task Forces and Working Groups, and the HKIS Secretariat for their wholehearted dedication, hard work and unfailing support to make the Institute’s vision and plans a reality. Despite the challenging role of my presidency and the complicated social unrest, I have found the experiences to be rewarding. I will continue to offer my assistance in the future for “Building a Better Tomorrow with Surveying Excellence”.
