EDITORIALWelcome . .to the spring issue. I think spring is here,but we are still getting early morning frosts as I writethis editorial !This issue has quite a bit from the parish council andcouncillors, since the AGM was held a few weeksago. We had the biggest audience turn out that I canremember. We had to bring out extra chairs. Welldone, keep it up. As you are probably aware, most ofthe official stuff is towards the back of the magazine,and clubs, societies etc are nearer the front of themagazine, and articles about village affairs are inshaded boxes. Do take time to read the councilreports towards the back of the magazine. It is worthknowing what is being done for us by so many people.This is all very positive, but as you will read from PCPorter’s report (p.11), and St Hilda’s report (p.22),and the Parish Council Chairman’s report (p.24), weare still plagued by vandalism. There seems to be areluctance to report, or intervene against anti-socialbehaviour. At times it seems that there is almost adesire to defend anti-social behaviour. If we don’tface up to our responsibilities, then in the end we allsuffer from having to live in damaged surroundings.It is our village, let’s keep it a pleasant place to live in.Congratulations to those involved in the scarecrowexhibitions (p.7) It was a good opportunity to walkaround the village, and have a laugh at the sights. Ittook me several weeks to get rid of the scarecrowsand excess straw which my family had used to buildthem. Congratulations also to Andy Houghton (p.4),Jennie Angell (p.8) and Maureen Loseby (p.20) . .seethe relevant pages to find out why!Speaking of getting rid of extra straw, the Sileby tipwill be closing in the next few months, so it will be alonger journey to Mountsorrel in the future. So, weare thinking of better ways to dispose of our rubbish,particularly from the garden. Composting obviouslymakes sense (p.13), and we have had several articlesnow on creating a Greener Goscote. The village ismaturing and, hopefully becoming a better place tolive in. Our shops are the envy of many, and thereare so many amenities that people come fromsurrounding villages for them.Not just amenities, but activities as well ! There are avariety of activities for youngsters over the summer.Sublime science(p.6), Petting Zoo (p.12), theSummer fete (p.8), Midsummer Madness etc (p.15),to mention a few.So . .I hope you enjoy your reading . .and can getinvolved in some way1

Pilot Officer Andy Houghton has beenappointed as the new OfficerCommanding of 1181 (Syston) Squadron after FlightLieutenant Mat Faulkner’s move to 643 VoluntaryGliding Squadron at RAF Syerston as a Staff member.Mat has been with the squadron for over 6 yearshaving moved from Loughborough to Syston on aninitial temporary secondment.

The Girlguiding centenary celebrations continue in earnest. East Goscotegirls joined Rainbows from across Leicestershire for a Centenary Princessparty at De Montfort University in April. They all dressed in their best

princess outfits and enjoyed a brilliant afternoon of fun that included a puppet show and lots ofprincess crafts.

Wreake Valley District guides( Rainbows, Brownies and Guide units from East Goscote andQueniborough ) joined together for a full day of celebration and reflection of guiding over the last 100years . The girls took part in activities reflecting each decade of the last 100 years. They also wentinto the future to think about what future guides will look like. The event was held at Topstones, theLeicestershire guiding facility near Tilton-on-the hill on 17th April.The event was sponsored by an Arts Development grant provided by Charnwood Borough Council.This allowed us to produce a `Totem Pole`on the day with contributions from all girls and volunteerspresent. Everyone produced a wooden disc decorated using pyrography which was varnished andattached to the pole. Beaded Trefoils were also made by the girls to add to the pole. The finishedpole was amazing and will be sited permanently at Topstones for all to see over many years to come.They day finished with a barbeque and campfire songs.

Within the unit we have continued some centenary badge work. We said goodbye to 7 Rainbows atEaster and wish Anna, Niamh, Isabel, Mia, Demi-Leigh, Kiera and Rebecca all the best as they moveonto Brownies. 7 new Rainbows are settling in well and will be enrolled later in the term. We hope tobe able to get out and about in the village for some outdoor activities if the sun shines!

THE SCARECROW HUNT

Gill and Tricia would like to say a very big thank you for all the support you gave us for this event.We were overwhelmed by you all we had 88 Scarecrows in the end the village looked great WELLDONE EVERYONE.As you are all aware the reason for the event was to help KYLE DAISLEY raise funds for DiabetesU.K. and to do this he was going to run the LONDON MARATHON. Well he did and he camehome in a very respectable time of 4 hours. Well Done Kyle you did us proud.On the day we managed to raise £357 far more than we had dared hope.

