THE CITY OF PLYMOUTH (TRAFFIC REGULATION ORDERS) (AMENDMENT No. 2017.2137095 – Zone G, GG, R & S) ORDER

Notice is hereby given that PLYMOUTH CITY COUNCIL proposes to make the above named Order under the Road Traffic Regulation Act 1984 (as amended) and the relevant sections of the Road Traffic Act 1991 and of all other enabling powers, and after consultation with the Chief Officer of Police in accordance with Paragraph 20 of Schedule 9 to the Act: The effect of the Order shall be to: Remove the limited waiting restrictions on Wake Street (alongside no. 5 Russell Place) and

Holdsworth Street (alongside no. 8 Russell Place) and introduce Permit Parking at Any Time for Zone G.

Introduce Permit Parking at Any Time for Zone G on the west side of Wake Street, and three sections on the south east side of Central Park Avenue and reduce the No Waiting At Any Time restriction to maximise the available parking.

Remove No Waiting at Any Time restriction on the south east side of Central Park Avenue and introduce Permit Parking Monday Saturday 12 noon – 3pm for Zone R.

Introduce No Waiting 8am-6pm in the following roads: Central Park Avenue Lane, Holdsworth Lane Ope South, Holdsworth Street Lane East, Lower Knollys Terrace Lane & Wake Street Lane East

Merge Zones S, R and GG to create a new ‘super’ Zone named Zone R with Permit Parking Monday – Saturday 12 noon – 3pm.

All Limited Waiting within the new Zone R to be changed to Monday to Saturday 2 hours No Return For 2 Hours 8am – 6pm

Introduce three sections of Permit Parking Monday – Saturday 12 noon – 3pm for Zone R on the north side of Ford Park Road which is currently unrestricted.

STATEMENT OF REASONS


The Plymouth City Council as traffic authority proposes to make the Order referred to above: -

a) The purpose of this Order is to facilitate the passage of traffic and/or pedestrians along the road: Plymouth City Council has identified a number of solutions to support residents and businesses with through the provision of additional residents parking. As well as merging zones S, R and GG which will provide additional parking capacity across schemes, harmonise restrictions and simplify the areas providing residents and business with suitable and adequate parking facilities. Changing the operational hours to Monday – Saturday 12 noon – 3pm will provide a more robust time controls that would provide residents and businesses with added parking priority, safeguarding them from commuters and non-residents. It will also improve the enforcement of these parking places and therefore improve the parking availability to permitted users. Introduction of no waiting 8am-6pm in the service lanes will to facilitate free passage for refuse vehicles and the emergency services vehicles.
