President of the Islamic Republic of Afghanistan has
arrived in London on Monday evening, 6th May2013.
The Vice President was welcomed by Mr. Hanif Ahmadzai,
Counselor, Mr. Najibullah Mohajer, First Secretary, Mr.
Ahmad Jamshid, Third Secretary and other members of
staff from the Afghan embassy in London.
H.E. Vice President Ustad Khalili visited London for
medical treatment.

AFGHANISTAN’S MINISTER OF PUBLIC HEALTH VISITS LONDON.

The Minister for Public Health of Afghanistan, Her
Excellency Dr. Suraya Dalil, arrived in London on 7 May
2013. Dr. Dalil’s visit to the United Kingdom took place as
part of a continuing program to promote bilateral
cooperation between Afghanistan and the United Kingdom
in the area of public health. Towards this end, Dr. Dalil
attended a number of events. Dr. Dalil was accompanied by
Dr. Mohammad Taufiq Mashal, Director General of
Preventive Medicine of the Ministry of Public Health.
As part of her visit, the Minister for Public Health signed a
Memorandum of Understanding (MOU) between the
National Institute for Health and Care Excellence (NICE) of
the United Kingdom and the Ministry of Public Health of
Afghanistan. During a visit to Oxford, Dr. Dalil delivered a
speech on the topic of “Woman in Post-2014 Afghanistan”
at the University of Oxford.
Dr. Dalil’s speech focused on the achievements of the
Afghanistan’s women during the last decade and shed
light on efforts underway to preserve the achievements of
last decade in Afghanistan.
On Friday, 10 May 2013, Her Excellency Dr. Dalil and Dr.
Daud Yaar, Afghanistan’s Ambassador to the UK, met
with representatives of a number of UK-based NGOs
engaged in health and humanitarian assistance in
Afghanistan. During the meeting, Dr. Dalil and Dr. Yaar
talked about the achievements in health care and
women’s rights in Afghanistan. The meeting was
attended by other Afghan diplomats stationed in the UK.

The 2013-2014 session of the UK Parliament was
inaugurated by the speech of Her Majesty Queen
Elizabeth II on 8 May 2013. Members of the royal family,
members of the both houses of the Parliament, David
Cameron the Prime Minister, Cabinet Ministers, and
accredited diplomats at the Court of Saint James’s were
present at the opening ceremony. Ambassador Yaar
represented Afghanistan at a grand ceremony that was
held on the occasion at the House of Lords.
The State Opening of Parliament marks the formal start of
the parliamentary year and the Queen’s speech sets out
the government’s agenda for the coming session, outlining
policies and legislation. It is the only regular occasion
when the three constituent parts of the Parliament – the
Sovereign, the House of Lords, and the House of
Commons – meet.

During her speech, Her Majesty the Queen expressed UK’s
commitment to fight terrorism around the world and assist
Afghanistan in the process of peace and reconciliation by
stating: “My Government will work to prevent conflict and
reduce terrorism. It will support countries in transition in the
Middle East and North Africa and the opening of a peace
process in Afghanistan”.
DR. SARMAST HAS BEEN HONOURED THE INTERNATIONAL HONORARY MEMBERSHIP OF THE ROYAL PHILHARMONIC SOCIETY.

Dr. Ahmad Naser Sarmast has been given the honorary
membership of the British Royal Philharmonic Society. Dr.
Sarmast was introduced to the staff and some of the
members of the Royal Philharmonic Society by the head
of the British Council, Sir Vernon Ellis.
Dr. Sarmast established the Afghanistan National Institute
of Music (ANIM) in 2010, providing music education for
Afghan children. Dr. Sarmast is the author of the landmark
book, A Survey of the History of Music in Afghanistan.
The Royal Philharmonic Society is a British music society
formed in 1813 in London promoting performances of
classical instrumental music.

DR. DAUD YAAR VISITED THE ORIENTAL
INSTITUTE OF THE UNIVERSITY OF OXFORD.

DR. Yaar, the Ambassador of the Islamic Republic of
Afghanistan in Great Britain, visited the Oriental
Institute of the University of Oxford on Tuesday 30th
April 2013. During the visit, Dr. Yaar met with the
director of the Oriental Institute and its faculty to discuss
the institute’s activity in Afghanistan and other issues of
mutual interest.
The Ambassador and his colleagues from the Afghan
Embassy were welcomed by Dr. Arezou Azad,
Leverhulme Research Officer and Professor Edmond
Herzig, Director of Persian Studies at the Oriental
Institute of Oxford University.
Dr. Azad and Professor Herzig are currently involved
with Balkh Art and Cultural Heritage Project (funded by
the Leverhulme Trust) a project conducting research on
the cultural heritage of Balkh, while focusing on the
early Islamic period (8th to the 12th centuries AD).
According to Prof. Herzig, the research is undertaken
by means of archaeological investigation of findings in
Balkh, the site of the ancient Bactrian civilization in
northern Afghanistan.
According to Dr. Arezou Azad, the Balkh Art and
Cultural Heritage Project aims to undertake new
research on Afghanistan’s early Islamic history, and
build the capacity of their Afghan colleagues in cultural
heritage research.
Ambassador Dr. Yaar and Dr. Herzig agreed to work
together to further promote the study of the cultural
heritage of Balkh by establishing close channels of
cooperation between the Oriental Institute and the
relevant Afghan institutions.