We have been asked to make the Scarecrow Walk an Annual Event we would like to know yourviews. Some folk have already told us they would like to take part so we have decided we will ifenough folk are interested. We are hoping to have a collage of pictures in one of the Village Notice Boards in the not to distantfuture. So keep watching for your scarecrow so many of you were so inventive we could not believeit.

Young Miss Georgia Lunn came into the churchcentre and told us she had found 81 of the 88 thatwas the most we were told so WELL DONEGEORGIA no prize this year but perhaps nextyear, but your scarecrow was good.

I havehad a lovely time doing all sorts of differentactivities, fund raisers, building the HQ or justhelping the youth of today become tomorrow’scitizens. We know you’ve all been wondering what we’ve been up toat Bizzy Bees Preschool….The spring term at Preschool was as fun as ever withlearning opportunities built upon the interests of ourchildren. Some of the experiences that we enjoyedtogether were role-play in our fruit/vegetable shop;visits to the library; making birthday cakes out ofplaydough; painting flower pictures for our mummys;

exploring soapflakes,cornflour and cous cous and singing-songs on our pretend stage in our lovely garden.The spring term was concluded with an Easter eggstravaganza! The children struttedproudly around the church in amazing bonnets/cool hats that they had created withtheir parents and afterwards singing beautifully the songs they had learnt to adelighted audience. Many thanks to all the parents for their fantastic support and toeveryone who came along to join in the fun.Our summer term is well under-way now and is as always a busy time full of excitingactivities and events. We started the term thinking about road safety and the childrenhave been delighted with the fantastic resource sack that wehave been loaned. Police Report April 2009 till April 2010

Please find the below crime figures for the period 01 April 2009 to 01 April 2010. The crime figures includecrimes that are in the public interest, assaults, Burglaries, thefts, criminal damage, and drug related offences.They do not include domestic incidents or other non recordable crimes such as Sudden Deaths.

The biggest concern this year seems to be the amount of criminal damage that has been reported in the village.Much of the damage has been reported in the last few months with the church in particular being targeted. Thelocal beat team have worked closely with the church and have stepped up patrols recently in both uniform andplain clothes as well as marked police vehicles and plain vehicles. We have issued warning letters in March 09to a number of individuals regarding their behaviour around the village and the initial response from thoseletters seem to be positive. The fire at the church recently caused a lot of upset for those that use the centre butalso the people that live locally. We are committed to those people that wish to use the centre for their lawfulbusiness. I am however very happy that only three burglary dwellings were reported in the last year. COMPOST AWARENESS WEEK took place this year from Sunday May 2nd to Sunday May 8th butthere’s still loads of free information and advice to be had, along with some really good deals oncomposters and food digesters suitable for all lifestyles. For details see Contact Us below.

I was lucky enough to get a slot on “The Eye 103 FM” (a community radio station based in Meltonand covering our area) in order to promote composting. It was a fascinating experience and if youhaven’t tuned in to 103 The Eye before, give it a go. As well as 103 FM, you can also listen live viatheir website. Anyway back to muck and magic. Compost Awareness Week is promoted in the UK byRecycle Now and the theme of this year’s campaign is “Give it a Grow”- in other words, try somethingdifferent. Here are a few different things you could try:

Never tried composting before? Now’s the time. It’s never been easier and there are plenty ofbargain composters available not to mention all the free advice. Composting is nature’s ownrecycling. It uses vegetable kitchen waste (and some garden waste) plus a few extras, rescues itfrom your rubbish bin and from landfill (where it just causes trouble) and gives it a new lease oflife as a free soil conditioner, weed suppressant or even potting compost. It’s a very green thingto do so it makes you feel better too.

· Had a go at composting and want to try something else? Well what about a food digester, which can copewith processed food (i.e. leftovers including meat and dairy products, which a garden composter can’t). Nogood for garden waste but it can really slim your bin.

· What about a wormery? Not so much a composter, more of a hobby for those who are fascinated byinvertebrates ! And you get an endless supply of free concentrated liquid garden fertiliser and bait for thefisherman in your life. Charles Darwin was fascinated by these little critters and so will you be.

