The report highlights one of Winnipeg's key P3 projects - the Chief Peguis Trail extension. Winnipeg was the first municipality in Canada to receive P3 funding. The Chief Peguis Trail Extension received $23.7 million from the P3 Canada Fund – money that would have not been available outside of a public-private partnership. According to MHCA President, Chris Lorenc, "P3s work! Cost certainty – once a price has been set - there are no further adjustments unless specifically requested. Additionally, the risk is transferred to the proponent, including budget and timelines; maintenance of project infrastructure; Ability to start the project quickly and avoid construction inflation The Heavy News Weekly and projects have full due diligence prior to commencing construction, including financing." Infrastructure Canada's report echoes many of MHCA's positions on P3s stating, under the P3 model, the infrastructure remains publicly owned, while the private sector takes on significant responsibilities and risks related to its design, building, financing, operation or maintenance. As a result, the private sector has the incentive to develop and implement innovative solutions to Canada’s public infrastructure needs.

As governments expand, replace and rehabilitate Canada’s public infrastructure, one increasingly popular option is partnering more with the private sector as a way to efficiently deliver infrastructure such as roads, bridges and public transit. These public-private partnerships (P3s) bring the best of both sectors to the table to deliver and provide infrastructure and services to Canadians.

According to Transport Canada, the Government of Canada will use its roundtables research to develop a new plan that will continue to deliver results for Canadians through long-term investment programs. This includes exploring opportunities that encourage greater private-sector involvement and public-private partnerships to generate better value for taxpayers, and ensure affordability and sustainability over the long term.

Additionally, Transport Canada says the current Building Canada plan will continue to deliver results for communities until 2014 and beyond; the new long-term plan will build on past accomplishments, and provide new opportunities for all orders of government to work together to improve public infrastructure in Canada.

Transport Canada has wrapped up its provincial and territorial roundtables that took place over the summer to discuss the development of a new long-term plan for public infrastructure that will extend beyond the expiry of the current Building Canada plan in 2014.

In a released statement, Denis Lebel, Minister of Transport, Infrastructure and Communities said "We have heard that there is a need for strong and sustained federal support for infrastructure and that we need to continue to work in partnership as we move forward. Looking ahead, we will establish a new long-term infrastructure plan to will build on our many successes and contribute to economic growth and job creation, and provide lasting benefits to Canadians."

Minister Lebel along with Minister of State (Transport) Steven Fletcher met with representatives from the provinces, territories, and municipalities, as well as other key stakeholder groups. These in-depth discussions focused on broad directions and principles for a new long-term infrastructure plan for Canada. Last month, Chris Lorenc, MHCA President, was invited to offer up recommendations on behalf of the Association at a LTIP roundtable held in Winnipeg.

and reform efforts began under the 2009-2010 IMF program, although certain weaknesses remain.

High resource prices and intense interest in Mongolia’s mineral wealth have led it, like many other resource-rich economies, to seek an increased share of the action. National policies, laws, and general attitude support foreign investment in all sectors and businesses. Foreigners may fully own any registered business with no requirement to take on any Mongolian entity as a joint venture partner, shareholder, or agent and without pre-screening. However, key exceptions include land ownership, petroleum extraction, specific rail projects, and strategic mineral deposits – leaving the government scope to redefine the classification of projects. Even so, national interest is balanced off by the country’s huge need for foreign capital, participation in international investment-dispute settlement bodies, and its desire to expand international relations beyond its two large neighbours.

Mongolia’s growing pains are typical of any nation that blossoms at a furious pace. Risks always accompany rapid growth, but there are powerful natural incentives in place that are likely – ultimately – to ensure that ongoing policy development does not undermine success.

The bottom line?

Mongolia might have been easy to bypass in years past, but the world is now taking notice. Although a small economy, Mongolia is quickly becoming a wealthy one - thanks to growth in an industrial space in which Canada plays very well. Canadian firms are already very involved in this nascent success story – and there’s lots of growth to go around, for years to come.

Global thirst for raw materials has spurred a frenzy of exploration and development across the planet. Against predictions of peak production, rich new sources are being discovered and put into operation. Among the most exciting are the rich mineral deposits in Mongolia. The attention they have attracted has vaulted Mongolia onto the international stage, and is doing great things for its economy.

The clearest indication of Mongolia’s new prosperity is its recent growth record. Over the past eight years, its economy has grown annually at a 10 per cent clip, global recession notwithstanding. Growth for 2011 was estimated at just under 18 per cent, and activity is likely to remain red-hot over the near term. The economy is being driven by the development of the massive Oyu Tolgoi gold-copper mine and future development of the Tavan Tolgoi coal project. Plans for increased infrastructure will add to growth, and the government is keen on diversifying into other industries.

With the spectacular growth come growing pains. Inflation rarely moves out of double-digit territory. Real interest rates are no longer about the same as rates charged on Western credit cards, but at the 6-8 per cent level, are still painfully high. The togrog, Mongolia’s flexible currency, has surged in tandem with massive capital inflows and commodity prices, increasing the general standard of living, but posing a threat to the country’s other export industries. Exposure to mineral prices makes the currency highly vulnerable to future global boom-bust swings.

Global economic fluctuations also took their toll. The 2008 world financial crisis exposed a number of structural weaknesses in Mongolia’s financial sector. Two banks failed, including the country’s 4th-ranked institution. Banking sector stability has improved markedly since consolidation
