Each estimate most contain the name and place of residence of the person making the same, the names of all persons interested with him therein, and if no other person be so interested it shall distinctly state that fact. That it is made without any connection with any other person making an estimate for the same work, ant is in all respects fair and without collusion or fraud. That no member of the Common Council, head of . department, chief of a bureau, deputy thereof, or clerl therein, or other officer of the Corporation. is directly or indirectly interested in the estimate, or in the wart to which it relates or in the profits thereof.

M. of November z6, 1895. The person or persons making any bid or .stimate shall furnish the same in a sealed envelope, ndorsed ” Bid or Estimate for Furnishing Coal for Riverside Hospital," and with his or their name or tames, and the date of its presentation, to the head of paid Department, at the said office, on or before the day end hour above named, at which time and place the yids or estimates received will be publicly opened by he President of said Board and read. The Board of Health reserves the right to reject all

]ids or estimates, as provided in section 64, chapter 410, Laws of 1882, it deemed to be for the public interest. The award of the contract will be made as soon as practicable after the opening of the bids.

The Coal to be of good quality, and the quantity that will be required will be about Five Hundred (Soo) Tons Sf White Ash Coal, egg size, to be well screened and in good order, each ton to be z,zgo pounds, in accordance with the specification attached to and which form a part of the contract aforesaid.

Delivery to be made at the Riverside Hospital, North Brother Island, at the time required by the Board o

Health ; any changes in the time or place of delivery, however, may be made, in writing, by the Board of Health.

The above quantity is estimated and approximated only and bidders are notified that the Board of Health reserves the right to increase ordiminish said quantities by an amount not exceeding fifteen per cent. of the estimated quantities, and the contractor will be paid therefor only at the rate or price named in the contract, and that in case the above-named quantity shall not be required by the Department, no allowance will be made for any real or supposed damage or loss of profit.

The person or persons to whom the contract may be awarded will be required to give security for the per-formance of the contract by his or their bond, with two sufficient sureties, each in the penal sum of ONE THOUSAND Two HUNDRED (I,xoo) DOLLARS.

SEALED ESTIMATES FOR SUPPLYING THE City Government with Blank, Printed or Litho-

graphed Books, Dockets, Libers, etc., will be received at this office until to m., on Wednesday. November a7, x805, at or about which time said estimates will be pub-licly opened and read at a meeting of the Board of City Record, to be held in the Mayor's office.

Each person making an estimate shall inclose it in a sealed envelope, sealed with sealing-wax, marked " Esti-mate for Furnishing Blank Books, etc.," and with his name and the date of its presentation.

Each estimate shall state the name and place of resi-dence of the person making it ; it there is more than one such person, their names and residences must be Kiven ; and if only one person is interested in the estimate It must distinctly state that fact ; also, that it is made without any connection with any other person making an estimate for the same purpose, and is in all respects fair and without collusion or fraud ; and that no member of the Common Council, head of a department, chief of a bureau, deputy thereof or clerk therein, or other officer of the Corporation, is directly or indirectly interested therein, or in the supplies or work to which it relates, or in any portion of the profits thereof. The estimate must be verified by the oath, in writing, of the party or parties making it that the several matters stated therein are in all respects true. Where more than one person is interested it is requisite that the verification be made and subscribed by all the parties interested.

Each bid or estimate shall be accompanied by the con-sent, in writing. of two householders or freeholders in the City of New York, with their respective places of business or residence, to the effect that if the contract be awarded to the person making the estimate, they will, upon its being so awarded, become bound as his sureties for its faithful performance ; and that if he shall omit or refuse to execute the same, they will pay to the Corporation any difference between the sum to which he would be entitled upon its completion, and that which the Corporation may be obliged to pay to the person to whom the contract may be awarded at any subsequent letting, the amount in each case to be cal-culated upon the estimated amount of the work by which the bids are tested. The consent above mentioned shall be accompanied by the oath or affirmation, in writing, of each of the persons signing the same, that he is a householder or freeholder in the City of New York, and is worth the amount of the preliminary security re-quired, and in the proposals stated, over and above all his debts of every nature and over and above his liabil-ities as bail, surety and otherwise, and that he has offered himself as a surety in good faith and with the intention to execute the bond required by law. The adequacy and sufficiency of the security offered will be subject to approval by the Comptroller of the City of New York after the award is made and prior to the signing of the contract.

