2012 was a wonderfully rewarding year of service for The Community Foundation, as this annual report reveals. It was also a time of transition. Daniel Foster, who served admirably as our President and CEO, beginning in 2008, astutely led the Foundation through mid-September of 2012 before leaving to assume a new executive position in the arts. Upon his resignation, long-term employee Celia Cudiamat steadfastly guided The Community Foundation as Interim President/CEO. Both of these leaders—along with our donors, Board, staff, community partners and professional advisors—advanced our mission to “enhance the quality of life in the communities we serve.”

For we all believe that philanthropy matters.

Concepts such as altruism, civic-mindedness, diversity, and responsibility are part of our ethos. At The Community Foundation we carry out these principles through what is commonly referred to in the field of philanthropy as the “Five G’s”: Get, Give, Grow, Gather and Guide. This is the essence of what we do at The Community Foundation.

We receive charitable contributions from people from all walks of life. We invest these donations so the funds grow. We provide grants to nonprofit businesses to help them improve the quality of life in our region. We gather others to work together in order to have a collective impact. And we guide these efforts to increase philanthropy in our community.

In 2012, we had a banner year. The Community Foundation opened 23 new charitable funds through the generosity of donors who benevolently provided $8.3 million to assist the Foundation carry out our work together. This brought the total funds we manage to 312. Our investments saw a 16.2% return at the end of the year. This allowed the Foundation to provide $7.1 million to nonprofit businesses locally,

nationally and internationally. Of that amount, the Foundation provided $1.7 million to higher education in the form of scholarships, grants to universities, and for other educational purposes. And we ended the year with $63 million in assets—the highest amount of any community foundation in the vast region we serve in Inland Southern California: The Counties of Riverside and San Bernardino.

As you read this annual report on The Community Foundation’s work in 2012 in such areas as scholarships, grants, funds, initiatives, special projects and awards, we hope you will consider joining our community leadership effort to continue making this region even stronger and more vibrant through philanthropy. And while this publication is a look back, at the conclusion of this report James J. Cuevas, our incoming 2013 Board Chair, provides a glimpse of our exciting work in the future.

Thank you.

Reggie Edmond was a diligent student and talented athlete at Arlington High School in Riverside. He spent many Saturdays visiting and participating in workshops at colleges and universities. Sadly, this promising young man never realized his dream of attending college and playing university-level football. He died in an automobile accident in April 2008 at the age of 16. The Reginald K. Edmond II Scholarship Fund was established as a tribute to Reggie’s spirit and aspirations.

Committed to helping lead young people in a path to achievement, Reginald “Keith” Edmond and Consuela Edmond, Reggie’s parents, wanted to ensure that college scholarships will be available annually for outstanding students. Each year they mobilize co-workers, friends, family, and community members to implement the Reginald K. Edmond II Memorial Walk for Education, a community-led fundraising effort dedicated not only to keeping Reggie’s memory and spirit alive but also to celebrating exemplary service, leadership qualities, and academic achievement in young people.

“One thing that I thought would be really cool was if some of the past recipients wanted to help out some of the current recipients with questions about college and what to expect. Feel free to ask me anytime,” said Aidan McCarthy to a group of five students receiving the Reginald K. Edmond II Scholarship—the same scholarship that Aidan had received four years earlier.

Aidan was a junior at Arlington High School and on the track team with Reggie Edmond when the tragic accident that took Reggie’s life occurred (see the full story on page 4). A year later, he was one of the first students to receive a scholarship from Reggie’s family.

On an early morning in April, four years later, he stood on the stage at the 5th annual Reginald K. Edmond II Memorial Walk for Education. Aidan thanked the audience, donors, and Edmond family for the scholarship that helped him.

“I wanted to personally come and say thanks. It was an honor four years ago to receive this scholarship and it’s been an honor to come back today to personally say ‘Thank you.’”

Aidan is a recent graduate from UC Berkeley. He graduated with a BA in Political Science and Political Economy in four years—which is difficult to do these days, especially while holding down two part-time jobs. This is a testament to the quality of students selected for these scholarships.

