WAR MEMORIAL APPEAL

Following research it has been found that eleven local lads, who gave their lives during the two world wars, are not remembered on our war memorial. It is hoped that this can be rectified. COUNCIL MEETING REPORTS APRIL MEETING Cllr. Wilson welcomed new Councillor Amanda Blair to her first meeting of Billinghay Parish Council. They were joined by Cllrs. Davies, Harper, Liles, Richards, Sharp and Wood. Also present were County Councillor Bradwell, Parish Clerk Carol Willingham and Minutes Clerk Lou Hird. Two members of the public attended the meeting. PLANNING • An application had been received for the

demolition of the Fish Shop and erection of 3 detached bungalows and 1 detached house at 76/78 High Street. The Planning Committee had forwarded several comments to NKDC.

• 5 Walcott Road -- Construction of Domestic Vehicular Access. Cllr. Sharp had inspected the site and informed the meeting that he could not see any prob-lems.

• An application for the change of use of a lorry yard at Four Cross Roads, Hurn Drove has been withdrawn.

• Councillors unanimously agreed that the Council should proceed with the call for land for Affordable Housing.

BURIAL GROUND BUSINESS • Mrs. Jones of Shire Close, had made a

complaint to the Council regarding a poplar tree near the cemetery which was overhanging her property. Cllr.

Wood had investigated and found the tree was on NKDC land. • Cllr. Richards had received a complaint

that hearses had difficulty manoeuvring in the parking area at the entrance to the cemetery. He had received an offer from a member of the public to provide materials to improve this, for the undertakers and for the general public.

• Someone had also expressed dissatis-faction that the grass had not been strimmed around the headstones. Cllr. Harper explained that it had always been the practice to strim around every headstone on alternate cuts. Cllr. Wilson had visited the cemetery on Mothering Sunday and found it very presentable with all the strimming completed,

• Cllr. Richards said a lady had made comment about the shortage of watering cans at the cemetery. He had also had a request that dog walking should be stopped in the Old Cemetery.

• Cllr. Wood commented that it was a sad fact that however many cans were provided, they were either stolen or vandalised. At one time there were 7 metal cans and at the present time we are using plastic milk containers.

• Concerning walking dogs in the Old Cemetery, he personally could not see a problem and many of his ancestors are buried there. He informed the meet-ing that in Freiston churchyard, where his maternal grandparents are buried, sheep graze around the graves throughout the Summer. Cllr. Miller said at one time horses grazed on the Old Cemetery and he could not see the difference between dogs and horses walking on the old graves.

After some discussion it was proposed by Cllr Sharp and seconded by Cllr. Davies that a notice be displayed stating that `Dogs must be kept on a lead` and also a dog fouling notice to be placed at the entrance of the Old Cemetery. This was passed unanimously. POLICE MATTERS The Clerk reported the following incidents -- • The wall and a gate to a property in

West Street have been knocked over. • Trees in the Market Place have been

vandalised again. • Some greenhouses have been dam-

aged by stones being thrown at them. • There have been burglaries in High

Street and Barley Lane. • Several windows have been damaged

at the Village Hall by golf balls. Alistair Wood, the ASB Officer for Billinghay requested that the benches outside the cemetery on Walcott Road be moved inside the gates, as youths congregate there after dark. Cllr. Wilson said that this would be unfair on the elderly people from the Whyche as they use it as a resting place, to and from the centre of the village. A complaint had been made about children playing football on the green area in Princess Square and causing damage to gardens. Councillors did not feel it was a matter for them but should be sorted out by parents. PARISH PLAN Cllr. Liles informed Councillors on the questionnaire which had been delivered to every household. There has been a 50 to 60% response. Cllr. Wilson enquired if the two notice boards, which several people had requested, had been ordered. This was confirmed. She asked the Clerk to send a letter of thanks to the Committee.

MAY MEETING (AGM) All Councillors were present at the Annual General Meeting of Billinghay Parish Council except Cllrs. Forman and Sharp who were both working. Councillors were joined by County Councillor Patricia Bradwell, District Councillor Mike Powell, Martin Dickie (Community Safety Administrator for Lincs. Police), Parish Clerk Carol Willingham and Minutes Clerk Lou Hird. Cllr Wilson was in the chair. Six members of the public attended, mainly to hear the presentation by Martin Dickie, who explained how the Neighbourhood Watch Scheme worked and the respective roles of the Police, the Co-ordinator and Scheme Members. It was agreed to ask for Co-ordinators in the next Newsletter for areas where there are none at present and a meeting is to be arranged for existing Co-ordinators. ELECTION OF OFFICERS Council Chairman Cllr. Wilson proposed by Cllr. Harper, seconded by Cllr. Liles and carried unanimously. Vice Chairman Cllr. Wood proposed by Cllr.

