The Gunnison Parks and Recreation Department would like to welcome you and your child to the Summer of 2020. It will be a pleasure to work with you this summer. The Summer

Adventure Camp is for ages 5-12 and provides a creative recreational and educational opportunity through group oriented programs. The Summer Camp utilizes trained

leadership and the resources of the natural surroundings to contribute to each child’s mental, physical, social and personal growth. The information in this handbook is

designed to familiarize you with our policies, procedures, and routines so that we can develop constructive lines of communication between the parents, children, and the camp staff. We hope you will become involved and share our enthusiasm for this outstanding

summer program.

MISSION STATEMENT Our staff will provide an environment where children are surrounded by a safe, healthy and happy atmosphere and are able to create a lifetime of memories each day. The children will be making friends, sharing, learning social skills, developing more independence, and gaining self-confidence, which are all essential parts of development. Positive reinforcement, caring and competent staff, safe surroundings, fun, and laughter will help bring these characteristics out in our campers. The Summer Adventure Camp will provide a place for your child to become the best that he/she can be, while coming to know more about others and the world in which they live.

STAFF Quality staff is the foundation of our programs. Staff will greet parents and participants at the beginning and end of each day. We hope that during this time, parents will communicate to the staff any concerns or questions they may have about the summer adventure camp. The communication will enable us to provide an enriching and comfortable environment for the children.

POLICIES AND PROCEDURES

ACTIVITIES The typical camp program includes character development activities, arts & crafts, group games, field & outdoor activities, gym time, game room time, and leadership development. FIELD TRIPS Every week we will plan different trips/events to add a little something special to your child’s experience. Special activities will include programs, treasure hunts, talent shows, speakers, and field trips. These will take place during the regular day and give your child the total experience of the Summer Adventure Camp. Field trips are fun and exciting outings to enhance your child’s experience. Fees for field trips are included in the cost of the Summer Adventure Camp. Counselors will maintain constant supervision of all campers on all activities and excursions. SWIMMING Swimming is one of the most fun activities for many children. Children will need appropriate swimwear, a towel for their comfort, and goggles if desired—we will swim at the Gunnison Aquatics center, Blue Mesa Lake, various hot springs and other possible venues through the summer. MEDIA & SCREEN TIME: G & PG rated movies are watched at camp. iPads and Tablets are allowed at camp for the summer of 2020 during our one-hour morning quite time if parents send the device and approve for their child to use the device during this time. Parents need to make sure children know what they are allowed to view/access on the device during this time. During all other times of the day, the device will be stored in the child's backpack in the locker-room. SUNSCREEN It is the parent’s responsibility to apply sunscreen to your child before they go to camp. We will reapply as needed throughout the day. Please make sure your child brings sunscreen each day. If the child comes without sunscreen, sunscreen supplied by the camp is Equate Broad Spectrum SPF 50 water resistant. SNACKS & LUNCH Children will need to bring their own snacks for the day. Water will be provided throughout the day. If you child has dietary restrictions or food allergies, please inform the coordinators in writing. CHILDREN MUST BRING THEIR OWN LUNCH TO THE SUMMER ADVENTURE CAMP. Lunch should be picnic style, such as a sandwich, chips, drink, and fruit. No microwave will be available. ATTIRE Please use common sense when dressing your child. Tennis shoes and layered clothing are appropriate. Sandals and flip-flops are not considered appropriate. Rain jackets should be packed in backpacks “just in case”. Be sure to include swimsuits or other such items as needed. RAINY DAYS Camp is held rain or shine. We will be conducting activities inside and outside. Please dress your child accordingly. We will take all precautions when there is severe weather such as lightning. EXTREME HEAT DAYS The staff will take all precautions to protect participants from the effects of heat. Children will be provided plenty of water breaks and rest periods in a cool place.

ADDITIONAL POLICIES AND PROCEDURES

Children with Special Needs Gunnison Parks & Recreation is committed to supporting the Americans with Disabilities Act. Please contact us if you require special accommodations for participation. All means of transportation/evacuation will be used to help evacuate children with disabilities if there is an emergency or natural disaster. Staff will make appropriate arrangements for various types of evacuation that are appropriate for our campers with ADA requirements.

Identifying Where Children are at all Times The Summer Camp Counselors will carry the camper sign-in/out sheet with them at all times and will do a head count/name check of all campers before leaving any place and upon arriving at destinations to make sure all campers are accounted for. .

Parents will have access to daily schedules so they are aware of where children are at all times. Parents are also supplied with the Camp Directors phone number and can obtain the counselors phone numbers upon request.