“I wanted to do well for all the people who believed in me and supported me—to show them that they made a good choice,” stated Aidan. “I will always be thankful.”

Aidan is currently working at MCGRANE LLP, a law firm in San Francisco, and plans to attend law school in two years. “Everything is going according to plan—just the way I described it four years ago in my scholarship essay,” Aidan said.

As he ended his remarks at the memorial walk, Aidan addressed the students again. “The last time I was up this early was when I stayed up all night studying. You’ll see what I mean when you get to college!”

“At last year’s walk I saw the kids we were helping,” said Shirley Jackson, owner of Security Tax Services in Riverside and a regular donor to the Reginald K. Edmond II Scholarship Fund. “I could see that the scholarship fund was working well over the years and I knew that if I donated more this year, we could help even more kids.”

Shirley is no stranger to helping kids. Her office is full of plaques with photos of sports teams she has sponsored over the last 30 years. She believes that if you support kids who are doing good things, then good things will come from them. So when the Edmond Family approached her about donating to the Scholarship Fund five years ago, she was on board.

“I knew Reggie since he was a little kid. He used to come in with Ms. Edmond and sit in her lap, every tax season. Year after year I watched him grow up,” Shirley explained. “He just started getting taller and taller and then the accident happened. It was just tragic.”

When the family decided to open a scholarship fund to honor Reggie’s memory, Shirley was one of the first to donate funds. “I gave $500 that year.”

That first year, Shirley’s granddaughter participated in awarding the scholarships at the memorial walk on behalf of Security Tax Services. Shirley does not like the spotlight on herself and is much more comfortable watching from the sidelines. “I was really impressed with the students,” remembered Shirley.

“I said to myself, ‘We’re going to have to do better next year and give more scholarships,’” Shirley explained. “That is how it got started. Every year, we’re going to do a little bit better. We’re going to do better so the kids can do better!” And indeed, that is what Shirley has done.

This year Shirley contributed $10,000 to the fund. “These kids really want to go to college,” she said. “That’s why I’m so glad that we were able to do this. It’s a good feeling...just to help the kids.”

Shirley hopes that other businesses take notice and donate to a scholarship fund of their choice.

“It doesn’t take a lot to motivate a student. Once they get that first scholarship, other people come and help and can lead them to resources to pay for the other years.”

Receiving a scholarship shows a student that it was worth it for them to do well in high school, believes Shirley. “It’s good for them to know that other people are rewarding their hard work.”

“The only way we’re going to stop the killing of animals is to prevent their birth. A lot of people cannot afford to spay and neuter their pets. We are hoping that with our new low-cost clinic, and grants to help offset the costs, we can help resolve this community problem.”

When Kathy McIntire talks about animals, she does it with enthusiasm and passion. Kathy is the Administrative Supervisor at Animal Friends of the Valleys, an animal shelter in Wildomar that provides animal services to Lake Elsinore, Wildomar, Canyon Lake, Menifee, Murrieta, and Temecula.

But when Kathy talks about the pet owners she helps at Animal Friends of the Valleys, she does it with compassion and a bit of sadness. “We have a very long list of people who need financial assistance to care for their dog or cat. The need is so great here in this community.”

Many low-income families, homeless people and senior citizens depend on their pets for love and companionship, but often the expense to care for their pets far outweighs their financial means. “That’s why we’re so thankful for the grants from The Community Foundation,” said Kathy.

Through grants from two separate funds at The Community Foundation (TCF), Animal Friends of the Valleys is able to provide financial assistance to low-income pet owners to help defray the cost of treatment for their animals.

The Albert and Anna Herdina Memorial Fund for Animals was established at TCF in 2002 to pay for veterinary services incurred by needy senior citizens. To date, 62 grants totaling $900,606 have been awarded to various animal nonprofits in the two-county region.

