Half measures are not enough – we must make a leap in order to tackle climate change in honour of the planet, Parkdale-High Park MPP Cheri DiNovo told an audience of about 500 people Tuesday.

DiNovo, along with colleague Peter Tabuns, MPP for Toronto-Danforth, hosted a town hall meeting about the climate crisis

and Leap Manifesto, a vision for how Canada can combat climate change while caring for each other and the planet. The talk attracted a capacity crowd to Bishop Marrocco-Thomas Merton Catholic Secondary School’s auditorium.

Members of Baby Point and Bloor West Village area com-munity associations are in a celebratory state after the city’s recent approval to study Heritage Conservation Districts (HCDs) for both neighbour-hoods this year.

“It’s really big for us. It’s a reason to celebrate,” Baby Point Heritage Foundation board member Danica Loncar said.

HCDs serve to ensure that historically significant areas are protected and Toronto’s cultural heritage values and characteristics are maintained, according to the city’s preserva-tion services.

“We’ve been angling for this for the last three years,” said Jamie Isbister, president of the Bloor West Village Residents Association (BWVRA).

“I know he’s in a better way now, and he’s the mayor of heaven now. I know that he will be with us forever. I love him so much.”

With those words, 10-year-old Stephanie Ford said good-bye to her father, former Mayor Rob Ford, in front of nearly 1,000 of his friends, colleagues, family members and constitu-ents in the heart of St. James Cathedral on King Street.

Ford, 46, died on March 22 after a long battle with cancer.

And after a two-day visi-tation at Toronto City Hall, Stephanie, her younger brother Dougie and the close-knit Ford family brought his casket in a procession to the cathedral. Stephanie spoke lovingly of her father, who she described as “a great mayor. He helped a lot of people.

“He was also an amazing dad. He was so nice to us, but also strict sometimes like a dad should be. He would buy us the best toys and take us to amazing places, but what mat-ters is we were happy together. I remember at the hospital, he smiled at me and he said ‘Stephanie, I might not be here for too much longer’ he said, ‘but I want you to remember I would always love you’.”

Stephanie’s words nearly brought Ford’s outspoken brother Doug Ford to tears as he stood up to eulogize Rob Ford. “I want to start off telling Stephanie that you’ll always be taken care of, always be loved, and you have thousands of people who will love you back and take care of you,” he said.

Doug spoke at length about his brother, who for many years he operated in a political partnership with. In 2010, Doug ran Rob’s mayoral

campaign and then joined him on council in Rob’s old Ward 2 seat.

From the front of the church, he sang Rob Ford’s praises, telling stories of his legendary devotion to dealing with constituents’ calls. And he pointed out that Ford had a very broad notion of what a constituent was.

“Rob truly believed he was the mayor of Canada, not the mayor of Toronto,” Doug said. “I walked into his office once and he was talking to a constituent. In Edmonton. I said ‘Rob, now who are you talking to?’ ‘We have a sup-porter in Edmonton, they have a problem’. I said ‘that’s

his problem’, and he said ‘No, I’m going to call the mayor of Edmonton and get him to take care of it’”.

Former Ontario premier Mike Harris started off the eulogies, talking about the unique virtues of Rob, whose father Doug Ford Sr., served in Harris’ first term in power as head of the Progressive Conservative Party, in 1995.

He noted that his words were scant tribute to Rob, compared to the outpouring of grief and support over the past three days.

“The real tribute to Rob wasn’t to have me come up here,” he said. “The real tribute was the line of people who

waited in the rain Monday to pay tribute to the man that was in their mind synonymous with Toronto. They all took the time to come together to pay respects and say goodbye. The real tribute was in the humble bungalow whose owner had the sign of Rob Ford for Mayor with the handwritten words, ‘we will miss him.’ Or the local businessman who called Rob about a zoning problem, only to have him show up at his shop so he could better understand the issue. Or the elderly lady who called very early in the morning because the truth is she was lonely and just needed someone to talk to.”

Ford was also honored by a Who’s Who of political and business leaders. Ontario Premier Kathleen Wynne, a frequent opponent of the Fords, attended, as did Mayor John Tory and former mayors David Miller and Mel Lastman. Many of Ford’s colleagues on Toronto council were also in attendance, as were business leaders like Porter Airlines owner Bob DeLuce.

Andrew Asbil, Rector of the Cathedral and Dean of Toronto, likened the long goodbye Torontonians afforded the former mayor with the Last Supper, as related in the Book of John – which is related over five chapters.