· Try composting different materials. Egg shells (I recommend giving them a squeeze as you add them to thecomposter to start the breaking up process), tea bags (rip them to speed things up), vacuum cleaner dust(it’s mostly made up of human and pet skin cells and hair and it’s ok), toilet and kitchen rolls, corrugatedcardboard, tissues, shredded paper. It’s all good stuff. Egg shells help with structure and acidity. Much ofthis stuff relieves pressure on your black wheelie bin and although some of it can be recycled in theconventional way, there’s no harm in recycling some this way and it will help to balance the greens andbrowns in your composter (you’ll find out about them as you go along).

· Pass it on ! The best way to get a new composter going is to start it with some compost from an old one – abit like the ginger beer plant for those with long memories. So if you’ve got the hang of it, you could helpsomeone else to get started. Elderly people are a possible interest group. They often have a wealth ofknowledge and an instinct for recycling and waste reduction but need a bit of help. We have a 93 year oldto look after. She has a bit of garden which is beyond her now so she didn’t take much persuading to allowa composter in the corner. The carers have to take the compostables down the garden but she is mustard atseparating out endless quantities of tea bags, banana skins etc etc and a kitchen caddy makes the job easy.

· Seasonal tip. Try mixing grass mowings with shredded paper or layering it with corrugated cardboard toprevent the silage effect. It seems to work.

BOROUGH COUNCILLORSANNUAL REPORT 2010

Charnwood Borough Council has agreed tofund a Risk Assessment to be carried out onthe mound as they are the Freeholders. I havebeen told that this will be done within the newfinancial year once funds come through for2010/2011. I have also asked Mr. John Leney,Head of Property Services, CBC, if he couldput this in writing to the Parish Council, and hehas agreed to do so. Now that we are in thenew financial year, I have arranged a furthermeeting between Mr. Leney, Liz Pizer, andmyself, which will take place here at the vil-lage parish office on Tuesday 20th April, toplan the way forward so that work can finallybegin and future maintenance plans can bediscussed.

Having contacted Mr. Chris Buckingham atCBC and Jelson’s regarding the maintenanceto the trees along the brook. I am pleased tosay that finally, following a full tree surveycarried out by Jelson’s, they have now beenworked on and that 13 trees have been cutback, pruned, and sorted out. Some of thedelays to this work were due to the nestingseason of birds, and winter. All that remainsnow is for both CBC and Jelson’s to agree toset up a ‘Positive Management System’ alongwith a 5 year maintenance plan. There wassome delay to this process which was due tothe nesting season and winter weather.

The fence at the brook (Melton Road) has alsofinally been repaired by Jelson’s, and madesafe once again.

Following an invite from the Senior HousingOfficer, CBC, I attended a village inspection ofCharnwood owned housing on Strollers Wayand Fleury Court in February of this year,along with several Housing Officers, the AuditCommissioner and PC Porter. The inspectionwas arranged in order to meet with residentsto discuss any issues or concerns they mayhave regarding the area. Anti-social behav-iour was high on the list of concerns and ClairWestrup, Senior Housing Officer, said shewould liaise with the police on this matter. I amalso now in the process of setting up a ‘NoCold Calling Zone’ in both of these areas.

On February 3rd 2010, Charnwood BoroughCouncil announced that they had signed a 10year partnership with Capita Local Govern-ment Services for the administration of the

Council’s benefits and revenues service. Thecontract is worth £22.5m. Capita was selectedas Charnwood’s preferred partner in 2009.The Contract is expected to deliver £3m insavings to the Council by using Capita’s exist-ing expertise in new technology to improveprocesses at the Council. As a result of this63 staff have transferred to Capita. This con-tract has taken a long time to complete andthe staff involved has had to cope with aprolonged period of uncertainty. I for one amglad that it has finally been sorted out for themall.

As you will recall Charnwood Borough Councilinvested £1m with Heritable Bank. The leaderof the Council said that repayments so far arein line with the notifications from the adminis-trators received in 2009, and in fact the De-cember 2009 payment was slightly higherthan the anticipated amount. Officers advisethat they still expect to receive up to 80% ofthe claim. The loss has had no direct impacton the draft budget for 2010/11 nor has itaffected the level of Council Tax proposed forthat year.