Additionally, the Mildred E. Smernoff Animal Care Fund, which was established at TCF in 2006 for the care and treatment of animals for needy and low-income individuals in Southwest Riverside County, has awarded two grants exceeding $20,000 to Animal Friends of the Valleys.

One of Kathy McIntire’s roles at Animal Friends of the Valleys is to administer the grant funds from TCF through their Community Assistance Programs. The hardest part of that job, she says, is determining how to use the funds.

“There are more requests for support than there is money.”

How does she decide who gets the funds from the grants? “Even though the grant guidelines allow us to allocate up to $1,200 per animal, we’ve decided to reduce the support to around $400 so we can help more people,” explains Kathy.

“Emergency needs come first, euthanasia next. Immediate needs of the animals, such as a broken leg or diabetes treatments, are also priorities. Vaccines and dental issues are also popular requests. And over 25% of the funds go to spay and neuter services.

“We have an entire binder full of people we have helped.”

Animal Friends of the Valleys does what it can to continue helping after the grant funds have been spent. “Being a nonprofit, we don’t have unlimited funds to help everyone. But we do have the resources, and the heart, to get in a truck and go get a dog that needs medical care and take it to a vet for the owner, ” said Willa Bagwell, executive director of Animal Friends of the Valleys.

“We had a lady who took a bus here to deliver her paperwork for financial assistance. After she was approved, it was difficult for her to get here with her cat on the bus. So we had an employee, part of our kennel staff, pick up the woman and her cat, take them to the appointment with the veterinarian and then take them back home.” The staff has also delivered cat food and cat litter to those who do not have transportation.

“The people are so grateful for the financial assistance for their pet care,” explains Kathy. “They are so appreciative. They send thank you cards and offer to volunteer for us.

“It’s just so rewarding to be able to help so many people. We really thank The Community Foundation for the opportunity.”

“We don’t believe people should be on a waiting list for food,” says Ginny Foat, executive director of the Mizell Senior Center in Palm Springs.

She elaborates by saying, “We fundraise for the other meals that aren’t covered by our Meals on Wheels county contracts. Sometimes our meals are the only food a senior citizen may get that day.” Ginny told us on a recent visit to the Mizell Senior Center that their program is the largest provider of Meals on Wheels in the Coachella Valley, delivering over 70,000 meals to frail and homebound seniors every year. For many of these clients, the Meals on Wheels driver is their only outside contact, and a connection to the world and services the seniors would otherwise be unable to access.

While some providers use volunteer drivers, Mizell Senior Center employs professional staff to deliver the meals. “Our staff is trained not only to deliver food but also to help us deliver on our mission to help the seniors of our community,” stated Ginny. Each employee is CPR certified and trained to ascertain the health and mood of their clients.

“Our drivers see our seniors every day so they know if they are depressed or if their speech is slurred—a sign of a stroke or other medical condition.”

If a client doesn’t answer the door, the drivers ask a neighbor, the landlord or the police to help them determine why. They have saved lives with this relentless dedication to the senior community.

There are other programs at the Mizell Senior Center intended to keep the senior community active. They have over 50,000 visits each year from individuals taking part in their activities and programs.

The Mizell Senior Center offers classes on a myriad of topics such as computer and social media skills, games, interest groups, music and the arts. They also have counseling services and financial advice available.

To keep their clients healthy, they offer exercise classes, fall prevention series, support groups and other health services. And they offer a robust lunch every day in their dining auditorium.

In fact, the Mizell Senior Center has been serving the greater Palm Springs area for nearly 40 years, and is the community focal point on healthy and active aging.

Active seniors come together at the Mizell Senior Center for service and activity which enhances dignity, supports independence, and encourages involvement in and with the community.

Naturally, all this comes at a cost. Funding for these programs comes from government contracts, grants from foundations, individual and corporate gifts, and other methods such as income from the Mizell Senior Center endowment fund at The Community Foundation.

“In 2006, a large gift was left to the Center to establish an endowment which provides income for our operational expenses,” explains Ginny. “Each year, we receive a distribution from the fund.”

