It is assumed that Luis Jufré Loaiza and Meneses, deputy mayor of Cuyo, founded it on 25 August 1594. After being abandoned, it was refounded two years later and moved because the site first chosen which called it El Bajo, suffered from frequent flooding due to its proximity to the river.
Its name in the first foundation was to San Luis de Loyola Nueva Medina de Rio Seco. "San Luis" because of St. Louis King of France patron of the founder, "Loyola" in honor of Captain-General of Chile, Don Martín García Oñez of Loyola, who had ordered Jufré found the city, "New Medina de Rio Seco" by the birthplace of the parents of Luis, Juan and Dona Candida Jufré Montesa, Medina de Rio Seco, a town located in the province of Valladolid, Spain.
THE CITY OF SAN LUIS OFTEN WAS MENTIONED UNDER THE NAME LA PUNTA OR THE CITY OF LA
PUNTA, AND MORE THAN ONCE USUALLY TYPICALLY INVOLVES FUSING WITH OFFICIAL AND THE WRITER SPEAKS OF THE CITY OF PUNTA DE SAN LUIS, THE
LATTER BEING THE MOST ACCEPTABLE AND A VERY RELIABLE SOURCE. ALSO, WITH RESPECT TO ONE
OF THE NAMES BY WHICH HE WAS KNOWN, MENTIONS THE "SAN LUIS DE LA PUNTA DEER NEW
MEDINA DEL RIO SECO," MEANING THAT THE TERRITORY HAD LOTS OF DEER OF THE PAMPAS
WHY IS THAT ALSO THE PROVINCIAL COAT REFLECTED ON A MOUNTAINOUS BACKDROP, TWO FACING DEER AND IS CROWNED WITH LAURELS.
