CLARENDON RESIDENTS TAKE NOTICE that the Town Board will hold two public hearings on October 16, 2018 at the Town Hall, 16385 Church Street, Clarendon, NY. The first Hearing will com-mence at 6:30 PM; purpose to consider the proposed five-year agree-ment with the Clarendon Fire Company, first year cost at $192,680.00 with a 1.9% cost of living increase each year following. The second Hearing will commence at 6:45 PM; purpose to consider the pro-posed Preliminary Town Budget for the Year 2019. Salaries for Elected Officials are as follows: Supervisor $10,200; Councilmen $14,928 (4); Town Clerk $39,832; Highway Superintendent $62,684. The entire proposed contract for fire protection and emergency ser-vices and the Preliminary Budget are available at the Clerk’s Office upon request or may be found on the Town Web Site at townofclaren-don.org on the Supervisor or Town Board page. Anyone wishing to speak in favor of or in opposition to either of these items may do so at these Hearings. Also Be Advised that the regular monthly meeting will commence immediately following these public hearings. If you look in the
book written by Da-
vid Sturges
Copeland you will
find them mentioned
as early as the
1830’s. Harry and
Effie Bowen lived in
the little house on
Mill Road that over-
looks the Clarendon
Falls. Effie kept
scrap books and they
were donated to the
historian by Linda
and Bob Barrett in
2008.
Effie was born in
Manning in 1912 to Fred and Freada Jannain. On July 4, 1930,
Effie Jannain married Harry D. Bowen. Effie was a member of
the Women’s Christian Temperance Union in 1954.
Effie was the treasurer of the Orleans County Firemen’s Associ-
ation 1959-1983.
Mary Ann Spychalski has been a collector of buttons for over 40
years. She belongs to the New York state button society. Her exten-
sive knowledge of all types of buttons and how they were manufactured
is very well organized within her collection. She has won many prizes
for her entries into various competitions. Her husband Ken helps her
with her collection as he makes the boxes she displays them in.

GREETINGS EVERYONE! Well, sorry it’s that time again, so here we go with another attempt of tickling’ your palate, whatever that is. Patient: I keep having a dream that I’m a tailpipe. It’s been so hot that farmers are feeding their chickens crushed ice to keep them from laying hard boiled eggs. Does anyone know which page of the Bible explains how to turn water into wine? (Just asking for a friend.) How many of us old-timers can hear the William Tell Overture and not think of the Lone Ranger. After a long-winded politician spoke, someone said, It’s never so bleak ,but it could have been bleaker. There might have been a second speaker. Charm and wit and levity may help you at the start, but at the end, it’s beauty that wins the public’s heart. Right now chocolate is good for you and Romaine lettuce can kill you. I’ve been training my whole life for this. Someone tore off my warning sign when I was born. The know-it-all has done everything there is to be done except shut up about it. The know-it-all has been everywhere. His major failing is that he keeps coming back. The know-it-all generally knows what he’s talking about, but if he doesn’t, it won’t stop him. A cou-ple walking home from a party when husband asked, “What are you mad at me about?” She said, “You disgraced me to-night.” “What, how, when?” “When you were asked by the hostess to please pass your plate, you took out your teeth and
said upper or lower!”

