Plant Manager Carlos Midence (centre) of the Lafarge Quarry in Greensville has been acclaimed to the Board of Directors (BOD) ofthe Flamborough Chamber of Commerce (FCC). He succeeds Ron Graham (right) who has completed his terms of service on theFCC BOD. Plant Manager Carlos Midence of the Lafarge Quarryin Greensville was unanimously acclaimed to the Board ofDirectors (BOD) of the Flamborough Chamber of Com-merce (FCC) at the September 17 Annual General Meeting(AGM) at the Copetown Woods Golf Club. He replaces RonGraham – a former plant manager of the Lafarge Quarrywho now provides support to the company’s many facili-ties throughout Eastern Canada.
Carlos is the latest in a long line of Lafarge represen-tatives to serve on the FCC BOD. He was raised in Hamil-ton and now lives in Etobicoke with his wife. He earned hisP. Eng. from the University of Waterloo and followed thatwith a M.B.A. from Queen’s University in Kingston.
Under the FCC bylaws, members acclaimed or elect-
ed are eligible to serve two consecutive 3-year terms. Ron– the outgoing FCC secretary– has completed his terms ofservice and was ineligible for re-election. The bylaws alsostipulate that there must be at least one – but no morethan two – new faces on the FCC BOD every year.
Representing the very diverse makeup of the FCC’smembership, the other members of the FCC BOD areShawn Brenn (Brenn-B-Farms), Treasurer Kyle Hampson(Miller Thomson Law), Teresa Luckanuck (Spoiled RottenPet Services), Wendy Martin (Sutton Group About TownRealty), Craig Sampson (Weeks Home Hardware), Presi-dent Jason Small (Community Church), Vice PresidentGreg Tremble (OLG Slots @ Flamboro Downs) and WendyWasylowich (Flamboro Downs).

We are a little less than one month from our mu-nicipal elections. This is a very important time for thefuture of our city and community.
Leadership often reflects the health of a city or ofa corporation. Choosing the path and developing thestrategy to get to leadership never happens withoutchallenges. Leadership always puts you out there forothers to judge. Your shortcomings and victories areall on display. When you lead an organization or city,your privacy and time are never your own. Leading isnever an easy job.
As we approach Hamilton city elections I want totake time to thank all those who have served us as ourleaders. I recognize that our leaders are not perfect,but I also know that they care deeply for our city and
work tirelessly to makeFlamborough great.
I have worked alongsideJudi Partridge and RobertPasuta, our Flamboroughcity councilors, and have wit-nessed their strong efforts. Iwant to publicly thank Ro-bert and Judi for puttingthemselves out there.
I want to also take timeto thank Mayor Bratina forhis efforts in leading the citythese last four years.
As we approach these elections I also want to taketime to encourage you to carefully consider yourvote. Flamborough is experiencing growth like neverbefore; the city of Hamilton is going through a mas-sive transition economically. We are at a point in timewhere the need to attract business is critical.
In the last twenty years, the majority of our taxbase has shifted from business to residential. Thisratio of business to residential needs to change andthe only way this will happen is by the addition of newbusiness. We need more business if our city tax rev-enue base is going to stay sustainable. We have a crit-ical need to make Flamborough and Hamilton opento business. This critical need will only be met if wehave strong leadership in our municipal government.

With the passing of Fred Eisenberger’s mother, the ‘MayoralDebate’ portion of the Flamborough Chamber of Commerce’s(FCC) ‘Triple Header’ at the Copetown Woods Golf Course onSeptember 17 was postponed – turning it instead into a‘Double Header’ (Business After Five – BA5 – and Annual Gen-eral Meeting – AGM – only). Copetown Woods was an out-standing host, providing ‘out of this world’ complimentarymunchies for attendees at the BA5. The AGM confirmed thatthe FCC completed yet another successful year, completewith a small financial surplus. Advocates of chambers of commercehave long believed that when a company isactive in its local chamber, it is doing theright thing not only for the community butfor its own success as well. While there isplenty of evidence to show the impact ofchambers of commerce on their communi-ties, it is much harder to find data thatquantify the impact of belonging to a cham-ber.
A recent study, commissioned by theAmerican Chamber of CommerceExecutives, is designed to do just that:determine the real value to companies interms of consumer outcomes of joining andbeing active in their local chamber of com-merce. Do consumers really support busi-nesses because they are chamber members?
Data for the study come from a scientif-ic web-based survey of 2,000 adults nation-wide. What makes the study unlike most,however, is that almost every question on it
is part of one of several imbedded experi-ments.
This means that respondents were ran-domly assigned to different groups at sever-al points during the survey. Each groupreads something slightly different – like a
description of a company that changes onlya little for each group – but then everyone isasked the same questions thereafter, regard-less of which company description they justread. Therefore, when there are statisticallysignificant differences in how different
groups answered the same questions, weknow exactly why it happened.
This approach yields powerful resultsbecause it bypasses the subjectivity of mostopinion polls. A sampling of some of theseresults proves this to be the case.
• Most consumers (59%) think thatbeing active in the local chamber of com-merce is an effective business strategy over-all. It is 29% more effective, however, forcommunicating to consumers that a com-pany uses good business practices and 26%
more effective for communicating that abusiness is reputable.
• If a company shows that it is highlyinvolved in its local chamber (e.g., sits onthe chamber board), consumers are 12%more likely to think that its products stackup better against its competition.
• When a consumer thinks that a com-pany’s products stack up better against thecompetition because the company is highlyinvolved in its local chamber of commerce,it is because he or she infers that the com-pany is trustworthy, involved in the com-munity, and is an industry leader.
• When consumers know that a restau-rant franchise is a member of the chamberof commerce, they are 40% more likely toeat at the franchise in the next few months.
• When consumers know that an insur-ance company is a member of the chamberof commerce, they are 43% more likely toconsider buying insurance from it.
AND THE SURVEY SAYS:IT’S GOOD FOR BUSINESS TO JOIN THE CHAMBER OF COMMERCE
When consumers know that a small business is a member of the chamber of commerce,
they are 44% more likely to think favorably ofit and 63% more likely to purchase goods or
services from the company in the future.

