n We had a classic example of the value of The Beacon website last weekhellipactually a couple of them First we received the news about the agreement between the Ohio House and Senate on the Clean Lake Erie Act late last Tuesday Unfortunately we got it too late to get in the paper So we put it online immediately Then last Wednesday we held our monthly ldquoCof-fee with the Editorrdquo session with Port Clinton Mayor Vince Leone who introduced us to Max Upton his new administrative assistant We posted that inter-view on Wednesday afternoon Wersquove received a lot of attention for that one even from other local news-papers So remember to check The Beaconrsquos website every day (thebeaconnet) We update it every day sometimes even a couple of times a day

n Local resident and armed forces veteran Bill Payne has had a tough time of it recently According to his comrades at the Port Clinton VFW Post he had a massive heart attack but survived Unfortunately he has no unemployment benefits no health insurance and no income to keep him going while he recovers So VFW Post 2480 located at 214 Madison Street is stepping up to hold a special benefit cabbage roll din-ner for Bill on Sunday April 26 from 12-3 pm The large meal is $10 and a small meal is $7 The public is welcome As I have heard many times from our local veterans groupshellip ldquoWe take care of our ownrdquo

Commemoration Celebration was held at the Camp Perry Clubhouse At the commemoration a representa-tive from Ohio Governor John Kasichrsquos office attended with a proclamation stating March 30 as Vietnam Vet-erans Day in Ohio

The ceremony opened with a parade of the colors pre-sented by the 200th Red Horse Squadron the Pledge of Allegiance led by Kenneth Monnin and the Star Span-gled Banner led by Stacy Depner

WHO IS A VETERANErnie Hopkins Vietnam veteran and orchestrator

of the event was first to speak Hopkins shared his thoughts on ldquowho is a veteranrdquo ldquoMany only think of vet-erans as the grunts but it is everyone together that al-lows everyone to accomplish their jobs in the militaryrdquo said Hopkins

Next was a pinning ceremony by Stein Hospice Representatives from Stein Hospice went through the crowd presenting veterans with a Badge of Honor Stein Hospice also brought veteran beads which were made at the Ohio Veterans Home

BOB KLOSTERMEIER VIETNAM VETERANThe guest speaker at the commemoration was Bob

Klostermeier Klostermeier is a Past Department Com-mander for the Ohio American Legion and served in the United States Navy serving two tours of duty in Viet-nam where he was a door gunner on a helicopter

Bringing back many memories to those veterans in at-tendance Klostermeier started his speech by playing a piece of audio that included the sounds of a helicopter and what that sound meant to those who were in com-bat Next Klostermeier read a poem that was given to him 20 years ago by at that time sixth grade student Chrissy OrsquoNeal The poem included ldquogiving all they had and one more try they were even willing to dierdquo

Klostermeier went on to define a veteran ldquoSome veterans you can tell just by looking at them

but some only show on the insiderdquo said Klostermeier ldquoItrsquos the cop on the beach sweating two gallons a day he or she is a nurse who went to sleep every night sobbing a POW who came back a different person or didnrsquot come back at all a person pinning on medals with a prosthetic hand the old guy bagging groceries slow who worked on the front line fighting Nazis who wished his wife was still alive to hold him when the nightmares came or the

homeless person holding a sign on a street corner A thank you for what they have done would mean more than a medalrdquo

Klostermeier said that 29 million military members served in Vietnam The average age of a fatality was 23 91 of veterans say they are glad they served 1 out of 10 Americans died in the Vietnam War and the amount of amputees increased 300 in the Vietnam War than in WWII

ldquoIt takes real courage to put on the uniform in a time of warrdquo said Klostermeier ldquoThere is no way to repay them but we can honor them Here today we honor the living and the deadrdquo

THOSE WHO GAVE ALLFollowing the guest speaker there was a tribute to the

fallen heroes of the Vietnam War In Ottawa County Thomas Henry Carstens James Michael Davenport Clyde Wilson Enderle David Michael Kesterson Wil-liam L Matthews Jr Glen Allan Millinger and Antonio Elizondo Ruiz were honored

There was also an Ohiorsquos POWMIA Memorial Pro-gram by the Rolling Thunder Inc Chapter 5 Ohio which included a family honoring a loved one who they had lost in a time of war