In February of this year I received an earlymorning call from a concerned resident re-garding a substantially large amount ofrubbish/furnishings etc that had been dumpedbetween the Pizza & White Slice shops in thevillage. I immediately rang CBC who came outto inspect and within 2 hours this had all beenremoved. I would not only like to thank theCBC Cleansing Dept for their prompt attention,but also Mr. Nick Shivers, East Goscote’sCaretaker for his assistance with this matter.I received several calls and e-mail messagesabout the dire conditions to the Long Furrowduring the winter months. I asked these com-plainants to pass on theircomplaints/concerns, etc, to the Parish Coun-cil who I knew were having a meeting withMartin Broomhead, County Council, GeneralEngineering Group Manager, about the awfuland dangerous state of the Long Furrow sothat they could be passed on to him at themeeting, and he could then respond to themdirectly. The County Council has the responsi-bility for gritting highways including publicfootpaths; however, they were only grittingmajor roads to conserve supplies. CBC onlyhas limited supplies for gritting in winter andthis is used for Leisure Centres and Car Parks.

Back in October 2009, you may recall that anArea Forum was held in Rearsby whereby ashare of £20,000 was up for grabs and that 2bids from East Goscote came within the top 5votes out of a total of 13. All of these were tobe taken away and looked at. Although I feelthis was a good attempt at involving communi-ties more, I feel it was an arbitrary and flawedprocess. The voting procedures which wereused at the first meeting were embarrassing.There was an error in the short-listing processwhich required a re-vote. The officers thenallowed a further vote because one personcomplained they hadn’t had enough time. Theinevitable happened in that the order changed.I believe that it was the wrong call and theofficers should have risked upsetting one tar-dy individual rather than discrediting thewhole procedure. It was a bad example to setfor people who do not normally attend suchmeetings. I complained about this re-vote tothe officers whilst at the meeting. Personally,I think it would have been a lot fairer to splitthe money available evenly between the par-ishes represented and leave each parishcouncil to decide where the money is bestspent, possibly through their own communityengagement process. A second meeting ofthe Area Forum took place on February 11th2010, and the main proposed topics were theallocation of the Area Forum’s £20,000 budget.

A new kerbside textile recycling service waslaunched in Charnwood on January 12th ofthis year. CBC has teamed up with the mentalhealth charity ‘Mind’. A dedicated ‘Mind’ recy-cling bag was delivered to all properties inCharnwood back in December, which cannow be put out for collection next to yourgreen recycling box rather than in it. The bagswill then be taken away by the collectioncrews – who will leave a replacement bag.These bags can also be collected from theParish Council offices.

As you may recall, the new refuse, recyclingand street cleaning contract with Serco start-ed on Saturday 1st August 2009.  In addition,CBC was also developing a policy for theintroduction and replacement of litter and dogwaste bins across the Borough. This got off toa bit of a sticky start for East Goscote at first.However, following several meetings withCBC, myself, Liz Pizer, and the Parish Coun-cillors, things began to improve and the villageis now much cleaner as a result, and contin-ued to be monitored by CBC.

In April 2009 I received a call from a con-cerned resident about thedilapidated/dangerous state of the old pumpstation on Broome Lane. Following a site visitby myself I agreed that it needed to be madesecure by being cordoned off, or sealed up, inthe interests of safety. There was a big opencrater inside which was filling up with waterand could pose a possible threat to any chil-dren that might try to play there. This hadactually been investigated in the past but itwould seem that there was no breach of plan-ning control then. CBC had understood thatthe owner of the land was trying to dismantlethe building but works had been stopped bythe Environment Agency as the work wasbeing conducted within the flood plain andthere were issues that needed to be resolved.Following photographic evidence that I e-mailed to CBC, they spoke with the ownerwho assured them that the site would besecured and tidied up. The owner did as prom-ised and CBC visited the site the followingweek to verify this had in fact been done.I will have the honour of attending the Free-dom of Entry Ceremony and Parade wherethe Mayor of Charnwood will present the Free-dom of Entry to the 203 (Loughborough)Squadron of the Territorial Army, the 158(Royal Anglian) Transport Regiment and theRoyal Logistic Corps (Volunteers) this April10th 2010. The Regiment will then exercise itsright to march through Loughborough “withDrums Beating, Bands Playing, Colours Fly-ing and Bayonets Fixed”. I whole-heartedlybelieve that we should all support our ArmedForces – no matter what is asked of them.

Since the last Annual General Meeting I havebeen working hard to resolve the manyissues/problems for both the village and indi-vidual residents – some have been completed,some are still on-going, some are being moni-tored, and once again I am hopeful for satis-factory results where needed. There havebeen a couple of planning issues which I havediscussed with CBC and one now has anenforcement to stop the work they were doingand reapply with new plans which would com-ply with planning rules, etc.

