strengthening legal and regulatory frameworks for competition, entrepreneurship, intellectual property, openness, … so as to better permit individuals and organizations to respond to changing opportunities and demands in flexible and innovative ways (stimulation of

creative behaviours)

enabling greater labour market flexibility

fast completion of the teleinformation infrastructure and promotion of information technologies in government, private sector and civil society

WHAT SHOULD WE DO TO MAKE THIS HAPPEN?

Concrete and decisive steps are necessary to clearly demonstrate and reinforce our determination in supporting the science and technology development tailored to societal needs

Poland has a considerable human capital in the science sector. In particular, we have a large number of well educated, dynamic and ambitious young people. We are also:

flexibly integrating formal, vocational, adult and distance education

providing life-long learning opportunities attractive and easy for individuals to pursue

opening up towards talented individuals from outside of Poland and EU

We are making this potential available to the whole EU, which is in need of scientists (700 k by 2010) – through mobility programmes and participation in joint research initiatives

WHETHER SCIENCE IS ABLE TO THRIVE IN OUR FIERCELY CONTESTING DEMOCRACY DEPENDS ON WHETHER IT BUILDS AN ADVOCACY SYSTEM TO EXPLAIN ITS GOALS, NEEDS AND METHODOLOGICAL FORMAT. WILL WE BE ABLE TO ASSURE A MUCH HIGHER DEGREE OF CONNECTION AND COLLABORATION ACROSS SCIENCE, INDUSTRY AND SOCIETY AT LARGE TO EXPLOIT THE ENORMOUS POTENTIAL WHICH IS HERE AT STAKE?

WE, SCIENTISTS AND SCIENCE ADMINISTRATORS, SHOULD BY ALL MEANS TRY TO AVOID THE DANGER OF BEING PERCEIVED AS ONES WHO ADVOCATE SCIENCE FOR INTERNAL, SECTORIAL BENEFITS – THIS PUTS IN DANGER PUBLIC TRUST IN SCIENCE – WHICH IS EASILY LOST BUT NOT EASILY GAINED