Weather Related Emergencies In the case of inclement or excessively hot weather, children and staff will seek shelter inside their camp facility. If on a field trip, the staff will seek refuge in a safe environment suited for supervision of campers. In the event of a natural disaster, the children will be cared for until the parents are able to pick them up. Fire/Facility Evacuation Emergencies If an incident occurs within the camp facility which requires evacuations, the children will be moved to a safe distance from the emergency. Children will be taught monthly procedure for emergency evacuations. Also see our policy on natural disasters. Lost Children Emergencies In cases of a lost camper, parents and the Gunnison City Police Department will be notified. A search will immediately proceed. If on a field trip, parents and local authorities will be contacted.

End of Camp Day Pick Up—Additional Information The last Summer Camp Counselor in the building will do a sweep through the facility to ensure that all children have been picked up from the program. ADDITIONAL POLICIES AND PROCEDURES Shelter-In-Place/Lockdown Procedure Shelter-In-Place is initiated when there is an emergency or danger outside of the Ice Rink or a facility we are using. A lockdown is initiated when there is a threat or hazard inside of the Ice Rink facility and evacuation may be unsafe to perform. For both situations, we will always be aware and assess each situation. We will use these procedures to protect children, visitors, and staff from physical threats. For any lockdown procedure we will immediately call 911 and report the type of threat, while locking all exterior doors and asking campers and staff to move into the south area of the ice rink, or other identified safe space if not in the ice rink. We will wait to hear from first responders on the safety of campers to leave this our shelter-in-place or lockdown locations. Parents of campers will be contacted once we can assure the safety of all campers and when the threat is resolved after a lockdown procedure was initiated. Depending on the severity of the Shelter-in-place action, parents may or may not be notified. Active Shooter in or Around Facility In the event of an armed person or persons inside the facility or around the facility the following steps will be taken depending on the immediate danger/threat. GET OUT: When at all possible campers and staff will be directed out of the facility or building and far away from the threat. We will not lock exterior doors. We will Close, lock, and barricade interior doors, if possible HIDE OUT: If necessary, we will seek shelter in the nearest secured place depending on the facility we are in (Rec or Rink), turning off lights and any devices indicating that the room is occupied and will not respond to anyone at the door until 911 operators indicate it is ok to do so. TAKE OUT: As a Last Resort we will use anything to distract or disable the suspect. Reunification of Participants with Parents after an Emergency or Natural Disaster In the event of a natural disaster or emergency (or incidents listed above) at camp (in any location), the following procedures are followed as appropriate as soon as the camp director or his assistant determines that all danger is past: 1. Campers will move to either the Ice Rink or Recreation Center as the “shelter area” from their location

based on what is deemed to be safest and closest in regards to the emergency/disaster. 2. Counselors with CPR/First Aid training are to report to each shelter area and administer treatment to

the injured as needed. 2. First aid kits will be used as necessary either from the traveling kit or the kit in the ice rink or rec center. 3. Police, fire and ambulance services are notified as rapidly as possible. 4. Local radio and TV stations are notified and asked to broadcast the information. Especially if electricity is out and the phone system inoperable. Emails to parents will be sent if possible. 5. Camp staff will attempt to reach parents by phone and notify them of the situation as well as information about the welfare of their camper. 6. If the situation poses no apparent danger parents will be asked to pick up their children at the camp. Parents/Care Givers photo ID’s will be required to pick up campers in the event of emergency or disaster. The camp director and available camp staff will remain until all children have been picked up, or transported to emergency care facilities. Evacuation of Children with Disabilities All means of transportation/evacuation will be used to help evacuate children with disabilities if there is an emergency or natural disaster. Staff will make appropriate arrangements for various types of evacuation that are appropriate for our campers with ADA requirements. Procedures will be discussed if/when we have campers with disabilities registered for camp.

TRANSITIONS AND TRANSPORTATION Participants and staff will use vans provided by the City of Gunnison to transport to and from different activities and field trips. If activities are within walking distance, the staff will walk participants to and from those locations. Parents will be informed on when and where their children will be transported either via van or foot. All vans will be cleaned and disinfected before and after trips.

