The Alpha Phi Sigma Nominating Committee seeks your assistance in identifying qualified individuals to serve as members of the Alpha Phi Sigma National Advisory Board as National Advisors.

We invite you to nominate potential candidates for the three at-large National Advisors positions. The term for each of

the National Advisors is a two-year commitment, April 1, 2012 - March 31, 2014. During the two-year term, the National Advi-sors are required to attend all annual and business meetings; the Alpha Phi Sigma Annual Conference; serve on Committees that are created by the Board and are expected to promote the Mission, Goals and Ideals of the Honor Society.

For the Nominating Committee to consider a candidate, it is essential to have the following information for each indi-

vidual being nominated:

E-mail [email protected] Alpha Phi Sigma's Bylaws require the members of the National Advisory Board must be elected by the General Assem-

bly. This will allow every chapter advisor to have the opportunity to become a National Advisor, if they so desire. The National Advisors have a limit of two consecutive elected terms. The National Advisory Board is comprised of 15 members who are widely representative of Alpha Phi Sigma. The National Advisory Board meets regularly twice a year, during the Fall Semester and at the Annual Conference, usually scheduled in March. Members of the National Advisory Board must attend all board meetings.

The Nominating Committee is seeking the very best nominees to place into nominations, and in doing so, to have the

broadest possible representation of Alpha Phi Sigma across the nation. Nominees must be members of Alpha Phi Sigma; chapter advisor for minimum one year; not to have served as a National Advisor within the past 10 years. This will allow chapter advi-sors who have never served on the Board to have the opportunity to be elected as a National Advisor.

Regina B. Shearn Scholarship

Undergraduate and Graduate Scholarship Dr. Regina B. Shearn is the first Executive Director of Alpha Phi Sigma. The Honor Society has grown considerably and continues to grow and thrive under her leadership and tutelage. The Regina B. Shearn Scholarship was established in 2001. Recipients will each receive a scholarship of $1,000 and a certificate. This Scholarship is based on academic performance, leadership and service, personal statement and evaluation reports. Applicants must: • Follow the stipulated guidelines (Page 7) • Academic Performance – submit most recent

Transcript, signed by your Chapter Advisor. • Leadership and Service on the campus and in the

community - submit a current copy of your Resume with leadership, service, honors/awards listed (on campus and in the community).

• Personal statement of educational perspective, purpose and objectives, approximately 6 pages.

• Evaluation reports from three individuals who are in a position to attest to the student’s performance, citizenship, and character.

V.A. Leonard Scholarship

Undergraduate & Graduate Scholarship V.A. Leonard founded Alpha Phi Sigma in 1942. He re-ceived his Ph.D. in Criminology and Public Administration. The V.A. Leonard Scholarship was established in 1982 in honor and recognition of Dr. Leonard’s leadership and hard work in the field of Criminal Justice.

This Scholarship is based on academic achievement, pro-fessional recommendations, and extracurricular activities. The recipients will each receive a scholarship of $1,000 and a certificate. Applicants must: • Follow the stipulated guidelines (Page 7) • Submit a paper on “My Conception of Alpha Phi

Sigma.” Describe your conception of Alpha Phi Sigma and what direction you would like to see the Honor Society take in the future, in approximately 7 pages.

• In addition submit “Why I Deserve this Scholarship?” In approximately 3 pages, state why you feel you deserve the scholarship and how you intend to use the scholarship money.

• Submit a copy of your most recent Transcript signed by your Chapter Advisor.

• Submit 3 letters of Recommendations, preferably from faculty.

Best Paper Scholarship

Undergraduate Scholarship, First & Second Place Graduate Scholarship, First & Second Place First place will receive a scholarship of $500 each and second place will receive $250 each. All applicants must follow the stipulated guidelines. Dr. Jose A. Marques Memorial Scholarship Community Service

Undergraduate Scholarship The Dr. Jose A. Marques Scholarship is in honor and recognition of Dr. Marques’ leadership and dedication in the field of criminal justice. He was a professor at Florida International University for over thirty years and a founding member of the criminal justice program. The Law Offices of Cecilia Armenteros, Miami, Fl is sponsoring a $1000 Scholarship to an undergraduate student who has demonstrated a strong commitment to academic excellence and community service. Audit Masters Undergraduate Scholarship

Audit Masters works exclusively for the attorneys that provide Anti-Piracy services on Pay Per View Boxing, Mixed Martial Arts and World Cup Soccer. Member of the Year Award The winner will receive $500 and a certificate. This award honors the member that best represents excellence in all four Alpha Phi Sigma “IDEALS”…Service, Lead-ership, Unity, and Academic Excellence. The chapter advisor may only nominate one student from the chapter. To nominate a student the chapter advisor must submit: • A letter of recommendation from the chapter advisor

stating why the member deserves the award. • A letter signed by the by all four officers of the local

Chapter’s E-Board , with at least ¾ of the current local chapter members’ signatures, supporting this nomination.