Agency Endowments at The Community Foundation are established by individual nonprofit organizations—such as the Mizell Senior Center—to provide an income stream for the agency in perpetuity. Currently, TCF manages 76 agency funds for the nonprofits in our two-county region.

As part of our Environmental Initiative, The Community Foundation conducted a series of environmental listening sessions throughout Riverside and San Bernardino Counties.

Based on the findings, participants determined that environmental nonprofits lacked adequate knowledge and skills in fundraising, particularly in these four areas:

1. Effective planning for comprehensive and diversified fundraising

2. Grant proposal development

3. The role and responsibility of Board of Directors in fundraising

4. Donor cultivation

The Environmental Fundraising Academy was the response to those findings.

In Spring 2102, the first Environmental Fundraising Academy was launched in partnership with High Desert Resource Network (now named Academy for Grassroots Organizations) and with a grant from Bank of America. Over 25 local nonprofit businesses associated with environmental causes participated in the training which consisted of six topics over a three-day period.

The attendees—including nonprofit staff, board members and volunteers—learned about current giving trends, logic model planning, grant proposal research and development, board roles, and donor cultivation. All sessions were taught by fundraising experts from the region and The Community Foundation.

“Our role in the region is to help strengthen nonprofits so that people have the services and support they need to be healthy, safe and prosperous,” said Vici Nagel, President/CEO of the Academy for Grassroots Organizations. “The Environmental Fundraising Academy helped these nonprofit businesses to more effectively meet their mission and purpose.”

Arts Connection is the new arts council for the county of San Bernardino and surrounding areas. The council serves artists, art organizations, patrons of the arts, residents and visitors, businesses, government officials, and community leaders.

Beginning in 2010 and up through 2012, a group of over 70 cultural and civic leaders from throughout the County of San Bernardino—with the leadership of Supervisor Josie Gonzales in partnership with The Community Foundation—began to convene regularly to address the needs of artists and arts organizations and discuss the means to support arts and culture in San Bernardino County.

In 2012, Arts Connection’s first Executive Director, Andy Woods, was hired. Andy, an artist who was working in Joshua Tree and leading a small regional arts council in the Morongo Basin, began his work with Arts Connection as a volunteer. “I see that all of my journeys have led me to this position I’m in now,” marvels Woods.

After two years of planning, Arts Connection launched in January 2013 with a reception at the County of San Bernardino Administrative Office. Since then, Arts Connection has been busy sharing knowledge and resources, encouraging and advocating for the arts, and offering funding solutions for advancing projects, arts organizations and artists.

Three Youth Grantmakers and TCF staff had the opportunity to make a site visit to Riverside Recovery Resources (RRR) in Lake Elsinore. RRR serves youth throughout Riverside County by offering alcohol and other drug prevention and recovery services to adolescents and transition-age youth and their families.

The site visit gave the youth a first-hand opportunity to see how the nonprofit operates, the services it provides, and to talk with clients and staff. The Youth Grantmakers learned from the site visit that RRR was the first treatment recovery program in all of Riverside County to take treatment opportunities onto local high school campuses. The Beta Program is a year-round program that offers teen substance abusers a safe place to go while encouraging change and growth.

“ YGC helped me realized that so many people have harder lives than many of us, but there are even more people that can help make a difference for them.” ~ Mia Nadeau

“ Before joining YGC, I was well aware of the issues facing at-risk youth today, but I did not think I had the power to do anything about it. YGC has shown me that youth don’t have to wait until they’re older to make a change.” ~ Ikeoluwa Adeyemi-Idowy

“ I have learned how to be more open-minded and learned the importance of working with others.” ~ Jennely Diego

“ YGC has made a crucial impact on my life in that it has really allowed me to develop my ability to voice my opinions and be able to understand the process of grantmaking.” ~ Veronica Sanchez

“During the site visit, we had the opportunity to talk with a couple of teens involved in the program,” states Jessica Goehring, a YGC member. “I was very impressed by their courage and positive outlook on the changes they’re making in their lives. It enabled me to see how the funds we distribute through our grantmaking are used and that the grants make a difference.”

