FALL/WINTER 2015 A Focused Response for a Safer Community The City of Painesville is taking a unique approach at safety within the community. The Police Department is focused on taking ownership of crime within the community and making sure that everyone within the agency has a vested interest in those crimes in order to maximize the effectiveness on reducing crime throughout the City. Additionally, the police department has formed a working relationship with Economic Development to bring a more focused police response. A large part of this is a one-on-one approach directed by the Police Chief, Anthony Powalie. “I feel that it is important for us to understand the needs of the community and the best way to do that, is to be out and visible in the community” said Chief Powalie. He added that it is imperative that officers interact closely with the residents and business owners in their patrol areas, and to get out of their patrol vehicles and talk to people. His agency and officers are often seen walking through the downtown area, making frequent drives through the neighborhoods and taking an in-depth look at every case that comes their way. The Chief himself attends most community meetings and business meetings like the downtown merchants monthly meetings to keep on top of pending issues that are not always reported. “It is through this daily interaction with the community that problems are identified, which dictates, how we should direct our enforcement efforts effectively” stated Chief Powalie. “It is also important that I support the efforts of residents and business owners are making to help make our community the best it can be.” This is all leading the agency to push for professionalism, and one of the ultimate goals is Accreditation though the Commission on Accreditation for Law Enforcement Agencies (CALEA). Accreditation requires the agency to establish written standards and meet a long list of requirements. Departments perform a self-assessment, and then accreditation staff performs an on-site assessment before a review committee conducts public hearings regarding department compliance with standards that have been set. Departments submit annual reports to the accreditation group and apply for re-accreditation every three years. “Accreditation of the Painesville Police Department will lead to a higher level of professionalism and accountability for our agency. It has also been proven to be a practical and financial benefit back to the agencies who have gone through the process” according to Chief Powalie. As the agency continues this focus on overall safety and crime reduction they are asking residents to stay informed and educated about everyday ways that they can themselves reduce their opportunities of being a crime victim. The agency asks local residents to follow them on Facebook where Chief Powalie himself manages the daily posts and works to educate residents on safety within the City, their neighborhoods and the community as a whole.
