REMEMBRANCE DAY SERVICE IN BECKENHAM This years Remembrance Day Service, parade & wreath laying ceremony, will be held at the Beckenham War Memorial on Sunday the 11th of November.

At 10.15am the Parade begins in St. Georges Road and proceeds to the War Memorial to observe the two minutes silence at 11.00 am. Beckenham War Memorial

It is all too easy to pass Beckenham War Memorial without giving it a second glance, being positioned on a busy roundabout, surrounded by a badly patched wall, and being rather unapproachable. So, as summer comes to an end and the season of remembrance draws near, it is worth reflecting on the origins of the memorial.

The memorial was unveiled on the 24th July 1921 to commemorate local men and women who died in the First World War. It was designed by Mr Newbury A.Trent, and stands 7.5 metres high and is made from Portland stone. A Celtic cross is the main outline shape at the top, and on this is carved a relief of St. George slaying the dragon on one side, and a phoenix rising from the ashes on the other. The word ‘Immortality’ is inscribed above the phoenix. The names of those who died are recorded on brass plaques and in 1946 new plaques were added to include those who died in the Second World War. This was done in time for Remembrance day in 1946. A service is held here every Remembrance Sunday since. It is a huge impressive monolith when up close, but it is the large number of deaths that brings home the real impact of the memorial. Over 700 for the First World War and over 300 for the Second World War with 12 from Civil Defence, 30 from the Auxiliary Fire service and 288 civilians of whom 22 were children killed during the war.

Beckenham was unfortunate in having to endure Luftwaffe air raids, and also receiving a number of direct hits from German V1 flying bombs, which caused many civilian deaths. Our town is only a few miles from Biggin Hill Airfield and on the flight path to the London docks (a route which Churchill described as 'Bomb Alley'). When the memorial was originally placed here, the traffic would have been minimal and the huge growth in car ownership could not have been envisaged. There are proposals to link the War memorial with the pavement in a future regeneration scheme for the High Street. An idea could be to reduce the size of the roundabout and extend the unused area outside the Post Office and place the memorial here...but these are just ideas. It is a shame that the memorial is ' cut off ' from the public. How can we reflect and remember when we cannot even see it? It is time to give the memorial accessibility, due importance and dignity. It is time to allow people to wander up to the memorial and read the names on the plaques.

BECKENHAM TOWN CENTRE WORKING GROUP AND

TRANSPORT FOR LONDON BID FOR FUNDS Since the last Express newsletter, the CCARA and the Working Group has met twice. The first meeting was to endorse the design proposal to be sent to Transport for London (TfL) as Beckenham’s bid for funds. This has been endorsed and submitted. At the second meeting plans were defined on how to spend £250k funds allocated by Bromley Council for short term improvements. These included:

• Improving alleyways with lighting and/or gating. • Decluttering the High Street. • Installing signage at the four significant sites described as

'moments' by the design consultants (Beckenham Junction, High Street/Manor Road crossroad Kelsey Square and the War Memorial.

• Creating vertical banners for town centre lamp posts. • Creating a heritage trail.

A proposition was adopted to name the crossroads at High Street/Manor Road, previously referred to as the public toilets. as 'Thornton's Corner'.

BECKENHAM SHOPKEEPERS ‘STRIP OFF’ FOR CHARITY Local chaps will bare (nearly) all in tasteful and fun 2013 calendar to raise money for and awareness of The Prostate Cancer Charity. The calendar will feature male models Ron, Aron and Mark from Villagers Sausages, Paul from the Kitchen Range, H from Antonios Male Grooming, Andy from Hortons Fresh Fish, Chad from Magill’s Jewellers and Aldo from Maria’s Café. Keep an eye out in the calendar in Villager’s Sausages, The Kitchen Range, Antonios, Hortons Fresh Fish, Magill’s Jewellers and Maria Café. It will be on sale before Christmas and will cost around £5 (a perfect stocking filler).

Beckenham Bid for TfL Funds for Town Centre Improvements The working group worked closely with the Council and their appointed design consultants (East) in creating a formal bid for funds from Transport for London’s (TfL) Local Implementation Plan Major Schemes programme. The bid has now been set to TfL and we hope hear whether our bid has passed stage 1 by the end of November 2012. How does the bid process work? Beckenham will be in competition with bids from other London boroughs. Bromley Council invested £50K on design consultants East, a polished and innovative bid should beat the competition.