Earlier this month, representativesfrom the Ontario Chamber of Commerce(OCC) met with MPP Mitzie Hunter, theAssociate Minister of Finance in thePremier Kathleen Wynne provincial Ca-binet, to present her with a letter thatcalls on the government to consider howthe Ontario Retirement Pension Plan(ORPP) will affect the province’s busi-ness competitiveness.
Business is concerned that a newmandatory Ontario pension plan willhurt job creation and the province’soverall competitiveness. Though thereare many undetermined details, theORPP would require workers and em-ployers to each contribute 1.9 percent ofearnings, up to $90,000, annually to thepension plan.
Signed by over 50 leaders from theOCC network (including the Flambor-ough Chamber of Commerce), the pow-erful letter calls on the Government of
Ontario to provide employers withanswers to six crucial outstanding ques-tions:
Should pension reform be a priorityfor the Ontario government? Accordingto 72 percent of the businesses recentlysurveyed, the answer is yes. Many areconcerned that Ontario’s economy willbe negatively affected by an imminentbump in the number of retirees thathaven’t saved enough to maintain a rea-sonable standard of living.
Importantly, OCC members havealso been clear about their concern forOntario’s broader economic picture, inwhich the economy is projected to growslowly for the foreseeable future. In thiscontext – with businesses already facingother rising costs – they are wary of anyincrease in payroll taxes.
With this concern in mind, the OCCletter calls on the Government of Ontar-io to answer six crucial outstandingquestions:
1. What will be the impact of a fully-implemented ORPP? If it has not done soalready, the government needs to con-duct an overall impact analysis of theORPP to fully assess its costs and bene-fits from economic and social perspec-
tives. If it has, the results should bemade public. What is the possibility ofpeople saving less privately as a result ofORPP contributions (which wouldresult in no positive net impact onretirement preparedness)?
2. How will the government treatbusinesses that cannot afford to matchmandatory contributions under theORPP? Will there be exemptions forsmall businesses? Will small businessesbe directed or mandated to offer anoth-er plan (PRPP or Group RRSP) as analternative?
3. What types of workplace pensionplans will be considered “comparable”to the ORPP? The government haspledged to exempt those employeesalready participating in a comparableworkplace pension plan from enrollingin the ORPP. If businesses decide that analternative pension scheme is prefer-able, will they qualify as “comparable?”
4. Will the government considerbroadening the diversity of sources ofretirement income to mitigate risk?Experts agree that having multiplesources of retirement income throughwell regulated private as well as publicpensions enhances sustainability andreduces the risk of a retirement incomeshortfall. Will a mandatory ORPPscheme provide a desirable level ofdiversification for Ontarians’ sources ofretirement income, and would the rela-tive balance of the retirement savingssystem be impacted?
5. How will the government addressworker mobility issues? What happensto the ORPP contributions of employersand employees if employees arerequired to move out of the province, orif they transfer to workplaces in Ontariothat already offer a registered workplaceplan (or PRPP)? Will this increase thealready significant red tape burden forbusinesses?
6. How will the ORPP impact theself-employed? Self-employed individu-als often face a greater degree of incomevariability. While savings vehicles likethe PRPP provide flexibility in terms ofemployer contributions, it is not clearthat the ORPP would do the same.
Employers need more informationbefore they can understand the fullimpact of the ORPP on their business.Before moving ahead with implementa-tion of the new pension scheme, gov-ernment needs to provide answers tothese outstanding questions.