“There are moments in our lives where we pine to do the same thing we pine to slow everything down, espe-cially in sorrow and tribula-tion,” he said. “This is such a moment. Over the last few days thousands on thousands of ordinary men and women have taken the time to write words of condolences. Today, thousands have come parad-ing, cramming into this old building, under tents to take a moment to savour and remember.”

Asbil was the only one to reference Ford’s troubles during his tenure as mayor – troubles that included the revelation of drug and alcohol abuse.

“You or I will never have the same notoriety or popularity or household fame as Rob Ford,” he said. “You or I will never have our names uttered around a dinner table, as Rob Ford has. Very few of us know the feeling of living our fail-ings and weaknesses in such a public way as Rob Ford. And very few of us will know what it’s like to experience the love and admiration of what we do, as Rob Ford did.”

Ford was afforded a full Anglican funeral, with Toronto jazz singer Liberty Silver deliv-ering a from-the-heart rendi-tion of Amazing Grace, and the Choir of St. James Cathedral closing out the ceremony with a celestial performance of “Swing Low Sweet Chariot.”

Ford was interred in a private ceremony attended by close family following the funeral.

Money for transit, and possibly more for hous-ing. It was welcome news from Ottawa last week, when newly minted Finance Minister

Bill Morneau released the federal Liberal government’s first budget, and it included those two things.

Among other things, the budget pledged $3.4 billion in public transit investment across the country over the next three years. And an $11.9 billion infrastructure plan will allow for federal funding of housing.

Both of these announcements are good for Toronto, which needs major investment in both areas, and has for many years.

With the exception of the late former mayor Rob Ford, everyone occupying the Toronto mayor’s office has agreed that the federal government needs to engage in the direct financing of municipal needs – housing and transit in particular.

But mayoral advocacy has only ever achieved partial suc-cess, and often none at all.

Count this year’s budget as another partial win.

Toronto stands to get a size-able portion of the federal transit funding, as the allocation

will be based on ridership and the Toronto Transit Commission’s ridership is formidable.

But 26 per cent – the share that Mayor John Tory’s office estimates will come to the city on that basis – is still only $884 million. The Toronto Transit Commission’s state of good repair backlog currently sits at $2.7 billion.

Similarly, it’s hard to imagine federal infrastructure money, which will be divided more equitably, will get Toronto very far in completing the $2.6 billion repair backlog in Toronto Community Housing.

Will there be more money in future budgets? One might hope so, particularly as Prime Minister

Justin Trudeau and Morneau have signalled that they’re not going to be shy when it comes to running deficits higher than usual.

But we shouldn’t confuse hope with expectation, and Toronto needs to accept that it will be, at least to some degree, on its own – with maybe, just maybe, a bit more help from the cash-strapped provincial gov-ernment.

That means that later this year, when Toronto con-siders new revenue tools, councillors will need to look very seriously at the options. We’ve been given a boost. But we’ll have to climb the rest of the way ourselves.

Federal Liberals make good on transit, housing

I’ve been thinking a lot about forgiveness lately.

Generally, the act of forgiv-ing is a healthy one. Carrying grudges, nursing old wounds, maintaining rifts is bad for the soul if you believe in that kind of thing, and for the digestion whether you do or don’t. It feels good to let go.

But in the case of Robert Bruce Ford, interred yester-day after his untimely and awful death at age 46, for-giveness becomes… prob-lematic.

It’s not that he didn’t beg our forgiveness.

When he was still mayor, before cancer struck him, Rob Ford offered a fulsome apology for the behaviour he exhibited while under the influence of his alcohol addiction. He went so far as to apologize on television, in the summer of 2014, where he accepted “full responsibil-ity” for his “poor judgement.” During that time, he’d been recorded saying an awful thing about his mayoral rival, city councillor Karen Stintz,

and he apologized for that.With that done, of course,

he launched into an eyebrow-raising stump speech for his bid to be re-elected mayor then left without taking ques-tions. But still: an apology is an apology, and it’s only good manners to accept it.

And even if he hadn’t apologized, there is still the generosity we all feel toward the terminally ill. Imagining ourselves at a dying man’s bedside, a long-held grudge becomes an unimaginable burden.

And so it feels good for us to absolve: to recall Rob Ford as a good bloke after all, whose sins were egged on by the demon rum; to conclude that he was simply the mayor that loved Toronto too much; and that through it all, return-ing phone calls and posing for selfies, coaching grateful high school footballers and hobnobbing with celebrities,

he somehow did great good for the city.

