Although it is still winter, there's a faint hint of Spring faraway. This brings a change in menu thinking to allow lor some-thing light and new. Here is a pink pie festive in itaelfwhich makes one think of party fare. Serve it for afternoon tea;plan to have it for a dinner dessert.
Pink Pie42 Sunshine HiHo crackers 1 cup heavy cream, well
2 tablespoons sugar whippedVi teaspoon ground mace 1 cup sliced fresh or frozenVi cup melted shortening strawberries
1 package strawberry gelatin Few whole fresh straw-dessert, 3 ounces berries, optional
1 cup boiling waterWith rolling pin crush only 30 crackers into very fine crumbs
between two pieces waxed paper; there should be about IV4 cups.Mi* well with sugar, mace and melted shortening. Press firmlyand evenly over sides and bottom of 9-inch pie plate. Thenarrange the 12 remaining whole crackers around the sides tomake scalloped edge. Refrigerate.
Dissolve gelatin dessert in boiling water. Cool and chill untilthe consistency of unbeaten egg white. Fold into whipped cream,blending well. Chill, stirring occasionally, until almost set". Foldin slicea berries and pour into crumb crust. (This is easier andquicker if bowl is set in another bowl of ice cubee and water.)Refrigerate until needed. When ready to serve garnish top withsliced berries. Yield: 6 to 8 servings.

Wirtz Says Jobless NegroesLoweskSince Korean Conflict
WASHINGTON, D. C?The1966 unemployment rate for
Negroes of 7:5 percent is thelowest since the Korean war.Secretary of Labor W. WillardWirtz said, in testimony beforethe Joint Economic Committee.
Still, "there was a slight
slowdown in the rate of im-provement for Negroes com-
pared with that for whites,"the Secretary of Labor pointed
out."Full employment (in the

In keeping with that goal,manpower policies and pro-grams are being aimed directlyat hard core unemployment.Secretary Wirtz said. Two-
thirds of the training slotsavailable under the ManpowerDevelopment and Training Actare being allocated to the hardcore unemployed. The traineepopulation now includes muchlarger proportions than beforeof youth, minority group members, and long-term unem-
ployed.Reaching the hard core un-
employed means "not waitingfor the unompoyed to come tous, but going out to reachthem" Mr. Wirtz said. He re-ferred specifically to programswhich will help motivate theunemployed, enhance their em-
plovability as well as theirbasic education, give them oc-

ment and place them in jobs
and follow them up with sup-port services so that whateverinitial success is achieved with'.hem 'takes.'"
( Reporting on the jobless ratefor Negroes, which had de-clined steadily between 1963and early 1966, Secretary Wirtzsaid the rate moved upward to-ward mid-year and failed toreturn to the 7.1 percent rate(seaconally adjusted) establish-ed in the first quarter. In 1963.the jobless rate for Negro boys(teenagers) was 1.8 times aslarge as that for white boys;in 1966 this ratio increased to2.1. For Negro girls, the dif-frential has moved from 2.4 to
1 in 1962, to 2 8 to 1 in 1966.