A Site Visit with Riverside Recovery Resources

By: Apoorva Panse, Youth Grantmaker

Youth Grantmakers Committee (YGC) is a group of high school students from Riverside and San Bernardino Counties who meet to award grants to nonprofit organizations that address youth needs. In 2012 we had 34 students, the most we have ever had, be a part of the program.

The youth grantmakers meet every month. We started off the year-long program with an orientation meeting, during which veteran members shared their experiences with incoming members and their parents. Every meeting we start off with an icebreaker, activities that the veteran student members plan. These activities teach members skills in decision-making and leadership, which helped them in the future when they made grant recommendations to The Community Foundation.

In the fall, the youth grantmakers went to their schools and surveyed hundreds of students about youth needs in the community and then collaborated to find the five issues that we would focus on when awarding the grants. The fall meetings consisted of several presentations from past grantees as well as leadership training that would help us in the process of giving grants.

In January we started the process of reviewing applications and deciding which non-profit organizations we wanted to give grants to. We started with mock-proposals to teach the new student members about the whole process, and in our February meeting we started reading all the applications. It took several meetings for us to finally decide which organizations we wanted to allocate our $20,000 to, as it was a very collaborative process. We decided by scoring each application based on how well the organization fit the youth needs and through many group discussions.

Throughout the year-long program, members also participated in community activities such as a Thanksgiving food drive and a jeans drive.

The Youth Grantmakers successfully advocated for YGC, conducted site visits, learned the importance of civic consciousness and good leadership, and were able to successfully award nine grants to organizations in the community.

YGC—Who are they? What do they do?

Since 2010, The Community Foundation (TCF) has been working in partnership with county and local government, capacity building service providers, community organizations

and funders to develop strategies, projects and programs to address the capacity building needs of the nonprofit sector in Riverside and San Bernardino Counties. In 2011, TCF presented findings from a report from The James Irvine Foundation to the San Bernardino County Board of Supervisors on funding provided by foundations to nonprofits in the county. The report found that foundation support for nonprofits in San Bernardino County was only $3 per capita, compared to $119 per capita throughout the rest of California.

The Board of Supervisors took notice and responded. In March 2012, The Community Foundation was awarded $362,000 by the Board of Supervisors to support the county of San Bernardino’s nonprofit organizations to build their fundraising skills through a Grants Development Initiative and a Nonprofit Capacity Building Project.

Grants Development Initiative

The goal of this initiative is to increase the capacity of the county’s health, education, governmental, and nonprofit sectors to be more competitive in attracting grants from private / public foundations and state / federal government. TCF, in collaboration with AM Development Group and a number of key strategic partners and community leaders, led the effort to create a comprehensive “Grants

Development Initiative Plan for San Bernardino County: Achieving Positive Impact through Grant Funding”. The plan identifies strategies that help establish a much more collaborative approach to grant-related fundraising within the county.

Key elements of the plan included (1) creating a centralized and accessible resource center for identifying grants and funding opportunities, (2) developing a grant-writing team, (3) building collaborative teams of grantwriters / fundraisers within and between key sectors, (4) building stronger corporate funding partnerships, and (5) strengthening partnerships with governmental officials and policy makers.

Nonprofit Capacity Building

San Bernardino County has over 5,000 nonprofit organizations that struggle with limited resources to provide the quality of programs and services to meet the growing needs of residents and communities in the county. Rather than offer them a “fish,” TCF, in partnership with High Desert Resource Network (HDRN), provided training and technical assistance on how to better “fish” for funds.

The partnership provided a number of workshops and coaching support to key nonprofits in each Supervisorial District in the county—with a particular focus on grant proposal development and fundraising. Specific trainings included Board / Leadership Development; a four-day grants development training program; a comprehensive fundraising academy for grassroots nonprofits; and customized one-on-one fundraising coaching. Seasoned executive directors were recruited to then act as coaches to provide support and assistance to help ensure that lessons learned were being utilized and put into practice.

