THE BUZZ at Chelsea Gardens
Welcome to the inaugural Newsletter
for Chelsea Gardens which will be
distributed in the first week of each
month.
A warm welcome is extended to
neighbours who have recently joined us.
I hope you have settled in and are
enjoying your new home.
As well as keeping you up to date on
community matters, it is also the
intention to include a personal touch.
There may be special events you would
like to share with us, a popular dish you
are famous for cooking and will pass on
the recipe, or even those unwanted
Aquarobics – Every Friday morning at
9.15am. Very popular with enrolled
numbers up to 14. Last class for year is
18 December. Restarting around last
week in January.
Gardening Gatherings – Last
Sunday of the month. 2pm in Clubhouse. Those interested in helping to maintain our beautiful gardens are welcome to attend. No meeting in December.
Friday Night Get-togethers – 2nd
and 4th Friday of month. From 5pm in
Clubhouse. Bring plate and own drinks.
New Year’s Eve

Television will be on to
watch the 9pm fireworks display, plus
midnight display for those still partying on
to welcome 2020
items you may wish to sell, swap or give
away. Perhaps a regular movie goer
could submit a review each month.

week of each month, to allow at least a
week to finalise the next issue.

Library Review Thanks to Nick for providing two shelved wall units so that we could have a library in our Clubhouse. Both units are now full of books. We will always be looking for more though if anyone else wishes to donate. Many thanks to all who donated, including friends and family (I know that mine did). There are books for all tastes, including biographies, as well as fiction books from many of our beloved authors. Borrowers are free to use the books at any time. Please file returning books back in alphabetical order to make it easier for others to find the books that they wish to borrow.

Mulching Monday
Twelve residents volunteered their time and assistance on the morning of Monday 11 November at 8am to help spread new mulch around front and sides of apartment building four, the pool area plus around some eastern side individual trees. With the great roll-up, it took approximately two hours for the job to be completed. Thanks and appreciation is extended to these men and women for helping with this large job in order that our gardens may benefit, in both appearance and healthy conditions, so that our plants are displayed to their full potential. Thanks also to Hamid for supply and
delivery of the mulch.

Water Restrictions Unless the weather changes significantly and we experience huge downfalls of rain, as from Tuesday 10 December Level 2 water restrictions will apply.
Gardens can only be watered before 10am or after 4pm with a watering can or bucket. Smart and drip irrigation systems may only be used for 15 minutes before 10am or after 4pm. The use of unattended hoses is no longer permitted. Hosing of hard surfaces is not permitted (unless in an emergency). Cars can only be washed with a bucket or at a commercial car wash. A permit is required before filling a pool of any size.
Preparation Begins at Chelsea Gardens
Area for several pits was marked on footpath mid-October. Enlarging of existing Telstra pits commenced mid-November. NBN equipment installed. Pits covered. The surrounds are asphalt but
are to be replaced with cement. Full NBN installation not expected to occur until late 2020.
RESIDENTS’ RECIPES Over the numerous functions attended in the Clubhouse, there have been many times we have all loved eating not only delicious cakes and slices but also savoury dishes. On a few occasions the master chefs behind these recipes have been happy to share their recipes.
Pam’s savoury ‘Salmon Slice’ is one I have made and enjoyed eating many times. It is also ideal to prepare and take to work over a few days for lunch. I hope each month that we can include a resident’s recipe in our Newsletter, so be prepared when you bring a plate along to one of our gatherings in the Clubhouse, to be requested to submit recipe for sharing with others. To start the ball rolling, my recipe below is not concerning food, but one I hope we can all share in creating for the benefit of others, as well as ourselves.
Recipe for Happiness

Early history information was obtained from a submission by Homeplan Architects, on behalf of Chelsea Gardens developer, to The Hills Shire Council dated 3 August 2010.
The first land owner in Dural was George Hall who received a land grant in 1819. 50 Kenthurst Road and that of the adjacent property at 54-56 Kenthurst Road were part of a later grant of thirty acres to W. Heron. The submission was required to include a heritage impact statement relating to local heritage item (house) located at 54-56 Kenthurst Road. It recorded that the proposed Chelsea Gardens development would replace not farmland on our property, but a somewhat dilapidated rural residential area comprising two houses and several outbuildings. The heritage impact statement conclusion was that our proposed development would have minimal impact on the setting of the adjacent property heritage item, which would continue to be perceived as a turn of the century farmhouse on a rural subdivision. The Papandrea family were previous owners of 50 Kenthurst Road for several decades. Exchange of contracts between the Papandreas (four brothers and one sister) and Veranda Developments took place on 13 December 2013. The first sod of dirt was turned in August 2014 to commence development of twenty-one villas. Due to future planned construction of apartment buildings, only fifteen villas were initially able to be occupied. Council approval for occupation of completed Stage 1 was given early in 2016 which included required utilities, plus a sealed road following on from approach bridge, past first fifteen villas ending in a cul-de-sac outside unoccupied villa 16. On 13 April 2016 the first owners trekked across the bridge to settle Into Chelsea Gardens.
History Registration date of the first two apartment buildings was 15 August 2017 and saw the arrival of their first residents. This coincided with completion of the building enclosing swimming pool and spa. Hamid kindly donated tables and chairs for the residents to use. He also donated two items of exercise equipment to assist in setting up our gym in a separate room. The building became the venue for residents to meet on their Friday night gatherings and special events such as Christmas and Australia Day. Stage 2 was now complete. Development of Stage 3 included completion of two remaining apartment buildings and one villa, plus clubhouse and bowling green. The site of existing and additional mailboxes was moved across the road and a safe pull-in area added to the end of visitors’ car parking for easier access by residents to their mailbox. Landscaping was finalised around villas previously built, the new villa and apartment buildings, plus around clubhouse and bowling green. The sealed road was extended from the temporary cul-de-sac down the hill, turning right at end of villas, passing in between apartment buildings one and two to link up with approach bridge. Residents of Stage 3 villas and apartments moved in shortly before Christmas 2018.

Firstly let me say thank you to all who voted me in as Chairman for the next twelve months at our AGM. I intend to continue to act in the best interests of all Owners of this beautiful Chelsea Gardens Over 55 Complex. Our business is growing and we now have to register for GST but our levies are still lower than most other complexes this size. Over the next twelve months I will endeavour, with the aid of my very capable Committee, to resolve the following issues. 1. The imbalance of the Water Board water usage charges. 2. The building defects for Stage 2 and 3 of our development. 3. Window Cleaning. 4. NBN. Just to name a few that come to mind. The Committee will arrange for the following during the year. 1. Flick Pest Spraying. 2. Flick White Ant Inspections. 3. Safety Audit. 4. Annual Fire Inspection Audit. 5. Insurance cover for the whole complex. 6. A workable Budget for the following year 2021. I will keep in mind the Four Principles that have guided me throughout my working life and apply them here. Is it the TRUTH? Is it FAIR to all concerned? Will it build GOODWILL and BETTER FRIENDSHIPS? Will it be BENEFICIAL to all concerned? Thank you and I look forward to the next edition of “The Buzz”.