It’s has been an extremely busy year andmuch has happened which has not only affect-ed East Goscote, but the Borough as a whole.I have tried to keep everyone as informed andas up to date as possible by writing in theLong Furrow Magazine, which I hope you allfind informative.

Broomfield’s got TalentOnce again Broomfield’swonderfully supportive Friends ofBroomfield ‘FOBs’ organised aSchool Talent contest. Key Stage 2children auditioned in their classesand one or two successful acts fromeach class went through to the live final onThursday 25th March. This was a very entertain-ing evening, attended by a full house and raisinga fantastic £400.The children delighted us all with their actswhich they performed superbly and with greatenthusiasm. There were also performances fromYear 3 dancers, year 5 and 6 dance club andBroomfield’s singing club.The evening was hosted by Mr Nichol and KevinHarrup, Judith Mitchell and Holly Mitchell

lined up to be judges, providing chil-dren with positive feedback about their

performances. (Look out Simon Cow-ell!)The winners were decided by the audi-

ence who all had a chance to vote for theirfavourite act. In third place was Isabella whosang a beautiful version of ‘Truly Scrumptious’from ‘Chitty Chitty Bang Bang’.Second place went to ‘The Rocking Robbins’whose very lively dance was delightfully per-formed.First place was given to ‘The SEALs’ who areSpencer, Ethan, Adam and Louie. Spencer is avery big fan of ‘The Beatles’ and the boys hadall decided to sing a Beatles song that they allknew well. They thrilled the audience with theirvery confident version of ‘Baby You Can DriveMy Car’. Spencer and Adam sang lead vocalsand Ethan and Louie were backing singers andplayed the maraca and tambourine.Louie was not at school for the first audition andso the first time he performed was to the rest ofthe school at the dress rehearsal.Louie said he didn’t hear when the winner wasannounced and only realised they had won whenAdam and Spencer jumped up and down! Ethansaid he was “absolutely amazed” to hear theyhad won as he hadn’t expected to win.

The SEALs have now been entered into theschools talent final called Class Act, hosted byRoundhill School. Everyone at Broomfieldwould like to offer their good luck wishes to theSEALs at this event.

More Football SuccessBryn, Ryan and the rest of thefootball team played in a league andwe won it! There were three otherPrimary Schools in our league andonly two teams went to the finals, which wereRichard Hill Primary School and BroomfieldPrimary School. We played 8 games, won 7 anddrew 1.When we got to the finals, we played ChurchHill Junior School and lost 2-1, but we still hada chance to come third. So we played our secondgame against Richard Hill and won 2-1. That leftus in third place. We enjoyed it all the waythrough, especially the finals, even though welost one game.By Bryn and Ryan Year 5

Broomfield Challenge Quiz tookplace on Thursday 22nd April. Eightchildren from each year group were

selected from class competitions tomake up teams of children. Each team

consisted of one child from each year group. Thewinning four teams will be taking part in asecond quiz at the beginning of June and thewinners will go on to the grand final in front ofa live audience sometime towards the end of term.

Thechildren were all left on a high after their intro-duction into this fun sport and each child alsoreceived a special gift from the Riders Team.

Year 3 World War II Visit to Beau-manor Hall

This term children in Year 3 havebeen learning about World War II.On Friday 19th March both Year 3classes visited Beaumanor Hall for a World War

II day. During the day the chil-dren went into an air raid shelterand heard the sound of an airraid siren. “I enjoyed this part ofthe day the most” said Jamie.

Hannah said the sound of the air raid made herfeel like she wanted her Mum and Dad. Whilein the shelter the children sang typical songsfrom the era like ‘Run Rabbit Run’ and ‘BlessThem All’.Jamie and Hannah also told me that they splitinto groups and went on a treasure hunt, theyalso learnt about semaphore and made codewheels.On their return to school the children have beenbusy making information booklets about WorldWar II, writing about the blitz, air raid shelters,evacuation and V.E day.