Lastly, TCF developed the first-ever countywide Nonprofit Capacity Building Strategic Plan for San Bernardino County: A Roadmap to Achieve Impact, which identified short- and long-term strategies for addressing funding disparities, training, and the infrastructure challenges and needs facing the county’s nonprofit businesses.

In 2012, The Community Foundation awarded $7.1 million in grants and scholarships. The majority of the grants were from funds with specific purposes such as Field of Interest Funds or Scholarship Funds or from Designated Funds such as Donor Advised Funds or Restricted Funds.

The Community Impact Fund, in contrast, consists of unrestricted contributions and is used to make competitive grants to eligible nonprofits to meet the most critical needs of the community. The grant proposals are reviewed by the Grants Committee which submits its recommendations to the Board of Directors for approval. The Community Impact Fund is highly competitive and the Foundation always receives requests that total far more than the Foundation has available to grant.

The Foundation focuses its grantmaking in four primary program areas: Health and Human Services—promoting access to healthcare for all residents and helping individuals and families obtain basic services to promote an improved quality of life; Youth and Families—enhancing opportunities that promote academic achievement and positive youth development and developing family support services that foster learning and growth; Arts and Culture—encouraging creative expression and providing opportunities for enjoyment of cultural activities and art forms; Civic and Public Benefit—building a sense of community and promoting civic participation.

As communities grow and change over the years, the needs of our communities change as well. Having unrestricted dollars available to respond to changing needs allows The Community Foundation to fulfill its mission of enhancing the quality of life in the communities it serves, regardless of the current issues. Donors who understand this ebb and flow may find a contribution to the Community Impact Fund attractive.

Scholarships

S C H O L A R S H I P S

The founder of The Community Foundation, Charles L. Brouse, and his wife Clara, felt that the best way to give back to his community was to fund, in perpetuity, scholarships for deserving students.

Today, over 70 years later, scholarships remain a large focus of our grantmaking even as we have grown in geographic size and scope of giving. We average over $1 million a year in scholarships to every public, accredited two- and four-year college and university in the two-county region, including funding to colleges and universities in other parts of the nation. The awards not only recognize these students’ achievements, but also, more significantly, provide hope for those seeking to better themselves through education.

With a heart of sincere appreciation, I’d like to say “Thank You!” I am in my second year of nursing, graduating very soon. I am a single parent of four wonderful children. Through your financial gift, I was able to purchase books that I had been missing from the first year of nursing. I was also able to pay for my transportation expenses. Because I have been less financially stressed, I have been able to study more efficiently. I am currently an “A” student! Thanks to you and the Lena T. Pond Scholarship, I am well on my way to becoming the best caring nurse I can be!

Sincerely grateful,

Michelle J.

In 2012, The Community Foundation awarded $1.7 million dollars to higher education in the form of scholarships, grants to universities, and for other educational purposes.

In November 2012, The Community Foundation organized the first-ever Give BIG Riverside, a 24-hour online giving day.

Nearly 100 Riverside nonprofit business organizations collaborated to raise over $200,000. With the support of over 20 taskforce members, the City of Riverside, local businesses, media, public entities and other generous sponsors, Give BIG Riverside helped the local nonprofit sector receive widespread attention, media coverage and capacity-building support which no single nonprofit could have accomplished alone.

Give BIG Riverside introduced philanthropy to the community in a fresh way, gained the attention of people who had never given before, and built the skill-set of nonprofits, allowing them to integrate innovative communication—particularly social media— and fundraising tools into their core operating structures.

Benefits:

• New donors were engaged

• Development of staff and volunteers into Champions for their agency

• Increased visibility of nonprofits and the services they offer

A rigorous collection of data from surveys, debriefing sessions, conversations and key interviews allowed us to identify our “wins”, collect our lessons learned, and evaluate the overall outcome of the campaign.

