FEMA will offer its usual 12-month transion period for the use of the new forms, during which me the previous forms may sll be used. CRS communies are encouraged to use the fillable form. Note that FEMA’s Residenal Basement Floodproofing cerficate is on a separate renewal cycle; that form is valid through November 2016. Clean Water State Revolving Fund Call for Projects The OWRB is currently idenfying eligible wastewater projects and other polluon control/water quality acvies for possible funding through the Clean Water State Revolving Fund (CWSRF) during state fiscal years 2017-2021. Eligible projects include the following: • tradional and low impact development stormwater systems and best management pracces; • water control structures; • wetland protecon and restoraon; • stormwater/watershed/water/energy management planning; • capital improvement and asset management planning; • sediment and infiltraon basins; • filter strips; • aquifer recharge; • acquision of land; • floodwater pumping systems; • levies/dykes/berms to protect treatment works; • streambank stabilizaon and restoraon; • street sweepers; and • water monitoring equipment including sensors, meters, and gauges. Projects with recycling and water reuse components and projects that migate stormwater runoff using green methods will be awarded addional ranking points and if funds are available may be eligible for subsidizaon in the form of principal forgiveness. Interested enes should download and submit a Programmac Applicaon Packet from www.owrb.ok.gov/CWSRF by March 1, 2016. November 2015 Changes to the National Flood Insurance Program Two recent acts passed by Congress prompted changes to the Naonal Flood Insurance Program (NFIP) that took effect November 1, 2015, including new non- residenal categories, new guidance for determining a primary residence, revised rate tables for certain structures built aſter the Flood Insurance Rate Map date, and revised Increased Cost of Compliance rates. Many of these changes are a result of the implementaon of the Homeowner Flood Insurance Affordability Act of 2014 and the connued implementaon of Biggert- Waters 2012. The Federal Emergency Management Agency (FEMA) has provided an online video tutorial that summarizes these changes and also explains new modificaons to the underwring forms, Floodproofing Cerficate, and the endorsement and cancellaon refund rules. “Virtual Brown Bag” Webinars from FEMA Region 6 Remember to sign up to parcipate in the “Virtual Brown Bag” webinars from FEMA Region 6. Elevation Certificate & Nonresidential Floodproofing Certificate RenewedThe Office of Management and Budget has cleared its review of the revised FEMA Elevation Certificate and the Nonresidential Floodproofing Certificate, effective through November 30, 2018. FEMA will offer its usual 12-month transition period for the use of the new forms, during which time the previous forms may still be used. CRS communities are encouraged to use the fillable form. Precipitation Tools and Reports from the Hydrometeorological Design Studies CenterThe National Weather Service Hydrometeorological Design Studies Center (HDSC) has released an Exceedance Probability Analysis for the Oklahoma rainfall events of April-June 2015, available here. The HDSC creates maps for select storm events that typically have annual exceedence probabilities (AEPs) of less than 0.2% (i.e, exceed 500-year average recurrence interval amounts).

The HDSC also provides the Precipitation Frequency Data Server (PFDS), a point-and-click interface developed to deliver NOAA Atlas 14 precipitation frequency estimates as tables or graphs. Users may also access supplementary information such as ASCII grids of estimates, associated temporal distributions of heavy rainfall, time series data at observation sites, and cartographic maps.

NOAA Atlas 14 documents provide additional information on the underlying data and functioning of the PFDS.