The amount of security required upon the execution of the contract will be in each case fifty per cent. of the estimated cost of the articles awarued to each con-tractor ; the amount of preliminary security to be given until each award, and in which the sureties shall justify, shall be Ore 'Thousand Dollars.

Should the person to whom the contract may be awarded, neglect or refuse to accept the contract within five days after written notice that the same has been awarded to his bid or proposal, and that the adequacy and sufficiency of the security offered has been approved by the Comptroller, or if he accept but does not execute the contract and give the proper security, he shall be considered as having abandoned it and as in default to the Corporation, and the contract will be readvertised and relet, as provided by law.

No estimate will be accepted from, or a contract awarded to, any person who is in arrears to the Corpora-tion upon debt or contract, or who is a defaulter as surety or otherwise, upon any obligation to the Corpora-tion, and no estimate will be accepted from, ora contract awarded to, any person not having at the time of mak-ing his estimate full, suitable and sufficient facilities for performing the work specified in his estimate.

No estimate will be received or considered unless accompanied by either a certified check upon one of the National or State banks of the City of New York, drawn to the order of the Comptroller, or money, to the amount of fifty per centum of the amount of the pre-liminary security required for the faithful performance of the contract. Suchcheck or money must not be in-closed in the sealed envelope containing the estimate, but must be handed to the Supervisor of the City Record, who has charge of the estimate-box ; and no estimate can be deposited in said box until such check or money has been examined by said Supervisor and found to be correct. All such deposits, except that of the successful bidder, will be returned to the persons making the same, within thrAc days after the contract is awarded. If tjse successful bidder shall refuse or neglect, within five days after notice that the contract has been awarded to him, to execute the same, the amount of the deposit made by him shall be forfeited to and retained by the City of New York as liquidated damages for such neglect or refusal ; but if he shall execute the contract within the time aforesaid, the amount of his deposit will be returned to him.

Permission will not be given for the withdrawal of any bid or estimate, and the right is expressly reserved by the undersigned city officers to reject any or all bids which may be deemed prejudicial to the public interests.

A contract will be made with the lowest bidder far the books required by any Court or Department, or Jar any item in the sfrrcifications involving an expenditure 0/more than/foe hundred dollars, or for any item or items for warek the Board of City Record may decide to let a separate cone act or contracts. Bidders must tkerejore give not only their bids by items but also the aggregate bid for the work for any department or departments on which bids are offered.

The making and delivery of all the books must be completed within ninety days front the execution of the contract unless delayed by the Courts, Dep artmexts, or Bureaus. They must be made and delivered in the order to be prescribed by the Supervisor of the City Record, to the end that the immediate needs of the De-partments shall be sujiplied. Such of them as are in-dicated wttk asterisks in the specications must be delivered on or before 7anuary z. x896.

For particulars of the quantities of books required resort must be had to the specifications on file in the Department of Public Works, or to be procured from the Supervisor of the City Record.

Eight styles of binding have been adopted as follows : All the books in the Departments for which bids are a,ked, and unless specially excepted, are to be bound in the style indicated by the letter accompanying the description of such book or books. If no letter or description is given, the bidder must visit the Depart-ments and examine the books that are to be duplicated, and he can also examine the specifications on file in the Department of Public Works, No. 3x Chambers street, or in the office of the Supervisor of the City Record, No. a City Hall.

Style A (Libers).—The Libers are to he sewed in sec-tions of four sheets, lined Inside with linen. Where necessary all parchment used is to be covered with linen. 1 he binding is to be of the best American Russia, sample required. The Libers are to have round-cornered brass shoes, as per samples in the Register's and Surro-gates' offices. Crane's Parchment Deed Paper No. 44 shall be used for the Libers.

Style B.—Full bound, American Russia, extra hubs ends and bands.

Style C.—Full bound sheep, American Russia ends and bands.

Style D.—Full bound sheep and American Russia corners.

Style E.—Three-quarter bound, cloth sides, American Russia or roan back and corners.