If we pass the first stage TfL will provide funds to investigate the design concepts further. The second stage, is the official TfL funding assessment process where we hope secure up to £1.68 million. This will be matched by Bromley Council giving a total of some £2.5 million for Beckenham Town Centre public realm improvements. You can view the design proposal submitted to TfL below on our website. It is only a proposal, a concept. Materials, fixtures, designs, layout etc have not been finalised. Should the first stage bid be successful any changes to road layout, bus stop locations, widening of pavements, street furniture etc will undergo thorough investigation by the Council and the working group. We will keep you updated.

BECKENHAM’S NEW TOWN CENTRE MANAGER “My name is Tina Slater and I have recently been appointed as the Town Centre Manager for Beckenham, I’m really excited about the prospect of being able to make a difference in the town! My main remit is to work closely with all key local groups including Residents and Business

Associations to help make Beckenham town centre a vibrant, thriving safe place for people to come and work, shop and spend their leisure time.

I am also looking to develop, and more importantly deliver, suitable events and activities that reflect objectives of local residents, businesses and of course the Council. The Christmas lights switch on will be on Saturday 17 November held on Beckenham Green between 3.00 – 6.00pm, but I am working with a number of local performers to try and ensure that the whole of the high street is included in the celebrations. The lamp columns throughout the high street will be lit with a white shooting star design and complimented by a cross street lit banner in the same design.

‘NO COLD CALLING ZONE’ COMES TO BECKENHAM A 'No Cold Calling Zones' is an area signposted to advise canvassers and salespersons that they should not call at residents' homes. Residents in the zone can call the Trading Standards Rapid Response Team on 07903 852090 should they suspect a rogue trader is calling in the area. It is not an offence to cold call in a 'No Cold Calling Zone', but zones do assist residents who want to say no to cold callers. Currently there are 25 ‘No Cold Calling Zones’ in the borough and one is currently is being set up in The Drive, Beckenham. Cllr Stevens said: "The main purpose of setting up the zones is to empower residents to say no to cold callers and also to look out for those in the community who may be particularly vulnerable. It is vital that residents who are cold called inform Trading Standards via the rapid response number in order that they can take any action necessary to check the credentials of the trader." 'No Cold Calling Zones' are set up after Trading Standards receive a request from a resident or Residents Association. The zone is usually a single road and there must be evidence of doorstep crime or distraction burglary in the proposed area before a zone is considered. PLANNING UPDATE Since the last update in the July issue of The Express there have been no further developments in the plans for Beckenham Kent County Cricket Ground in Worsley Bridge Road. Land r/o 86-94 High Street, Beckenham The appeal lodged by developers, London and Quadrant Housing Trust, was upheld by the Planning Inspectorate on 26 July 2012. Planning permission is given for construction of 3 blocks of 4 storey flats on the site. However, local residents backing on to the site have formed Central Beckenham Resident’s Association and lodged an application (with support of Bromley Council) for the site to be designated a ‘Town Green’. If this application is successful it will supersede any planning permission granted on the site. We will keep you updated on the outcome of this Town Green application referred to as ‘Stables Green’. 30 High Street Permission has been granted to convert 30 High Street, part of the Victorian terrace fronting Beckenham Green, to “tourist accommodation on a commercial fee-paying basis”. When the application was originally submitted it was described as bed and breakfast accommodation providing 14 bedrooms associated with the restaurant/café at 78-82 High Street but this link was judged impracticable.

Local residents submitted concerns about the over-development of this site in the conservation area round St George’s Church and the Public Halls, the potential impact on employment with this loss of office space (a large part of this space in the building is at present unoccupied and has been for the past 3 years) and insufficient car parking provision for the new development proposed. However, the Planning Committee allowed the application on various grounds, including

• its contribution to the broad strategic aims in the London Plan to increase tourist accommodation in and around the capital

• the largely commercial and recreational - as opposed to residential - character of the area which is better suited to support a development of this kind.

142 High Street An application to convert the retail premises at 142 High Street (formerly Greggs bakery and sandwich shop) to a hot food take away. The application includes the proposal to “replace the existing shop front, improving it and returning it back to a more traditional design”.