That this doesn’t square with the historical record is problematic. Indeed, it is significantly problematic, as our consideration of the Ford years is not simply a matter of the historical record.

In addition to a widow and two children, Ford leaves behind a political machine, in the form of Ford Nation: tens of thousands of people who supported him unques-tioningly, and a political heir, in the form of his brother, former councillor Doug Ford.

Earlier this week, Doug was front-and-centre at the visita-tion that the family requested be held in the Toronto City Hall rotunda, greeting well-wishers, embracing support-ers, and posing for the selfies with those in line to visit his brother Rob’s flag-draped casket. We all grieve in dif-ferent ways, but to onlookers, it seemed an awful lot like campaigning.

And in the context of campaigning, the narrative

of what really happened between 2010 and 2014 in the mayor’s office matters.

The truth of that is that Rob Ford stepped off a well-run campaign and into a job that he bungled from nearly the beginning. At some point, booze and other drugs over-took him and made things worse.

But there is little evidence that he loved Toronto enough, never mind too much, and plenty of evidence that drunk or sober, he despised significant elements of the city. His accomplishments – abolishing the car tax and the contracting out of some gar-bage collection – are few. The damage he did – to public transit, to the simple level of discourse – is considerable.

And for that, and many other things, he never once apologized. As good as it might feel to grant, forgive-ness is really not an option.

Toronto’s Parks, Forestry and Recreation division is conducting a prescribed (controlled) burn in High Park sometime before the middle of April.

This is part of a long-term plan to protect and sustain the city’s rare black oak woodlands and savannahs.

The exact date for the burn will coincide with ideal weather conditions and will be announced 24 hours before it happens.

Notices will be placed at park entrances to notify users when the burn will take place. People will be restricted from entering areas that are being burned and park users can expect some temporary road closures in the park and restricted access along some of the dog-off-leash trails on the day of the burn.

wDAY CARE PROPOSED NEAR HIGH PARK

A proposal to build a three-storey day care, with micro-retail along the south side of the High Park subway station, has been submitted to the City of Toronto, Parkdale-High Park Councillor Sarah Doucette announced in her e-newsletter.

Planning staff are reviewing the proposal for 12-14 High Park Ave. More information should be coming in the weeks ahead, the councillor said.

The City of Toronto recently approved the study of Heritage Conservation Districts for Baby Point and Bloor West Village. Here is the house believed to be owned by architect Robert Home Smith while the Baby Point subdivision was being built. The home still stands today.

Ratepayers Association, the Old Mill Humbercrest Neighbourhood Association, and the High Park Residents Association.

“We’re tickled it’s been approved and funded. It’s one thing to be approved, the other thing was to get it through the budget pro-cess. We’ve passed those hurdles.”

The two HCD studies should commence in late fall, according to Parkdale-High Park Councillor Sarah Doucette, after the comple-tion of the approved Bloor Street West Planning Study. A working group was estab-lished late last year in prepa-ration of the approval, which meant that when it went through, residents were able to “hit the ground running,” Doucette said.

“There will be a great deal of community consultation open to everyone, so be pre-pared to think about what makes Bloor Street important to you,” the councillor said in her weekly e-newsletter.

The Bloor Street West Planning Study will serve as another tool for residents’ associations when in discus-sions with developers about what is appropriate for the area, Isbister said.

“It’s unusual for an HCD and Avenue Study to take place at the same time,” he said.

However, their overlapping will allow for information to be shared and all involved to be better informed, Doucette said.

All the groups involved are grateful to Doucette, who they say was “integral” to the process.

“We couldn’t have done it without her,” Isbister said. “She’s been very effective in advancing our cause.”

Loncar added, “Sarah worked really hard. She really tried to push it through.”

The Baby Point Heritage Foundation’s main objective is to move forward with an HCD designation, however it has an educational com-ponent as well.

“We like to get people engaged, to learn about the heritage. Baby Point has a rich and beautiful heritage both architecturally and environ-mentally,” Loncar said. “We do workshops and informa-tion evenings.”

The foundation is hosting its AGM on Thursday, May 26 at the Baby Point Clubhouse, 71 Baby Point Rd., at 7:30 p.m.

There will be wine and cheese and will feature guest speaker Bill Whitla of The William Morris Society of Canada, who will speak about the Arts and Crafts Movement, an architectural style used by Baby Point Architect Robert Home Smith.