Style F.—One-halt bound (cloth or paper sides, as required). American Russia or roan back and corners, gold hand finish.

Style G.—Full duck, tight back. Style H.—Unclassified and ready-ntade or stock

book s. When L. L. Brown's or Weston's Ledger Paper has

been used in the making of any book or books, the dupli-cates called for shall be made of paper of corresponding grades, unless otherwise directed by the Supervisor of the City Record. When other paper has been used, the contractor can use Whiting's, Parson's, Crane's. L. L. Brown's Advance, or any other paper of equal quality corresponding with the sizes and weights of paper called for by these specifications or as may be directed by the Supervisor of the City Record.

For books from 7% x9f4 to xo x x7 inches, the weight of the paper shall be the equivalent of Flat Cap, r4 x r7, x8 lbs, ; of Crown, r5 x tq, za lbs. ; of Demy, t6 x 2r, 28 lbs. ; of Medium, r8 x 23, 36 tbs. ; of Royal, rq x 24, 44 lbs. ; of Super Royal, 20 x a8, 54 lbs.

The books must contain printed headings, and such additional printed matter in the body as may be re-quired ; they shall be ruled and paged consecutively, or otherwise, as ordered, lettered on back or side, or both, as required, and shall be tagged with alphabetical or extended tags, of color and size as specified in requi-sitions therefor.

Special ruling and special printing when called for, as indicated in the specifications.

The contractor will be required to deliver, with the books, at the City Record office, as well as with the bill when rendered to the CITY RecoRD, a perfect and com-plete page from each book, and written thereon, its title, a description of its binding, a statement of how it is to be paged and indexed, the amount of lettering on the back and side, and the number of pages in the book, embracing details ,uficient to accurately describe the manner in which the book was made and bound.

Each book shall contain a small label, of a style to be given by the Supervisor, which label shall be furnished without charge and be pasted on the inside of the cover of the book, stating that it was made for the CITY RECORD, and giving the number of the book as indi-cated in the sample, the specifications, orby the Super-visor. No other label shall be placed in the book, and it shall contain no other printing except that which is ordered by the Department.

Sarnpl•s of such of the books as are not described herein, or to the s,becifications, are to be seen in the several Courts and Def fartments, and the item books must be uiadezn accarr/auce with those san:ples, unless the latter are inferior in the qualities of Paper and binding to those provided for in thee specifications, rind unless changes are required by the Court, Deparimeut, or Bureau.

Stenographers' books are not to be paged or indexed, unless specially ordered ; but special attention must be paid to the paper called for, as some stenographers use pens and others pencils.

SEALED BIDS OR ESTIMATES FOR PRINT-ing, folding, binding and distributing the Cn'Y

RECORD (a publication provided for by section rxt of chapter 335, Laws of 1873, section x of chapter 631, Laws of 1875, and sections h6. 67 and 68 of chapter Oro, Laws of 1882, otherwise known as the New York City Consoli-dation Act), for one year from January z, 1896, in accord-ance with specifications filed in the office of the Super-visor of the City Record, City Hall, New York, will be received in the office of the Supervisor until rz o'clock Si. on Monday, November x8, 1895, at or about which time they will be publicly opened and read in the office of the Mayor of the City of New York. The award of the contract will be made as soon thereafter as prac-ticable.

Each estimate must state the name and place of resi- dence of the person making the same, and his place of business, the names of all persons interested with him therein, and, it no other be so interested, it shall dis-tinctly state that fact ; that it is made without any con-nection with any other person making an estimate for the same work, and without collusion or fraud, and that no member of the Common Council or other o'ilcer of the Corporation is directly or indirectly interested therein or in any portion of the profits thereof. Each estimate must be made in strict conformity to the ordi-nances of the City and the specifications ; it must be verified by the oath of the party making the same, ac-companied by the consent and oath or affirmation of two sureties, householders or freeholders of the City of New York and placed in a sealed envelope. The tn-velope must be indorsed, " Estimate for Printing and Distributing the CITY RECORD," together with the name and place of business of the party making the estimate, and the date of its presentation, and it must be sealed with sealing-wax. The security required on the contract will be twenty-five thousand (25,000) dollars.