78/79 High Street has been withdrawn. • Councillors inquired about Mr. and Mrs.

Underwood's planning application on Mill Lane. The Clerk advised that the number of dwellings had been reduced to two which was the maximum that would be allowed. She informed the meeting that the application had now gone to appeal and the decision is awaited.

• Cllr. Davies asked if the Council were any nearer finding out the ownership of the `Church Wall` which had blown down last year. The Clerk said she had written to Mr. Benton again, asking him for the deeds but had received no reply. Councillors asked her to write again stating that without proof of ownership, the Council would not accept any responsibility.

HIGHWAYS • Several complaints had been received

about the poor visibility when crossing Chamberlains Bridge onto the A153, due to the long grass on the Skirth Bank. Highways are to be asked to make a further cut.

• The problem of lorries leaving the West Street/ Victoria Street junction was again discussed. There is a problem when drivers park outside the Method-ist Chapel/ Lloyds Bank area as these heavy vehicles have difficulty turning.. It was stressed that it is an offence to park opposite a junction. Cllr. Wilson agreed to speak to the PCSO and Cllr. Blair would have a word with the `Daisy Chain` people to request parents not to park opposite the junction.

• Cllr. Richards asked when bollards would be in place on the Market Place.

The Clerk will contact Highways to find out the position. POLICE MATTERS Councillors mentioned recent burglaries in High Street and Barley Lane as well as windows broken in the Village Hall and other anti-social behaviour in the village. It was noted that no arrests had been made or anyone charged. After some Council-lors complained about the quality of polic-ing in the village, Cllr. Bradwell informed the meeting that some Parish Councils had invited the Chief Constable to attend one of their meetings. She suggested Billinghay do the same. Cllr. Wilson said that if he agreed to attend it should be an open meeting for anyone in the village to attend. PARISH PLAN Cllr. Liles gave an update on the plan as there had been two Steering Group meetings since the last Parish Council meeting. She thanked Lou Hird who had spent many hours collating the information collected from the questionnaires which had been distributed around the village. BURIAL Cllr. Richards advised on the work he had prepared concerning the alterations to the entrance to the cemetery. He would put details of this to the Burial Committee at a meeting to be arranged. He also asked when the War Memorial will be updated as he had a list of names that needed adding. ALLOTMENTS Cllr. Wood reported on the two quotes that had been received for the drainage work necessary for the allotments. These were Lincs. Drainage Co. £2496.80, B and A. Maplethorpe, North Kyme, £1750.00. Other firms asked to quote did not reply. It was unanimously agreed that the Maplethorpe quote should be accepted. OTHER BUSINESS Cllr. Miller advised that builders had removed hedges from the rear of gardens at the Whyche but had not replaced them by fencing as promised. The Clerk has already written to the builders. Cllr. Wood complained on the smell from the drains at the end of Sprite Lane and

along Walcott Road. He has been told by an Anglian Water employee that it was caused when the pump does come in on time. Cllr. Richards had spoken to another workman who was very sceptical about the entire system due to its age and predicted major problems. Cllr. Wilson agreed to con-tact the relevant bodies to look into the problem.

OBITUARY Just as the last Newsletter had gone to the printers, Billinghay lost its oldest resident, when Mrs. Maude Couling passed away at the age of 99, just seven weeks prior to what would have been her 100th birthday. Maude was born in Holbeach and came to Billinghay on her marriage to Robert Couling, whom she had met whilst spending holidays with her aunt in the village. Robert passed away in 1992. One cannot write about Maude without linking her name to that of her husband because theirs was a partnership in every-thing they did. She was a loyal and devoted wife and worked hard toward her husband’s success, both as a farmer and local councillor. Maude was a very capable lady and although she was not a great socialiser she did rise to the occasion when Robert be-came Chairman of Kesteven R.D.C., always joining him at civic and social events. Indeed her proudest moment was when she accompanied him to a garden party at Buckingham Palace. Maude worked tirelessly for the High Street Chapel, being deputy organist, Sunday School teacher, Chapel Secretary and doing countless other jobs behind the scenes. She was a competent pianist and a trained organist, so when husband Robert had to retire from playing the organ, she took his place. It was in her role as Organist at the Parish Church that she will be best remembered. She initially agreed to help out at the morning service (no mean feat for an 80 year old lady). When the High Street Chapel closed she took over at St. Michaels as their permanent organist and became fully immersed in the Church. She continued to play until she was 96! Maude was a very independent lady with a strong personality which enabled her to live on her own, to within a year of her death, still possessing an incredible memory. She leaves daughter Beryl, son-in-law Tony, grandchildren Sally and Jayne and two great grandchildren. Her funeral service at St. Michaels was one of thanks-giving for the life of a remarkable lady.

