I n August, the Carlton City Council adopted ordinance 2019-722 prohibiting

camping in parks, on sidewalks, and on public streets. Similar to an ordinance adopted by the City of McMinnville, key elements of the Carlton ordinance include:

• Prohibition of lodging in a vehicle or trailer upon private or public parking lots.

CARLTON PARKS GO SMOKE-FREE

T he Carlton City Council amended the City’s park rules in September to remove smoking and vaping

in city-owned parks. The decision follows the action of a majority of communities nationwide. Banning smoking in parks is not a new trend as the health impacts of smoking and second-hand smoke are well known. City parks are intended to provide exercise and recreational opportunities for families and children in the Carlton community.

The following has been added to the code: “Smoking shall be prohibited on all publicly owned public park properties located within the city, For the purposes of this Sub-Chapter, the term "Smoking" shall include any inhaling, exhaling, burning, or carrying any lighted or heated tobacco product or cannabinoid or other substance in any manner or in any form. Smoking also includes the use of an inhalant delivery system which creates a vapor, in any manner or in any form.”

T he Carlton Police Department held its annual National Night Out event on August 6th. The event

provided a fun evening of food and entertainment with performances by the Carlton Blues Police Band which is made of Carlton police officers and other talented musicians from the community. Also providing entertainment was the band Possibly Irish, The Unipiper, Mr. Statue, face painters, caricature artists, and a magician.

Special thanks to everyone who donated and/or helped ensure the success of an evening of fun for everyone. Thanks goes to Ken Wright Cellars, Walk In The Park, Bob Laughlin, Peter Schultz, Applied-Insights, The Rib Slayer, and the Carlton Fire District.

NEW PEDESTRIAN CROSSINGS INSTALLED

N ew pedestrian crosswalks were installed at two locations in Carlton to provide added

opportunities for safe road crossings.

South 3rd & Washington Street Crosswalk

A new pedestrian crossing was installed at East Washington Street to provide a crossing point during construction of the Adelaide subdivision and the New Life Church property on South 3rd Street. The developer will eventually build sidewalks on the west side of Third Street as part of the project.

West Main & Scott Street

The City Council budgeted funds in FY20 for installing a new crosswalk at West Main Street and Scott Street. ADA landings/ramps will also be installed later this fall.

MEET CARLTON CITY STAFF

New Team Member Kayla Baker

The City of Carlton welcomed Kayla Baker as their new Office Specialist in April. Kayla’s background is in banking, education and retail. She has experience and excels in delivering good customer service and problem solving. Her main areas of responsibility include accounts payable and records retention.

Outside of work she enjoys family time with her four boys, fiancé and their dog Rocky. Their favorite adventures are mostly outside and completing projects at home.

T he City of Carlton and Yamhill Carlton School District are partnering to provide a School Resource

Officer (SRO) for the YC Elementary on Third Street in Carlton. The new SRO will devote five hours per week for presenting educational materials on delinquency

prevention, drug and alcohol abuse education, community responsibility awareness, and other requested programming by the school district, in addition to providing a security, truancy, and crime prevention presence on the campus.

Economic Development Starts With Aimee Amerson

Aimee Amerson joined the City of Carlton in 2015 as the accounts payable and planning clerk. Aimee was recently promoted to serve as the Community & Economic Development Coordinator which includes responsibility for land-use planning, business development, code enforcement, communications, pool management, general office supervision, and records management.

As residential and commercial development continues in Carlton, Aimee is chiefly responsible with coordinating site plan review, enforcing development standards, and managing the meeting schedule of the Carlton Planning Commission.

TRAVEL TRAILER PARKING

POOL SEASON WRAP UP

C ode Enforcement will focus on illegal travel trailer (RV) parking within City limits starting in October.

Travel trailers, flatbed trailers, and cargo trailers must meet the same street parking code (10.04.175) as cars and trucks. Vehicles and trailers are limited to parking on the public street for 72 hours, then must be moved to private property or 300 feet from the original parking spot to restart the parking clock.

The City street is not for long-term parking. It is intended for short-term/temporary parking only. Those violating the parking code will receive a letter in the mail or the

vehicle will receive a brightly colored, non-damaging warning notice placed on it.

Trailers parked on the street can block field of views and cause obstructions for drivers. This creates an unsafe situation for other drivers and pedestrians who use the streets as well. To keep all residents safe, please abide by the parking regulations. If you have any questions regarding where you can and can’t park your trailer, you can view details on the City’s website or contact Community and Economic Development Coordinator Aimee Amerson at 503-852-7575.

CARLTON CRUSH HARVEST

FESTIVAL

The annual Carlton Crush Harvest Festival presented by the Carlton Business Association (CBA) took place on September 7th with a huge turnout. This year, the event was held in the public parking area off Pine Street in the downtown area. This family fun event benefits local organizations along with being a good time for all in attendance. Next year’s event is already scheduled. For more information on next year’s Crush event, visit their website at www.carltoncrush.com.

A nother successful pool season wrapped up on September 2nd. This year, the pool offered new

services and amenities, including a concession stand with drinks and treats, and the ability to pay with a credit card. Both were received well by pool patrons. The pool capped off the successful 2019 season with a “Dive-In” movie night where attendees watched Disney’s “Finding Dory” while floating in the heated pool or lounging in the grass area with popcorn.

Despite the cooler summer weather, pool attendance was up. Swim lessons were very popular and almost completely full this year. Teen swim and family swim were also consistently well attended. The Carlton Pool was a fun and popular place for children and families to spend time this summer. We look forward to Summer 2020 and another great pool season!

T he City of Carlton and Recology will be offering the final Cleanup day for 2019

on Saturday, October 19th from 9 a.m. – 2 p.m. (or until dumpsters are full). Dumpsters for trash collection will be located at Lower Wennerberg Park. This is a great opportunity for residents of Carlton to clean up and to help get rid of trash, green waste, electronics, and scrap metal for free.

Items not accepted at the collection location are: hazardous waste, appliances, medical waste, batteries, paint, tires, liquid waste, motor oil, cooking oil, barrels that do not have both ends removed, and construction/remodeling debris.

Proof of Carlton residency is required to use this free service. For more questions, please contact City Hall at 503-852-7575.
