DEMOS’s role in the project

� In the first year, the role of DEMOS in the PRE-EMERGENCIES project has

been the verification of policies of emergency response applied

to both mounting risks (floods) and

sudden risks (tunnel accidents) in the Greek Territory.

� It’s efforts have been devoted to:

• Writing down the operative procedures in case of crisis both among

institutional forces and voluntary organisations and the coordination

among them ;

• Taking interviews and developing indices describing their performance.

• Disseminating Pre-Emergencies project.

DEMOS’s achievements in the 1st year

1. Collection and analysis of 5 intervention protocols, namely:

a) Road emergency in Egnatia Odos highway

b) Tunnel Emergency in Attiki Odos Athens ring road.

c) Tunnel Emergency in Attiko Metro in Athens

d) Emergency in the construction phase of Attiko Metro in Athens

e) Flooding emergency in the greater Attica region

2. Presentation of the Xenokratis Greek Civil Emergency Plan together with a collective report of protocol analysis

3. Leading of 16 interviews with equivalent Emergency response Organisation

4. Organizing a Greek Conference with the participation of Volunteers’organisations and national Civil Protection Authorities

5. Proposal and evaluation of Indices to be used in the simulator

Success Stories

9 success stories reported from the organisations

……. It took us 3 hours from the time we received the report to gather a team of 12 persons as well as the necessary equipment. The team members were selected mainly according to their mountain range experience. They were called in by mobile phone which is the fastest communications means. The meeting point was the toll post on the National Road which we were going to use. The team used 5 members’ private cars which travelled in convoy………

Main Conclusions of the Conference (1)

1. The education of the volunteers’ groups’ members should be surveyed by a certified organization either Greek or European.

2. The collaboration with the governmental groups of intervention in the case of an emergency, such as the Police, the Fire Brigades and the Civil Protection Authorities in general, should be established and regulated.

3. An electronic database should be formed containing all data related to volunteers’ groups, organized at prefecture level.

4. The members of all volunteers’ groups should provide a complete personal file containing medical examinations, non-condemn certificate, results of psychological tests, so as to prove their ability to operate correctly within the team.

5. Extensive common fieldwork in the form of simulation exercises should take place all over the country, aiming at the fine-tuning of the operational skills of the different organizations, the closer acquaintance of their members and the formation of a COMMON intervention PROTOCOL.

Main Conclusions of the Conference (2)

6. Insurance for all volunteers acting in rescuing and/or Forest fire extinction, if these operations are characterized as dangerous.

7. Free use of all public transportation means in the case of an emergency for the certified volunteers and 50% reduction in the case of an exercise.

8. Evaluation of the various volunteers’ groups against criteria such as: members number, members’ certification, intervention capacity either locally or in different locations, even abroad.

9. Enabling the telecommunications among the volunteers’ groups and the competent authorities through common radio frequencies in UHF or VHF

10.Volunteers Identity Card, registered also in the National Registry of volunteers’ groups for quicker and safer identification of members.

11.Special plates for the volunteer groups private cars, also registered also in the National Registry of volunteer groups, for facilitating their moving in the case of an emergency.

12.Creation of web sites for all registered also in the National Registry of volunteer groups aiming at the wide spreading of this mentality and the better communication with equivalent groups all over Europe.

Analysis of Greek Legislation

� Civil Protection in Greece:

• Law 2344/1995: Creation of the Civil Protection Secretariat, within

the Ministry of Interior

• Law 3013/2002, article 3: Agents of Civil protection in Greece

comprise the Fire Brigades, the Police, the Coast Guards, the

medical intervention, the armed forces, the anti-seismic organisation

and the prefectures.

• Presidential Decree 151/03-06-2004:Internal Organisation Scheme

of the Civil Protection Secretariat.

� Floods:

• Law 3339/10-05-2005: Collaboration protocol between Greece and

Turkey by the creation of a mixed intervention team in cases of

natural disasters.