ANNIVERSERY

Congratulations to Colin and Janet Underwood who celebrate their GOLDEN WEDDING(50 Years) on the 25th July. This popular couple first met when Janet came to Billinghay to teach at one of the village schools. Colin must be considered as one of Billinghay's best ever all round sports-men, playing football for many years, as a very tricky right winger( Stanley Matthews style), winning many trophies. He was also wicketkeeper and a very steady opening bat (Boycott style) for the village cricket team. He is a member of South Kyme Golf Club and I understand he still plays a fair game of golf, while, along with wife Janet, the couple are now showing their prowess on the bowling green, playing the outdoor game for Billinghay and in-doors in the Winter at Sleaford Indoor Club. Considering Colin always had a full time job as well as often repairing friends cars or lawnmowers in his spare time, it is remarkable that this busy couple found time to produce four daughters.

PARISH PLAN UPDATE The recent questionnaire came up with a multitude of interesting responses; all have been acknowledged and some are already being addressed. The Billinghay Skirth Regeneration Society have been given a list of interested volunteers and they in turn have responded; a Neighbourhood Watch repre-sentative was asked to attend the May Parish Council meeting and everyone who responded to that question were invited to attend; Highways have been doing some roadside cutting which has tidied up the entrances to the village for now; the notice-boards should be erected within a very short time; we have noted all the comments about the litter and dog-poo problem (and been surprised how many children have commented on this), but wonder if it shouldn’t really be the doggy parents who acknowledge this. Each dog-poo bin costs £244 to purchase and £82.50 per year to empty. The Citizen’s Advice Bureau now hold their drop-in sessions on the second and fourth Wednesday of each month, from 9.30am and 1.00pm. This change in time is proving successful with more people using this facility. Sound Lincs ‘Early Ears’ music group which is here during term time have lots of new, age specific instruments for your children to try out. These sessions have been enjoyed by the children from Treehouse and Daisy Chains pre schools as well as parents and toddlers. The ‘A child is for life’ workshop started in May looking at aspects such as behaviour, development, play, language and communication, health and safety, healthy eating, media pressures, books and storytelling and has been very well attended. Two Health Trainer Drop-In sessions were held on Wednesday 20th May and 17th June offering help and advice on a range of health topics: improving health and wellbeing, living a healthier lifestyle, becoming more active, healthy eating, stopping smoking or cutting back on alcohol. Although not strictly speaking correspondence, we have been approached by the occupiers of the Old Garage on Walcott Road. They are aware that several local residents are concerned about the future of the site. They would like to say that they are occupying the site quite legally and will develop and run the business in accordance with all legal requirements. They are in the course of drawing up a planning application which will follow the due process. As I walk around the village, my home, I regularly notice that there are some conscientious dog owners and some who are not as conscientious. While walking towards him, I recently saw a man stand for a good 30 seconds while one of his two pets did what they do, and then walked on. As a past dog owner myself I thought this was a bit off. So much so that I went and cleared it myself. No, not an upstanding citizen; I didn’t want to walk it into my home. Why don’t you realise how this offends other people? Don’t you understand that it’s a finable offence, and for the people who leave the dastardly deed in a plastic bag at the side of the footpath – I fail to find words. Teaky’s Sports Column BOWLS - Billinghay Bowls Club played the Jubilee Pairs Cup on the opening day of the season. After an excellent afternoons bowling, with the green playing quite fast for so early in the season, the eventual winners were Jenny Blades and Val Howseman beating Mick and Alyson Lawson 6--4 in the final.

President Eric South presented the Sivill Cup to Paul Ray and Les Wilkinson after they won this Open Pairs Competition. This Ruskington pair had beaten Danny Dawson and Don Bell in the final. The Sunday morning E.B.A. team were relegated at the end of last season but they are showing their class in the lower league as I understand at present they are top. I am told that all the other teams are holding their own in all their respective leagues. I am told that when Billinghay were knocked out of the Digby Cup, the only winners were the South/ Swift/Underwood/ Timberlake combination.. The `gentleman` who gave me this information describes the skip on this rink as an `old pro`. Considering that all four are older than me, I am sure I can safely call all of them `Old Pros. The club organises a roll up every Monday at 2pm. Both members and non-members are all welcome.

TENNIS - Billinghay Tennis Club began their season by losing 6---3 to Wood-hall Spa on a very wet night but they compensated the following week by beating Heckington 7---2.