No estimate will be considered unless accompanied by either a certified check upon one of the National or State banks of the City of New York, drawn to the order of the Comptroller, or money to the amount of one thousand two hundred and fifty (1,25o) dollars. Such check or money must not be inclosed in the sealed envelope containing the estimate, but must be handed to the Supervisor of the City Record or clerk who has charge of the estimate-box, at the office of the CITY RECORD, No. 2 City Hall; and no estimate can be deposited in said box until such check or money has been examined by said officer or clerk and found to be correct. All such deposits, except that of the successful bidder, will be returned to the persons making the same within three days after the contract is awarded. If the successful bidder shall refuse or neglect, within five days after notice that the contract has been awarded to him, to execute the same, the amount of the deposit made by him shall be forfeited to and retained by the City of New York as liquidated damages for such neglect or refusal ; but it he shall execute the contract within the time aforesaid, the amount of the deposit will be returned to him.

BIDS ARE INVITED AS FOLLOWS: First—A price per thousand ems of plain or ordinary

composition (which shall include the arrangement and classification of and type-setting on the registry lists), and a price per thousand ems of rule and figure work, which prices shall include the entire cost of printing, furnishing, folding, binding and distributing during the year t8g6, commencing on the second day of January, 5,o5o copies of each issue and supplements, and such number of the registry lists and indices, as may be required (not exceeding t,o5o of each), of the paper known as the CITY RECORD, in conformity with the specifications given, and in conformity with the laws as they now exist or as they may exist -during t8g6, except what may be paid under the terms of the contract for changes and alterations. The RECORD to be a paper in size and general form like the publication of x895 (which, estimated approximately, 'contained about nineteen million ems of plain or ordinary 'composition, and about twenty-six million ems of table matter, and five million one hundred and thirty-six thou-sand ems of plain matter embraced in the registry lists), and to contain such matter only as is authorized and re- -quired by law to be published therein, and at the times and in the manner required by the present laws, and matter that may be required during the yFar by any new or amended laws.

Second—For changes and alterations per hour. Third—The total price per token of four pages for all

additional expense incurred in printin8, fntoishlng, fold-ing, binding and distributing any additional number of :copies of the CITY RECORD and supplements that may be required beyond the stipulated number of 1,050,

said additional copies to conform in every respect to the specifications of the regular authorized edition.

Fourth—The price per volume for bindingin quarterly volumes, one hundred, or less, of the copies of the Coy RECORD and indices, which the contractor is to set aside and preserve for each quarter during the year, said binding to be similar and equal in kind and quality to the binding of the CITY RECORD volumes during the present year. The bound volumes of each quarter are to be delivered within six weeks after the copy for the index for that quarter has been given to the contractor.

A contract will not be made upon an estimate unless it appears that the party making the estimate has a printing establishment, with adequate facilities, in the City of New York.

The undersigned officers reserve the right to reject any or all proposals if in their judgment the same may be for the best intere>ts of the City.

work to the satisfaction of the Department of Docks and in substantial accordance with the specifications in the contract and the plans therein referred to. No extra compensation, beyond the amount payable for the work before mentioned, which shall be actually per formed at the price therefor to be specified by the lowest bidder, shall be due or payable for the entire work. The work to done under the contract is to be

e commenced within five days 'after the date of the contract, and all the work to be done under the contract is to be fully completed on or before the 24tt day of January, 1896, and the damages to be paid b the contractor for each day that the contract may bt unfulfilled after the time fixed for the fulfillment thereof has expired, are, by a clause in the contract, deter mined, fixed and liquidated at Fifty Dollars per day.

All the old material taken from the said existing platform, to be removed under this contract, will be relinquished to the cortractor, and bidders must esti. mate the value of such material when considering the prices for which they will do the work under the con. tract.

Where the City of New York owns the wharf, pier or bulkhead at which the materials under this contract are to be delivered, and the same is not leased, no charge will be made to the contractcr for wharfage upon vessels conveying said materials.

Bidders will state in their estimates a price for the whole of the se rk to be done, in conformityy with the approved form of agreement and the specifications therein set forth, by which price the bids will be tested. This price is to cover all expenses of every kind in. volved in or incidental to the fulfillment of the contract, including any claim that may arise through delay, from any cause, in the performing of the work thereunder. The award of the contract, it awarded, will be made to the bidder who is the lowest for doing the whole of the work, and whose estimate is regular in all respects.