BEHAVIOR & DISCIPLINE Behavior Management Discipline and guidance are based on an understanding of the needs and development of the child and circumstances of the action. What is effective in one set of circumstances may not be appropriate in another. While there is no correct way to discipline, the goal is to maximize the growth and development of each child, while providing for the protection of the entire group and individuals within it. Techniques employed through Gunnison Parks & Recreation are constructive and positive in nature. Discipline at Summer Adventure Camp strives to enable the child to solve his/her problems in socially acceptable ways. We want them to foster respect for others and their rights and feelings, while at the same time ensuring that others respect the child with his/her rights and feelings. Discipline is a method of enhancing healthy self-esteem within the child. Counselors are dedicated to the utmost positive experience for campers and in cases where they deem necessary, they can and will supply parents support and access to mental health information and resources. Discipline Policy For many people, discipline has only negative connotations. Some may regard it as punishment. If we look at the source of the word “discipline,” however, we find it has a very positive meaning. To discipline means “to teach.” It is a learning experience-something we do with children, not to children. Children have to learn how to take care of themselves and live in a world with other people. Through discipline, we teach self-control and responsibility. Teaching discipline is one of our most important jobs. Qualified, trained staff are provided who are knowledgeable about the traits and needs of school age children, and who are effective in diminishing disruptive behaviors by: • Using preventative management techniques and encouraging self discipline. • Stressing positive behaviors • Providing an enriching environment to diminish disruptive behavior. • Offering a selection of interesting activities and giving choices. • Changing environments. • Facilitating the settlement of disputes versus intervening. • Letting children experience the consequences of their actions when appropriate. • Using “time outs” (if necessary) - the child is encouraged to take time away from a group activity for a short period to regain self-control. • Developing “house rules” with the children. • Establishing mutual respect. Child Abuse: As required by law, the Gunnison Parks & Recreation Department will report any suspected cases of abuse or neglect to the proper authorities.

Page 12: The Gunnison Parks and Recreation Department would like to ... › revize › gunnisonco › Parks and... · Jorgensen Event Center (Indoor Ice Rink) will be the main hub for our

BEHAVIOR PLAN

The purpose of this plan is to enable a child having behavioral difficulties to continue in our Summer Adventure Camp program. This plan also sets acceptable limitations on the amount of disruption that will be allowed to precede a discontinuation of care.

Disruptive Behavior includes but not limited to • Running away from the program site or group • Bullying and/or harassment of others • Hitting, kicking, spitting, and biting • Deliberately destroying ice rink, summer camp or personal property • Verbal and non-verbal inappropriate language • Negative attitude toward counselors or other campers

Procedures for Behavior Management Plan—3 Strike Rule Implemented STRIKE 1 • Verbal Warning to camper on inappropriate behavior STRIKE 2 • Alert parents to the problem behavior via a “Written Warning” • Written Warning will allow for camper to tell their side of the story STRIKE 3 The head counselor will • Consult with supervisor to develop a plan of action for behavior management • Review the plan with the child’s parents and ask for suggestions and help with implementation.

If the problem persists, the Head Counselor will • Require the child be picked up immediately • Suspend the child for one to three day period AN IMMEDIATE SUSPENSION FROM CAMP WILL RESULT IF A CHILD • Endangers the physical safety of Staff or other children • Endangers himself/herself • Intentionally destroys property

CITY OF GUNNISON’S ZERO TOLERANCE POLICY

Parents and participants are required by the City of Gunnison Parks and Recreation Department to abide by a strict code of prudent behavior. Any conduct outside these lines will force the Parks and Recreation Department to take necessary action.

Examples of non-prudent behavior would include, but not limited to, the following: 1. Fighting 2. Inappropriate language (can be non-verbal) 3. Attitude toward a staff member 4. Unsportsmanlike conduct 5. Misuse of equipment

Examples of necessary action would include, but is not limited to, the following: 1. Asked to leave the area immediately. 2. Prohibited from participating in Parks and Recreation sponsored programs for a set period of time.

Page 13: The Gunnison Parks and Recreation Department would like to ... › revize › gunnisonco › Parks and... · Jorgensen Event Center (Indoor Ice Rink) will be the main hub for our

RULES & REGULATIONS

With the large group we have, we want to make sure that all of the children understand the importance of following the rules. Not only for their safety, but also for conducting

our daily activities in a reasonable manner. It is not fair to our counselors or other participants if we have a camper who cannot follow rules and is disruptive throughout

the day. In cases where campers are not following the rules, we enforce a 3 strike policy.

BASIC RULES 1. Have FUN! 2. RESPECT yourself, other campers, counselors and guests at all times! 3. Please keep hands to yourself 4. If something is not yours, please do not touch it 5. Respect camp property 6. Always use your manners 7. No name calling 8. No Running or Yelling when Indoors (unless the activity permits) 9. Clean up after yourself 10. If a counselor deems something unsafe or inappropriate, the behavior or actions

be stopped without complaint 11. Know the consequences of not following the rules: 1st Strike - Talked to/Verbal Warning / 2nd Strike - Written Warning / 3rd Strike - behavior action plan developed by manager and supervisor with parent involvement.

FIELD TRIP / TRANSPORTATION RULES 1. Any child 7 years and younger must be in a booster seat when traveling in a city

van; these will be provided. 2. No food will be eaten in the Vans—plenty of snack and lunch breaks will be taken

on each field trip 3. No “toys” or other items from home are allowed in the vans. Backpacks with

lunches, water, sunscreen and layering clothing only. 4. Safety is of utmost importance while traveling in the vans and on field trips. Unsafe

behavior or actions will not be tolerated and can result in suspension from future use of vans and/or field trips.

