MOUNTAIN BROOK CITY COUNCIL
PRE-MEETING DISCUSSION
APRIL 25,2016
The City Council of the City of Mountain Brook, Alabama met in public session in the Pre-councilRoom (A106) of City Hall at 6:30 p.m. on Monday, the 25th day of April, 2016. The Council President calledthe meeting to order and the roll was called with the following results:
Present: Virginia C. Smith, Council PresidentJack D. Carl
Lloyd C. SheltonAlice B. Womack
Lawrence T. Oden, Mayor
Absent: William S. Pritchard, III, Council President Pro Tempore
Also present were City Attorney Steve Stine, City Manager Sam Gaston and City Clerk Steven Boone.
1. AGENDA
1. Stop sign on Hampshire Drive at Oakdale Drive (Ordinance No. 1951 was added to the formal meetingagenda.)
2. Stop sign on Montevallo Terrace at Park Lane (Ordinance No. 1952 was added to the formal meetingagenda.)
3. Library window replacement—Appendix 1. (Proceed with quotes for window replacement and obtainpricing for moisture/waterproofing consultant.)
4. Revision to approved sidewalks at the Grand Bohemian Inn (Appendix 1).
The developer has installed a section of sidewalk along the inn that does not conform to the approvedmaster development plan. In addition, the developer is seeking [advance] approval to install lightingalong said sidewalk that is inconsistent with the mater development plan. It was the general consensusof the Council members present that the acorn lighting approved in die master development plan bestudied further to determine if a shield to minimize lighting shining toward the first floor guest roomscan be added. The approved acorn lighting is preferred to the suggested pathway lighting.
Regarding the approval of sidewalk deviation and lighting change, the Council reminded John Knutson(representing the developer) that any revisions to the master development plan had to be addressed in apublic hearing, first before the Planning Commission and then before the City Council. Due to theprocess specified in the zoning ordinance, no approvals can be offered at this time. Furthermore, themembers of the City Council stated that if the sidewalks (or other infrastructure components) are notinstalled in accordance with the master development plan such that an amendment to the masterdevelopment plan is pursued, the City Council will most likely seek adjustments to the developmentincentive package approved in conjunction with the rezoning and approval of the master developmentplan.
5. Review of the matters to be considered at the formal [7 p.m.] meeting.

After meeting with a local sculptor, the City Planner, members ofVillage Design Review, and Councilwoman Ms. Smith, we havedecided the best way to get started with public art in MountainBrook is by creating an Ad Hoc Committee.
V;\Minutes & Agendas\Council\2016\20I60425 Minutes.doc April 25,2016
• Mountain Brook city employee familiar with codes.• Mountain Brook business owner and an enthusiast.
• Mountain Brook resident with passion for public art.• Mountain Brook resident with fundraising experience.• Public art expen (professor, local anisi, etc..).
Also, it is important to have somebody on this committee that willbe driving force and take leadership. We recommend (hat one of thesepeople is in Village Design Review as well.
The purpose of the Ad Hoc Committee would be lo research howpublic art would work in Mountain Brook and ultimately propose tothe city the creation ofan official Public An Committee. The Ad HocCommittee would create a mini-masterplan ofsorts.
• a pre-committee to the official committee• the official Public An Comminee would actually pursuedonations and city funding in order to implement art.
•Determine appropriate sites for public an and brainstorm ideasfor specific pieces of an.• Develop a rough process for the implementation of public art Ihow a Public Art Board would function.
• Explore possible fundraising options.• Research potential anists.• Decide a beginning project.
The ultimate goal of the Ad Hoc Committee would be to create anactual Ehiblic An Committee that would be a new committee underthe City.

Public An will simply make Mountain Brook even more uniqueand create destinations within the City. We really hope that you willsee the need for public an in Mountain Brook and choose to adopt anAd Hoc Committee.
