DAAD Boards: the General Assembly

The general assembly decides in all matters of the organization unless the statutes determine another board as being in charge.
Participants of the general assembly entitled to vote are:
all universities, 36 universities of applied sciences, 6 specialized universities (of pedagogy, art, music, philosophy/theology, confession, other field) and their student bodies.
Each university has two votes cast by the rector or his deputy.
The student bodies of the universities entitled to vote have one vote each.
The general assembly elects the executive body and two members of the advisory board.
The general assembly has a quorum if at least half of the total number of votes is represented.
The general assembly decides in all matters of the organization unless the statutes determine another board as being in charge.

The advisory board finalizes the budget and verifies the annual accounts.
The members of the advisory board are nominated or elected. Nominated members (27) are: 1 representative of each of the German ministries: Foreign, Interior, Education and Research, Economic Cooperation and Development, Labor and Social Affairs, Economy, Culture; 3 politicians nominated by the Conference of Ministers of Culture (KMK), 5 professors nominated by the Conference of University Rectors (HRK), 3 students of member universities, 1 representative of each of the following academic or educational institutions: AvH, DFG, DSW, German UNESCO Commission, Goethe-Institut, Hochschulverband, Stifterverband für die Deutsche Wissenschaft, Studienstiftung des Deutschen Volkes, Deutscher Verband Technisch-Wissenschaftlicher Vereine von Inter Nationes
