Esta “catástrofe anunciada”,cae en el peor momento, cuando enfrentamos a la vez el problema del cambio

climático y se complica ahora con la grave crisis financiera norteamericana y sus ramificaciones.

Esto ha hecho retroceder los avances contra el hambre y la inseguridad alimentaria (de 840/850 millones de

sub-nutridos a más de 930 millones)

Esta crisis, de altos precios, no es solo de producción y oferta de alimentos. Tiene diversas causas eficientes

que operan de manera compleja sobre un substrato estructuralmente endeble e inestable.

Puede representar una oportunidad para redinamizar el mundo rural y la seguridad alimentaria, o por el

contrario puede significar un serio revés que refuerce los problemas estructurales.

► Largo período de escasa atención a desarrollo e inversión en producción de alimentos en mayoría de países en desarrollo y fuerte retracción de asistencia y financiamiento internacional:

● AOD (AYUDA OFICIAL PARA EL DESARROLLO), para agricultura 1984/2004 cayó 58% - de USD 8,000 millones a 3,400 millones (a valores 2004).

● proporción agricultura en total AOD pasó de 17% a sólo 3%.

► Largo período de bajos precios y distorsiones por competencia de productos subsidiados desalientan inversión y esfuerzos en producción local de alimentos básicos.

► Fuerte conversión hacia productos de exportación muy competitivos pero no esenciales para alimentación.

► Se descuidan stocks, sistemas de almacenaje, etc

► Creciente dependencia de importaciones de alimentos esenciales.