• A copy of the student’s most recent transcript. • A list of the students’ service, leadership, and

professional activities. • Student’s Resume

Advisor of the Year Award

Submit a written recommendation, with a detailed letter stating why the chapter advisor deserves this honor. The local chapter executive board, and at least three fourths of the chapter’s active members must support the nomination by signing the recommen-dation letter. The Advisor of the Year will receive $100 award and a certificate. • Letter should include the advisor’s rapport with the members,

longevity, activities he or she has overseen or participated in, and his/her ability to motivate and lead.

• Advisor may receive award every 5 years. • Advisor is not eligible to receive the advisor of the year

award and advisor grant, in the same year.

Outstanding Chapter Goals Awards

Unity, Leadership & Service The Goal Awards will be presented to the three chapters who have best shown exemplary efforts under each specific goal. An award of $250 and a certificate will be presented to each of the three winning Chapters. One application entitles the Chapter for consideration for all three Goal Awards. • Chapters must submit a letter of intent to the ΑΦΣ

Headquarters, December 31, 2011. • Minutes and Supporting Materials such as, scrapbooks;

press clippings; local Chapter’s Newsletters; Chapter’s appreciation letters must be brought to the Annual Conference for judging.

Outstanding Yearbook Competition

The Chapter with the most outstanding yearbook will receive an award of $100 and a certificate. To enter the Yearbook competition, chapters must submit: • Letter of Intent to the ΑΦΣ Headquarters, by December 31, 2011 • Yearbooks must be brought to the Annual Conference for

display & judging. Yearbooks will be judged on originality, creativity, content, and presentation

• Yearbook may include: photographs, newspaper

clippings, local chapter newsletters, flyers, appreciation letters, and other items which illustrate the chapter’s commitment to the ideals of Alpha Phi Sigma, throughout the year.

2012 Alpha Phi Sigma Community Service “Theme” Project Award

This year’s Alpha Phi Sigma theme is…...

Bullying* Guidelines are as follows: One award of $50 and a certificate will be presented to the Chapter with the most outstanding Theme project and Report. Each year at the Annual Conference, the National Student Officers will select a “Theme” for the year. Chapters will choose at least one community project to follow that “Theme” throughout the year. *Can be applied to elementary, middle, high school; college; occupational; cyber, etc. Chapters entering this competition must: • Submit a letter of intent to the ΑΦΣ Headquarters, by

December 31, 2011. • Create a Poster/Scrapbook which depicts the activity(ies)

of the “Theme” • Submit a Report which contains: (1) a letter written by

the agency’s staff projects coordinator, stating and confirming the activities performed by the chapter and (2) a letter signed by the Chapter Advisor confirming the involvement of all the members who participated, by listing their names

• Poster/Scrapbook and Report must be brought to the An-nual Conference for display and judging

Headquarters Be a “STAR” Chapter

A “Star” Chapter must fulfill the following criteria:

1:Have at least one student attend the Annual Conference. 2: Have the Chapter Advisor or Asst. Advisor attend at least one Advisor Meeting at the Annual Conference. 3:Have at least one student apply for an Alpha Phi Sigma Scholar-ship. 4: Sponsor one “Theme of the Year” activity. 5: Hold a minimum of one Induction Ceremony. 6: File an annual Chapter Financial Report for the year preceding the Annual Conference by January 31st. 7: File an annual Chapter Report for the year preceding the An-nual Conference by January 31st. TIMEFRAME: January 1, 2011 to December 31, 2011. Awarded during the 2012 Annual Conference and announced in the Docket and on the Website. APPLICATION PROCEDURE: “Star” Chapter Application Click Here

ASSESSMENT: The ΑΦΣ Council will assess the Chapters for this Award. There may be more than one winner per year. Chap-ter (s) will receive a monetary award of $200 and have their Chap-ter’s name and College/University listed on the “Star” Chapters Honor List on the ΑΦΣ Website, which will be maintained every year.