It will be a longer season this year as Boston have put another team in the league and Sleaford have also joined. Unfortunately for Sleaford, they will have to play all their matches away as their courts are not playable. How lucky we are!!! Fun tennis has started which takes place every Tuesday at 6-30 to 7--30. Two brand new tennis nets were fitted for the new season and the courts are playing very well. Membership Cards are now available and can be purchased from Mick and Tina Brom-mell at 81 Walcott Road. These run from April to April at a cost of £45 Family Card, £35 Joint Senior, £25 Senior, £20 Junior. Casual Play is £2 for a Senior and £1 a Junior. A Junior is 16 or under or in full time education.

GOLF -145 golfers took part in the CHRIS CURTIS TROPHY, which was recently held at South Kyme Golf Club. This is an annual tournament in aid of the WILLOW TRUST FOUNDATION, which is a cancer charity for the terminally ill. Special guests were former international goalkeepers Bob Wilson and Ray Clemence who were joined by Club President Barry Wilson and Club

Captain John Twells. Overall winner of the competition was Graham Houlton from Metheringham while the best Billinghay golfer was Alan Wells who finished third in his division. At the end of a wonderful days golfing, on a beautiful day, the entire days proceeds, which amounted to £6000, was presented to the Willow Trust Foundation. A truly magnificent effort.

FOOTBALL - Billinghay Athletic First Team finished the season off in fine style, in their last two matches. They beat Spilsby 7--0 away from home and in their last match ran out 5--0 victors at home to Skegness. The Reserves also made a late rally and I understand that by finishing third in their league, there is a possibility that they could be promoted to Division 2.

These teams should be congratulated for finishing the season in such respectable league positions after losing several of their players to other clubs in mid season. Thanks should go to those players who stayed loyal to the club and to the Managers and the hard working Committee members. Special thanks must go to Dave Smith (Club Chairman) for all his hard work and commitment throughout the year and also to Chris Warren for marking out the pitches for both the Saturday and Sunday games. The Under 16 team is now disbanding and players from this team are going their separate ways, special thanks must go to Paul Bainbridge who has managed them since they were in the Under 9 league, taking them from Division C to Division A. Congratulations Paul, you have done a great job. It was actually Paul and Rob Miller who founded the present batch of Junior teams. Congratulations to all those who won Trophies at the Junior and Senior Presentation Nights, both these occasions proved a great success. To finish the season off the First Team beat the Reserves in the Barry Clay Memorial Trophy in a close and well contested match. Committee members are always sought after, so if anyone interested in football and willing to help in any capacity, in the running of the club, please make yourselves known by contacting Terry Edwards on Tel. 01526 860169. Club Secretary Terry Edwards gave me most of the information for these notes and I would like to take this opportunity to thank him on behalf of everyone connected with local football for the work he puts in, to make everything run smoothly. Unless one has been secretary of any organisation of this kind, you don't realise how much work it entails.

I thought I had heard of every sport and pastime but a gentleman from Meadow Way has surprised me recently by SQUIRREL HUNTING. The trouble is they keep `going to ground` in his garage loft.

BILLINGHAY & DISTRICT TWINNING ASSOCIATION Twinning between towns and villages from across Europe began after the second world war as one of the measures to secure a lasting peace. The aim was to bring together “ordinary” people so that they could see how each other lived, experience all they had in common, and understand and celebrate their differences. We have just completed our 23rd twinning exchange with Ballon in France. Forty two French people visited us, ranging in age from three to 79 years old. They were children, factory and office workers, professional people and those who have retired. Yes, it did include the mayor of Ballon but it was his 11th visit to us, he has only just been elected and he paid his own way! The theme for this visit was “Lincolnshire – Fens, Wolds and Coast”. While most of the English hosts were out at work, we explored and explained about the Lincolnshire geography and visited places as diverse as Gordon Boswell's Romany Museum, where Gordon's reminiscences held the French spellbound, Mablethorpe Seal Sanctuary and the Lifeboat station, where the French were able to make comparisons with their own state- funded system. For this visit we were joined by some pupils from the Lafford High School who were able to practise their French on real French men and women. One evening was spent at various local restaurants including 53 people at South Kyme's “The Hume”. We had a wonderful meal, the French connoisseurs praising the very high quality of the English food! Another evening we had a ceilidh for over 100 people. Saturday was spent with families or small groups, often including their friends and relations. Who paid for all this? We did; from our own pockets and from funds raised by the usual jumble sales, quiz nights et al. Was it worth it? Yes, yes, yes. The children who have grown up and are growing up with the twinning and associated school exchange have had minds opened, prejudices destroyed, and opportunities provided. Over the years there have been at least six young people who have found it quite natural to live and work in France, often being found work placements by twinning members. One has married and has two bi-lingual children. Next year (probably at the end of May) we shall go to France. We welcome anyone to join us. Nobody is excluded. The cost will be approximately £100 for the coach fare, but everything else will be paid for by our hosts. There will be no charge at all for children.