The results of this “look-back” is the 2012 Project Debrief available on the Give BIG Riverside website at www.giveBIGriverside.org. The report tracks data collected before and after our giving day. It serves as an historic record and tracks important benchmarks as we begin our next campaign which is scheduled for November 12, 2013.

Throughout our two-county region, over 225 professional advisors play an important role in the success of The Community Foundation by serving on one or more of five regional Professional Advisors Councils (PAC).

Our Professional Advisors are bank and trust officers, financial planners, Certified Public Accountants, estate planning attorneys, real estate, tax and insurance professionals.

Many of our Professional Advisors also serve as “Champions”. Webster’s Dictionary defines a champion as “one who fights for another or for a cause,” which accurately describes the role of our Champions. To receive this distinction, a Professional Advisor must either establish an endowment or a fund in their own name or in the name of their family, or refer a client who then establishes an endowment or a fund at The Community Foundation.

We thank all of our Professional Advisors and especially our Champions, who are listed here.

Making sound strategic decisions on the structure of a portfolio has a profound influence on investment results. This is why the Foundation has a diversified portfolio with a long-term time horizon. The portfolio is invested in accordance with a core principle of successful investing which acknowledges that a diversified portfolio across different asset classes should provide a sustainable rate of income while minimizing the volatility that affects all investments to varying degrees. The portfolio is periodically rebalanced to target allocations to maintain portfolio equilibrium, increase value and support donors’ spending over the long term.

Process and Governance

The Foundation’s portfolio is reviewed by the Investment Committee and the Foundation’s independent investment consultants, Wurts & Associates, on an on-going basis. The Investment Committee and investment consultants review:

• Strategic Investment Opportunities

• Portfolio Allocations

• Fund Manager Analysis

• Investment Performance

• Manager Searches (as needed)

• Market Environment

• Capital Market Assumptions

The Investment Committee and our investment consultants recognize that we must avoid focusing on the short term, which always plays out randomly and unpredictably and instead look forward over the long term where we can achieve a reasonable degree of certainty. We will continue to focus on a sound investment policy for the benefit of our donors and will continue to employ best practices as we oversee the Foundation’s investments.

The Community Foundation connects our donors with the issues and organizations making a difference in the two-county region. Our professional staff works one-on-one with donors so they are able to explore the joy and passion in giving and experience first-hand that philanthropy matters.

Donors can choose from a variety of fund types to match their philanthropic goals, and contribute both current direct gifts and deferred planned gifts to their funds.

Types of Funds

• Agency Endowments are established by nonprofit organizations to provide an income stream in perpetuity for the agency.

• The Community Impact Fund allows the Board of Directors the flexibility to respond to the most critical community needs through a competitive granting process.

• Donor Advised Funds allow donors to be actively involved in achieving their philanthropic goals. Donors recommend grants to specific organizations through their own research or with the assistance of our professional staff. These funds are a simple alternative to private foundations, and allow family members to remain involved.

• Field of Interest Funds allow donors to target their giving by specifying a broad charitable need. For example, The Community Foundation administers Field of Interest Funds that are dedicated to the “treatment and care of indigent children in Riverside County,” and for “the care of domestic animals.” These types of funds allow donors to direct their gifts to a charitable area of interest without the hands-on involvement needed when establishing Donor Advised funds. Grants from Field of Interest Funds are awarded through a competitive process.

• Restricted Funds are for donors who wish to designate, in perpetuity, contributions to one or more specific organizations. The recipients of these restricted funds remain the same each year, forever.

• Scholarship Funds allow donors to create the parameters of the scholarship while The Community Foundation handles the administrative process. A donor may specify that the funds be awarded to students from the region for higher education or may be more specific with field of study or school attending.