AGENT ORANGE QUILT OF TEARSThe Agent Orange Quilt of Tears was on display at the

event The quilts which came from Florida included hand-made squares from family members and those suffering from exposure to Agent Orange during mili-tary service According to the US Department of Veter-ans Affairs the US military sprayed millions of gallons of Agent Orange and other herbicides on trees and veg-etation during the Vietnam War Several decades later concerns about the health effects from these chemicals continue There is a long list of chronic diseases and cancers associated with Agent Orange that is listed on the US Department of Veterans Affairs site

ldquoToday we have representatives from the Millinger Davenport Matthews Rias Enderle and Kestersen families here which is greatrdquo said Hopkins ldquoWe thought that we had six families in Ottawa County who had lost family in the Vietnam War but there are seven We found out that Antonio Elizondo Ruiz is from here and we are glad to see his family here honoring him todayrdquo

Next year the Vietnam Era Veteran Commemoration Celebration will be held on Saturday April 9

Proposal zoning change in Danbury Township

A major zoning change is being pro-posed for 6421 East Bayshore Road from agricultural zoning with conditional use to commercialrecreational zoning in conflict with the current land use plan All property surrounding and adjacent to this parcel of approximately eight acres is cur-rently zoned agricultural

The property in question under con-ditional use has been used to build six industrial storage barns The new zoning proposed would allow additional expan-sion of this storage facility to include as many as six more industrial storage build-ings

We have been advised by a real es-tate specialist that this change in zoning and the expansion of this storage facility would be materially damaging to the real estate value of surrounding properties especially the adjacent horse boarding training and breeding facility and busi-ness

The indiscriminate zoning being done by the Danbury Zoning Board and Trustees to allow construction of numerous stor-age facilities in 2013 and 2014 throughout Danbury Township needs to stop

A new land use plan is scheduled to be completed by 2017 It is definitely need-ed or Danbury could become the Stor-age Capital on the Lake Maybe Danbury should take a hard look at the direction being taken and use the proposed new land use plan due in 2017 to improve di-rection

Voting in Ottawa County is easy Voters can request an absentee ballot and vote at their kitchen table or they can vote in the Board of Elections office No reason needs to be stated to vote absentee no fault absentee voting is of-fered to every register voter by Ohio state law Absentee voting begins Tuesday April 7 for the upcoming Special Election The Board of Elections office will offer extended hours (8 am to 5 pm) daily and weekend hours on the weekend before Election Day Tuesday May 5

The Marblehead Police Department Association is holding its annual reverse raffle on April 25 at St Maryrsquos Social Hall in Marblehead 300 tickets will be sold for this event for a donation of $100 for a cash grand prize of $10000 with an additional $6500 being awarded on the main board

Tickets include one meal of either prime rib or chicken and entry onto the main board Beverages are pro-vided free of charge and extra meal tickets are also available with a main board ticket for only an ad-ditional $20 each

During the event there will be a silent auction which local businesses have donated items There will also be side boards where tickets can be pur-chased and additional cash prizes are awarded The money that is earned from this event is used for many community events that the Marblehead Police Depart-ment Association holds throughout the year Some of the money will also be used to update the police equipment

One of the major com-munity events that the police department holds is the Christmas Tree Light-ing at James Park This event is held the Friday after Thanksgiving and each child that attends is guaranteed to leave with at least one gift At the tree lighting event there is a raffle that is at no cost to the parents or children where we give away a total of four new bicycles and a special visit from Santa Claus

The money raised at the raffle also goes towards the annual Easter Egg Hunt The Easter Egg Hunt is held at James Park and over 4000 plastic eggs are filled with candy During this event prizes are given away for best decorated Easter basket best deco-rated Easter egg and also prize eggs are placed dur-ing the hunt Children that find the prize egg receive a generous Easter Basket

The proceeds that were raised last year from the raffle were used to help upgrade the department bullet proof vests along with a donation to the Danbury High School Wrestling team and other

The sponsor of the Clean Lake Erie Act announced Tuesday (March 24) that an agreement has been reached on Senate Bill 1 paving the way for final passage of the Senatersquos top priority of the new session

Senator Randy Gardner (R-Bowling Green) sponsored the bill as the next step in working to reduce harmful al-gae in Lake Erie The bill is scheduled to pass the Ohio House and Senate on Wednesday and head to the gover-norrsquos desk to become law

ldquoThere is nothing more important than protecting the right to clean drinking waterrdquo Gardner said ldquoThis legisla-tion can be helpful as we continue to work on this prob-lemrdquo

ldquoSo many people are impacted by what we are trying to achieve with this billrdquo Gardner added Hundreds of small businesses tens of thousands of jobs and billions of dol-lars in economic activity are impacted Lake Erie is one of Ohiorsquos critical natural assetsrdquo