Student Achievement Award

A Chapter Advisor will nominate and endorse a student from his/her Chapter that is felt to be of exemplary character and has achieved one of the following: 1: Student made an extraordinary contribution to the Chapter OR 2: has completed a major undergraduate or graduate research OR 3: has demonstrated leadership of a chapter/campus project OR 4: has an overall record of achievement. APPLICATION PROCEDURE: The Chapter Advisor or another faculty member must describe, in detail the student member’s achievement. If description is written by another faculty member, it must be approved and signed by the Chapter Advisor. TIMEFRAME: The “achievement” must be completed by the end of December; the Chapter Advisor must submit the nomination and endorsement of the achievement to the Council by January 31st. Decision will be made before the end of February by the Council and awarded at the Annual Meeting, usually held in March. ASSESSMENT: The ΑΦΣ Council will assess all the nominees for the Student Achievement Award. The student shall receive a mone-tary award of $500.

Chapter Grants Budget: $2000 is budgeted for Alpha Phi Sigma's Chapter Pro-gram Grant. All monies in the budget do not need to be distrib-uted each year. Grant may be applied for more than one project. Specify each project in application and the amount of money requested. Purpose: The purpose of the chapter program grant is to encour-age chapters in their scholarly or service projects. Examples of Chapter scholarly or service projects: • Install a plaque on campus with names of former and cur-

rent Alpha Phi Sigma members. • Fund a tutoring program staffed by members. • Sponsor a lecture series or honorarium for speakers. • Sponsor Honors Conference for high school students. • Sponsor an "Academic Picnic".

Guidelines: • Chapter must be in good standing with the ΑΦΣ Headquar-

ters (Annual dues must be up to date) • Actively admit new members to Headquarters (Minimum of

10 new members a year) • Submit a description of the scholarly or the service project

to be funded • Chapters' projects will be reviewed and awarded based on a

first come first serve policy • Awards may vary; but the maximum chapter award is $200 • Application must be submitted at least a semester before the

funds are to be used • After project has been completed, chapter must submit an

article on the scholarly/service program, to be printed in the Docket (photos may be included)

• Chapter may receive only one project grant every 3 years • Chapter may apply for grants any time of the year. Grants

will be awarded throughout the year. Procedures: Application must follow the format below • University/College Name • Local Chapter Name • Address • Approval Signature of Chapter Advisor • Grant Amount Requested, not to exceed $200 • Semester for which the Grant is requested • Name and Description of the Project (not to exceed 2 pages)

Advisor Grants

Budget: $2000 is budgeted for Alpha Phi Sigma Advisor’s Grants. Eight awards of $250 each will be given to recognize and encourage advisors; strengthen the chapter network; and promote the mission of Alpha Phi Sigma. These awards re-quire a matching grant from other sources. Purpose: The purpose of this award program is to recognize and encourage advisors of campus chapters, to strengthen the chapter network, and to promote the mission of Alpha Phi Sigma. Description: Grants will be awarded for attendance at the Alpha Phi Sigma Annual Conference. Advisors will be eligi-ble once every three years. Eligibility Criteria: • Be a current active member and an advisor of an Alpha

Phi Sigma chapter for least one year. (limit one advisor per chapter)

• Commit to at least a 2 year term as advisor after the An-nual Conference

• Obtain a matching grant from the unit administrator or other campus source (e.g. provost’s office; student affairs; alumni association) or an APS alumni chapter or personal funds. (This grant and its match are not guaranteed to fund all expenses of the Annual Conference).

Procedures: • File application at least the Summer/Fall semester before

the Conference. Applications which meet eligibility crite-ria will be accepted on a first come, first serve policy and will be announced immediately.

• Applications will be accepted until grant money is de-pleted.

SCHOLARSHIP GUIDELINES

All application material must be sent to Alpha Phi Sigma Headquarters and postmarked no later than

December 31, 2011 A panel of impartial ACJS & Alpha Phi Sigma faculty members will judge all entries and the awards will be presented at the Annual Conference. If the judges deem the applicants have not met the standards set forth here, or feel they do not academically meet the level of work expected, no prizes will be awarded. • Applicants must be Alpha Phi Sigma members at time of

submission. • Applications must include college/university, year initi-

ated into Alpha Phi Sigma, applicants phone and email address.

• Applicants must be enrolled in an academic program

within two semesters after receiving the scholarship. • Applicants will produce proof of enrollment or acceptance

into a program. • Letter must include the Name of the Scholarship for

which the member is applying. • Scholarship monies must be applied to further student’s

higher education • Applicants are not eligible to receive the same scholarship

two years in succession.