The new Parochial Church Council has anumber of maintenance tasks to address thisyear. There are many jobs we would like toundertake but we are constantly set back byhaving to pay out for new windows and otherwork due to vandalism. February and Marchhave been particularly bad months for this.On the morning of Mothering Sunday wecame into church to find 5 windows smashed

.. A child’s bike and large pieces of stonefrom the pub wall were used to carry out thisdeliberate act of vandalism. Since that daywe have had two more incidences ofindividual windows broken. The shed hasalso been badly damaged and is unrepairable.The police are aware of the children who aredoing this and if anyone sees anything at all,not just around the church, but in any part ofthe village they should contact the police.Nobody wants this sort of thing happeningon our village.

We welcome Liz Angel, who is a curate inthe Fosse Team, to St. Hilda’s for a period of3 months. She has lived on the village for acouple of years but has been working with St.Peter’s and St. Paul’s, Syston for most ofthat time. Now we are going to benefit fromher ministry with us. Our Family Service ison the fourth Sunday of every month withthe focus on children’s worship. We had afootball theme on Palm Sunday with thechildren making banners and scarves to wave.In April we had a drama on psalm 23 - TheLord’s My Shepherd, and the childrenenjoyed the puppetry. Why not come andjoin us, it is for an age range of about 4 -10year olds. You will be very welcome and Lizwill be leading our next Family Service on23 May. On 30 May there will be a TeamEucharist Service at Thrussington church.Whenever there is a fifth Sunday in themonth all the churches join together that dayfor a united celebration.

The Church Fete will take place on Saturday26 June on the grass area in front of thechurch, weather permitting. We were really pleased that the ScarecrowWalk went so well and over £300 was raisedfor Diabetes U.K. Well done to Tricia andGill who organised it all and worked so hardwith their helpers to provide refreshments inthe church hall during the afternoon. Icounted over 60 scarecrows when I walkedround the village on the Sunday afternoonand I didn’t manage to see quite all of them!Everyone who took part made a splendideffort with their scarecrows and anyone whomissed it, missed a treat! Somehow I thinkit might take place again next year! Watchthis space

St Hilda’s church is your parish church which meansthat it is your right to use the church for special timesin life such as to get married, be baptised and tocelebrate other special occasions and also to come tochurch for not so happy times such as death andfuneral of a loved one. That is not all; you arewelcome to join the congregation in worship andother social activities. We all, who worship at St.Hilda’s church, seek to engage with the communityand serve in any way possible.There are two programmes planned for this summerfor all to come and enjoy.St. Hilda’s Fete is going to be on Saturday 26 Junebetween 11am and 3pm. This is our second year andit was a big success last year with many people fromthe village coming to the church gardens and churchcentre opposite the children’s play area on LingdaleThere is going to be lots of stalls, entertainment,dances and presentations again this year.On Sunday 4 July we have arranged a parish picnicjointly with Thurmaston as we now are linked withthem. We will not have service in the church but goto Wickstead Park in Kettering and have a shortservice there in the open and enjoy the day withfamily and friend.As it is said that the church is here for you from thebeginning to the end of life and also all the way in themiddle. We are not here only to provide care for souland to look after each other on our spiritual journeybut also to engage in social action and help each otherto create and sustain a caring community in EastGoscote and beyond.Our main service is on Sunday 10 am and on fourthSunday we have family service for people of all agesincluding children with child friendly activities. Annual Parish Meeting April 14th 2010.

Chairman’s Report.

The Parish Council have included funds in the budgetthis year for Children’s Summer events and ChristmasCommunity Scheme for elderly residents, at the timeof writing this report details are still being decided, aswe may have to change the format to adhere to legalrequirements.The Pavilion was constantly being broken into byvandals ripping through the walls, destroying toiletsand fittings, the Parish Council decided to clad theexterior in a brown metal cladding and replace theguttering. at a cost of £4,154 +vat.During the very cold spell the pavilion pipes froze andresulted in flooding bringing the ceiling down andruining an electric storage radiator. The cost to repairthe damage was £5,054 which has been reclaimedfrom the insurance less the excess. However as the lofthoused 21 water tanks The Council has decided toinstall a large tank and water heater, at an extra cost tous, that will prevent a reoccurrence and boost the watersupply to the showers.The Parish Council have purchased a Line marker atthe cost of £500, a strimmer at £172, restored theCCTV system at £225 and replaced the bark chippingsunder the play equipment in the play area with safetymatting that will allow the grass to growthrough it at a cost of £175.Tree works were also carried out on our trees after aprofessional tree inspection.A New Bus Shelter has been erected at the ChestnutWay Bus Stop by kind permission of Dr. Shah, 50% ofthe cost of the new shelter has been funded byLeicestershire County Council.The Christmas celebrations, Santa touring the Villageand meeting all the children in the Village Hall, thedisplay of singing and dancing toys, the mini fair, andthe Christmas Tree display in the Church was enjoyedenormously by everyone, a busy, happy evening toremember. A big Thank You to Cllr. Yvonne Smith,Mrs Liz Pizer, Mrs. Tracey Beaver, Mr. Nick Shivers,Cllr. Bob Black,Cllr June Kyle, Cllr. Betty Allen and Cllr Cathy Duffy,and everyone at St.Hilda’s Church for all their hardwork in planning, and organising the event.The cost of vandalism to the Village this year is: £896This compares with £1,123. In 2009 £1,119. In 2008 £3,295. in 2007We are pleased there has been a reduction in the cost ofvandalism to the Village.Sadly, St. Hilda’s Church has been the target ofserious and dangerous vandalism, in fact criminaldamage. The Parochial Church Council have had toconstantly undertake repairs and this has been veryexpensive. It is the duty of us all to care for our Village,

please if you see any act of vandalism to the Churchplease call the Police, if you do not wish to give yourname ring Crime stoppers on 0800 555 111.Antisocial behaviour continues to cause distress tomany residents .Please report all incidents to the Police,a record is kept of all reported incidents, and we haveasked for the list to be added to the monthly crimereport. The Parish Council has updated our existingCCTV and we are looking at additional sites forfurther cameras.Vice Chairman Councillor Yvonne Smith, CouncillorBob Black and our Neighbourhood Watch CoordinatorMrs. Hewitt have accompanied Police Officers invehicles on evening and night shifts.Charnwood Borough Council have contracted theirCleansing and collection of waste to Serco and thisservice commenced in August, following a Meetingand discussions with Charnwood and Serco, EastGoscote is now receiving an excellent cleansing andwaste collection service.I have attended four Official engagements during theyear on behalf of the Parish Council. The East GoscoteFootball Tournament 2009. To present medals,TheRemembrance Service at St. Hilda’s Church, TheDedication of the Fleury Bell at St. Hilda’s Church,and the Christmas Concerts at Broomfield School.The Village Hall continues to be well used and ispopular for parties. The Village Hall is run by theVillage Hall Management Committee and managed byLiz and Tracey who expertly deal with all bookingsand administration. Thank You to Chairman Cllr.Yvonne Smith and Vice Chairman Cllr, June Kyle, andall Committee members.Mrs. Gill Morton resigned as a Parish Councillor inMay 2009, Gill joined the Parish Council in February2005.and was a willing team member, loyal and witha particular interest in all matters concerning theelderly. Mrs. Margaret Gillam resigned in June 2009.Margaret was on the Village Hall ManagementCommittee for some years and served as ViceChairman, Margaret joined the Parish Council in 2006and was a loyal, team member with particular interestin the Village Hall and children’s events. Thank YouGill and Margaret for your service to our Village asCouncillors. Mr. Robert Black joined the ParishCouncil in August 2009 Bob has already becomeinvaluable and is very enthusiastic, with a particularinterest in Highway Safety matters, Policing, and Antisocial behaviour. Welcome Bob.Mr. Adrian Hodgkinson joined the Parish Council inMarch 2010 welcome Adrian, we look forward toworking with you.During long, severe icy weather conditions this winterThe Long Furrow was not gritted by the HighwaysDepartment of the Leicestershire County Council,leaving the only access road to 1,000 homes in ourVillage in a very dangerous condition for a very longtime. This happened because Long Furrow is aPriority 3 road and will only be gritted when time andresources allow. East Goscote Parish Council havedemanded that Long Furrow is returned to a Priority 2

County Councillor Dave Houseman’s Report toEast Goscote Parish Council March 10th 2010Gritting and salting petition, Long Furrow, East Goscote.