Gardner and his co-sponsor Senator Bob Peterson (R-Sabina) worked with numerous organizations concerned about the future of Lake Erie and agriculture resulting in strong bipartisan support for Senate Bill 1 When the Senate announced its list of priorities in January Gardner

said his goal was to send the bill to the governorrsquos desk by the end of March

Specifically Senate Bill 1 bans the spreading of manure and commercial fertilizer on frozen snow-covered and saturated ground with daily penalties for violating the law The bill also requires training in handling manure that is transferred from large farms (Concentrated Ani-mal Facility Operations) and applies the training require-ment statewide

ldquoWe found a way to work with agriculture and environ-mental organizations to complete work on the Clean Lake Erie Actrdquo Gardner said ldquoWe know Lake Eriersquos challenges are not just about agriculture so the bill works to address other factors as wellrdquo

The bill prohibits the open-lake disposal of dredged ma-terial into Lake Erie with a five-year timetable requires monitoring of phosphorus at wastewater treatment plants and establishes a Coordinator of Harmful Algae Management and Response The coordinator will work with water treatment plants provide for in-lake testing for toxic algae and establish health advisories and coor-dinate management of toxic algae issues and responses with local governments

The bill also provides expanded support for agriculture through the Healthy Lake Erie Fund supporting soil and edge of field testing tributary monitoring and conserva-tion practices to help farmers reduce nutrient loading in the western Lake Erie basin

ldquoWe can have a healthier Lake Erie and a strong agricul-ture economyrdquo Gardner asserted ldquoWe must do what we can to achieve both goalsrdquo

Free skin cancer screening Magruder Hospital will hold a Free Skin Cancer

On Saturday March 28 the Port Clinton Area Business and Professional Women celebrated their 20th auction night to benefit the organizationrsquos scholarship fund The event was held at the Port Clinton Elkrsquos Lodge and included a live and silent auction games and prizes

Over $4000 was raised at the event and nearly 75 people attended Kim Leneghan president of the Port Clinton Area BPW was the guest speaker Greg Peiffer was the auction-eer and Rob Hickman was the presenter for the live auc-tion There was a three tiered cake made by Kountry Korner Bakery to celebrate the 20th anniversary of the auction

Safety Council

Periodically clients will reluctantly ask the question ldquoCan I disinherit my childrdquo This will open an emotion-al discussion that may be very necessary but also very traumatic Clients will ask this question for several rea-sons Some may think disinheriting a child is cruel and self-centered on the part of the person signing the doc-ument but most times their reasoning is sound Before judging consider the various reasons for this decision

1 The child has a severe physical or mental handi-cap that will require a nursing home or total care upon the parentrsquos death The childrsquos share can be protected for future personal use

2 The child has an addiction or emotional prob-lem If the child was to receive the funds directly the funds would certainly be dissipated within a short period of time

3 The child is a compulsive gambler or has extreme debt Receiving a large inheritance at one time may result in the childrsquos self-destruction and again immediately lose whatever he stood to in-herit

4 The child is in a very bad marriage and without proper planning your assets will be the subject of

a divorce order 5 There is a child out there that you know to be

yours but is not part of the main family unit If this child is your natural child he or she has all of the same rights as your acknowledged children

6 You have not seen or heard from your child for ten years and for whatever reason you will not hear from him It is amazing how he will mysteri-ously appear shortly after your funeral

7 You simply have never related to each other and you have each gone different directions The child would probably not want anything from you but there is always his spouse looking out for the grandchildren

There are many real and legitimate reasons to disin-

herit a child Your children all have a different relation-ship with you It is important to treat them equitably not necessarily equally If you have disinherited a child the burden is on you to correct the document if circum-stances change If it was done purely out of emotion time may cure the cause but the will or trust will be honored unless it is formally changed

Why disinherit a child

On March 20 Port Clinton Moose Riders presented a check to The Ability Center of Ottawa County in the amount of $4000

The Moose Riders who started in Port Clinton in 2014 chose The Ability Center of Ottawa County as their ini-tial charity for the 2014-2015 year after having one of its memberrsquos children attend and benefit from the Centerrsquos Youth Summer Leadership program last summer

The group held a gun raffle in January with all proceeds from the 5050 and silent auction donated to The Abil-ity Center They have also been hosting small fundraisers in the Moose Lodge to raise money for the Center The $4000 is the total to date raised by the Moose Riders through these endeavors

The money raised will go to The Ability Centerrsquos Ottawa County office and will be used to support programming in that office

Additionally there will also be a Blessing of the Bikes event May 9 and a Rod and Fishing Raffle event this summer with a portion of the proceeds to benefit The Ability Center