PAPER GUIDELINES All “papers” submitted for scholarships/awards must follow the format specified below: • Cover sheet: A cover sheet with title of paper, student’s

name, address, phone number, college/university pres-ently attending, student status (undergraduate, graduate), college/university and date initiated into Alpha Phi Sigma, chapter name, chapter advisor and chapter address.

• There should be no identification of the student

anywhere within the “paper,” only on the cover sheet • Title page (separate from cover sheet) with the title of the

paper only • One page abstract, paper and work cited page • Papers must be double spaced, 12pt Times New Roman

font, and 1” margins • The paper/application must be submitted in Microsoft-

WORD on CD ROM or USB, via mail and e-mailed to [email protected]

Alex Neville, 42, worked as a Marshal for 19 years. He graduated from Fairmont State College in 1991, and has remained involved with the school through the U.S. Marshals Service Centralized Student Career Experience Program, Fairmont State. He is an Alpha Phi Sigma member as well. Neville underwent surgery and is expected to make a full recovery.

ALUMNI In Memoriam Two U.S Marshals Service deputies who were Alpha Phi Sigma members were involved in a shooting while trying to serve an arrest warrant. Derek Hotsinpiller was killed in the line of duty and Alex Neville was wounded.

Derek William Hotsinpiller, 24, was called Home by the Lord in the line of duty on Wednesday, February 16, 2011. He was born in Bridgeport on June 2, 1986, was a graduate of Bridgeport High School, and graduated from Fairmont State University in 2009 with a degree in Criminal Justice. While at Fairmont State, he was a member of Alpha Phi Sigma, the Criminal Justice Honor Society; and Pi Gamma Mu, the Social Science Honor Society. He was also a member of the Basketball and Rugby teams at Fairmont State. He was a mem-ber of Simpson Creek Baptist Church. He started the US Marshals Academy in December 2009 and graduated April 23, 2010. He was working with the US Marshals Service as a Dep-uty US Marshal assigned to the Northern District of WV, Clarksburg Office.

We remember those in our Alpha Phi Sigma family and extend our most sincere condolences to the Hotsinpiller family, friends, and all those who knew Derek. He will be truly missed. We also wish Deputy Neville a steadfast recovery.

Across the globe, members hold Alpha Phi Sigma’s ideals and principles in high regard and accomplish outstanding feats. We are faced with the challenge of selecting the best of the best from our alumni. You may know many alumni that represent Alpha Phi Sigma in an exemplary manner in any of the two categories. Nominate your choice by describing the candidate in a supporting letter that includes “why” they deserve either of the following Awards. You may nominate more than one candidate for each of the Awards. The Alumni Achievement Award is awarded to alumni that contribute to their local, national, international commu-nities; excel in their careers; and help Alpha Phi Sigma to grow each year by serving as an exceptional role model. The Distinguished Lifetime Membership Award was created to recognize remarkable alumni (can include Honorary Members) who devoted a lifetime of commitment to Alpha Phi Sigma (a minimum of ten years). These members have retained connections with Alpha Phi Sigma in either collegiate, alumni or Grand Chapter areas and have demonstrated outstanding community and/or campus service.

The Alpha Upsilon Chapter inducted 10 members for the academic year 2010-2011 at a dinner and ceremony held at the Pump House Grille. Family and friends celebrated along with the inductees. The Honorable Ronald P Forsthoefel of the Ashland County Common Pleas Court provided the remarks for the evening.

T he SJSU Alpha Phi Sigma chapter has been very active this semester. They held a bake sale and raised over $1000.00 for the relief efforts in Japan. Last week they sponsored 5 of their males students ($500.00) in the annual "Walk A Mile in her Shoes" charity event in San Jose for battered and abused women. Three members recently were awarded academic grants of $500.00

each from Research Se-curity Administrators. Two members were re-cently selected for sum-mer security research positions at the Law-rence Berkeley National Laboratory. Many of these students are also members of the SJSU Forensic Science Club.

CHAPTER DUES According to the Alpha Phi Sigma standing rules, the chapter dues of $50.00 are due to the National Headquarters on January 1st, 2012. If chapter dues are not paid to National Headquarters by March 1st, 2012, a $10.00 late fee will be ac-cessed. Types of payments accepted are: university, chapter, or cashier’s checks, money orders, and credit cards. Chapters that pay their dues by January 15th, 2012 will have their university and chapter name placed on the “2012 Com-memorative T-shirt” which will be available for purchase at the National Conference in Times Square, NY, March 14– 16, 2012. Chapter Advisors that pay the chapter dues before January 15th, 2012 will receive a complimentary 2012 con-ference T-shirt. Mail chapter dues to Headquarters at:
