a vision rooted in human experience and current

abilities accumulated in the existing KNOWLEDGE

KNOWLEDGEKNOWLEDGE is the key to any reliable strategy of social and economic progress

KNOWLEDGE,KNOWLEDGE, when shared, may also bring understanding of the complexity and diversity of the world, and thus may make life better and safer


INCREASED EFFORTS TO CREATE THE “ENABLING ENVIRONMENT” FOR THE KNOWLEDGE SOCIETY:

strengthening legal and regulatory frameworks for competition, entrepreneurship, intellectual property, openness, … so as to better permit individuals and organizations to respond to changing opportunities and demands in flexible and innovative ways (stimulation of

creative behaviours)

enabling greater labour market flexibility

fast completion of the teleinformation infrastructure and promotion of information technologies in government, private sector and civil society

WHAT SHOULD WE DO TO MAKE THIS HAPPEN?

Concrete and decisive steps are necessary to clearly demonstrate and reinforce our determination in supporting the science and technology development tailored to societal needs

JUST THINK: Network society – huge assets and serious problems

right to access information (information apartheid)

digital divide

how (and where) to tax the cyberworld

how to apply decency laws (fight against pornography)

CHALLENGES

WE HAVE ENTERED A NEW ERA OF VERY COMPLEX SCIENCE WILL WE BE ABLE TO DESIGN APPROPRIATE WAYS FOR KNOWLEDGE GENERATION, DIFFUSION AND APPLICATION THAT WILL CREATE SO MUCH NEEDED COLLABORATIVE WORLD-WIDE SCIENCE SECTOR CAPABLE OF ADDRESSING OPPORTUNITIES THAT RESEARCH IS NOWADAYS UNFOLDING? THE VISION OF THE WORLD REACHING TO RATIONAL, AUTONOMOUS RESEARCH-BASED GUIDELINES IN EVERY SPHERE OF PUBLIC LIFE SHOULD BE OUR GOAL


JUST THINK: Cyber-medicine

Telemedicine huge benefits:• home monitoring of high-risk babies after birth• remote advice from experts to home and hospital• immediate access to patient records in emergency admissions

Medical imaging expect dramatic advances

Universal diagnostic systems‘expert systems’ using databases of medical knowledge to make recommendations on all illnesses (very high marks in clinical testing, never replace the doctor’s judgement)

Fusing microchips with living cells (muscles driven by implanted chips, sight for the blind, hearing for the deaf, ...)

THE POLISH R&D STRATEGY

Higher R&D investments – budgetary and (particularly) extrabudgetary (regulatory and fiscal incentives)

More competitive approach to R&D funding Networking, establishing centres of excellence, concentration on

resources Emphasis on knowledge–intensive industries by building additional

links and incentives for research and industrial cooperation International cooperation (~100 joint Chinese-Polish research

projects) Modernisation of the R&D base Stressing educational role of science Promotion of science for better understanding by society at large Goals fully compatible with EU R&D policies



KEY AREAS FOR S&T DEVELOPMENT IN POLAND:

Information technology, including mobile communication and embedded systems

Biomedical research New (smart) materials Environment friendly clean industrial processes (energy

production, in particularly) Transport ……. Development of new, more adequate measures for

circumventing social dangers and worries Creation of human co-existence and collaboration models for

diverse cultures and societies


Poland has a considerable human capital in the science sector. In particular, we have a large number of well educated, dynamic and ambitious young people. We are also:

flexibly integrating formal, vocational, adult and distance education

providing life-long learning opportunities attractive and easy for individuals to pursue

opening up towards talented individuals from outside of Poland and EU

We are making this potential available to the whole EU, which is in need of scientists (700 k by 2010) – through mobility programmes and participation in joint research initiatives



CHALLENGES

WHETHER SCIENCE IS ABLE TO THRIVE IN OUR FIERCELY CONTESTING DEMOCRACY DEPENDS ON WHETHER IT BUILDS AN ADVOCACY SYSTEM TO EXPLAIN ITS GOALS, NEEDS AND METHODOLOGICAL FORMAT. WILL WE BE ABLE TO ASSURE A MUCH HIGHER DEGREE OF CONNECTION AND COLLABORATION ACROSS SCIENCE, INDUSTRY AND SOCIETY AT LARGE TO EXPLOIT THE ENORMOUS POTENTIAL WHICH IS HERE AT STAKE?

WE, SCIENTISTS AND SCIENCE ADMINISTRATORS, SHOULD BY ALL MEANS TRY TO AVOID THE DANGER OF BEING PERCEIVED AS ONES WHO ADVOCATE SCIENCE FOR INTERNAL, SECTORIAL BENEFITS – THIS PUTS IN DANGER PUBLIC TRUST IN SCIENCE – WHICH IS EASILY LOST BUT NOT EASILY GAINED

The world based on this triad may easier face challenges of the future and assure our stability