CCARA HELPS TO SAVE 200-YEAR-OLD PLANE TREE IN ‘THE AVENUE’

We are proud to say that the Copers Cope Area Residents Association (CCARA) has helped save an historic plane tree under threat to be felled. Under the instructions of insurers, Marishal Thomson. They claimed it was responsible for subsidence being experienced by the house behind it. Residents pointed out that the house was set back from the tree and and felling the entire tree was far too drastic a solution. Pollarding or installing a root deflector system may actually resolve the issue. Apart from removing one of the most beautiful trees on this tree-lined road, there might well be impacts on pollution levels and local wildlife. Through the CCARA, the Bromley Councillors and Bromley Environmental Services were contacted and in a matter of days, were able to get a Tree Protection Order placed on the tree. It was also noted that the natural spring in this part of the road could be the cause of the subsidence particularly with recent high rainfall. The CCARA would be interested in knowing of other trees which deserve to be protected or if they are under threat. The Borough’s environmental services can step in to protect a tree: as their website says, “We have specific powers, under the Town and Country Planning Act 1990, to protect trees by making tree preservation orders. To warrant a TPO a tree should make a significant impact on its local surroundings. An order can protect any type of tree. There are currently over 2000 TPOs in Bromley. We maintain records of protected trees and can advise whether or not a tree is protected”.

Public meeting being held in Beckenham as the Council budget is set for 2013-14. There is more than £30 million to be cut from the Council’s budget over the next four years in addition to similar savings made in the last two years. With more tough choices to be made the Council wants to hear as many views as possible about the future shape of the Council.

THE OLDEST RESTAURANT IN BECKENHAM

Did you know that Wimpy is the oldest established restaurant in Beckenham? It has been in Beckenham for 24 years and is still owned by the same family.

Originally, the Mehmet family opened their first Wimpy franchise in Croydon in 1974. This was followed by another opening in West Wickham (which they still run) and then premises were bought in Beckenham. The first ‘Wimpy Bar’ in Britain opened at the Lyon’s Corner House, Coventry Street in 1954. The name ‘Wimpy’ is believed to have come from Popeye’s friend ‘J Wellington Wimpy’ who loved hamburgers as much as Popeye loved spinach! Wimpy in Beckenham is hidden from view by a badly placed and unnecessary bus shelter, that tends to cause a crowded bottle neck on the footpath right outside. But if you look past this, you will see a brand new interior. Daran Mehmet, the affable owner, has spent around £30,000 on the recent interior refurbishment boasting more comfortable seating, modern, well thought out neutral decor, and brand new washrooms. The restaurant offers all the old favourites and plus a new menu including breakfasts, toasties, quorn options, chicken and salads - But it is still best known for its burgers. Not to be confused with a 'fast food' restaurant, people waiting around or being jostled in a noisy queue. At Wimpy all customers are served by a friendly waiter, all food is cooked freshly to order - exactly how you want it, right in front of you. No burgers out of a cardboard box, but from china plates with a knife and fork! It really is worth a visit – you really will be surprised.

Many longstanding residents of Beckenham, now middle age or in their latter years of life, will have a vivid memory of being taken as a child to the local toy shop on the High Street. For most of us the excitement was watching its working Hornby train set in the window even when the shop was closed, all you needed to do was insert a (pre-decimal) penny in the slot at the side and off the model train would go on its track through a papier mâché landscape. Then rushing into see the vast Aladdin’s cave of toys arrayed on two floors inside. It is good to know that Beckenham Toys still remains part of the High Street, still has lots of toys for sale (even to an adult eye the shop looks large and well-stocked) and still has a Hornby train set in the window, which you can now watch working free of charge! Beckenham has a fine tradition of independent shops, as the recent Town Centre project has shown. There has always been a Toy Shop in the same place on the High Street for over 70 years, originally owned by Hamleys but is now a family run business. The present owners, of 3 ½ years, are Gary and Emma Crawford aim to offer an extensive range of top quality toys at competitive prices and of course a high level of personal customer service. They run a Christmas Savings Club which helps spread the cost of Christmas toy purchases. ST PAUL’S CHURCH, BRACKLEY ROAD Dear Neighbours, I would like to thank all those who supported our Jubilee Tea Party and the Great British BBQ. These proved to be a great opportunity for the enjoyment of meeting one another, which I hope will serve to strengthen our community in the coming months and years.