Bidders will distinctly write out, both in words and in figures, the amount of their estimates for doing the work.

The person or persons to whom the contract may be awarded will be required to attend at this office with the sureties offered by him or them, and execute the con-tract within five days from the date of the service of a notice to that effect ; and in case of failure or neglect so to do, he or they will be considered as having aban-doned it, and as to default to the Corporation ; and the contract will be readvertised and relet, and so on until it be accepted and executed.

Bidders are requested, in making their bids or esti-mates, to use the blank prepared for that purpose by the Department, a copy of which, together with the form of the agreement, including specifications, and showing the manner of payment for the work, can be obtained upon application therefor at the office of the Department.

livering about 6ao tons of Anthracite Coal will be received by the Board of Commissioners at the head of the Department of Docks, at the office of said De- partment, on Pier "A," foot of Battery place, North river, in the City of New York, until 12 o'clock at. of

TUESDAY, NOVEMBER 79, 1895, at which time and place the estimates will be publicly opened by the head of said Department. The award of the contract if awarded, will be made as soon as practicable after the opening of the bids.

Any person making an estimate for the work shall furnish the same in a sealed envelope to said Board, at said office, on or before the day and hour above named, which envelope shall be indorsed with the name or names of the person or persons presenting the same, the

date of its presentation, and a statement of the work t which it relates.

The bidder to whom the award is made shall give for the faithful performance of the contract, in

manner prescribed and required by ordinance, in sum of One Thousand Dollars.

The Engineer's estimate of the quantity of coal to be and delivered is about boo tons.

It is expected that about Soo tons will be required to be delivered West at the e t Filt -seventh Street Yard the Department of Docks, and thatabout too tons rwill be required to be delivered at the East Twenty-fourth Street Yard.

When the City of New York owns the wharf, pier or bulkhead at which materials under this contract are to be delivered, no charge will be made to the contractor for wharfage upon vessels conveying said materials.

N. B.—Bidders are required to submit their estimates upon the following express conditions, which shall apply to and become a part of every estimate received ;

Ist. Bidders must satisfy themselves, by personal examination of the location of the proposed delivery of material, and by such other means as they may prefer, as to the accuracy of the foregoing Engineer's estimate, and shall not at any time after the submission of an estimate disaute or complain of the above state. ment of quantities, nor assert that there was any misunderstanding in regard to the nature or amount of the work to be done.

ad. Bidders will be required to complete the entire work to the satisfaction of the Department of Docks and in substantial accordance with the specifications of the contract. No extra compensation, beyond the amount payable for the work before mentioned, which shall be actually performed at the price therefor per ton, to be specified by the lowest bidder, shall be due or payable for the entire work.

A ton of coal under these specifications shall be 2,240 pounds avoirdupois.

The work to be done under this contract is to be com-menced within ten days from the date of the receipt of an order from the Engineer to begin the delivery of coal, and the delivery svtll be continued in lots of about 200 tons at such times and places and in such manner as may be directed by the Engineer, and the delivery of said coal will be fully completed on or before the 1st day of April, 1896, and the damages to be paid by the contractor for each day that the contract may be unful-filled alter the time fixed for the fulfillment thereof has expired are, by a clause in the contract, fixed and liquidated at Fifty Dollars per day.

Bidders willstate in their estimates a price, per ton, for furnishing and delivering coal, in conformi•y with the approved form of agreement and the specifications therein set forth, by which price the bids will be tested. This price is to cover all expenses of every kind involved in or incidental to the fulfillment of the contract, includ-ing any claim that may arise through delay, from any cause, in the performing of the work thereunder.

Bidders will distinctly write out, both in words and in figures, the amount of their estimates for doing this work.

The person or persons to whom the contract may be awarded will be required to attend at this office, with the sureties offered by him or them, and execute the contract within five days from the date of the service of a notice to that effect, and in case of failure or neglect so to do, he or they will be considered as having aban-doned it, and as in default to the Corporation, and the contract will be readvertised and relet, and so on until it be accepted and executed.