5. In the event of an emergency, one counselor will stay with the group and the other counselor will seek emergency services as needed. In this case, attendance will be taken, and care for campers will take precedence. All vehicles are equipped with first aid kits, tire pressure gauges and spare tire kits. Dependent on the emergency situation, counselors will communicate with the director/coordinator and phone calls to parents will be made if necessary.

HEALTH & WELLNESS

Policy Our health policy is designed with both adults and children in mind. In many cases it is not in the best interest of the individual or the group for the child to remain at camp, but at the same time we understand that it is difficult for the parent to miss work. A child may be sent home for the following: fever over 100 degrees, vomiting or diarrhea, certain contagious diseases, head lice, or any illness that prevents participation. The child my not return to camp until: child is fever free, free of diarrhea, vomiting, or head lice for 24 hours. If an antibiotic is required, child must be on antibiotic for 48 hours. Injury and Accident Procedure In the case of minor injury, staff is certified and will administer first aid procedures. An accident report will be filled out by the staff person on the site at the time of the accident and given to the parent/guardian upon child pick up. In the event of an emergency, 911 and the parents will be called. In case the parents or designated person cannot be reached, the Head Coordinator will have the authority to call for emergency transportation to the hospital. A staff person will accompany the child to the hospital and stay until the parent/guardian arrives. Allergies It is the parent’s responsibility to inform the Summer Adventure Camp staff of any allergies your child might have. Please provide this in writing on the camper health form. When necessary provide additional information on signs, symptoms, and treatment of allergies. Sick Camper Policy Should your camper become ill while at camp, camp staff will contact you for pick up within 30 minutes. The Summer Adventure Camp is able to make your camper comfortable but not equipped to care for illness. Please do not send your child to camp if he/she is ill. The state health department requires that a sick child be separated from the other children and picked up within 30 minutes (new COVID policy). The camp counselors will keep an emergency contact list with them at all times. Campers displaying symptoms of commutable disease such as vomiting, diarrhea, fever must be clear of such symptoms for 72 hours without medications to be re-admitted to camp. Depending on the nature of the illness, a doctor’s note may be required before the camper may be re-admitted to camp. COVID Illness Policy: Children & Staff who have been confirmed with COVID or presumed to be positive *School closure for a minimum of 5 days necessary for appropriate cleaning and social distancing

Children and staff members may return to the Child Care Center once ALL of the following requirements have been met:

-Resolution of fever without the use of fever-reducing medications for 72 hours -Significant improvement in respiratory symptoms (e.g., cough, shortness of breath)

-At least 10 days have passed since symptoms first appeared. Child & Staff with a confirmed or probable COVID case in their household

Child or staff member should try to minimize contact with ill person. Child or staff member should remain at home for 10 days after ill person no longer has symptoms. If the child or staff member becomes ill during this time they will need to stay home until ALL of the following requirements have been met:

-Resolution of fever without the use of fever-reducing medications for 72 hours -Significant improvement in respiratory symptoms (e.g., cough, shortness of breath)

-At least 10 days have passed since symptoms first appeared.

HEALTH & WELLNESS

Medications If your child needs to receive medication (prescription and over the counter) while at Summer Adventure Camp, a Medication Information/Release form will need to be filled out. This form must be signed by both a Parent as well as a Person with Prescriptive Authority (Medical Professional). All medicine must be kept in its original container and have a legible label stating the child’s name, directions for dosage, prescription number, name of medication, date filled and physician’s name. All unused medication will be returned to the parent/guardian at the end of each camp day, week or session. Medication must be given to the Head Counselor at sign in. All medication will be kept by the counselors. Children with asthma may carry their inhaler and use as prescribed under the supervision of the counselors. Only Counselors/Staff who have been trained in Medication Administration and Delegation will be responsible for administering medications to campers IF all permissions and information above are complete. Self Administering Medication The Summer Adventure Camp can supervise self-administration of camper in the cases of asthma inhalers and Epi-Pens. Please be sure your camper understands the process of taking his/her medication prior to attending the camp. If you feel your camper is equipped to dispense their own medication please communicate with the Head Counselor so they are aware of the situation and can supervise accordingly. In cases of camper self administration, the Medication Information/Release form will need to be completed by the parent and a prescription note from physician should accompany any medication for self administration. Bite Protocols If a child is bit by an animal while in camp, parents will be called and asked if they would like EMS called or if they would like to take their child to seek medical attention. If counselors are unable to reach a parent after 2 phone call attempts, EMS will be called. Every attempt will be made to obtain information from the animal owner (if applicable). All animal bites involving species that are known reservoirs of rabies, including but not limited to dogs, bats, cats, ferrets, raccoons, skunks and foxes, shall be immediately reported to the Department of Heath and Human Services and other appropriate agencies.