KHALSA DIWAN CONFERENCE
On 6th
May 2013, the Second Khalsa Diwan International
Conference and celebration of Vaisakhi was held in Hayes,
London. This event was organized by the Afghan Sikh community
in the UK. Vaisakhi is a religious festival, celebrated by the Sikh
community and commemorates the establishment of the Khalsa.
At this event, Mr. Mohammad Hanif Ahamadzai, Counsellor, Mr.
Najibullah Mohajer, First Secretary, Mr. Ahmad Jamshid, and Mrs.
Wahida Raoufi, Third Secretaries represented the Afghanistan
Embassy in London.
At the ceremony, leaders of Khalsa Diwan Afghanistan, members
of both houses of British Parliament, representatives from
Afghanistan Embassy and Indian High Commission in London,
journalists and many of the Afghan Sikhs with their families were
among the participants. Speakers mainly focused on problems
and issues that are faced by the Afghan Sikh community in
Afghanistan and Britain.
Mr. Ahamdzai congratulated the celebration of Vaisakhi festival
and the successful establishment of Khalsa Diwan Afghanistan
community in UK to the leadership of Khalsa Diwan Afghanistan
and all Afghan Hindus and Sikhs. Mr. Ahmadzai assured those
present, of the government's commitment to support and
protection of minority rights.
Mr. Ahmadzai, said in his speech that the Afghan Embassy in
London would not hesitate its efforts in providing consular services
and facilities in accordance with rules and regulations to our
Afghan citizens specially the Afghan Sikh community living in
London.

Spontaneous uprisings in major cities, such as the uprising in
Herat in the fall of 1979, quickly became fatal threats to the
survival of the newly installed regime under the leadership of
Noor Mohammad Tarakai, a semi-senile communist functionary
known for his atheist ideas and close contact with the KGB.
Taking notice of the regime’s inability to contain the popular
uprisings and in response to repeated pleas for help by Noor
Mohammad Tarakai, the Soviet forces invaded Afghanistan on
the Christmas Eve of 1979.
Following ten years of ruthless and unsuccessful war, the
Soviet forces withdrew from Afghanistan in March 1989
through the so-called Friendship Bridge at Hairatan that
connects Afghanistan to the Republic of Uzbekistan.
It is estimated that the ten-year Afghan war cost the Soviets 20
million Gold rubles, 15,000 dead or lost in action, and about
30,000 wounded. The explicit and implicit costs of the damages
suffered by Afghanistan during the ten years of Soviet
occupation have been estimated to amount to over one trillion
dollars.
At the time of their withdrawal, the Soviets left behind a country
with over 1 million civilian deaths, some 2 million people with
physical disabilities, five million refugees scattered around the
world, about two million internally displaced persons (IDPs),
some fifteen thousand destroyed villages, ten million
unmapped mines and unexploded ordinances, and last but not
least, a state/military apparatus in disarray, devoid of
legitimacy, cohesion and competence. The war also caused
millions of people all around Afghanistan to suffer under post-
traumatic stress disorder (PTSD), through experiencing torture,
rape, kidnappings, imprisonment, bombardments, loss of
relatives, damage or loss of property, and a myriad of other
war-related atrocities and human rights violations.
Today, as a result of the horrendous consequences of the
Soviet war and occupation, and the events that followed, many
people in Afghanistan, particularly those who are old enough to
remember, look to the era prior to the coup of 27 April 1978
with great nostalgia and fondness.
By remembering the horrible sufferings that befell the people of
Afghanistan as a result of the April Coup, the embassy of the
Islamic Republic of Afghanistan in London expresses it deepest
condolences and sympathies to the families and friends of the
victims of that dark day and millions of other Afghans who
became victims of the national catastrophe that followed it.
27 APRIL 1978: A SAD DAY FOR AFGHANISTAN

On April 27 1978, the republican regime of Sardar
Mohammad Daud was toppled by a bloody coup d’etat
launched by a group of low-ranking Soviet-trained officers
and their communist civilian associates. The civilian arm of
the coup was led by Noor Mohammad Taraki, Hafizullah
Amin, Babrak Karmal, and an unknown number of other
pro-Soviet individuals trained by the Russian spy agency
KGB. The coup organizers were all members of a pro-
Soviet alliance of Khalq and Parcham communist parties,
called the Peoples’ Democratic Party of Afghanistan
(PDPA).
The event on April 27 1978 marked the beginning of a
long period of strife and instability in Afghanistan, the
consequences of which have been immeasurably painful
for the country and its people. In addition to taking the
lives of thousands of innocent civilians and members of
the armed forces, the coup took the lives of the sitting
President and his entire family (including his sons,
daughters, wife, and other close relatives). The coup was
supported by direct participation of KGB agents and Soviet
military officers embedded among Afghan military ranks in
Kabul and Afghanistan’s other major cities.
The atrocities, illegitimacy, and misguided policies of the
communist regime soon led to widespread protests and
uprisings in Kabul and provinces.