I would like to thank East Goscote Parish Counciland the 378 people that signed the petition andLaura Laing the resident that presented it to me atthe council meeting on 10.2.10. This means thatmore than 17% of the East Goscote electoratesigned the petition. Officers have been requested toput this vitally important issue on the CharnwoodHighways Forum Agenda. I have now receivedconfirmation that it will definitely be an AgendaItem on 31st March and I have asked officers toinform East Goscote Parish Council, I will informTilly-Paige Laing-Geddes and her mother. I am alsomaking every effort to get a review this year of thegritting and salting routes.I do not agree that Long Furrow should only begritted when resources are available because attimes this makes it very dangerous. It's just not goodenough because Long Furrow runs all the wayaround the village and it’s the only way the majorityof residents can gain access to their homes.Three buses an hour usually use Long Furrow butwhen it becomes so treacherous, because it’s notbeing gritted, it seems bus drivers have beeninstructed by the bus company not to use it. Thismakes access even more difficult and someresidents are being made prisoners in their ownhomes.Many representations have been made to me aboutthe road not being salted and gritted when it needsto be. It has been pointed out to me that residents inall age groups suffer social exclusion and have greatdifficulty getting to their GP, the Elderly PersonsResidential Home, the library, chemists and gettingfood related provisions. It is used of course also bymany children to get to school. Villagers pay theircouncil tax and are rightly asking why they are notreceiving the service they deserve from the council.I have calculated that East Goscote residents paynearly £1million each year in council tax to theCounty Council, which is a first class council, but isdelivering a second class salting and gritting serviceto East Goscote. Residents are rightly questioning ifEast Goscote is getting a fair distribution of theresources.A few weeks ago a child, Tilly-Paige Laing-Geddes,slipped and fell under a vehicle which might havebeen avoided if the road had been salted and gritted.Clearly this situation cannot continue and LongFurrow must be given a higher priority in regard togritting and salting. The County Council haverepeatedly refused to change their priority routes toinclude Long Furrow.

Pleased be assured that everything will be done toresolve this matter. I strongly believe this injusticemust be addressed as not only is it unfair but it hasnow, unfortunately, been proved to be unsafebecause people are being put at risk, particularlyyoung children and the elderly. Of all the issues I amworking on this will have the highest priorityhowever long it takes to get a satisfactory result.

FINANCIAL REPORT - APRIL 2010

You have all received your financial report in yourpack. Looking at our expenditure last year, wagesand admin make up the majority of the expenses,now having four hard working members of staff.The large amount in Open Spaces is the cost ofmaintaining the green areas, the mowing contract,the play areas and the pavilion rent. This year weinstalled a metal cladding to the pavilion at a cost of£4154.00 and we also purchased new toolsamounting to £700 and a new bus shelter £1000.00.We also installed safety matting to the village greenplay area. Also part of that amount includes theinvoice we have had to pay for the insurance work,which we are being repaid £4804.00.

The free 2p which is an amount of £6.15 perelectorate may be spent on things which in ouropinion are in the interests of, or will directlybenefit the area of its' inhabitants, or part of it, orsome of them. This we have spent on items like subsand donations, production of our village magazine,the free "poop scoop" scheme, and the Christmaslights celebrations.The Christmas lunch for the elderly was paid for thisyear, by 12 local businesses who donated £1200 tothe Parish Council to enable them to run the scheme.

On the income side of things, it is largely made upof our precept and pitch rents along with the VATrefund.

Financial matters within the village have an effecton every household via the community charge; thisis where we notice any increase at a personal level.

For next years budget 2010/11 the parish Councilhave precepted £55,300 – an increase of 1.8%

Your letters & CommentsI am writing to say how much I enjoyed being part of the East Goscote Scarecrow Hunt. I felt it wasa real family time, and it was lovely to see families out for the afternoon, walking, cycling and justhaving fun finding the scarecrows. We, as a family, on a wet Easter Monday, also enjoyed making thescarecrows together for the hunt. Personally, I hope that it can be repeated another year, lasting maybea whole weekend (or over a Bank Holiday weekend in May perhaps). Also, if it was more widelypublicised, especially in neighbouring villages, it could become quite a special area event. We shouldbe pleased to show off our village !

village of East Goscote for 2010/11 is £60.33. This is a increase of £1.06p for the year. The average in theBorough of Charnwood is £70.64 indeed if you lived a few miles away in Syston you would be paying£94.38 for your parish services.

The parish Council budget for 2010/11 is £63,610.00 but using some of our reserves, we are able to reduceour level of requirement to £55,300.

Our projects for 2010/11 include £3,500 to renew the play area safety surfacing which is badly worn,£250.00 to provide 2 additional grit bins, £750.00 for the summer playscheme and £1000.00 for thecommunity scheme. Also £750.00 has been allocated to upgrade the electrics in our sports pavilion.