Types of Gifts

We are able to accept a wide array of asset types as contributions to a fund, and because The Community Foundation is a 501(c)3 public charity, donors will receive the most valuable tax benefits available under the law for their charitable contributions—for both income and estate purposes. In addition to cash, we also accept gifts of:

• Bequests

• Charitable Gift Annuities

• Charitable Lead Trusts

• Charitable Remainder Trusts

• Intangible / Intellectual property

• Life Insurance

• Life Insurance Beneficiary Designations

• Oil, Gas, and Mineral Interests

• Real Estate

• Remainder Interests in Property

• Retirement Plan Beneficiary Designations

• Securities

• Tangible Personal Property

Including The Community Foundation in their estate plan helps philanthropists leave a legacy for future generations. Donors may add to their existing fund or create a new fund at The Community Foundation with a gift from their estate. Available planned giving options include:

• Wills or Living Trusts: A gift to a charity at death. A bequest is the simplest type of planned gift.

• Life Insurance: When a policy is no longer needed for personal wealth replacement, donors can use it to give a significant gift to charity and establish a legacy with tax benefits that donors can enjoy during their lifetime.

• Charitable Remainder Trust: A donor gives cash or property and the trust makes payments for one or more people during their lifetime(s) or terms of years and then distributes the remainder to charity.

• Gift Annuities: An agreement whereby a donor makes a gift of cash or property and a charity agrees to make guaranteed fixed payments for one or two people during their lifetime(s).

• Retirement Accounts: Without proper planning, income and estate taxes can easily consume over half of your retirement account balance at death. It is often the best type of gift for tax mitigation purposes.

If you would like to make an impact in our community today and for generations to come, consider a gift to The Community Foundation. We will help you and your advisor design a philanthropic strategy that fulfills your charitable desires while effectively addressing your financial, tax and estate planning needs.

The Brouse Legacy Society recognizes individuals and couples who have made provisions in their estate plans to provide a gift to The Community Foundation for the benefit of the donors’ community.

These gifts take the form of bequests by naming The Community Foundation in a will or trust, or in a charitable remainder trust, gifts of life insurance, or any other type of charitable planned gift.

The Brouse Legacy Society was named after Charles L. Brouse and his wife Clara, who together in 1941 established a scholarship fund benefitting students in Riverside. This “seed” of philanthropy eventually grew into The Community Foundation and has now grown into our organization that serves both Riverside and San Bernardino Counties.

Who Should Join the Brouse Legacy Society?

For people who want to create a legacy beyond their lifetime, the Brouse Legacy Society ensures donors that their charitable dollars are used in the way they intended. If you have made arrangements to make a gift to TCF, then you are already eligible to be a member of the Brouse Legacy Society.

What are the benefits of joining the Brouse Legacy Society?

Being a member of the Brouse Legacy Society gives you the opportunity to belong to a select group of like-minded people who are committed to support the needs of our communities.

Other benefits include:

• Recognition annually at a special event honoring you for your gift during your lifetime

• The guidance of our professional staff to help you with your estate and gift planning

• A personalized giving plan, as detailed or general as you would like, to ensure that your philanthropy will be meaningful to you

How does the Brouse Legacy Society work?

• Establish - Donors can include a gift to The Community Foundation in their will or trust, establishing a bequest

• Notify - Donors notify The Community Foundation of their plans and automatically become members of the Brouse Legacy Society

• Join - Donors join the network of other members and receive special recognition

If you would like more information about the various planned giving options available to you and your family, please call us at 951.241.7777.

2012 was a year of many accomplishments and new levels of achievement. We had a successful fundraising year—$8.3 million—and granted more funds to nonprofit organizations and college students than ever before.

As we look to the future, The Community Foundation will continue to operate under our core values and mission of enhancing the quality of life in the communities we serve. We will have a renewed focus on building our endowment to ensure the Foundation can continue to do good work now and forever. And at the center of everything we do, we will cherish our donors – for without them, we could not create a positive impact in our communities.

We believe that impact will inspire others to join us in our efforts. Whether it is stewardship of donor funds, effective grantmaking, inspiring philanthropy, gathering stakeholders to address community issues, or training the next generation of philanthropists, this important work motivates all of us at The Community Foundation to serve the community today and in the future.