Most people who Baby Point Heritage Foundation members speak to react posi-tively to the idea of an HCD, Loncar said.

“There are a lot of miscon-ceptions concerning HCDs, that they’ll stop you from building an addition on your home, which it absolutely won’t. We’re interested in preserving the streetscape more than what you do inside your home. No one is interfer-ing in regards to upgrades. We want to encourage people to take care of their homes.”

More information about HCDs and the Bloor Street West Planning Study will be forthcoming.

In the meantime, Doucette told her constituents, “I want to thank everyone who has worked so hard to make this a reality. There’s still more to do, but our hard work will help create better communi-ties moving forward.

The city’s Municipal Licensing and Standards department will reveal in April a new draft bylaw widely expected to formally legalize rideshare services like UberX. The new regulations would likely require Uber drivers to be licensed by the city, have commercial insurance, be subjected to background and criminal record checks and generally submit to the same kind of municipal oversight as cabbies. The bylaw must be ratified by Toronto Council, which could come as early as May’s meeting, but Uber has organized an online petition, created a web video and is encouraging customers to contact councillors directly.

w Parking infractions get stiffer fines

Parking your private vehicle in a designated TTC bus lane is about to become a whole lot more expensive.

The city announced this week it is raising fines for blocking TTC areas and other parking infractions to $150. Also covered under the new regulations: blocking side-walks, double parking, and blocking High Occupancy Vehicle (HOV) Lanes.

In a statement Mayor John Tory said the new measures would reduce congestion and increase safety for pedestri-ans.

Toronto police will no longer dispatch officers to minor automobile accidents.

The move will mean any collisions involving minor damage but not requiring medical attention will no longer require the presence of a uniformed officer. The benefits according to police are reduced traffic delays, less of a potential for a second-

ary collision and the easier deployment of more special-ized accident investigators for serious crashes.

According to police, acci-dent rates have risen around five per cent year-to-year making the practice of dis-patching officers to fender-benders “unsustainable”.

This week the OPP also announced it has expanded the number of collision reporting centres in the GTA to eight.

w new exPress buses on the road

Without much fanfare, the TTC this week launched new express bus service on existing routes. As of Sunday, March 27, new express or Rocket buses were running on both Don Mills Road and Kipling Avenue. Also launched was the 186 Wilson Rocket between York Mills Station and Humber College .

Launched seven months ago, the Leap Manifesto was initiated at a two-day meeting in Toronto, which was attended by spokespeople from Canada’s indigenous rights, social and food justice, environmental, faith-based and labour groups. The Leap has been signed by more than 34,300 people, including former Ontario Chief Justice Roy McMurtry, author Robert Bateman and actors Rachel McAdams and Donald Sutherland.

“We must move away from fossil fuels immedi-ately,” Leap Manifesto team member Bianca Mugyenyi said. “Engineers are telling us we can move to 100 per cent renewable energy in the next 20 years.”

The Leap contains a con-crete set of policy demands. It calls for high-speed rail pow-ered by renewable resources and affordable public transit in all communities across

Canada; the expansion of job sectors that are already low carbon, like caregiving, teach-ing and social work, among others, as well as a national childcare program; and train-ing and resources for those who work in carbon-intensive jobs to ensure they are able to fully participate in the clean energy economy.

“There’s a hunger for this message,” said Mugyenyi, adding similar projects inspired by the Leap are pop-ping up around the world. “People started to take the Leap and make it their own.”

Last fall, as many as 1,500 members of CUPE, the Canadian Union of Public Employees, rallied in support of the Leap’s message.

As the Leap team was mobi-lizing toward Leap Day, it was approached by the Canadian Union of Postal Workers (CUPW) about how its net-work of post offices could potentially become a hub for green and social economy, Mugyenyi said. For example, Canada Post’s fleet of vehicles

could be transformed into 100 per cent renewable energy – electric charging stations could be installed at all post offices, which in turn would encourage more people to drive electric cars, and the creation of infrastructure for electric cars.

Until the late 1960s, Canada Post provided banking ser-vices, a service the govern-ment could reinstate. That’s why the CUPW is campaign-ing for postal banking, which could help those rural areas in Canada that don’t have a bank, but do have a post office. Postal banking would also provide an alternative to payday lenders, pointed out CUPW Toronto President Megan Whitfield.

The Leap, Lewis said, “was supposed to be a flash in the pan, but we haven’t gone away. Seven months after the launch, we’re able to draw 500 people here,” he said. “That’s because we don’t just criticize, we dare to propose.”