Bidders are required to state in their estimates their names and places of residence, the names of all persons interested with them therein, and if no other person be so interested the estimate shall distinctly state the fact ; also that the estimate is made without any connection with any other person making an estimate for the same work, and that it is in all respects fair and without collusion or fraud ; and also that no member of the Common Council, head of a department, chief of a bureau, deputy thereof or clerk therein, or other officer of the Corporation, is directly or indirectly inter-ested therein, or in the supplies or work to which it relates, or in any portion of the profits thereof, which estimate mast be verified by the oath, in writing, of the party making the estimate, that the several matters stated therein are in all respects true. Each estimate shall be accompanied by the consent, in writing, of two householders or freeholders in the City of New York, with their respective places of business or residence, to the effect that if the contract be awarded to the person or persons making the estimate, they will, upon its being so awarded, become bound as his or their sureties for its faithful perform-ance ; and that if said person or persons shall omit or refuse to execute the contract, they will pay to the Cor-poration of the City of New York any difference between the sum to which said person or persons would be entitled upon its completion, and that which said Cor-poration may be obliged to pay to the person to whom the contract may be awarded at any subsequent letting; the amount in each case to be calculated upon the esti-mated amount of the work to be done, by which the bids are tested. The consent above mentioned shall be accompanied by the oath or affirmation, in writ-ing, of each of the persons signing the same, that he is a householder or freeholder in the City of New York, and is worth the amount of the security required for the completion of the contract, over and above all his debts of every nature, and over and above his liabilities as bail, surety and otherwise; and that he has offered him-self as a surety in good faith and with the intention to execute the bond required by law. The adequacy and sufficiency of the security offered will be subject to approval by the Comptroller of the City of New York after the award is made and prior to the signing of the contract.

No estimate will be received or considered unless accompanied by either a certified check upon one of the State or National banks of the City of New York, drawn to the order of the Comptroller, or money to the amount of jive~ er centuni of the amount of the security required for the faithful performance of the contract. Such check or money must not be inclosed in the sealed envelope containing the estimate, but must he handed to the officeror clerk of the Department who has charge of the estimate-box ; and no estimate can be deposited in said box until such check or money has been ex- amined by said officer or clerk and found to be correct. All such deposits, except that of the successful bidder, will be returned to the persons making the same within three days after the contract is awarded. If the successful bidder shall refuse or neglect, within five days after notice that the contract has been awarded to him, to execute the same, the amount of the deposit made by him shall be forfeited to and retained by the City of New York as liquidated damages for such neglect or refusal; but it he shall execute the contract within the time aforesaid the amount of his deposit will be returned to him. Bidders are informed that no deviation from the

specifications will be allowed, unless under the written instructions of the Engineer-in-Chief.

No estimate will be accepted from, or contract awarded to, any person who is in arrears to the Corpo- ration upon debt or contract, or who is a defaulter, as surety or otherwise, upon any obligation to the Corpora-tion.

It is required as a condition precedent to the reception or consideration of any proposals, that a certified check upon, or a certificate of deposit of, one of the State or National banks or Trust Companies of the City of New York, drawn to the order of the President of this Board, shall accompany the proposal to an amount of not less than three per cent. of such proposal, when said proposal is for or exceeds ten thousand dollars, and to an amount not less than five per cent. of such proposal when said proposal is for an amount under ten thousand dollars ; that on demand, within one day after the awarding of the contract by the proper Board of Trustees, the President of the Board will erturn all the deposits of checks and certificates of deposit made, to the persons making the same, except that made by the person or persons whose It has been so accepted ; and that if the person or persons whose bid has been so accepted shall refuse or neglect, within five days after due notice has been given that the contract is ready for execution, to execute the same, the amount of the deposit or of the check or certificate of deposit made by him or them shall be forfeited to and retained by this Board, not as a

penalty, but as liquidated damages for such neglect or refusal, and shall be paid into the City Treasury to the credit of the Sinking Fund of the City of New York; but if the said person or persons whose bid has been so accepted shall execute the contract within the time aforesaid, the amount of his or their deposit of check or certificate of deposit shall be returned to him or

them.