CLARENDON TOWN BOARD - Meeting Highlights August 2018
Brenda Swanger, President of the Holley School Board, introduced the new school superintendent, Brian Bartalo, to the board and those present. “Bart” as he likes to be called, explained his entry plan into the district is to meet local government officials; that he is looking forward to a great partnership with the towns and the village. Mr. Bartalo stressed the open door policy for his office and invited board members to express concerns anytime. Mr. Bartalo spends time at school and community events and feels it’s important for the students that he does. Bart worked thirty years in education in the Hilton School District. The Bartalo family works a Rotary sponsored one week summer camp each year; 2018 is the 38th summer. When asked what his hardest challenge will be in Holley, Mr. Bartalo said that people have high expectations; that culture climate and instruction are his strong points and feels student academics will be the challenge. Jeff Smith, of Municipal Solutions, spoke to the board about combining water district 9 and water district 9 extension; that it makes sense for their debt service to remain their own, but to merge the operation and maintenance. Water district 9 extension is very small. Mr. Smith went over the procedure which would include preparing reports, holding a public hearing and then formally consolidating by town board resolution. NYS Department of State accepts non-competitive grant applications each month, and gives consideration for consolidation of water districts. Towns of Barre, Yates and Batavia are looking into a ‘town-wide’ district through consolidation. Municipal Solutions will prepare a proposal for services and submit it to the board. Highway/Water Department Report Superintendent Swanger reported work done on Merrill Road shoulders and helping other towns with road work. The third roadside mowing is complete. Wood Road, Acton Road and Brown Schoolhouse roads have been graded. The water tower went ‘off-line’ August 28 and sand blast-ing has begun. A scaffolding system is up inside the tank. The main valve was leaking slightly; it was fixed. The cemetery seasonal worker for the town was hurt and another person hired to continue the work for the season. Highway employee Lenny Clark is retiring after 24 years of service to the town. Dan Scroger has been hired to fill that position. Planning Board Report Chairman Dave Griggs submitted the following written report: 07-24-2018 (Regular meeting) SD 18-10, Pre-conference for one (1) lot subdivision/merger & Building Lot approval tax id# 109.-1-28.12 and 109.-28.111, Renee & Michael Brongo. No issues noted, A written request to waive the pre-conference has been made by the applicant. A motion was made, seconded and approved to amend application from a pre-conference to a formal application for SD 18-10. A motion was made, seconded and approved to classify this subdivi-sion as a minor subdivision for SEQRA purposes. A motion was made, seconded and approved to grant the one (1) lot subdivision. Historian/CHS Report Historian Melissa Ierlan thanked resident Bob Barrett
for the carving of the old mill and for the other items he’s made and given to
the Town. John and Sheron Pedley sold their house and had found a 1918
calendar in their wall. They donated that and a crib and woodworking tools to
the Historical Society. Peter Spence will be the speaker at this month’s CHS
Program amd Mary Ann Spychalski will be the last speaker for this year.
Melissa reported that the Clarendon Research Club meets every other Friday
at the Town Hall. Members have books, internet and town historian genealo-
gy website available to them.
Supervisor Report Supervisor Dick Moy reported that the proposed budget
for general and highway funds are under the tax cap. Water funds are over
by $10,000 and Supervisor suggested the unfunded balance be used to bring
it all under the tax cap.
Correspondence NYMIR (Insurance) has sent financial accounting of 2017.
Supervisor reported it to be in good financial shape. Monies received this
month included Stella storm aid at $2,229.60 and $1,066.67 for Traffic Diver-
sion Program 2nd quarter revenue. Notice of preliminary rule from IRS pro-
hibits tax deductions for contributions to Charitable Reserve Funds. Notice of
Tier 3 Emergency Management Training was received. County Legislator Bill
Eick reported the building project for county offices is on schedule; roof was
completed this week. It will be a two story addition. Each Wednesday morn-
ing, Legislators meet with the contractors for the upcoming week’s schedule.
OLD BUSINESS The Town Board unanimously adopted the proposed zon-
ing, accepted the Tentative Budget for 2019 using the unexpended balance
in water to bring it under the tax cap and scheduled public hearings for the
Fire Company contract and the budget. (see notice on pg 1)
NEW BUSINESS The Town Board amended the rules and regulations for
Hillside Cemetery, allowing Saturday burials before 12 o’clock noon only and
none on Sunday. Supervisor reported receiving complaints about M&T Bank
in paying school taxes, having to wait in long lines and terrible, non-attentive
service. The Town Board authorized partial payments will be accepted on
town/county property taxes. Employee Handbook / benefits were discussed
and reviewed. Changes were approved designating record and maintenance
of payroll and benefit hours regarding used vacation, sick and personal days;
new hires will have five sick days per year and a note from the doctor will be
required for employees out sick for three days or more. Changes in medical
coverage were tabled until further discussion. Clarendon resident Bruce
Hovey was appointed to a five year term on the Zoning Board of Appeals.

“The LIONS Roar”
The Clarendon Lions Club always welcomes new members. The Lions motto ‘We Serve” certainly describes our club as we have been serving the Clarendon Community
Since 1998. We meet the 2nd and 4th Wednesday of every month (September through May) at the Disciples United Meth-odist Church on NYS Route 237 between Clarendon and Hol-ley. We have a pot luck supper at 6:30 PM followed by a regu-lar business meeting at 7:00 pm. Our fundraising events start in May and run through the end of August. The funds raised at these events will be given back to the community through do-nations to local charities and emergency situations. If you are interested in joining our team or would like more information about our club and the Lions International Organization in gen-eral, please contact our membership chairperson Lion Tom Persia at (585) 489-9074. The Lions Club ‘Little Free Pantry’ at the Clarendon Town Hall has been most successful in reaching out to the community. Starting at the end of October, packaged hats, mittens and scarves as well as food items will be available to those that need them.
