City GovernmentSanta Monica is a Charter City with a Council-Manager form of government. City Manager Rick Cole was appointed by the Council in 2015. The Chief Resilience Officer is a division head of the Office of Emergency Management (OEM) within the City Manager’s office which supports the entire City organization, including the departments of Big Blue Bus, Community & Cultural Services, Records and Election Services, Finance, Fire, Housing & Economic Development, Human Resources, Information Systems, Planning & Community Development, Police, Public Library, Public Works and Rent Control Board. The City also operates water services, a cemetery, the Santa Monica Pier and the Santa Monica Municipal Airport.

The City Council’s Strategic Goals are: establishing a new model of mobility; preserving community diversity and affordability; securing local control of airport land use; exercising regional leadership to reduce homelessness; and promoting life-long learning.

The organization has a total budget of $564.4 million for FY2015-16 ($347.6 million General Fund) and employs approximately 2,000 full-time staff.

Under the direction of the City Manager’s office, the OEM exists to protect the community of Santa Monica from the loss of life and property in the event of a natural or man-made disaster. The objective is to prepare residents, businesses, visitors, city employees, local organizations and others to respond to and recover from incidents and emergencies. In addition, the CRO will enhance multi-departmental coordination and integrate resilience initiatives throughout city operation.

The OEM maintains strong relationships with all city departments and the community and provides hands on emergency operations training to City Employees making Santa Monica a leader in disaster preparedness throughout Southern California.

The OpportunityThe City of Santa Monica seeks a Chief Resilience Officer (CRO) to develop and implement a comprehensive community resilience strategy to protect Santa Monica from potential disasters (earthquake, tsunami, pandemics, terrorism, etc.); overcome chronic stressors such as climate change; and manage emergency response and large-scale events.

Santa Monica’s CRO will head the Office of Emergency Management (OEM) and directly coordinate and manage emergency operations and resiliency efforts before, during and after emergencies and disasters.

The CRO will be a key member of the City’s leadership team, which is committed to serving the Santa Monica community and transforming local government. The position is key in leading and coordinating organization wide efforts across all departments to successfully integrate emergency preparedness planning with key resilience initiatives.

Santa Monica is a progressive community, dedicated to inclusion, equity and sustainability. The CRO will put special emphasis on protecting members of the community who are particularly vulnerable. As part of the City’s efforts in being resilient, the CRO will plan and prepare for tomorrow through innovative and sustainable solutions in collaboration with key stakeholders to address environmental and infrastructure issues, securing funding for resilience initiatives and overall resource management.

The CRO is a member of the Executive Team and serves at the will of the City Manager.

The Ideal CandidateThe successful candidate will thrive in an innovative, fast-paced, progressive organization while ensuring emergency management and resilience strategies work together to benefit all of the community.

The ideal candidate will have the proven ability to successfully manage the operations of the Office of Emergency Management and serve as the Emergency Operations Center Manager during large scale events, emergencies or disasters in Santa Monica and the community at large.

A candidate who demonstrates adaptability and innovation with a knowledge of developing and implementing key resilient strategies that will help the city to withstand, respond to and adapt more readily to disasters is highly desirable.

Experience and EducationGraduation from an accredited college or university with a Bachelor’s degree in Public or Business Administration, Emergency Management or a closely related field. A Master’s degree is desirable.

Six years of recent, paid experience in program development and implementation, policy analysis and program management related to disaster recovery, emergency planning or resilience initiatives. At least two years of experience must have included supervisory and management responsibilities.

Compensation and Benefits

The annual salary range for this position $125,496-$154,932. Santa Monica offers a competitive benefits package, which includes, but is not limited to:

• CalPERS Retirement: Classic CalPERS members: 2% @ 55, member contribution of 7%. Effective January 1, 2013, the Public Employees’ Pension Reform Act (PEPRA) will apply to new members of CalPERS: 2% at age 62, member contribution of 11.25%.

• City Paid Health Insurance: Effective January 2017, the City pays 93.5% of the medical insurance premium for employees and eligible dependents with the employee contributing 6.5%. The City pays 100% of dental and vision premiums and the Employee Assistance Program for employee and eligible dependents.

• Vacation: Minimum of 12 days per year; maximum of 21 days per year. Option to cash out specified amounts of vacation leave.

• Management Leave: 5 days per year, option to cash out one of those days.

• Sick Leave: 12 days per year; sick leave buyout program may be used to cash out leave at the end of each fiscal year.

• Holidays: 12 days per year.

• Supplemental Retirement Plans: 457 and 401(a) deferred compensation plans available; no City contribution. The 401(a) plan is funded through a mandatory employee contribution of 3.8% of salary per month.

• Term Life Insurance: Twice annual base salary rounded to the nearest $1,000, up to a maximum benefit of $500,000 and LTD.

• 9/80 Work Schedule: Every other Friday off.

• Vehicle: The City will provide a vehicle to the CRO.
